Against the backdrop of Hynniewtrep National Liberation Council (HNLC) withdrawing from peace talks with the state and central government, its interlocutor Sadon K Blah on January 8 said that the leaders of the outfit are ready to reconsider the decision with the condition that the state government will not be reluctant in dropping the cases against the leaders of the group and grant general amnesty to them, The Shillong Times reports. The outfit has set ‘amnesty’ as a condition for resumption of tripartite peace talks with the union and the state governments. HNLC’s demands included lifting of the ban on the outfit under the Unlawful Activities Prevention Act (UAPA) and the withdrawal of all pending cases against its cadres. They also demanded the release of jailed HNLC cadres and individuals suspected of association as well as the dropping of charges against all its leaders.

On January 10, Manipur Security Advisor, Kuldiep Singh ruled out any possibility of foreign hands behind the persistent attacks on the Security Forces (SFs) at Moreh township which lies on the Indo-Myanmar border on the Indian side in Manipur, reports Northeast Now. Singh further asserted that there is no evidence of Myanmar-based militants to be found, however, reports have been received that attacks on SFs at Moreh were carried out by Kuki village volunteers and suspected Kuki militants using highly sophisticated weapons that included rocket-propelled grenades.

On January 31, Meghalaya Chief Minister Conrad K Sangma said dropping of cases against Hynniewtrep National Liberation Council (HNLC) will depend on a case-to-case basis, reports The Meghalayan. He stated that the terms and conditions cannot be changed as they are the same for all militant organisations. Sangma said, “There are some (cases) which are heinous in nature. So everything will be dealt with separately but these cannot be talked about as blanket orders saying that all cases are being withdrawn as it depends on case to case to basis.” He further added, “There are standard conditions that are there for all and hence if we change those conditions for some organisations then it becomes difficult to have a uniform platform which fits all the organisations because the terms and conditions cannot be changed. Therefore, whatever terms and conditions that we used and laid down for other organizations, the same conditions are being put for HNLC peace talks also.” Reiterating that the government is still open to discussion with the HNLC, the CM appealed to the outfit to reconsider its decision and continue with the peace talks.“

On March 5, Manipur Chief Minister N Biren Singh stated that that 28 individuals remain on the missing list amidst the ongoing communal violence between the Kukis and Meiteis in the State that erupted on May 3, 2023, reports Northeast Now. According to government reports, there are 63 missing cases documented. Out of the 63 missing cases, the CM disclosed that 26 individuals were discovered deceased, while nine were successfully located alive. However, 28 persons remain unaccounted for, despite efforts by central and state security forces to locate them amidst the challenging terrains of the interior areas in Manipur. The CM further stated that a total of 1,555 individuals sustained injuries during the violence. This includes 1,429 civilians, 98 Police personnel, and 28 central forces members. Notably, 334 individuals suffered gunshot wounds.

On March 14, the Hynniewtrep National Liberation Council (HNLC) claimed responsibility for the Improvised Explosive Device (IED) bomb explosion that took place on March 9, at Shillong City Bus Syndicate near the Harijan Colony in Them Iew Mawlong in East Khasi Hills District in Meghalaya, reports The Shillong Times. The HNLC statement read, “We claim responsibility for the IED blast at Them Metor (Harijan Colony) on the night of March 9. The Budnar Shadow Squad (BSS), which operates as the special forces of the HNLC, was responsible for carrying out this blast.” The HNLC also demanded that the government should promptly withdraw the Central Reserve Police Force (CRPF) from the Colony to ensure the freedom of movement for the Hynniewtrep people. The outfit blamed the long-standing negligence of the Meghalaya government in relocating the Harijans from the area and said: “We have no choice but to resort to military action. This serves as a gentle reminder that if the government fails to protect our community, we may see Hynniewtrep descend into civil war. Any community that poses a threat to Hynniewtrep will be dealt with firmly. The government must relocate them within one month or face the consequences.”

The notification issued by the UMHA stated that the Central Government, exercising its authority under Section 3 of the AFSPA, had previously declared Tirap, Changlang, and Longding Districts in Arunachal Pradesh, along with specific areas under the jurisdiction of Namsai, Mahadevpur, and Chowkham Police stations in Namsai District, as 'disturbed areas.’ The extension is slated for a duration of six months, effective from April 1, 2024, unless withdrawn earlier by the authorities.

On April 8, Tripura Chief Minister Manik Saha stated that the central government has sanctioned INR 1000 million rehabilitation package for the surrendered militants of the Nationalist Liberation Front of Tripura (NLFT), reports Northeast Now. The CM said that the central government has approved this allocation under the Special Economic Development Package for Indigenous People of Tripura, aimed at facilitating the integration of former NLFT members into society and away from violence. Manipur Chief Minister (CM) N Biren Singh on April 17 asserted that any form of peace talks between the warring communities should not compromise the territorial integrity of the State and must ensure the protection of the indigenous population, reports The Telegraph. Speaking at the launch of the 'Sankalp Patra' at the Bharatiya Janata Party (BJP) office at Imphal, Singh said, "The peace talks should not compromise the territorial integrity of the state and the well-being of our indigenous people. We will not accept peace negotiations that dilute these fundamental issues." He added, "During his recent visit, Union Home Minister Amit Shah had unequivocally said the BJP is committed to preserving the unity of Manipur." Singh highlighted Shah's acknowledgment of attempts by illegal immigrants to disrupt the demographic balance in the state, stating, "This fact is unknown to the opposition." Speaking on the contents of the BJP manifesto, Singh said whatever Prime Minister Narendra Modi promises is always implemented.
