Indigenous People’s Front of Tripura (IPFT) announced that it would conduct a sit-in indefinite protest demanding separate Tipraland and scrapping of the Citizenship (Amendment) Act (CAA) in Khumulwng in West Tripura District, reports East Mojo on January 2. IPFT party general secretary and Tripura forest minister Mevar Kumar Jamatia said that despite meeting Union home minister Amit Shah on various occasions over the demand to keep Tripura out of CAA, nothing concrete has come out till date. He stated that “We have been fighting for a separate Tipraland so that the rights of the indigenous people can be secured, but so far no positive response has been made by the Centre. The Centre has passed the CAA without exempting Tripura from the Act even after making a request to the Centre during the meeting held in New Delhi,”. He also said that the life of the indigenous people has been affected by the continuous influx in Tripura and any further increase of population in the state would be dangerous for the culture and tradition of the indigenous people who have already become a minority.

United Liberation Front of Asom-Pro Talks Faction (ULFA-PTF) leader Anup Chetia on January 1 stated that Centre’s imposition of the Citizenship Amendment Act (CAA) was provoking a section of youths of Assam to take up arms, reports The Telegraph. Chetia’s apprehension came in the wake of a recent media reports that amid the nationwide protests against the CAA, Bordumsa police arrested six youths who were secretly preparing to join ULFA-I. Joining the anti-CAA agitation of the Nagarik Samaj in Kamrup Metropolitan District, he stated that However, the Centre’s conspiracy against the indigenous people will not work,” he added. “We have not instigated or provoked anyone to commit violence and crime in Assam since 2010. He also stated that I appeal to them (youths) to refrain from any thought of taking up arms. We must stay united and resist any move of the Centre democratically if there is anything against the interests of the people of Assam.”

Reacting to the incident, All Assam Students Union (AASU), Assistant General Secretary, Monowar Hussein stated that “This is not the first time that anti-CAA movement leaders have been targeted. On December 12, bullets were fired at AASU member Nitu Saikia’s house at Melamora in Golaghat District. A case was registered at Kamargaon Police station but the police have failed to make any headway till date.”

Assam along with other states have established the role of Popular Front of India (PFI), an alleged radical group, in the violence that erupted during anti-CAA protests, reports Assam Tribune on January 4. Assam Government has sent a detailed report on PFI’s role in the violence in Guwahati on December 11. A Home Ministry official stated that Assam Police and Police forces of several other States have established PFI’s role in the recent violence. At least two PFI activists were arrested in Assam in connection with the violence. National Investigation Agency (NIA) had also submitted reports on the group to the home ministry, claiming it was involved in terrorist activities, including running terror camps and making bombs.

The Indigenous Peoples Front of Tripura (IPFT) on January 6 started an indefinite sit-in at Khumulwng in West Tripura District against the Citizenship Amendment Act(CAA), creation of a separate Twipraland and implementation of National Register of Citizens, reports The Telegraph. The IPFT said it will continue the demonstration at Dukmali Bazar at Khumulwng, Headquarters of Tripura Tribal Areas Autonomous District Council, till the Centre takes a positive step on these issues. IPFT president and state Revenue Minister N.C. Debbarma stated that “Several reports, some by the Centre, confirmed the presence of illegal immigrants in Tripura. In 1996, the then home minister Indrajit Gupta had said in Parliament that more than 8 lakh illegal immigrants are present in Tripura. Settling more illegal immigrants will be detrimental to interests of the indigenous people”.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) stated that political settlement with Government of India cannot cover nagas in Myanmar, reports Economic Times on January 8. NSCN-IM stated that “Integration of the divided Naga ancestral domains is the inherent right of the Nagas, and that the Government of India has officially recognized the legitimate right of the Nagas to integration of all Naga areas. By integration, it means – geo-political integration based on sovereign right of the Nagas, not that of the Indian or Burmese constitution.” NSCN-IM also added that “Indeed, we are for a territorial integration under one political roof. We don’t see any meaningful solution without integration. However, political settlement with the Government of India cannot cover Nagas in Burmese occupied areas. That will be the second phase to be settled with the Burmese Government. NSCN-IM further stated that Pan Naga Hoho will be a common platform for the Nagas to inculcate and foster the spirit of oneness and unity of all Nagas, adds Economic Times. NSCN IM said that Naga Regional Territorial Councils (NRTC) to be created on the basis of Framework Agreement in Naga Areas in the so-called Manipur state, Arunachal Pradesh and Assam are transitional. According to NDFB-S top leader “All the 50 members of the NDFB-S left Myanmar early on Saturday [January 11]. The Indian Army escorted the leaders and cadres from the International border to an undisclosed Army base.” He also added that “The outfit’s chief, B Saoraigwra, and his family members along with his security personnel crossed the international border at Tamu (in Manipur), while NDFB-S’ (self-styled) general secretary B Ferrenga, council members and other cadres entered India through the Longwa international border (Mon District in Nagaland)”. Additionally, a senior intelligence official stated that “All this is being directly monitored by Ministry of Home Affairs. We have not been informed officially yet. The top leadership of the group will be taken to Delhi as part of peace talks.”

He stated, “That is not true at all. There was a simple observation that certain officials and certain political leaders had in Delhi saying that since we have exemption under Sixth Schedule, why would we need exemption under ILP from the CAA”. He also added, “There is no question of Sixth Schedule being removed as it is a protection and privilege given to the people of the state. We are very firm as a government that there is no comprise with the Sixth Schedule.” Meghalaya, which was formed as an autonomous state April 2, 1970 and as a full-fledged state on January 21, 1972, after being carved out of Assam, is covered by Sixth Schedule provisions of the constitution.

Border Security Force (BSF) officials said the fences are “anti-climb and cut” – which means that intruders would find these fences extremely difficult to breach. These fences would be built in 17 patches along the Indo-Bangla border in Meghalaya in areas which are not fenced. However, since these fences are proposed to be built within 150 yards of the international border, Bangladesh has raised objections.A large number of these fences is likely to come up in the Jaintia Hills sector which has remained unfenced and is vulnerable to infiltration by Bangladeshi criminals. In this month, there were three attacks by Bangladeshi miscreants in which eight people including a BSF jawan were injured.

We did not seek an extension to submit the report. We hope it will be ready within 15 days”. Clause 6 of the Assam Accord promises constitutional, legislative and administrative safeguards to protect, preserve and promote the culture, social, linguistic identity and heritage of the “Assamese” people. Mizoram Chief Minister Zoramthanga on January 13 said that a quadripartite agreement among the Centre, his government, Tripura and an apex body of the internally displaced Brus would be signed on January 16 to end imbroglio of Bru repatriation, reports East Mojo. The Minister stated that Union Ministry of Home Affairs informed his government that the agreement, one inked by the stakeholders, would allow the internally displaced Brus to settle in Tripura permanently. Between November 2009 and November 2019, the Centre made at least nine attempts to repatriate Brus. Of the 4,477 families identified as bona fide residents for repatriation during the last round, only 289 families had returned during the last round of the exercise. The Bru community, also called Reangs, is scattered across Assam, Mizoram and Tripura.

The National Investigating Agency (NIA) conducted searches in connection with the alleged terror funding of Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), at five separate locations at Dimapur in Nagaland and Imphal in Manipur on January 14, reports East Mojo. The NIA official said that searches conducted at the premises of close associates and relatives of Alemla Jamir have led to recovery of cash of INR 8.26 million, documents of different properties worth INR 30 million, incriminating diaries, photographs, digital devices including 15 smartphones, one hard disk, one pen drive, one memory card and four laptops. "Certain insurgency and extortion related literature as well as other incriminating documents have also been recovered during the searches," NIA officials said. "Searches have also revealed that unaccounted money is being used in cash for purchase of properties," the official said, adding, "On January 10, the NIA special court, New Delhi had extended judicial custody of accused Alemla Jamir for one month." Alemla is alleged to be working for NSCN-IM and was detained at Domestic Airport T-1, New Delhi, with cash worth INR 7.2 million by the Income Tax officials on December 17 last year and was arrested by the special cell on the same day.

Mizoram Chief Electoral Officer (CEO) Ashish Kundra stated that “The process of deletion is likely to be undertaken during the next round of roll revision after the Bru relief camps in Tripura are closed down. According to election officials, there were a total of 12,081 Bru voters in six relief camps in Tripura in the last Lok Sabha (lower house of Indian Parliament) poll held in April last year. During the last phase of repatriation conducted between October and November last year, 1,168 Bru people, comprising 715 adults and 453 children, belonging to 289 families, have returned to Mizoram.

Outlook reports on January 28 that Assam Finance Minister Himanta Biswa Sarma stated “I have been told that if the United Liberation Front of Asom (ULFA) faction (UFLA-Independent) shows interest in peace talks, it would be reciprocated by the Centre”. Report also added that before the accord is signed, the Centre is also likely to finalise the definition of “Assamese”, people who can be considered eligible for constitutional safeguards under the 1985 Assam Accord. A panel looking into the issue is expected to submit its report to the Centre by mid-February. ULFA factions, led by the Arabinda Rajkhowa and Anup Chetia are engaged in peace talks with New Delhi since 2010. Rajkhowa and Chetia are optimistic to sign a peace agreement with New Delhi soon. Union Home Minister Amit Shah stated that primary objectives of the treaty were to augment the area and powers of the BTC and streamline its functioning, to address issues relating to Bodos residing outside BTAD, to promote and protect social, cultural, linguistic and ethnic identities of Bodos, to provide legislative safeguards for land rights of tribals, to ensure accelerated development of tribal areas and to rehabilitate members of NDFB factions.Shah announced a special development package of Rs 1,500 crore for the next three years for areas under the BTC. The agreement said, “The Assam government may earmark a sum of Rs 250 crore per annum for a period of three years for the development of the area under BTC. The Centre may contribute an additional amount of Rs 250 crore per annum for the same period.” Assam Chief Minister stated that the new pact would be implemented while keeping the territorial integrity of Assam intact, thereby allaying the fears of those opposed to the further bifurcation of the state. “All the clauses in the agreement would be executed with the support of all stakeholders and no community living in Assam should be worried about the pact. We have also resolved to support the ongoing talks as their successful conclusion will herald in peace not only in Nagaland but also impact the entire socio-economic situation in the Northeast,” Conrad said. On the prospect of Inner Line Permit (ILP) system affecting trade and tourism in Meghalaya, Conrad said, “We need to strike a balance between protecting our people and maintaining economic activities. Therefore, mechanisms and use of technology will be needed ensure that economic activities like tourism and trade are not affected. A mechanism should be created in such a manner where we don’t discourage investments, yet these mechanisms should be so used in such a manner that our people are protected.” On Citizenship Amendment Act (CAA), Sangma said the stance of NPP had been clear from day one. He emphasized that while the Centre might have its own reasons to give citizenship to those who had been living in India post the Partition, the NPP was firm on its demand for provisions to protect the Northeast and its indigenous people.

On February 11, Minister of State for Home Affairs Nityanand Rai replying to a query in Lok Sabha (Lower House of Indian Parliament) stated that almost 21,348 infiltrators were deported and 9,145 arrested by Indian authorities along the border with Bangladesh in the past five years since 2015, reports The Times of India. According to official data, around 5,930 infiltrators were arrested on Indo-Bangladesh border by Border Security Force (BSF) in 2015; 5,147 in 2016; 4,706 in 2017; 3,390 in 2018 and 2,175 in 2019. Clarifying about the data of deportation, Rai stated that 426 infiltrators were deported along the same border in 2015; 2,075 in 2016; 1,175 in 2017; 1,118 in 2018 and 1,351 in 2019. To tackle infiltration, Central Government is said to have adopted a multi-pronged approach including round-the-clock surveillance and patrolling on the borders and establishment of observation post; construction of border fencing & floodlighting; introduction of modern and hi-tech surveillance equipment; upgradation of intelligence setup and enhanced coordination with the state governments and concerned intelligence agencies.

Overall, militancy-related incidents have declined by about 12 per cent and the arc of violence in the entire North East has shrunk primarily to an area which is the trijunction between Assam, Arunachal Pradesh and north Nagaland, the officer said. The seized arms included 134 AK-47 rifles, 8 AK-56 rifles and 26 Light Machine Guns (LMGs). He said that the largest arm haul was made in 2011-12 fiscal an in that year at least 91 arms were seized in the state, followed by 83 arms seizure during 2014-15 fiscal. During the current fiscal (2019-2020), at least 23 different smuggled arms were seized against 27 in 2018-2019. He also added that 32 smugglers are currently incarcerated, of which eight Myanmar nationals have been convicted while 24 were being tried in court.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on March 2, termed the recent comment of RN Ravi, the Government of India’s interlocutor for Naga peace talks as irresponsible and misleading, reports The Sangai Express. NSCN-IM in a press statement said that “In his interview, the Representative of the Government of India (GoI) in an intentional and calculated move misinterpreted the 3rd August, 2015 Framework Agreement (FA) and squarely blamed the NSCN by giving shocking and unwarranted statements”. The NSCN-IM said that it does not consider the Framework Agreement contentious and there is no ambiguity about it. The NSCN-IM further said that it “recognizes that it is a broad framework whereby a foundation was laid towards resolving the decade’s old Indo-Naga conflict through mutual respect of each other’s history and sharing of sovereignty or sovereign powers between the two entities”. The NSCN-IM also said that it is firm in its commitment to resolve the decade’s old Indo-Naga issue based on the Framework Agreement. The NSCN-IM then stated that the Framework Agreement “recognizes that the Naga issue is political and therefore implying that it is not the internal law and order issue of India”. It reaffirmed and recognized their “Unique history and situation” which entails that Nagas were never a part of India either by conquest or by consent. According to the NSCN-IM, in 2010 the first ever comprehensive official response proposal from the GoI was submitted to the NSCN-IM during the time of RS. Pandey, Representative of the Government of India. The proposal of the Government of India significantly included a political solution based on “Shared Sovereignty” and also amongst others included the establishment of “a statutory Pan Naga Supra state body” to represent Naga identity and their interest and which will cover Nagas, wherever they are, and separate fund. His proposal also included the necessity of respect for the integration of Naga areas. During the period of the present Representative of the Government of India it was finalized that in appreciation of the unique History and situation of the Nagas the GoI agreed that the statutory Pan Naga Hoho (PNH) shall be part of the political agreement and recognised that integration of all Naga areas as the “legitimate rights” of the Naga people. Pan Naga Hoho shall be statutory body, represented by Nagas, wherever they are, from respective tribes or regions democratically, according to NSCN-IM. Earlier RN Ravi had accused NSCN-IM of making “new and mischievous interpretation” of the already agreed positions.

He stated in Lok Sabha (Lower House of Indian Parliament), “Ten inmates of the six detention centres in Assam, where declared foreigners/ convicted foreigners are kept, died in different hospitals from 1st March, 2019 to 29th February, 2020”.The Minister also said that there were six detention centres in Assam, having a total capacity of 3,331 people (Tezpur 797, Silchar 479, Dibrugarh 680, Jorhat 670, Kokrajhar 335 and Goalpara 370). He also added that “A detention centre at Matia in Goalpara District with a capacity of 3,000 is under construction.” He also said that there was no National Register of Citizens (NRC) detention camp/centre is Assam. Earlier on March 11, Minister of State for Home Affairs, Nityanand Rai had stated that there were 802 persons in the detention centres of Assam on March 6, down from 1,043 inmates in November, adds The Telegraph. This decline is being attributed by those in the know to the Supreme Court order last May for conditional release of those who have spent more than three years in the centres. The NRC authorities have put on hold its decision to issue rejection certificates to the 1.9 Million people because of Corona virus epidemic, reports The Telegraph. Sources said the NRC authorities here have got the names of these people from the deputy commissioners who had been asked a few weeks ago to check whether declared foreigners, D-voters or people with cases pending in foreigners’ tribunals have got into the final NRC.

The Secretary also added that that there are about 19 unauthorised villages in four Mizoram Districts -- Lunglei, Champhai, Mamit and Serchhip -- suspectedly established by Bangladeshi immigrants. Majority of the illegal villages are located in south Mizoram’s Lunglei District, three in Champhai District, two in Mamit District and another one in Serchhip District. He said that the unauthorised villages are inhabited mostly by the Chakmas and Bru communities. He also ruled out allegation that the government is taking up National Register of Citizens (NRC)-like exercise. The massive drive is being carried out alongside the to identify unauthorised villages across the state. This comes at a time when a household register bill to identify between genuine residents and foreigners is pending with the Centre for approval.

Inspector General (IG) Range Lima Sunep Jamir on June 26, stated in the purview of maintaining law and order situation in the state, Nagaland Police will continue its ‘mandated duty of anti-extortion drive relentlessly, irrespective of various UG Groups/Over Ground Sympathisers (OGS)/Anti-social elements masquerading or taking the name of various UG groups’, reports East Mojo. Jamir revealed that since 2015, ‘893 cases against various rebel groups including the NSCN-IM, NSCN-Khango, NSCN-R, NSCN-U, NSCN-YA, NNC/FGN/ and other Northeast outfits’ in which ‘a total of 1,238 persons have been arrested for their involvement in various crimes like violation of Arms Act, Explosive Acts, murder, offense against the state, abduction/kidnapping for ransom, UA (P) Act, NSR, extortion and robbery’. Of these cases, ‘247 cases were registered against NSCN IM with 361 persons arrests, 197 cases against NSCN U with 267 arrests, 63 cases against NSCN-R with 91 arrests and 198 cases against NSCN (YA) with 263 arrests’. While speaking about other armed outfits, IG range reported that 10 cases were filed against NSCN (KHANGO) with 10 person arrested and148 cases were also filed against NNC/FGN and 187 arrests were made. As for Northeast (N-E) outfits including in the states of Assam and Manipur, 30 cases were registered and 59 arrests were made. Jamir further informed that among the cases registered, extortion cases have been highest to be reported in five years especially in Dimapur (507 cases with 723 arrests) and Kohima (105 cases with 126 arrests). Elaborating on the law and order scenario especially on the extortion activities, Jamir stated that since June 1, 2020, Nagaland Police conducted multiple operations. The first arrest was made on June 11, 2020, when an extortionist was arrested by the Kohima Police along with an accomplice. Another extortionist was arrested on June 16 and on 17, an absconding accused was arrested. Again on June 23 when two persons were confronted by the police where one accused was arrested and another accused person died in a scuffle. He also said in the past week more than nine have been arrested in Dimapur in this regard. On June 24, in a joint operation by the police and the Assam Rifles, four cadres of NSCN-Khango group were arrested along with arms and ammunition and extortion slips. Though due to lack of formal complaint by the aggrieved party at most of the times, extortion activities have risen, Nagaland Police are still trying their best to put a tab on these activities through their operations.

The talk was held without the presence of interlocutor and Governor of Nagaland RN Ravi who pulled out of the talks at the last moment. NSCN-IM had issued a statement on August 11, urging Prime Minister Narendra Modi to change the interlocutor due to “RN Ravi’s vitriolic attacks on the Naga issue”. According to the GoI officials, the informal talks were held to allay fears among the top leadership about the recent developments; however, the main contentious issue of a separate Naga flag and Naga constitution (Yehzabo) are expected to be resumed after August 15. In an official press release on August 19, Manipur State Government has requested Union Ministry of Home Affairs (UMHA) to share the copy of the draft agreement with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in order to facilitate its views on it, reports Northeast Now. With the territorial claims being asserted by NSCN-IM, the Manipur State Government has made the request for accessing the draft agreement at least one month prior to the consultation between the State Government and UMHA. Till date, there had been no official discussion between the Manipur Government and UMHA regarding the Naga issue. Manipur Chief Minister N Biren Singh earlier had asserted that the Centre’s ongoing peace talks with the NSCN-IM in Delhi won’t affect the territorial boundaries of his state. However, recently, several civil society organisations in Manipur, Arunachal Pradesh and Assam have strongly voiced their opposition to any decision that affected the territorial boundaries of these states due to the peace agreement.

On September 13, NSCN-Khango Konyak faction in an emergency meeting removed its ‘general secretary’ Isak Sumi who also represents the group as the Co-Convenor in the Working Committee of the 7 Naga National Political Groups and instated Kilonser Newell Naga, as the new ‘general secretary’ of the faction, reports Northeasttoday. Sumi was replaced, on the charges of violation of Articles 18 and 23 of the Yezhabo (constitution), nepotism and tribalism. Following the expulsion, MIP had released a statement disowning the leadership of Khango Konyak and affirming the ‘general secretary' post of ‘Col’ Isak Sumi. On September 18, National Socialist Council of Nagaland-Isak-Muivah(NSCN-IM) reaffirmed its original stand on Naga flag and constitution, reports Morung Express. In a press release, MIP of NSCN-IM stated that during a joint council meeting of the NSCN/GPRN held on September 18 at CHQ Hebron, NSCN-IM reaffirmed its stand that “the Naga national flag and Yehzabo (constitution) must form a part of the Indo-Naga political solution in order to qualify the Naga deal as honourable and acceptable.” In the meeting, it was also decided that the Government of India and NSCN must seek a final agreement based on the historic Framework Agreement of August 3, 2015.

National Socialist Council of Nagaland-Reformation (NSCN-R) ‘vice-president’ Akato Chophi confirmed that ‘chairman’ of the breakaway faction of National Socialist Council of Nagaland-Khaplang (NSCN-K) ‘lieutenant general (retired)’, Nyemlang Konyak and four of his followers have joined NSCN-R, reports Nagaland Post on September 23. Speaking on the speculation of Nyemlang surrendered to Indian forces along with the arms and ammunition, Akato stated that Wangtin Naga, ‘president’ of NSCN-R had approached Union Ministry of Home Affairs (UMHA), Government of India (GoI) for providing safe passage to Nyemlang who expressed desire to join NSCN-R camp. Nyemlang and his four followers have safely reached NSCN-R without surrendering or laying down weapons to the security forces. Due to being stuck in between India and Myanmar, more followers of Nyemlang are yet to join NSCN-R. According to Akato, Naga National Political Groups (NNPGs) have extended ‘olive branch’ to other Naga militant factions to join the ongoing peace process with GoI under its banner.

In an affidavit, Union ministry of home affairs (UMHA) has officially declared for the first time that United Liberation Front of Asom-Independent (ULFA-I) led by Paresh Barua is carrying out anti-India activities from Ruili in Yunnan Province of China, where its presently based in, reports Northeast Now on October 4. UMHA submitted its affidavit before the Unlawful Activities (Prevention) Tribunal in Guwahati. In another separate affidavit, the Assam State Government has submitted a list of eight locations in the Sagaing Division where ULFA-I has set up its operational camps with help of National Socialist Council of Nagaland-Khaplang (NSCN-K). The State government also informed the tribunal that ULFA-I is planning to utilize the IT expertise of some of its new recruits for cyber-related technical work in Darknet, which is an emerging threat for law-enforcement agencies. Both the UMHA and the State Government submitted their affidavit before the tribunal to determine the reasons behind declaring the outfit as unlawful under the Unlawful Activities (Prevention) Act.

Police in Guwahati (Assam) filed a FIR on December 4, against a foundation run by Lok Sabha (Lower House of Indian Parliament) MP and Chief of All India United Democratic Front (AIUDF) Badruddin Ajmal for receiving funds from some foreign agencies, suspectedly linked to terror groups, reports Hindustan Times. The FIR has been filed under sections 120B (criminal conspiracy), 124A (sedition) and 420 (cheating) of Indian Penal Code (IPC) read with Section 13 of the Foreign Contribution (regulation) Act (FCRA). The FIR is based on allegations levelled against Ajmal Foundation by an NGO called Legal Rights Observatory (LRO). In a series of tweets on December 3, the NGO alleged that several Turkey and UK-based organisations have given INR 69.55 crore to Ajmal Foundation for education. But only around INR 2 crore of the total amount was reportedly spent on educational purposes. LRO also alleged that these funding agencies had links with Islamic terror groups such as Al Qaeda, Hamas and Hizbul Mujahideen (HM).

On December 21, 2020, ULFA-I militants abducted drilling superintendent Pranab Kumar Gogoi and radio operator Ram Kumar of Quippo Oil and Gas Infrastructure Limited from the Kumchaikha hydrocarbon drilling site near Innao in Changlang District of Arunachal Pradesh. The banned militant outfit reportedly demanded Rs 20 crore for the men and had set February 16 as the deadline for the ransom payment. However, later on, Paresh Baruah called up journalists in Assam to say that it has “deferred action” against the two officials and that the “deadline set for their release has been extended”, after earlier in the week threatening to take the “ultimate action” against the two.
