It is not possible for the leaders of the militant groups of North East including ‘Commander-in Chief’ of United Liberation Front of Asom (ULFA), Paresh Baruch to stay in China without the knowledge of the Chinese authorities, said former GOC of the 4 Corps of the Army, Lt Gen (Reid) DB Shekhatkar, reports The Assam Tribune. Talking to The Assam Tribune, Lt Gen Shekhatkar, who is well versed with the security scenario in the North East, said that no militant leader can stay in a country like China without any tacit understanding with the authorities and the leaders of the militant groups of the region must have been receiving help from some officials of China. It may be mentioned here that according to reports available with the Government of India, Paresh Baruah and other militant leaders / frequently visit China.

The Sangai Express reports that United Naga People's Council (UNPC) in a statement said that it stands for better relationship between the people of the hills and the valley (Ching+Tam) and added that Naga People's Front (NPF) is formed under the banner of the Nationalist Socialist Council of Nagaland–Issak-Muivah (NSCN-IM) as a last resort to break the Nagas of Manipur. NPF is a political organization of Nagaland and hence should not interfere in the affairs of Manipur. UNPC further stated that UNPC and its armed wing the Ching-Tam Liberation Army (CTLA) stand for the unity and peace of the people of Manipur.

The Telegraph reports that Achik National Volunteer Council (ANVC)’s demand for the formation of Garoland Autonomous Council on the lines of Bodoland Territorial Council (BTC) of Assam hits a barrier as Meghalaya Government is finding it difficult to create a new council since there is already a Garo Hills Autonomous District Council (GHADC). Meghalaya chief secretary W.M.S. Pariat in this regard said that unlike Assam, the present District Councils existing in the State, including GHADC, cover the whole of Meghalaya and the state is finding it difficult to create another body. According to the chief secretary, the creation of BTC-like councils was easy, as the Autonomous District Councils (ADCs) in Assam are only in some pockets of that State.

The Times of India reports that Union Ministry of Home Affairs (MHA) has urged Mizoram Government resume dialogue with the Hmar People's Convention-Democrats (HPC-D) in order to find a solution to the Hmar tribal issue. The HPC-D and Mizoram Government began negotiations on November 11, 2010 and six months bilateral Suspension of Operations (SoO) was signed between the two. However, the peace talks were abandon when the state government sent a letter to the HPC-D leadership on December 22, 2010, saying that it would not accept 'foreigners' as members of the delegation. The HPC-D however denied that their delegation team included a foreigner.

Militant groups operating in the Northeast have realised that violence will never pay and the only way to solve their problems is peace negotiations, Union Home Minister P. Chidambaram said on January 6, according to The Hindu. “Most militant groups have come to realise that violence will not pay, state will never allow the violence to pay. The state will never allow any violent group to overthrow, overpower the state and talks are the only way to find solutions to their problems,” he said. Chidambaram said it was heartening that most of the militant groups were in the mood to talk and most part of Northeast was free from conflict. He also said that the Centre, in collaboration with State Governments, made efforts to deal with insurgent groups operating in the region through various ways in the last two years. Chidambaram said peace agreements have been signed by the Government with Gorkha Janmukti Morcha in West Bengal, UPDS in Assam and again it was on the verge of concluding another agreement with at least two groups in Assam. “ULFA, both factions of NSCN -- IM and K -- as well as NDFB are in talks mood. The talks are at different degrees. Formal talks are underway with NSCN-IM. Talks have began with ULFA and I am confident that shortly talks will begin with NDFB. Many other smaller groups are in talks mood,” he said. He said most of the Northeast was today conflict-free and there was no violence in most parts of Northeast as 2011 witnessed a new low in the level of violence where in all states together there were only 627 incidents in which 70 civilians and 32 Security Force personnel were killed. “There is a grain of truth (to it). But much has been changed in the Northeast. By any measure, Meghalaya, Mizoram, Sikkim, Arunachal Pradesh and most parts of Assam are conflict free. Conflict is today confined to Manipur, to some extent in Nagaland, and it might be paradoxical to note that the level of violence (in Nagaland) is extremely low, and some parts of Assam,” he said. The Home Minister, however, said there were still some areas of concern that include extortion and occasional kidnapping for extortion. “Extortion keeps the militant groups going. That is their source of funds....I have been saying this with responsibility that these extortion rackets must be stopped,” he added. Chidambaram said the Central government was offering support to all state governments in the region to ensure that extortion does not take place and kidnapping for extortion does not take place. “During the last year, these incidents have come down dramatically and I am confident that in 2012, the situation will be better,” he said.

Inspector General (IG) of BSF (Tripura Frontier) PC Meena on this development said, “Though there is no security threat, additional development has been made in vulnerable areas of Indo-Bangla border to foil intrusion bid from across the border.” He further said that deployment of two more battalions of BSF jawans, the dominance of border guards has been increased substantially. Earlier, total 16 battalions used to guard the 856 km Indo-Bangladesh borderline. The number of Border-Out-Posts (BOPs) will also be increased from 210 to 245 as part of effective border management by next one year. The newspaper report further states that the frontier still has 20 air-maintained BOPs where logistic support are being ensured only through helicopter. The international border in three subdivisions- Kanchanpur (36.8 km) in North Tripura District, Gandacherra (34.56km) and Longthrai Valley (39.16 km) in Dhalai District - are yet to be fenced. Singh said that according to information available with the MHA, rampant extortions are going on in areas like Kokrajhar, Udalguri, Baksa, Darrang, Dima Hasao, Karbi Anglong etc. He said that the Anti-Talks faction of the United Liberation Front of Asom (ULFA-ATF) has been trying to launch extortion drive in upper Assam Districts, but the outfit has not been successful because of operations by Police and Security Forces and also because of the fact that the outfit now does not have the strength like the past. He said that the Government is aware of the fact that ULFA-ATF leader Paresh Baruah, who stays mostly in Myanmar and China, has been calling up people demanding money and one person who received a call from the ULFA leader in Dibrugarh formally informed the Government. On the overall law and order situation in the North East region, Singh said that the though the situation in Assam has improved, “things are yet to stabilize” and that is why the tenure of the Armed Forces (Special Powers) Act was extended for another year. The Government of Assam also wanted extension of the AFSA. Singh admitted that the situation in Manipur is still bad. He said that though the GNLA is on rampage in Meghalaya, the recent operations yielded results, while, the inter-factional clashes resulted in deterioration of the situation in Nagaland. On the activities of the Communist Part of India-Maoist (CPI-Maoist) groups, Singh said that the death of senior CPI-Maoist leader Mallojula Koteswara Rao alias Kishanji must have affected the move of the Maoists to establish stronghold in the region. He said that according to information available with the Government, Kishanji visited Assam and Manipur just before his death in West Bengal.

According to the Police the militants snatched away one weapon from the SFs after the attack. The incident happened when troops of 39th Assam Rifles on patrol came under attack from heavily armed militants near border pillar No. 46 close to Jhoukhom village under Singhat Police station. There was a gun battle thereafter which lasted for half-an-hour. Details are still awaited. Zeliangrong Baudi, Nagaland (ZBN), apex body of the Zeliangrong Naga tribe, on January 30 fervently appealed National Socialist Council of Nagaland-Khaplang (NSCN-K) and NSCN-Khole-Kitovi to maintain “maximum restraint” in the wake of recent “factional hostility”. ZBN has also urged Ceasefire Monitoring Group (CFMG) to clarify “which party should occupy the contested Athibung designated camp” in Peren District so as to clear all doubts surrounding the issue. Sending a clear message that violence does not pay, Union Home Minister P Chidambaram, on January 31, accused National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) of indulging in abducting and other unlawful activities despite holding peace talks with the Government. Condemning the recent violence perpetrated allegedly by NSCN-IM cadres, he said though NSCN-IM leadership denied that their cadres were involved in most of these incidents, the Government has enough intelligence which suggested that the insurgent group’s cadres were behind many of these incidents. “I hope that the message will go to the NSCN-IM or any other group that violence does not pay,” he said.

Paresh Baruah said, “The Indian colonial government is also viewed as an enemy by the Maoists. Our enemy is also the same and so there is an understanding with them. Our relation with them [CPI-Maoist] is not new and several of their top leaders had attended ULFA’s Raising Day celebrations in Bhutan in 1996. Subsequently, there have been meetings with them and we have given logistical and moral support to them.” He further stated, “The understanding that has been forged will continue into the future as well. Also, Hari Chetri, a coal labourer, who was abducted by some miscreants from a coal quarry at Borsora in West Khasi Hills District on February 2, was released in the night of February 7. Police said that Chetri had been abducted by a four-member local group, and was released after his family members paid the ransom money demanded by the abductors. West Khasi Hills Superintendent of Police, R Muthu, informed The Shillong Times that the abductors were not militants but some local goons. The abductors were earlier suspected to be GNLA militants.

Now, he is struggling to garner funds to run the ULFA anti-talks faction. Our efforts should be geared towards preventing him from creating any assets," reports The Times of India. He further stated, "There could be tacit support from China. India has raised the issue with China at the diplomatic level last year. We have even provided a copy of Baruah's air ticket from Dhaka to Yunnan. But, as usual, China has been denying Baruah's presence in its territory." According to Pillai, the number of violent incidents in the State has come down to 145 in 2011 from 251 in 2010, while the number of terrorist killed declined to 46 in 2011 from 109 in the previous year. At the same time, the number of extremists arrested increased to 378 in 2011 from 370 in 2010, while 14 security personnel were killed in 2011 against 12 the previous year. Pillai said the number of civilians killed also came down 18 in 2011 from 53 in 2010. The Telegraph adds Pillai saying, “However, the number of persons kidnapped remained the same at 72 in 2010 and 2011.” He added, “Perhaps a larger number of kidnappings is not reported and extortion is still said to be rampant across the state.”

In an interview to The Telegraph, G.K Pillai said, “all have to endorse the agreement, from the gaon burhas (village headmen) to civil society groups... none should be able to turn around and say after some years that they were kept in the dark and hence would not accept the agreement.” The talks have been dragged on with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) for nearly 15 years, he said adding, a settlement could be expected later in 2012. Dkhar, additional superintendent of Police (crime) Vivek Syiem had lodged a complaint that GNLA cadres were using two SIM cards procured from Shillong. A Police inquiry revealed that T.N. Singh, the owner of a computer centre at Mawpat had issued two SIM cards to two persons, Biswajit Mandal and U. Khan, without properly verifying their antecedents. Speaking to media persons on February 1, the publicity secretary of the Surrendered National Democratic Front of Bodoland Welfare Association (SNDFBWA), Rajni Kanta Narzary, said the Central Government has failed to keep its commitment to rehabilitate all the surrendered NDFB cadres, reports The Times of India. Narzary said that the Central Government has not released the promised monthly stipend of INR 2,000 per cadre since 2004 and most of the cadres received the stipend for only three-six months. Narzary said there are 893 NDFB cadres who have come overground and surrendered their arms, of which around 600 did so after the All Out operation was carried out in Bhutan in December 2003, but the Centre has not rehabilitated all the surrendered cadres as per its commitment. He said the cadres would be compelled to take the path of agitation if the government fails to take measures for complete rehabilitation.

Areng, was reportedly providing shelter and other support to GNLA militants in Ri Bhoi District. “During the interrogation of the four rebels, it has come to light that the GNLA is trying to make inroads into Ri Bhoi district, where they were less active so far,” Apurba Jibon Baruah, senior superintendent of Police (Guwahati), said. Now they are free to come back. Their villagers are also empty and they can return any time,” Lathanhawla said. He said the Mizoram Government has already provided a village council, drinking water facilities, schools and other infrastructure in the Bru areas to facilitate their return. Union Minister of State (MoS) for Home Affairs, Jitendra Singh, in reply to a joint question said in Parliament that the Maoists in Assam have stepped up their activities. The Upper Assam Leading Committee (UALC) of the CPI-Maoists is currently operating in the State and adjoining Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers. According to the figures given by Singh, one incident of CPI-Maoist violence was recorded in Assam in 2010, and it increased to three incidents in 2011. In 2012, one incident has been recorded.

The Mizoram Government does not know with which faction – that of Lalhmingthanga Sinate or Zosangzuala – to resume the peace negotiations, with both factions claiming to be original,” Lalzirliana said. Lalzirliana’s remarks were in reaction to the Union Home Ministry’s recent instructions to the State Government to resume peace talks with the outfit which had derailed due to misunderstandings between the two in 2011. Konyak, who had been long-time backing the Naga integration move, told the Assembly that Nagas of other States were not willing to merge with Nagaland even though the 16-point agreement had clearly kept the doors open for them. Nagaland was born out of a 16-point agreement in 1960, clause 13 of which had mentioned integration. He said the doors should be kept open for all Nagas as mentioned in the agreement, but urged Naga leaders not to waste time and money on the integration issue. “We should be realistic about the issue,” he said, adding, “We know what is possible and what is not possible.”

Singh stated that number violent incidents by militants have declined in Nagaland. Giving details of the figure, Singh said, the number of incidents declined from 129 in 2009 to 64 in 2010, 61 in 2011 and 37 so far in 2012.Jitendra Singh further said that violence by militants is on the rise in Meghalaya. He said that in the year 2009, there were 12 such incidents, 29 in 2010 and 56 in 2011. In the first three months of 2012, 35 such incidents occurred. About Tripura, Singh said that only one violent incident was reported in the State this year. He gave a comparative figure for the last three year and said, in the year 2009, there were 19 incidents of militant violence in Tripura, 30 in 2010 and 13 in 2011.

State Home Minister HDR Lyngdoh categorically stated that the State Government would not invite any militant groups for talks if they do not abjure the path of violence and lay down arms. Lyngdoh said, “The government is not adverse to talks and it will initiate dialogue with the militant outfits if they shun violence and lay down arms”. Lyngdoh about the violent activities perpetrated by the GNLA since January 2010 said that during this period, the GNLA killed 25 civilians and injured three besides killing 10 police personnel and injuring eight others. Home Minister on the action taken by Security Forces said, “During the period, police arrested 156 militants. 31 militants were killed and 65 others surrendered. 93 sophisticated arms were also recovered.”He claimed that the Hynniewtrep National Liberation Council (HNLC), a Khasi militant group has been crushed and the Government is determined to ensure that it does not raise its ugly head again. He said the increasing militant activities and a low Police-Population-Area ratio posed a ‘big challenge’. “We recognise that there is a need to improve our police-population ratio and to stengthen the police network so that the problem (militancy) can be nipped at the initial stage,” Lyngdoh said. Meghalaya has 13,394 police personnel, which works out to 110 Police personals for a lakh population and one police covering an area of 6.83 square kilometer, Lyngdoh said. Lyngdoh said the Central Government accorded sanction of INR 50 crore from the 13th Finance Commission for the setting up of a Meghalaya Police Academy, aimed at developing it as a centre of excellence for police training.

A leader from the anti talks faction of ANVC, on March 30, told The Shillong Times that around 300 cadres, including ‘officers’, have joined the anti-talk faction of the ANVC. “The designated ANVC camps are isolated and many cadres have returned to the jungles”, the leader added. When asked why the split, the leader blamed the peace talks which have become a non-starter as a result of which the cadres are dissatisfied. The lukewarm response of the Government of India to the ANVC demand for a Garoland Autonomous Council (GAC) is one reason for the dissatisfaction of the cadres. “Another reason which forced the cadres to return to jungle was to safeguard the common people from the pressure of Garo National Liberation Army (GNLA) and the motive is to bring down the activities of GNLA,” the leader added.

Chief Minister Mukul Sangma said, “We are working out a mechanism and the same will be presented to the ANVC soon to get their feedback,” Sangma said. The ANVC, in its memorandum related to the formation of GAC, had made it clear that the outfit’s demand, if fulfilled, would be different from the existing GHADC, as there will be direct funding from the Centre for the new autonomous body as demanded by them. Before the departure, Muivah said, “We are waiting for a final response from the GoI. Our history is unique and our solution should also be based on the uniqueness of Naga history”. Referring to the reported split in the ANVC, Sangma said, “There were deficiencies and the ceasefire process was not done properly.” He added the breakaway faction of the ANVC is that group which remained at large and was never a part of the talks when the outfit and the Government entered into a tripartite peace agreement. “It came to the notice of the Government last year (2011) that there is still an armed group which did not come overground,” he observed. The breakaway faction of the ANVC has claimed that they were not made part of the CFA by their leaders. The State Government has already taken up the matter with the Home Minister P Chidambaram. As reported earlier, a breakaway faction of the ANVC has surfaced with Mokust Marak as its head. Around 300 cadres have reportedly gone back to jungle.

Chidambaram said on April 5. “The Mizoram government has identified 669 families, comprising around 3,350 refugees, to be repatriated between April 26 and May 15,” the home minister said. He further said, “Both the chief ministers of Mizoram and Tripura are committed to the repatriation process. The refugees would have to leave the camps in Tripura and come back to their original villages in Mizoram as a part of the repatriation process.” Chidambaram warned against any attempt to disrupt the process. Quoting a report published recently in the Guwahati based Seven Sisters’ Post, UCM and AMUCO warned that New Delhi’s design to offer greater autonomy or autonomous council to NSCN-IM in place of supra state body was unacceptable.
