Director General of Police (DGP) C Balasubramaniam on January 2 said that National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF) still have 16 or more hideouts in Bangladesh, reports The Telegraph. Most of these hideouts were concentrated at Chittagong Hill Track (CHT) in the neighbouring country, Balasubramaniam said. He said about four to six hideouts were adjacent to the Indo-Bangladesh border while others were far away from it.The DGP said, “The NLFT headed by Biswamohan Debbarma is still a powerful outfit running around 15/16 hideouts in Bangladesh. One camp is still maintained by the ATTF that too by two women.” Admitting that insurgents were using Tripura-Mizoram- Bangladesh tri-junction as corridor, he said security agencies including Assam Riffles have been trying hard to stop infiltration of militants from across the border. Asked about security arrangement along the border keeping in mind the recent unrest in Bangladesh, the DGP said the BSF and District Police authorities were asked to maintain strict vigil along the border so that militants could not enter into the Indian soil.

The ANVC-B also called upon all its ‘officers’ and cadres to report to the camp before January 7. “This is an emergency call. The Pro-Talks faction of NDFB (NDFB-PTF) on January 3 demanded updating of the National Register of Citizens (NRC) in Assam, reports The Shillong Times. Gobinda Basumatary, ‘General Secretary’ of NDFB-PTF which is holding negotiations with the government for many years now said that this should be done keeping 1951 as the base year instead of 1971 fixed by the government.“As per our calculations, 70-80 lakh foreigners came illegally into Assam between 1951 to 1971. So updating the NRC as per the 1971 census will be completely wrong,” Basumatary claimed. Asked about the progress in talks with the government, he said it was being held for many years now, but no solution has emerged so far.Criticising violence by the anti-talk I K Songbijit group, he said “we do not support their acts at all. If reports are to be believed, they are indulging in rampant extortion, kidnapping and killing of innocent people.” Stating that acts by the rival faction could not be termed a revolution, he said “Revolution should be carried out on ideology. The Rengma Naga People's Council (RNPC), the apex Rengma Naga body of Rengma Hills of Assam, has demanded bifurcation of the Karbi Anglong Autonomous Council (KAAC) administrative area into two parts - one representing the Rengma Hills and the other representing the Hamren subdivision of the erstwhile Mikir Hills (Karbi Anglong), reports Times of India on January 6. RNPC also said it doesn't recognize the KAAC.The RNPC issued a statement setting forth its political agenda to the people of Assam, signed off by the body's president, Shahi Rengma, and general secretary K Solomon Rengma. The RNPC said in the statement that the Rengma Hills, covering an area of approximately 8,724 square kilometres, will be the homeland of non-Karbi communities, including Rengmas, Dimasas, Adivasis, Kukis and Nepalis and mainland Indian communities, while the Hamren subdivision will be under the jurisdiction of the Karbi people.

It was for this reason that the Ministry allowed the ANVC-B to be part of the agreed text of settlement,” Lyngdoh said. When asked as to why the ANVC-B was allowed to be part of the agreed text of settlement when the group was not part of the tripartite ceasefire agreement which was signed in 2004, Lyngdoh said that its cadres were made part of the agreement after receiving the necessary directive from both the Centre and State Government.To a question whether they will adopt the same yardstick in case the Garo National Liberation Army (GNLA) wants to be part of the text of settlement especially when the outfit ‘commander in chief’ Sohan D Shira was a signatory to the tripartite agreement, Lyngdoh said the inclusion of GNLA in the agreement which had already been signed, is now out of question.

In a joint statement, Coordination Committee (CorCom), an umbrella organization of Manipur-based militant groups, Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Democratic Front of Boroland (NDFB-IKS), National Liberation Front of Tripura (NLFT), Kamatapur Liberation Organization (KLO) and Hynniewtrep National Liberation Council (HNLC) have called upon the people of the region to boycott the Republic Day to fight together against the “colonial rule” of India. Revolutionary Front (URF), a conglomerate of five different factions of the KCP, ‘home secretary’ Ruhini Meitei on January 21 categorically stated that none of its cadres were involved in any of the criminal and unlawful activities that took place at Loitang Khunou and surrounding areas in Imphal West District, reports The Sangai Express. Ruhini Meitei said that the incident wherein one of the cadres was found stealing a vehicle battery is true, and the cadre had been expelled from the outfit. The total strength of the outfit is 170, out of which 147 have been already verified, he said before adding that at present there are around 70 cadres present in the camp. Earlier, the All Manipur Nupi Lup-Sekmai area had accused the outfit of anti-social activities in the area. We simply voiced the public concern and confusion arising out of the revelation. According to the Governor, the activities of Hynniewtrep National Liberation Council (HNLC) had seen a decline during the past one year because of the constant pressure mounted by the State Police. Their movement and activities were confined to certain areas along the Indo-Bangladesh border. Singh said that the Union Cabinet had cleared the peace pact with ANVC to pave way for a final settlement before the announcement of poll dates. Also, the Centre has decided to extend the tripartite Suspension of Operations (SoO) agreement with the ANVC, for another year. The fresh extension would come into force from April 1, 2014, and continue till March 31 2015. He said the EC observers have already arrived in Tripura and visited the refugee camps in north Tripura, 190 kilometre north of Agartala. Of the over 36,000 Reang tribal refugees, known as “Bru”, living in the Kanchanpur and Panisagar refugee camps of Tripura for the past 17 years, about 11,500 are listed in Mizoram’s electoral rolls. Accusing militant groups from Karbi Anglong in Assam of threatening indigenous people of Meghalaya in Block-I and Block-II areas, the HNLC also said in a press release e-mailed to newspapers on April 16 that “the HNLC would not tolerate any interference by the outside groups into its territory.” The release, issued in the name of HNLC ‘publicity secretary’ Sainkupar Nongtraw, said that “the illegal Nepali foreign settlers in Langpih had time and again caused huge damage to our people in Langpih. These illegal foreigners are snatching away the livelihood of our people and our lands. There had also been cases of assault on “our people” by them. On April 17, Ruhini Puyam, 'home secretary' of the (URF), the pro-talk group, said that the former insurgents who are now lodged in a designated camp are disillusioned by the way the Government failed to make arrangements to enable them to cast votes on April 17, despite that at the time of signing the MoU the Government agreed that they had become Indian citizens without any conditions. Puyam further said, while cadres of Suspension of Operation (SoO) signatory Kuki armed groups cast vote in the April 9 Parliamentary election at their respective designated camps not ensuring similar facility for non-Kuki groups testify that both the election and Home Department authorities lack commitment to redress plight of militant cadres, who signed the peace pact as part of the process to return to the mainstream, Ruhini said, adds The Sangai Express. A senior Home Department official said on April 19 that a meeting would be held on April 24 with the ANVC-B leaders especially to discuss the ways and means to rehabilitate the ANVC-B cadres. The meeting might also discuss the need to enter into a formal ceasefire with the militant group, he added. A ceasefire agreement was signed with ANVC in 2004, but the State Government failed to ink any ceasefire agreement with the breakaway group ANVC-B though a draft peace pact was signed by the Government.

The Shillong Times reports that Mizoram has undertaken a fresh initiative to take back the tribal refugees sheltering in neighbouring Tripura for the past 17 years after fleeing from their villages. “A meeting of the State Level Core Committee on tribal refugee repatriation, chaired by Mizoram Home Minister R. Lalzirliana was held in Aizawl on April 21. It was decided in the meeting to resume the repatriation before the counting of votes of the Lok Sabha election May 16,” a Mizoram home department official told reporters. The official said the home department would take up the matter with the Election Commission to find out whether the refugee repatriation process would violate the model code of conduct in force for the Lok Sabha polls. He said the central government has sanctioned INR 78.7 million as financial assistance to the repatriated refugees. “Adequate foodgrain has been stored to provide free rations to the repatriated tribal refugees for one year.” Mizoram Chief Minister Lal Thanhawla and six voluntary organisations have been demanding the refugees to be repatriated to their villages in Mizoram and then allowed to cast their votes in the normal process. Only about 5,000 refugees returned to their homes in the past three-and-half years following continued persuasion by Mizoram, Tripura and the union home ministry officials. The repatriation process was subsequently stopped. The refugees insist on a written agreement with the Mizoram Government assuring them security and economic settlement in their villages in western Mizoram.

Lakhipur Police immediately arrested Thana Kuki and Mary Kuki along with the driver of the bus Anup Adhikari and the handyman Dilwar Hussain Mazumder. On being interrogated, a map of Barak Bridge and Chiri Bridge in Lakhipur area was recovered from the possession of Thana Kuki. The Times of India reports on May 5 that, condemning the killing of innocent villagers in Bodoland Territorial Areas District (BTAD), people from different walks of life have advocated seizure of illegal arms in the region. Even Assam governor JB Patnaik has asked the State Government to seize illegal arms in the BTAD region. On May 3, the governor said house-to-house search should be conducted to bring an end to this problem. A senior police official said more than 100 illegal arms have been seized in BTAD during the time of elections. He added that since January 2014, 42 militants of IKS faction of National Democratic Front of Bodoland (NDFB-IKS) have laid down their arms, while 18 others have been killed in encounters by police and the Army. According to sources, there are around 200 members of NDFB-IKS active in BTAD at present. "The arms which are available in BTAD have led to these killings. This is a very unfortunate incident and we condemn it. We have been appealing to the state government for seizure of all the illegal arms at the earliest, but there is no action from the authorities concerned," said Aditya Khaklari, general secretary of All Assam Tribal Sangha (AATS).

On FNR’s allegation that the Centre did not permit the NSCN-IM leadership to participate in the meeting in Kolkata (West Bengal), a Home Ministry official (MHA) said, “It is clarified that no request for travel either from NSCN (IM) or the state government was ever received by the Home Ministry. Hence the question of denial of permission does not arise”. The Home Ministry clarified that it has never imposed any restriction in travel of NSCN (IM) chairman Isak Chishi Swu and general secretary Th Muivah. In its efforts to bring permanent peace in Nagaland, the FNR has facilitated a series of formal and informal meetings among the leaders of various Naga groups. The Bodoland Peoples’ Progressive Front (BPPF), the main Opposition in Bodoland Territorial Council (BTC), which governs the BTAD, said the Bodos had suffered most because of availability of illegal arms in Assam. BPPF President Rabiram Narzary said that over a hundred people, including 25 party workers, had become victims of illegal arms since 2006. He said the party has been long demanding seizure of all illegal arms but the Government has not taken any step to root out the menace. Narzary accused the State Government of giving scope to militants to carry out illegal activities. Without taking names, he alleged that illegal arms were being used under political patronage.

Tarun Gogoi, on May 8, said additional forces have been requisitioned to prevent any repeat of the unrest witnessed recently in the BTAD after declaration of results. Already 34 companies have been deployed in the BTAD. “We are preparing to meet any eventuality,” he said. Gogoi said a special force would be set up to recover illegal arms and provide security in the vulnerable areas of the BTAD. “It will have a local component. The modalities will be worked out. The Police seized 122 arms from the NDFB-IKS in 2012, 120 arms in 2013, and 150 arms in 2014. In the last three years, 353 NDFB-IKS militants have been arrested.
