Assam Chief Minister Tarun Gogoi has alleged that Assam's neighbouring countries, particularly Bangladesh, are encouraging insurgency and jihadi activities in the State, where a "third force" with suspected Naxalite links is working behind the growing Adivasi uprising in the State, reports PTI. "Assam is surrounded by different countries and they are encouraging all sorts of activities. Even jihadis are there. I don't say the countries are directly involved. But elements are there and they are not dealing with these elements firmly, Gogoi said." He added that, "They (countries) are not flushing out these elements. Even the Centre has not received as much response as was expected from the neighbouring countries, particularly Bangladesh, I can say." On the "third force" he said that, "I do suspect the Naxalites from Jharkhand even though I don't have concrete proof."

Security forces claimed to have retrieved New Lajang, the last village in the Somtal region of Chandel district, which was under control of the United National Liberation Front (UNLF), according to Telegraph. An official spokesman said the UNLF and other militant outfits deserted the area recently and that Somtal was now free of militants. He claimed that 13 UNLF cadres were killed and many more injured during the counter-insurgency operation that began on November 18. Twenty security personnel were injured while tracing and destroying improvised explosive devices (IEDs).

The outfit’s publicity secretary, Tong Eh Nongloda, said in a press release that the decision not to meet representatives of the Government for a "mere" extension of the ceasefire was taken under "tremendous" pressure from members frustrated by the slow pace of negotiations and alleged harassment by the security forces. The decision not to agree to another extension of the ceasefire was taken by the outfit’s Central Militia Commission. Nongloda also added that, "We have resolved to stay firm on not extending the truce until completion of consultation with all officers and cadres.

The Hynniewtrep National Liberation Council (HNLC) has renewed its alliance with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), to cope with a spate of desertions from its ranks in recent times, reports Telegraph. An unnamed senior police official said on February 3, that the HNLC leadership had sought the help of NSCN-IM to keep its cadres together. According to reports, scores of HNLC cadres have already fled their camps in Bangladesh to surrender, encouraging the police to go all out in luring more militants. Intelligence reports also mention that the HNLC has started recruiting uneducated youths from Mawkyrwat in West Khasi Hills district to make up for the recent desertions.

The All Arunachal Pradesh Students’ Union has claimed that 39 students were abducted by the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) from six villages in Tirap district last month. The apex students’ organisation of Arunachal Pradesh served an ultimatum to the government on February 5 saying that it would launch a state-wide agitation if the children were not released within 10 days. Some of those kidnapped are below seven years of age. Sources said that armed NSCN-K militants kidnapped 22 children at gunpoint from their houses at Wakka and Chingkhow villages under Ponchu police station on January 9. Exactly a fortnight later, militants descended on Khasa, Jagan, Konnu and Konsa villages under Longding police station and kidnapped 17 children. All Arunachal Pradesh Students’ Union president Kanu Bagang told that, "We have also submitted a memorandum to Governor J.J. Singh and Chief Minister, Dorjee Khandu, seeking their intervention in the matter to ensure the safe return of the 39 students." He also urged the state government to deploy paramilitary forces to combat insurgency in the trouble-torn districts.

ULFA’s 709th battalion’s Manoj Tamuly alias Randip Baruah alias Kamal Das alias Haloi alias Pathak and his fiancee Dharitri Sarma, also an ULFA militant, were arrested from Panjabari Bagorbori area of Guwahati. During interrogation, Manoj confessed that the ULFA had planned to hijack a plane from Borjhar and to take it to Pakistan. “I have had my training on plane hijack in Bagsa district under R. K. Ahmed, an Afghanistani,” Manoj said, adding that, “We have also been assigned to assassinate three non-political leaders of the State who are vocal against the ULFA’s theory of independent Asom.” Based on his confession, a prominent advocate Nekibur Zaman was also arrested. The house of a human rights activist, Lachit Bardoloi, was raided while a television journalist Pradeep Gogoi was arrested from Tinsukia.

Sanjarang, said the NDFB will not attend the meeting unless the Government clarifies what legal or departmental action it has taken against police personnel Jayanta Basumatary and Jayanta Das who killed unarmed NDFB cadres in the Dhubri and Karbi Anglong districts respectively. Sanjarang further said the Government has to clarify what action has been taken against the culprits who killed an NDFB cadre at Medaghat in March 2007. Police located the camp following the confession of two militants, Bhim Boro and Aviram Basumatary alias Anjalu, who were arrested on March 3. An unnamed police official said the extortion campaign was being carried out under the supervision of the ‘3rd Battalion commander’, Bhupen Boro. He said, “A police team raided the office-cum-transit camp and seized CDs and several incriminating documents, including extortion notices.” He added that nobody was in the house during the raid, and no arms and ammunition were found either. The owner of the house, Harsha Sharma, told police that two youths who identified themselves as Robin Boro and Babul Boro became his tenants three months ago. The CDs contain video footage of NDFB ‘chairman’ Ransaigra Nabla Daimari alias Ranjan Daimari, addressing his cadres in a camp somewhere in Bangladesh on June 5, 2007. “The arrested militants confessed that there were two M-20 pistols in their office-cum-transit camp. It is a serious violation of the ceasefire ground rules, which stipulate that an NDFB member should stay in a designated camp and not move about with weapons,” the official said. Investigators believe there were at least six NDFB militants in the camp and that four of them managed to escape after Bhim and Aviram’s arrest. “Going by the information available to us now, the outfit is targeting professionals, businessmen and government officials,” the official said. The report added that some NDFB militants are working even for ULFA to make easy money.

Bhumidhar Barman, the Minister for Implementation of Assam Accord, replying to a question by Ramendra Narayan Kalita of the Asom Gana Parishad (AGP) said that while 12,846 were identified and confirmed as Bangladeshi infiltrators by the tribunals established under the Illegal Migrants (Determination by Tribunals) [IM (DT)] Act, the remaining 30,050 were identified under provisions of the Foreigners Act of 1946. "It has been possible, however, to actually deport only 2,221 of them", the minister said. While 1,547 of them were deported by serving expulsion orders on them, 667 were expelled by serving "Quit India" notices.

The Union government has said that at least 20 youths abducted by the National Socialist Council of Nagaland – Khaplang (NSCN-K) from the Tirap district of Arunachal Pradesh have been kept in camps in neighbouring Myanmar, reports Assam Tribune. Minister of State for Home Affairs V Radhika Selvi said in Lok Sabha (lower House of Parliament) that the outfit abducted 52 youths on three different occasions in January. While 30 youths were subsequently released, two others escaped from their custody. The 234 militants include as many as 150 belonging to the Muslim United Liberation Tigers of Assam (MULTA), 50 to the Harkat-ul-Mujahideen (HuM), and seven Inter-Services Intelligence (ISI) operatives. The ISI operatives, the Government said, include at least two who are citizens of Pakistan who had admitted during interrogation that they had sneaked into Assam from Bangladesh. Five of those currently in jail are also from Bangladesh. "These militants have been arrested over a period of seven to eight years, and several of them were involved in cases of sabotage and treason," Rockybul Hussain, the Minister for Forests and Environment, told the Assembly on behalf of Chief Minister Tarun Gogoi, who also holds the Home portfolio. Hussain said there was strong evidence that a number of these militants had been to Pakistan and Bangladesh and undergone training in arms. "The Government has information that these groups recruit young boys from the districts of Dhubri, Barpeta, Bongaigaon, Karimganj, Cachar, Hailakandi, Nalbari, Nagaon and Darrang and send them out for training in Bangladesh and Pakistan," the minister said. Hussain admitted that the banned Students Islamic Movement of India (SIMI) too was active in Assam, but added that no member of the group had been arrested so far in the State. The Centre has confirmed that the United Liberation Front of Asom (ULFA) leaders are carrying out business activities in Bangladesh, Assam Tribune reported. The Union Minister of State for Home Affairs, Radhika V Selvi, informed the Rajya Sabha (Upper House of Parliament) on April 16 that inputs suggest that the ULFA has been using the territory of Bangladesh to procure and smuggle arms and explosives into India. The Minister was replying to a question on whether ULFA commanders have a vast network running seven hotels and six nursing homes, besides procuring weapons through the port city of Cox’s Bazaar in Bangladesh. The Minister, however, added that though India has taken up the issue of Indian insurgent groups, with Bangladesh Government, regularly, the latter has consistently maintained and assured that its territory would not be allowed to be used for activities inimical to India. However, information about specific action taken by the Bangladeshi authorities is not available with India, she added. In this connection, the Minister confirmed that India had handed over a revised list of 117 hideouts at the Director General level talks on April 9-11. According to information available with various agencies, a list of 141 hideouts of members of Indian insurgent groups living in Bangladeshi territory was given to Bangladeshi side in October 2007, Selvi added.

Militant groups like the United Liberation Front of Asom (ULFA) are reportedly setting up well-entrenched bases in the Tirap, Changlang, and Lohit districts. "The Unified Command that is likely to be initiated would be similar to the one currently operational in Assam," an unnamed senior official said. "The ULFA is not only setting up bases in the state but also using Arunachal Pradesh as a transit to Myanmar. We cannot allow our State to be used by militants from other states for anti-national activities," he stated. One police official said, "Extortion and kidnappings are common place in parts of Tirap and Changlang districts by the NSCN. The area is gradually becoming a lawless region." Meanwhile, Chief Minister Dorjee Khandu had earlier said that the National Socialist Council of Nagaland-Khaplang (NSCN-K) was on a recruitment drive in the State and abducted more than 50 local tribal youths to join the outfit. "These are serious issues and we cannot allow our peaceful state to be vitiated," he said. The GOC informed the media at the headquarters of the Red Horns Division in Tamulpur under Baksa district, where 27 ULFA cadres, including a woman cadre, surrendered on April 25 that "The Red Horns Division, since the last many years, is trying to put consistent pressure on the ULFA, especially in the Lower Assam area, and this has helped in restoring peace." Of the 27 cadres, 19 were from the ULFA ‘709 battalion’ while the rest of them belonged to the outfit’s 27 and 109 battalions. Some of these cadres were reportedly trained in the ULFA camps in Bhutan and Bangladesh.

The State Department, in its annual report on terrorism, said terrorist activities along the Line of Control in Jammu and Kashmir are on the decline but Pakistan-based militant outfits like the Lashkar-e-Toiba (LeT) and other terrorist groups continue to plan attacks in the Valley. "Pakistan-based Lashkar-e-Toiba and other Kashmir-focused groups continued regional attack planning. In 2007, Kashmir-focused groups continued to support attacks in Afghanistan, and operatives trained by the groups continued to feature in Al-Qaeda transnational attack planning," it said. The report said Indian Government’s counter terrorism efforts remained hampered by outdated and overburdened law enforcement and legal systems. "The Indian court system was slow, laborious, and prone to corruption. Terrorism trials can take years to complete. Many of India’s local police forces were poorly staffed, lacked training, and were ill-equipped to combat terrorism effectively," the report said. Noting about the attack on Samjhauta Express in February 2007, the report said it was carried out by extremists who tried to incite anger among the Hindus and Muslims. "These attacks, which killed and injured both Muslims and Hindus, were probably conducted by extremists hoping to incite anger between the Hindu and Muslim communities. "Indian officials claim that the perpetrators of these attacks have links to groups based in Pakistan and Bangladesh, particularly Lashkar-e-Toiba, Jaish-e-Mohammad, and Harkat-ul-Jihad Islami, among others," the report said. The report also took note of the US-India Joint Working Group on Terrorism (CTJWG) which has so far met nine times since its formation in 2000. India participated in CTJWGS with 15 other countries, and in multilateral CTJWGS with the EU and with the Bay of Bengal initiative for multi-sectoral technical and economic cooperation, an organisation that promotes economic cooperation among Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

"Our leader is not in Garo Hills, but inside Bangladesh overseeing the operational command of the outfit. Police claims are completely false," said Sangma. The East Garo Hills district police and the Army, during a joint operation, had earlier arrested a LAEF militant, Walter Sangma, from Bajengdoba area following a tip off that the militant had fled the outfit after killing his own chief. The LAEF's ‘eastern commander’ claimed that Walter Sangma deserted the outfit shortly after the killing of the former ‘chairman’ Peter Marak and had never met Darong Marak. Meanwhile, the East Garo Hills district police informed that Walter Marak revealed during interrogation that Darong had indeed been killed, but, not by him. The formation of the outfit was formally declared before the media at unspecified place in the Senapati district on May 19-afternoon. The ‘president’ of the group, S.S. Max, mentioned that its aims at restoring peaceful co-existence amongst the people living in both hills and valley and to safeguard territorial integrity and sovereignty of Manipur. He however added that the new splinter group had no enmity with the ‘revolutionary movements’ waged by the NSCN-IM, National Socialist Council of Nagalnd-Khapalng (NSCN-K) and Naga National Council (NNC). He said the outfit is led by two ‘colonels’, one ‘major’, two ‘captains’, two ‘full junior full lieutenants’, three ‘second lieutenants’ and 20 trained cadres of the NSCN-IM, who had defected in April 2008 and had formed the UNPC in the state on April 30.

Meanwhile, the LAEF's new 'commander-in-chief' Daria Sangma while speaking to media persons over phone on May 28 said that it was in the interest of consolidating LAEF to pursue its goal of a ‘separate Garo state’. The report added that a group of five LAEF cadres recently returned from arms training organised by the BW in Assam. Daria also said the Garo outfit had recently held a general council meeting in West Khasi Hills in which he was appointed the new army chief in the presence of LAEF ‘chairman’ Darong T. Marak who, according to police, had been killed by his own colleagues long ago. The LAEF general council meeting is said to have also appointed one Khanam D. Shira as ‘general secretary’ of the outfit, besides a former Achik National Volunteer Council (ANVC) cadre Nikseng Sangma holding an important portfolio within the group. Nikseng had deserted the ANVC and joined with former ANVC 'eastern area commander' Sohan D. Shira to help the LAEF during the early days of its formation. Following the killing of the then ‘chairman’ Peter Marak in the hands of police and subsequent surrender of Sohan before the government, Nikseng reportedly fled into the LAEF stronghold of West Khasi Hills. The handing over of the wanted militants to India figured at the ninth Home Secretary level talks between two countries in Dhaka on August 29-31. The Home Secretary, Mohammad Abdul Karim, led the Bangladeshi delegation while the Union Home Secretary, Madhukar Gupta, led the Indian delegation. India and Bangladesh have agreed to take action against militants, insurgent outfits and their leaders on the basis of real time and actionable information to be exchanged between the nodal points. The report adds that Anup Chetia has moved a court in Dhaka against his deportation to India after completing his jail term on September 1. The Director General of Border Security Force, Ashish Kumar Mitra, told reporters at Shillong in Meghalaya that Chetia was in a list of nine Indian insurgents to be deported. The militant leader has asked for "political asylum" in Bangladesh stating, he was "fighting for freedom" in Assam. Meanwhile, the Interpol has issued a red corner notice against Chetia.

According to reports, the issue was also discussed at a high-level security review meeting on November 5, chaired by National security Advisor M K Narayanan, with police chiefs of the region. It was also revealed at the meeting that the blasts in Asom were reportedly carried out by Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI) in coordination with local outfit ULFA and serial bomb blasts in Agartala were attributed to ATTF-ULFA combine. The investigating agencies had found clues that United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) carried out the Assam serial blast of October 30 with the help of Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), reports Assam Tribune. “We have found that the Bangladesh-based HuJI has provided the expertise to ULFA and NDFB as none of them has the technology to explode such devastating bombs which claimed 84 lives,” a Home Ministry official said. Home Ministry sources also added that the government is worried over the fact that the northeast militants has started using a deadly mixture of RDX, ammonium nitrate and plasticised explosives to carry out explosions which led to greater casualties which was never seen in the past. Official sources said in Itanagar on November 22 that area domination patrols, search parties and mobile patrol bases had been established in the entire district covering Khonsa town, Deomali, Borduria, Kaimai and far-flung villages of Pongchau on the international border. On November 16, AR personnel arrested a NSCN-K linkman, Hanjam Loham, from Kanubari. He had recently served an extortion notice to villagers at Loksim. "The state government has formed a state-level core group under the guidelines of the ministry of home affairs on the lines of the Unified Command of Assam and Jammu and Kashmir to tackle all forms of terror in the state," he said. "The idea is to improve co-ordination among the machinery, from the government to all security forces that include the army and the police. The decision was taken to flush out NSCN and Ulfa militants operating in Tirap, Changlang and Lohit districts of the state, bordering Myanmar, Nagaland and Assam. Sungthagra alias Dhiren Boro as the new ‘president’ of the outfit, reports Telegraph. B. Sungthagra was previously the ‘vice-president’ of the outfit. He had been arrested in Gangtok, capital of the State of Sikkim, on January 1, 2003 and was later released in 2008. He replaced Ranjan Daimary alias D. R. Nabla, who is based in Bangladesh. While security agencies described the election as a split in the outfit, NDFB sources denied any such development. Meanwhile, the report quoted some sources as saying that the October 30 serial bomb blasts were triggered by the NDFB cadres at the behest of Ranjan Daimary by keeping the local leadership out of the loop. The report further added that December 15 general assembly meeting of the outfit was held for the first time since the one held in Bhutan in 2001. The meeting was chaired by NDFB ‘speaker’ B. Benga and was attended by top leaders, including the outfit’s ‘general secretary’ Govinda Basumatary. Further, the newly elected ‘president’ said the outfit would "directly or indirectly" take part in the next Lok Sabha (Lower House of Parliament) elections. SF sources said they were perturbed over the development accompanied by reports that these cadres may have actually returned to the outfit after remaining silent for the past six months. The ‘28th battalion’ had earlier declared a unilateral cease-fire in June 2008. According to official records, there are 133 cadres belonging to the ‘A’ and the ‘C’ company of the ‘28th battalion’ of the ULFA lodged in the four Government-run designated camps at Sadiya, Kakopathar, Moran and Nalbari. But the source said the recent head counts revealed that a few cadres were missing from the camps. A leader of the pro-peace group, Jiten Dutta, while accepting that some amount of frustration is bound to creep in among a section of the cadres, denied that some of them have fled and re-joined the outfit. A central intelligence official based in upper Assam said, “Some other cadres, too, are planning to return to the outfit frustrated over the slow progress of the peace process.” Inputs from local sources indicated that the outfit has begun a fresh recruitment in all the three upper Assam Districts of Sivasagar, Jorhat and Golaghat. There are also some attempts to recruit fresh members from Tinsukia and Dibrugarh Districts and from Dhemaji and Lakhimpur Districts. According to Telegraph, Police on December 28 arrested two National Democratic Front of Bodoland (NDFB) cadres, including a woman, who were allegedly involved in the October 30 serial bomb blasts in Assam. Superintendent of Police in the Goalpara District, Akhilesh Singh, said the duo was among six persons arrested on December 27 in connection with an extortion case from Soulmari of the same District. Singh said interrogation of the arrested persons led to the revelation that Aghai Basumatary, a ‘sergeant’, and Jayanti Brhama, a ‘sergeant majors’, were involved in the bomb blasts. “Aghai had actually assembled the bomb that was placed in Ganeshguri,” said Singh, adding that Jayanti was “indirectly” involved in the Kokrajhar and Barpeta Road bomb blasts. Aghai had confessed that the instructions to carry out the blasts had come from NDFB leader Ranjan Daimary with whom he was close, Singh said. Aghai told the Police that he was handed over the materials for making the bomb in Guwahati by another person. Aghai is an expert in handling explosives. Both Aghai and Jayanti had undergone training in Bangladesh and Bhutan, Singh added.

On December 27, in an e-mail to the media, Daimary said: “I am still the chairman of the NDFB, and I will continue my efforts for the self-determination of the Boros. The NDFB- Bodo Liberation Tigers (BLT) clash is over, and as such I request the ex-BLT cadres not to target the NDFB cadres. I have also ordered the NDFB cadres not to target any ex-BLT members,” Daimary added.
