National Democratic Front of Bodoland (NDFB) expelled its founder president, Ranjan Daimary alias D.R. Nabla, days after replacing him with B. Sungthgra alias Dhiren Boro as its new chief, according to Telegraph. The new NDFB president, Sungthgra, criticising the alleged involvement of Daimary in the October 30 serial bomb blasts in Assam, said on January 1 that the NDFB would have no truck with the former chief and his accomplices. “The NDFB, in a unanimous decision of the national council, has expelled D.R. Nabla and his associates with immediate effect as a disciplinary action,” he stated. “We are shocked and surprised that Mr. D.R. Nabla alias Ranjan Daimary, as per the statement of Ajay Basumatary, who has been recently arrested along with three others in Goalpara district, is proved to be directly involved in a series of bomb blasts in Assam on October 30 where many innocent civilians were brutally killed without any reason. The killing was inhuman and unfortunate which reveals nothing but his love for sadism. He not only committed crimes against humanity but also violated the ceasefire which he himself declared unilaterally on October 8, 2004. The act is undoubtedly an act of terrorism and can never be part of revolutionary struggle,” the NDFB statement said, according to The Hindu. The expulsion came a day after the cease-fire between the NDFB and the Centre expired.

Telegraph reports that more than 60 people were injured in the attacks. The report quoting Police sources mentioned there was prior information about ULFA’s plan to trigger explosions. After the October 30, 2008-serial blasts, Security Forces (SFs) had indicated that they had information about possible attacks. In December 2008, the Unified Command structure said it had inputs about “subversive activities” in December 2008 and January 2009. Assam Chief Minister Tarun Gogoi, while visiting the bomb blast site at Bhangagarh area, admitted that it was a failure on the part of the SFs. The Chief Minister, however, mentioned that it was really difficult to think that someone could plant a bomb in a small shop. “All we have to do now is improve our intelligence network and for this we will need the support of the people,” he said.

Assam Police arrested a United Liberation Front of Asom (ULFA) cadre, Sanjeev Talukdar, from Rangiya, reports Assam Tribune. He is suspected to have supplied the explosives which were used in the January 1 serial bomb blasts in Guwahati. Folllowing Sanjeeb’s confession, several other militants were arrested. The report adds that he used to act as a carrier for the ULFA’s ‘709 battalion’ and handed over the explosives to the main suspect of the blasts, Pranjal Deka, near Adabari bus station, days before the explosions took place in Guwahati. Police claimed that the deal between Pranjal and Sanjeeb was being co-ordinated by Khagen Kalita, self-styled ‘Sergeant Major’ of the outfit’s ‘709 battalion’ over phone.

According to Telegraph, Assam Home Department said that the State Government had pointed out to Union Government that several outfits, including ULFA, All Adivasi National Liberation Army (AANLA) and Black Widow (BW), were taking refuge in the camps of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland - Khaplang (NSCN-K) in the neighbouring State of Nagaland. While some senior ULFA cadres were carrying out their activities from NSCN-K camps, militants belonging to the other two outfits were being hosted by the NSCN-IM in its camps. “However, given that the government is in a ceasefire with the two Naga outfits, it is Delhi’s responsibility to ensure that their camps are not misused,” a source said.

Addressing the Chief Ministers’ conference on internal security in New Delhi on January 6, the Tripura Chief Minister Manik Sarkar said that insurgent groups have been using Bangladesh as a safe haven to carry out militant activities in the Northeast, according to Sentinel. “We have been giving definite information about the existence of terror infrastructure in Bangladesh, details of cross border movement of these groups and their training with the ISI [Inter-Services Intelligence]”, said the Chief Minister. “Sealing of border effectively is of prime importance to prevent cross border movement of insurgents. Arrangements like flood lighting, speedy completion of barbed wire fencing and strengthening of BSF [Border Security Force] along the border should be accorded highest priority”, he mentioned. “It is experienced that in few areas, the fencing could not be taken up due to trouble created by some groups having vested interests”, he pointed out. “People should rise above their narrow interests and assist in expediting the ongoing work of barbed wire fencing as it will greatly help in reducing the incidence of cross border movements”, he said.

Assam Accord Implementation and Revenue Minister Bhumidhar Barman informed the State Legislative Assembly on January 6 that a total number of 29,100 foreigners were detected and deported from the State since the signing of the Assam Accord in 1985. As many as 26,857 Bangladeshi nationals were detected and deported from the border itself, said the Minister, adding that out of the total Bangladeshi national detected, 1,587 were deported under the Illegal Migrants (Determination by Tribunals) Act, 1983, while only 696 were detected under the Foreigners (Tribunals) Order, 1964. Admitting that fresh infiltration from Bangladesh through the porous international border cannot be ruled out, the Minister said, “From 2003 to 2008, as many as 1,149 illegal Bangladeshi immigrants have been identified and deported by the police.” Barman informed the House that the Union Government had sanctioned a total of INR 5490 million for implementation of clauses of the Assam Accord, out of which INR 5220 million had already been spent.

Assam Tribune quoting Chief Minister of Assam Tarun Gogoi reports that the Union Government has extended the cease-fire agreement with the National Democratic Front of Bodoland (NDFB) for a period of six months. While talking to journalists in New Delhi, Gogoi said "the agreement of suspension of operations with NDFB has been extended by six months." He also said the NDFB would have to abide by the ground rules with letter and spirit and should not engage in violence. To send the message across that political negotiation is the only road to solution and not arm confrontation the civil societies jumped into the fray but by organizing a peaceful protest rally both on the spot at Siroy and Ukhrul town. The Cease-fire Supervisory Board (CFSB) meeting between a delegation of the Union Government and the National Socialist Council of Nagaland-Khaplang (NSCN-K) was held in Nagaland on April 21, to work out a proposal for implementation of cease-fire ground rules at grassroots level, reports Nagaland Page. The CFSB Chairman, Lieutenant General Mandhata Singh, disclosed that so far the NSCN-K has three out of eight designated camps and the fourth one is proposed to be set up within months in Mon District. He also said there is a need to check activities like illegal collections, extortions and giving shelter to criminals, who in the guise of insurgents are creating problems. He added that the cadres should also abide by the rules and identify such criminals. "The designated camps should not be misused for illegal/incorrect activity," he noted. He stated that a meeting between the Union Government and NSCN-K is scheduled to be held on April 23 at New Delhi, where the decision on cease-fire extension would be taken.

Official sources said the MHA accepted the proposal of the Tripura Government and extended the tenure of the promulgation of AFSPA for another six months. Even as the insurgency has come down drastically, it has not been wiped out completely, so the MHA extended the Act fully in 34 and partly in six police station areas of the State to flush out militants, an unnamed Police official said. The AFSPA was promulgated in Tripura in early 1997 following a spate of violence by tribal insurgents, the official added.

In its first report to the State Government, the Assam Police Accountability Commission has observed that accountability on the part of the Police personnel has been on the wane in the State due to various reasons, including political pressure, reports Sentinel. The Commission has therefore recommended the Government to make its Police force accountable, and to begin with, it said the accountability on the part of the DGP has to be ensured. The Commission has further recommended that, if need be, the lifestyle of a section of police officials should be kept under the scanner. At a high-level meeting chaired by Union Home Secretary Madhukar Gupta, the MHA expressed concern at the deteriorating situation in the hill districts of Assam. Gupta convened a meeting in New Delhi to discuss in detail the security situation in Assam, especially in North Cachar Hills District, which has witnessed some violence recently, said an official spokesman of the MHA. Assam Chief Secretary, P. C. Sarma, Assam Home Commissioner, Subash Das, the Assam Director General of Police (DGP), G. M. Quoting Meghalaya Police sources, Assam Tribune reported that militants of the banned Hynniewtrep National Liberation Council (HNLC), who surrendered before the Security Forces without depositing any arms and ammunition, were being offered the Government’s rehabilitation package. An unnamed Meghalaya Police official said the Government has laid down guidelines that only in exceptional and deserving cases militants who surrender without arms and ammunition may be considered for rehabilitation under the Government package. However, most of the recent surenderees who did not deposit arms and ammunition, the official maintained, were far from “exceptional and deserving” cases, but provided with the rehabilitation package. Only the outfit’s chairman Julius K. Dorphang, who surrendered with four of his bodyguards in July 2007 without arms or ammunition, was an “exceptional case”, the Police official said. The militants who surrender with at least one weapon are shifted to a transit camp and given counselling and later training on a vocation with a monthly stipend of INR 2,000 and daily perks of INR 50 as part of the rehabilitation. After three months, the surrendered activists are released and given INR 150000 in three installments over a period of six months for self-rehabilitation and joining the mainstream. “The Government policy is okay, but the militants are trying to take the money and many go back to their old ways indulging in extortion and intimidation,” the Police official added. Apart from the rehabilitation package, the Government had laid down monetary incentives for laying down arms and ammunition during surrender. Deposit of a rocket launcher fetches a militant INR 25,000, while an AK-assault rifle INR 15,000. The other incentives include INR 10,000 for a deposited carbine or SLR, INR 5,000 for a stengun and long-range wireless set. INR 3,000 each would be given for laying down .303 rifle, pistol, revolver or any other service weapon, remote control device and improvised explosive device. INR 1,000 for a rocket, short-range wireless set, explosive material and INR 500 for each grenade deposited are the other Government incentives.

Besides launching a strong military offensive against the BW, the Government is backing a splinter group of the outfit, led by James Dimasa, in a bid to split and neutralise the group. The splinter group, formed a few months ago, has 60 armed cadres and is in touch with several members of the BW. Leaders of the James group were in constant touch with senior security officials of the district to devise ways of tackling the BW. The government hopes that its strategy will bear fruit in a month or two as it is getting feelers from the ground that BW leaders are "worried" by the dual threat. "They are even expressing willingness to come for negotiations. We are trying to find out whether such feelers are just a ploy to scale down our offensive against it," a senior police official said.

The group accused a number of contractors as acting a ‘handymen’ of the NSCN-IM. The MNRF further informed that a contractor, Chinaongai alias Angai alias M Paul, was ‘admitted’ to the its fold earlier and given a rank taking his age into consideration. While at least 22 journalists, most of them working for local newspapers, have been killed by insurgent groups and other criminals in Assam since 1987, the IFJ report has termed the prevailing conditions under which journalists function in the Northeastern region as “a matter of big concern”. The IFJ report also put on record that 17 journalists, including Parag Kumar Das, Executive Editor of Asomiya Pratidin, were killed in Assam since 1991. The report also referred to the situation in Manipur and said journalists work under “totally unsafe” conditions in the State which has about 35 armed insurgent groups. “Security of journalists in Manipur, which has an estimated 35 insurgent groups in a population of three million, has always been a cause of concern,” the report said.

Lalzirliana at Aizawl a few days back, matters pertaining to the repatriation of the Brus, who migrated to Tripura in late 1997 when the Bru National Liberation Front (BNLF) cadres asked them to leave Mizoram or be in the crossfire as they were launching armed rebellions against the Government and the people of Mizoram, were discussed. The meeting concluded that identification of bonafide Bru citizens precedes repatriation and that the identification is based on electoral roll of 1993 and ration cards prior to 1997. It also agreed that the identification process be completed before September 15, 2009. Home Minister Lalzirliana was quoted as saying that the repatriation of Bru refugees would begin soon after the completion of identification process.

The Chief Minister said the State and Union Governments are very clear about what they want and a gesture of three-month cease-fire would go unanswered from their side, unless the militant outfit agrees to adhere to the stringent pre-conditions. The pre-conditions include laying down of arms and ammunition, a complete halt to all illegal activities including collection of funds, extortion, abduction, confinement within the designated camps among others. He mentioned that almost all militant outfits, which have entered into cease-fire pacts with the Government, have violated it with impunity. The Minister said these groups are operating in Nagaland in connivance with the Naga outfits. The non-Naga groups are Nunisa faction of the Dima Halim Daogah (DHD), Black Widow (BW), Kuki Revolutionary Army (KRA), People’s Liberation Army (PLA), United People’s Democratic Solidarity (UPDS), Gurkha Liberation Army (GLA), People’s United Liberation Front (PULF), All Adivasi National Liberation Army (AANLA), National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA). Nagaland has five local outfits: the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), National Socialist Council of Nagaland-Khaplang (NSCN-K), and the three Naga National Council (NNC) groups. The Home Minister said apart from these outfits there are several outfits that are also operating in Nagaland. So far 10 ULFA cadres, two Kangleipak Communist Party (KCP) cadres, 13 KRA cadres, one People's Revolutionary Party of Kangleipak (PREPAK) cadre, 31 UPDS cadres, eight PLA cadres, eight PULF cadres, one GLA cadre and 67 cadres of other non-local Northeast outfits have been arrested in the State in 2009. All the arrested militants were booked under National Security Act, with special exemption of Naga cadres of the Naga groups, due to cease-fire between the Centre and these groups. Most of these militant outfits are active in and around Dimapur, the nerve centre of crime and anti-social activities. Imchen said the Naga groups are harbouring the non-local militants and collecting illegal taxes from business establishments and shops. He said despite the Government's best effort to curb the menace of extortion it is still very high.

Prabal Neog, a leader of the pro-talks faction, told Telegraph, “Many cadres (of ULFA) have already entered Tinsukia District from the Myanmar camps via Arunachal Pradesh and have started distributing extortion notices. We have information about ULFA trying desperately to carry out strikes. If not on Security Forces, it may be Hindi-speaking settlements and us. We have tightened security in our camps.” Jiten Dutta, another pro-talks leader, said most of the ULFA militants who had entered Tinsukia recently were recruited by him just a few months before they declared a cease-fire in June 2008. “They are fully trained now and have been sent by the leadership to carry out strikes,” he added.

Central intelligence agencies have cautioned about a “rejuvenated” ULFA carrying out a massive fund collection drive from the business establishments located along Assam’s boundary with Nagaland and Arunachal Pradesh, reports Telegraph. According to an intelligence report from upper Assam, several businessmen paying extortion money to the ULFA were doins so in installments. Sources in the agency said the sum in the demand notes served to the traders varied between INR 200000 and INR 2000000. A senior officer of Golaghat Police confirmed that the ULFA had been trying to extort businessmen in the border areas. Such notices have been served in the Merapani and Chungajan areas along the Assam-Nagaland border, he said. “We have not received any official complaint till now though we have information about a few businessmen receiving such extortion notes. A few have allegedly paid to the ULFA coffers also.” Most of these businessmen, the officer said, are Hindi-speaking persons. Meanwhile, a statement issued by ULFA’s ‘finance secretary’, ‘lieutenant colonel’ Chitraban Hazarika, on July 8 said “donation notes” purportedly signed by him and distributed among the businessmen, especially in Nagaon district, were fake. “Such notices are fake as I have not signed any donation note since 2002,” the statement added.

Telegraph quoting the Chief Minister of Manipur, Okram Ibobi Singh, reports that extortion was the motive behind the abduction and murder of the Manipur Sub-Divisional Officer (SDO) Thingnam Kishan and his two junior staff members by the militants of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) on February 14, 2009. The Chief Minister informed the Legislative Assembly that preliminary investigations had ascertained the motive of the crime as extortion. "The NSCN (IM) cadres demanded money from the SDO and two of his staffs and were killed for not paying it. We do not know how much money was demanded," he said. The NSCN-IM militants abducted Kishan, who was posted at Kasom Khullen in Ukhrul District, along with five of his subordinate staff members on February 14 from the District. While the abductors freed three men belonging to the Naga community, they killed Kishan, Yumnam Token Singh and Aribam Rajen Sharma. The mutilated bodies were recovered in Senapati District on February 17. Subsequently, the NSCN-IM admitted the involvement of its cadres and said ‘Lieutenant Colonel’ Hopeson Ningshen was the mastermind. The Central Bureau of Investigation arrested Ningshen on May 28 and he is currently imprisoned in Tihar Jail in the national capital New Delhi

The NSCN-K said that it ‘interrogated’ them to elicit information on why for the last 20 years all contract work for Manipur under the FCI had gone to the Asui Muivah Firm, owned by a brother of NSCN-IM general secretary, Th. Muivah, when there were many other qualified contractors. The NSCN-K said in the last 20 years no other firm or agency was allowed to submit tender to the FCI except Asui Muivah Firm. The outfit alleged that the State Police and the NSCN-IM cadres were present when a tender was floated at the FCI office in Dimapur on September 30, 2008, and demanded cancellation of the contract and starting of the tender process anew. Hussain, who was replying on behalf of the Chief Minister, said the clashes between Dimasa and Zeme Naga people started on March 19, 2009 and so far, more than 540 houses have been burnt down. Leaders of militant outfits from Assam, like the ULFA and the National Democratic Front of Bodoland (NDFB), have made some south Indian cities their new bases. “We have definite reports of some senior and middle level leaders of the ULFA and the NDFB escaping from Assam and taking shelter in South India. We cannot divulge any more details about the cities and other information for Security reasons,” the Director General of Police (DGP) G. M. Srivastava said. “We are in touch with our counterparts in South India to zero in on the militant leaders based in those cities,” he added. Bangalore is one such city linked to militant outfits from the Northeast. In June 2009, two senior leaders of the Black Widow (BW), a militant outfit from Assam, including its ‘commander-in-chief’ Jewel Garlosa, were arrested from that city. Earlier in July 2009, Police arrested Roshan Ali alias Anees Mohammad, leader of the Manipur-based People’s United Liberation Front (PULF), at Singanapalya near Mahadevpura in Bangalore. The Urban Development Minister D. P. Goala told Telegraph that a committee, headed by him and constituted to examine the issue, in its report submitted recently has pointed out the difficulties in renaming the District because non-Dimasas constitute the majority in the District. "We have examined every aspect of the proposal to rename the District. We have pointed out the difficulties in renaming the district as the Dimasas constitute only 43 per cent of the total population," Goala said. The other members of the committee include ministers Himanta Biswa Sarma and Rockybul Hussain. Home Commissioner R.K. Bora was the convenor of the committee, he added. Sources in the Chief Minister’s office said renaming the District according to the BW’s wishes would only escalate ethnic tension between the Dimasas and non-Dimasas in the District. The Union Home Secretary G.K. Pillai said there was no question of carving out another State from Assam. “Statehood is ruled out,” he said. Pillai said barring some financial powers to the council “here and there” there was not much left to concede. Pillai added that the National Democratic Front of Bodoland (NDFB) did not oblige when it was asked to join in while the Government was in talks with the Bodo Liberation Tigers (BLT). “The request was conveyed to Ranjan Daimary. We had told them they would lose an opportunity if they did not join in, but they did not listen,” he said, further adding if the NDFB thought it would get something more it was wrong. In the memorandum to the Union Minister for Home Affairs P. Chidambaram through Kokrajhar Deputy Commissioner Carol Narzary, the former militants of the now defunct BLT said the NDFB was trying to destabilise the Bodo areas and put brakes on development. The memorandum said development in the Bodo belt was “moving fast in the right direction under Hagrama Mohilary” but there was a “counter campaign” against the “good work”. “The NDFB (ceasefire) and Ranjan Daimary fraction of NDFB are indulging in violence in the region to terrorise the people. In a diabolical design to destabilise the region, the NDFB is killing innocent people,” it added. The society also accused the Rabiram Narzary-led Bodoland Peoples Progressive Front (BPPF) of encouraging the NDFB in carrying out unlawful activities. He mentioned that the NSCN-IM has some active cadres belonging to the Muslim community in their ranks playing a major role in the group’s extortion drive in Dimapur. Such operatives are in contact with ‘Lieutenant’ Halal Uddin from the armed wing of the NSCN-IM and Azad alias Robin from the outfit’s civil wing, Rio said, adding that they are reported to have very close links with a commander of the group in its transit camp in Bangladesh. “In such backdrop, there is strong possibility of Islamic extremists establishing ‘sleeper cells’ in Nagaland by taking advantage of their contacts inside the state,” he said. In a remark on handling of the insurgency situation by the north eastern states, Union Home Minister, P Chidambaram questioned the practice of bending over backwards before the insurgents. “At times, we find that some State Governments have allowed themselves to bend before insurgent groups, making the fight against insurgency that much more difficult,” said the Home Minister, while making his opening remarks at the Conference of Chief Ministers on Internal Security here this morning. “I regret to say that I cannot report much progress in the north eastern states,” Chidambaram said. “I propose to hold discussions with the State Governments concerned and draw up State-specific strategies to deal with the insurgent groups in the three most affected States of Assam, Nagaland and Manipur,” Chidambaram. “In the last few months we have refined our policy stance: the law will be applied strictly; ceasefire agreements would be enforced in letter and spirit; and we will talk to any group only if that group abjures violence, lays down its arms and offers to surrender,” he added.

Official sources said that the outfit is in touch with the Government and the possibility of the outfit meeting the deadline of the Government is quite possible “if everything goes smoothly”. Meanwhile, confusion prevails among the Police and SFs over the lists of cadres and weapons submitted by the outfit. Sources revealed that the outfit has claimed that it has 600 cadres, whereas, according to reports available with the Police and SFs, the total number of cadres of the outfit would be around 300 to 350 at the most. There have been intelligence reports that the outfit launched a fresh recruitment drive to increase its strength and even school students are being recruited. The BW group has submitted a list of 137 weapons, but according to records available with the security agencies, the actual number of weapons with the disposal of the group would be at much more and efforts are on by the Government to mount pressure on the outfit to ensure that it surrenders all the weapons.

The cadres first gathered at Thanalambra, about 35 kilometres from Haflong, District headquarters of North Cachar Hills, before proceeding to the 5th Assam Police Battalion headquarters at Sontilla to deposit their weapons. They laid down over 70 weapons in the presence of Police officials, a source said. Among the cadres who came on board were BW leaders Daniel Dimasa, Maurang and Daku Dimasa. “The cadres will be moved into designated camps,” the source said. Five designated camps in different parts of the District are ready for their arrival. The Director-General of Police of South Assam zone, Dipak Kumar, said 358 rebels were expected to deposit their arms by tomorrow. The formal surrender ceremony is expected on September 24 in the presence of the Chief Minister Tarun Gogoi. A source said the outfit wants the Chief Minister to be present at the ceremonial surrender. Apart from the need for Chief Minister presence, the absence of the outfit’s ‘commander-in-chief’, Niranjan Hojai, is also delaying the surrender ceremony. According to Sangma, the idea of formation of a “Garoland Territorial Council” for Garo hills, in line with the Bodoland Territorial Council (BTC), was welcome, but there should be less interference from the State Government and more autonomy to the body, unlike the BTC. “We are yet to suggest any name for the autonomous body, which can politically safeguard the interests of the people of Garo hills with more powers, wider functions and without the interference of the state government,” Sangma said. “By autonomy to Garo hills, we do not mean the one prevailing in the existing Garo Hills Autonomous District Council, which is still under the direct supervision of the state government,” Sangma said. A senior Police official in the District headquarters of Haflong in North Cachar Hills District said the faction led by Pronit Haflongbar alias James Dimasa (29) was in contact with some Administrative and Police officials to arrive at a consensus on the venue, time and terms of their possible surrender. James, a resident of Tapodisha in Haflong, and his group had deserted the BW earlier in 2009. Officials said the faction did not surrender fearing dilution of its demand for Dimaraji, a separate State for the Dimasas. James is reported to have changed his position after speaking to BW leader Niranjan Hojai, who led his cadres to surrender on October 2, 2009. As a prelude to the final surrender of the James faction, some of its cadres surrendered before the Army in the Hmar-dominated Churachandpur town of Manipur. While 16 cadres surrendered on September 18, two surrendered on October 26. The James faction is now said to have 19 cadres.

A Regional Cooperation Mechanism (RCM) would soon be set up under which the Police of the eight States, the Central Paramilitary Forces and Intelligence Agencies would work in close coordination to tackle militant outfits operating in northeast States more effectively, Tripura Director General of Police (DGP) Pranay Sahay said on November 4, reports Sentinel. The proposed RCM will be of help to the Security Agencies since militant outfits had developed links with each other and were using each other’s territory to move about easily. “Under the proposed RCM, the District Police chiefs of all the eight North-eastern States, intelligence and Central Para Military Force (CPMF) officials would work in close coordination and share information among each other,” added Pranay Sahay. The formation of the RCM and finalisation of other strategies to deal with the terrorists and effective border management were adopted at a meeting in Shillong, where Police and Intelligence chiefs of the North-eastern States along with senior officials of the Intelligence Bureau (IB), Research and Analysis Wing (RAW), Assam Rifles, Army and Indo Tibetan Border Police (ITBP) were present. “The meeting also chalked out some line of action to carry out joint operations against the militants who are moving from one state to another and travelling to neighbouring countries using different states as corridors,” Sahay said, adding that State Police and the CPMF would share the interrogation reports of surrendered and arrested militants. The Shillong meeting also requested the Union Home Ministry to set up an arms depot in Northeast India, so that the States can easily procure sophisticated arms and ammunition. At present the northeastern States have been purchasing arms and ammunition from the north and south Indian States, resulting in huge wastage of money and time, he said. The northeast DGPs have also urged the Centre to allow them to increase the strength of the Mobile Task Force (MTF) and Prevention of Infiltration Force (PIF) to check illegal infiltration from across the border. The northeastern States, especially Manipur and Tripura, have also pressed upon the Centre to sanction wages for the Special Police Officers (SPO) in line with Jammu and Kashmir and Chhattisgarh.

The list of North-east militant outfits was handed over to BDR Brigadier General Mohammad Obedul Haq at the border coordination meeting of BSF-BDR at Sylhet in Bangladesh. A team of BSF led by Inspector General (IG) Tripura Frontier, S. K. Mishra attended the meeting and discussed various issues related to effective border management with the BDR. “We have given a list of 97 North East militant hideouts in the neighbouring country to the BDR and urged them to dismantle all the camps”, said A. However, the possibility of the Centre heeding to their demands appears remote, with Union Home Minister P Chidambaram expressing his skepticism on the ground that the remaining top leaders are all based abroad and not keen for negotiations. Haldar has started the process and the Union Government is also reportedly keen on early solution of the problems. Official sources told Assam Tribune that Haldar, a former Director of the Intelligence Bureau (IB), arrived in Guwahati to hold preliminary talks with the militant outfits under cease-fire agreement with the Government. Sources said that during the visit, Haldar would stay in the State for at least four to five days and he would be holding preliminary talks with the leaders of the outfits. Sources said that Haldar would be visiting Haflong in North Cachar Hills District for talks with the leaders of the BW followed by a visit to Diphu in Karbi Anglong District for talks with the UPDS leadership. He will also hold talks with the leaders of the pro-talk group leaders of the NDFB. However, sources said that the present visit of the former IB chief is only to hold preliminary talks with the outfits to know their psychology and demands.

This is also the desire of the people of Assam who favour a peaceful solution of insurgency,” Gogoi said at a press conference. In addition, the mother of ULFA ‘commander-in-chief’ Paresh Barua, Miliki Barua (84), said if the proposed peace process was initiated without her son then the whole exercise would be “useless”. She said, “All the boys (the ULFA leadership) had set out together on a journey to achieve something for Assam and if negotiations are held without my son then the whole process will be useless”. “If the Government has the capacity, then it should bring all of them (ULFA leaders hiding in other countries) back. All the boys went together to realise a common goal, then why is the Government bringing back some and leaving out the others?” she questioned. The Assam Forest Minister Rokybul Hussain informed the State Legislative Assembly that 948 people were killed in the incidents of militant- sabotage between May 14, 2006 and November 30, 2009, reports Assam Tribune. Of them, 854 were civilians, 85 were Police personnel and nine were Army and Paramilitary personnel. Besides, 2,955 people were injured in these incidents during the period. Of them, 2,716 were civilians. The Minister also told in the House that 66 people were killed and 22 people were injured in the incidents that involved firing by Security Forces (SFs) to maintain law and order during the period. On the other hand, 481 people were killed and 38 were injured in incidents of SFs’ encounters with the militants during the period. The bomb blasts triggered by the militant groups during the period resulted in the death of 275 people and injury to 2,386 people. Of those killed in these incidents, 251 were civilians and those injured included 2,249 civilians. During same period, militants abducted 334 people and of them, 40 were killed in captivity. Those killed included 35 civilians and 5 Police personnel, said the Minister.

Shillong Times reports that Meghalaya Police is conducting counter-insurgency operations in the East Garo Hills region to flush out United Liberation Front of Asom (ULFA) militants who have entered in large numbers to escape ongoing flush-out operations in neighbouring State of Assam. The area is idle for militants to use as a corridor to cross over to and fro Bangladesh and for concealment of weapons in view of the thick forest cover with an inaccessible terrain. Meghalaya Director General of Police (DGP) S. B. Kakati said Garo Hills had previously been used by Assam-based militants as a safe haven. "I don't deny the fact that it is even now being used by militants and we are on the lookout for them," he said. According to Kakati, the area of concern is Resubelpara sub-division sharing border with Assam's Goalpara District. He said ‘109th battalion’ of the ULFA led by its ‘commander’ Hira Sarania was active in lower Assam and thereby used the route for transport of men and arms. "Resubelpara sub-division is infested by ULFA and even now operations are taking place to flush them out. There have been instances of arrest, seizure of weapons and neutralizing of militants," he said and added that identification of militants is a problem for the Police. In regards to the presence of local militant groups, the DGP said so far only the Liberation of Achik Elite Force (LAEF) was active with a few cadres and weapons but its strength had been drastically reduced following successive operations by the State Police. "Recent reports about the formation of a new Garo outfit by the ULFA called the Achik Liberation Tiger Force (ALTF) has not been substantiated," Kakati said adding that such a group was existing but nexus with ULFA was yet to be ascertained.

Declaring 2009 to have been “a terror-free year for India, with nine days to go,” Chidambaram reaffirmed his Government’s stand of zero tolerance for terrorism. According to him, the BSF is looking for new land near the Zero Line of the international border for setting up 26 BOPs for more stringent vigil along the India-Bangladesh border so that insurgents using the soil of the neighbouring country cannot infiltrate into Indian territory. At present, there are 245 BOPs along the Tripura border. Over 370 militants from two main insurgent groups - All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT)- surrendered in 2009. According to Deputy Inspector General (Police Control) Nepal Das, interrogation of surrendered militants revealed that an "acute food crisis" was grappling militant camps and the insurgents "were not being paid money" that ultimately forced them to lay down arms.

He said that the Union Government was willing to look at 'new governing structures' to take care of the development agenda of the Northeast. "A couple of groups like the ULFA and the UNLF are still carrying out violent activities. To them we say, give up the demand for sovereignty. Give up violence and we can talk of anything," the Union Minister said at the valedictory session of the Confederation of Indian Industry (CII) leadership summit in Kolkata on December 22. Stating that the Constitution was resilient and innovative, and accommodated the concerns of the people of smaller states, he said, "If new innovations for governing structures are required, we are willing to look at it. The Constitution has provided for hill development councils, semi-autonomy, and some schedules to address the concerns of the people of the smaller states. We can have more schedules as long as it takes care of the development agenda."

Telegraph reports that Police have launched a special operation in Assam’s northern Districts, particularly Udalguri and Sonitpur, to target the "headhunters" of the NDFB’s anti-talks faction who have been recruiting youths from these areas. "We have specific information about some of the middle-ranking cadres of the outfit being on a recruitment drive and operations are on to neutralise them," a Police official said. The official said most of the NDFB militants killed recently could not be identified immediately, which indicated that they were new recruits. He claimed that the Ranjan Daimary-led anti-talks faction of the NDFB had received a severe jolt in the last few months with SFs going all out against it. He said, "The success in our operations in the last few months against the NDFB was a big blow for the outfit. It has lost several armed wing cadres who were capable of carrying out major attacks." The NDFB has lost more than 40 cadres in encounters in the two northern Districts and the Bodoland Territorial Area Districts (BTAD) since June 2009. The official said the outfit had started a recruitment drive recently to recover lost ground. "At least 30 youths have joined the NDFB in the past month. They are promised money which rarely comes, but it is too late by that time," he said. "Recruitment is done in a co-ordinated manner. A few cadres are entrusted with this responsibility and assigned areas where each would work. We can deal a blow to the outfit if we can get these headhunters," he added. The official said most of the fresh recruits from Sonitpur belonged to Bodo families who had migrated from the BTAD and settled in reserve forest areas in the past decade. "It is very difficult to identify these families since they have encroached upon reserve forest lands and have no permanent addresses," he added.

He pointed out that though the incidents of violence are the visible impacts of a militant group, no organization can run only through acts of violence. “There are several other aspects of running a militant outfit effectively including maintaining international contacts and managing other aspects of the outfit and it will not be possible for Paresh Baruah alone to do that. The arrested top leaders of the outfit were key members of the ULFA and it will be difficult for the ULFA to run the outfit without them. For example, some of the arrested leaders were responsible for maintaining international contacts and without them the outfit will lose such contacts,” he added. Srivastava further said that if majority of the ULFA leaders finally decide to come forward for talks, the people of Assam would make Paresh Baruah redundant.

The Meghalaya Police decided to seek the help of surrendered Hynniewtrep National Liberation Council (HNLC) cadres to track down the militants who are provided shelter by villagers residing in Bangladesh after carrying out criminal activities in the State, according to Shillong Times. "We are developing a strategy of engaging the surrendered militants to tackle the HNLC militants in the border," said Meghalaya Director General of Police (DGP) S.B. Kakati on December 29. There are more than 150 surrendered HNLC militants who had narrated to the police in the past that majority of the HNLC cadres stay with Khasi villagers inside Bangladesh. The militants also assist the Khasi villagers in the betel nut plantations. A major disadvantage for the Meghalaya Police is its inability to build up an effective intelligence network along the border areas of the Khasi hills region where the HNLC has a significant presence. Unable to extort money from Shillong due to constant vigil of the Police, the HNLC militants are carrying out large scale extortion from the coal exporters in the remote borders, Police said. "We need effective co-ordination of the police forces of East Khasi Hills and the Jaintia Hills to tackle militant activities in the borders," said Kakati, adding that more forces will be deployed in the border to tackle insurgency related crimes. "We had deployed some personnel of the Special Operations Team (SOT) in East Khasi Hills border, but we did not have actionable intelligence about the attack on December 23 [killing of a coal trader]," the DGP said. Kakati also admitted that police were aware of the threat to the coal baron from HNLC through intelligence inputs but the slain coal trader's family members had not divulged anything.

While 12 slain cadres belonged to the Kanglei Yawol Kanna Lup (KYKL), 10 cadres were from the KCP, nine from the People's Revolutionary Party of Kangleipak (PREPAK), four from the People's United Liberation Front (PULF), three from the United People's Party of Kangleipak, two from the United National Liberation Front (UNLF), one from the PLA and 22 from other outfits. During the period, 356 persons, including militants, arms smuggler and gangsters, were arrested. While 129 KCP cadres were arrested, 53 arrested cadres were from the PREPAK, 48 from the KYKL, 44 from the PLA, 32 from the UNLF, 12 from the PULF, 12 Kuki Revolutionary Army (KRA), six from the United Naga People’s Council, three from the Kuki National Front (KNF), three from the Kuki Liberation Army (KLA), two from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two from the Kuki National Army (KNA), and one each from the United Kuki Liberation Army, Hmar People's Convention- Democracy (HPC-D) and Naga National Liberation Army. 94 militants were detained under National Security Act (NSA) during the same period. While 33 KCP cadres were detained under the NSA, 16 detained cadres were from the PLA, 16 from the UNLF, 12 from the PREPAK, 11 from the KYKL, five from the PULF and one from the KRA. Two Police personnel and three India Reserve Battalion personnel were also detained under NSA. During the year, 109 assorted weapons and 2309 ammunitions were seized by Imphal West District Police. The seizure included one AK-76 rifle, 26 AK-56 rifles, one AK-rifle, two M-16 rifles, one G-3 rifle, five lathode guns, two SLR rifles, five carbines, 43 9-mm pistols, 33 hand grenades and two packets of explosives weighing approximately 25 kilograms.

The SP further said that 75 sophisticated weapons, including 11 AK-47 Rifles, 11 Ak-56 Rifles, one SM Carbine, one M-16 Rilfes, 38 9mm pistols, six numbers of .32 pistols, two 7.65-mm pistols, five .38 revolvers, four lethod louncher guns, four M-20 pistols, three M-21 Rifles, three SLR 7.62 mm, and total of 388 ammuntions of different weapons, two extra magazines of AK-56 rilfes, one magazine of .32 pistol, four 36 HE hand grenade, 16 Chinese hand grenades, one detonator, one wireless set, eight mobile hand sets, six motor cycles, one computer set, four vehicles and 60 kilograms of silver electricity wires were recovered from the possessions of the arrested cadres. 13 arrested cadres, including four of the PREPAK, three of the KCP, three of the PULF, two of the PLA and one of the UNLF, were detained under National Security Act (NSA), said the SP.
