Chief Minister Prafulla Kumar Mahanta categorically stated that as long as Indian insurgent groups were granted safe passage and bases by neighbouring countries––Bhutan, Bangladesh and Mayanmar––it would be difficult to root out militancy in the affected regions. He had expressed serious concern at the nexus between Pakistan’s Inter Service Intelligence (ISI) and militants in India’s Northeast and added that this had to be destroyed in order to contain the activities of the insurgents in the region. Mahanta reiterated his government’s commitment to resolving the problem through dialogue and had assured the ULFA leadership that they would be provided security if they came for negotiations.

Assam Chief Minister Prafulla Kumar Mahanta alleged on March 14 that Pakistan’s High Commissioner in Bangladesh was playing an active role in sending United Liberation Front of Assam (ULFA) militants to Pakistan for arms training. He also pointed out that Pakistan’s Inter Services Intelligence (ISI) operatives have recently stepped up their subversive activities in the Northeast. He maintained that ISI operatives have launched a three-pronged strategic attack in the region—training and supply of arms to the militants, disturbing the communal harmony and masterminding the subversive activities including blasts in oil pipelines, rail links and passenger trains.

Advani, stated in Parliament on March 15 that operations against the Bodo Liberation Tigers Front (BLTF) had been suspended after the group agreed to abide by the constitution. He added that the government is trying to convince other militant groups on the futility of violence and opt for negotiations. As an inducement to secessionist groups, he said that the Ministry of Finance was working on the formulation of peace bonus package for NorthEastern states that have come out of insurgency problems.

Replying to a question in the State Assembly on March 17, Manipur Chief Minister W Nipamacha Singh said that the government will consider the possibility of announcing a cease-fire in the State so as to bring all the 19 insurgent groups operating in the State to the negotiating table. He, however, added that the process would take time as the groundwork for the cease-fire was yet to be done. Nipamacha Singh also disclosed that an informal meeting with the Mizoram Chief Minister has been held “to contain the insurgency movement in the State” He added that the Assam Chief Minister will also be approached soon for coordinating anti-insurgency operations. Answering a barrage of questions Nipamacha Singh asserted that the process for negotiation would take sometime as the number of insurgent groups in the State was quite large. He revealed that despite government feelers, none of the groups had so far responded. According to him, there are about 12 insurgent groups in the hills and eight insurgent groups in the Valley with a total membership of about 3,720 which include: PLA/RPF (2000 cadres) UNLF (1000) KCP (100) PREPAK (300) KYKL (O) – 170 KYKL (T) – 50 PULF (50) NEMF (50)

A government spokesman said, ``This will pave the way for lasting peace and help build up an atmosphere conducive to further discussions to peacefully resolve the problems relating to the Bodos.'' He said that the ground rules on observing the truce entailed the BLT to ``completely abjure the path of violence'' and not to engage in violent or unlawful activities like killings, kidnappings, extortions, intimidations, and carrying arms in public. The BLT also agreed to abide by the laws of the land. For their part, the security forces, including the Indian Army, para-military forces and the Assam police, would not launch operations against the BLT''.

Advani reiterated in Guwahati, on April 3, the Centre’s readiness for talks with the United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland (NDFB), provided the outfits laid down arms and agreed for negotiations within the parameters of the Indian Constitution. Further, Advani said that if the militant outfits gave a positive response to the negotiation, the government could consider announcing a cease-fire with them. The National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on April 5 has raised its reservations on the ongoing talks between the government and the NSCN (Khaplang) faction. While a clear objection was not forthcoming in the remarks of the outfit's steering committee convenor, it appears that the NSCN-IM has taken objection to the government's inclusions of other factions in the peace process. Taking a different view, the Nagaland Chief Minister SC Jamir reiterated that the State government has an important role to play in the peace process by bringing all the factions involved in the conflict to the negotiating table. He also asserted the need to involve the local Naga population through their elected representatives rather than giving undue importance to organisations, which lacked an electoral mandate.

The statement included a photocopy of the United Liberation Front of Assam's (ULFA) Commander-in-Chief, Paresh Baruah’s fake Bangladesh passport obtained with the help of an official of the Pakistan High Commission in Dhaka. Another photocopy of a letter written by a Pakistan High Commission official in Delhi, requesting ULFA's chief to obtain Rs. 3 lakhs from the Harkat-ul-Mujahideen chief was also included in the statement. According to the Chief Minister who spoke in the Assembly, the ISI had a six-fold objective: promoting indiscriminate violence in the state by providing support to local militant outfits; creating new militant outfits for instigating violence between ethnic and religious groups; supplying sophisticated arms and explosives to various terrorist groups; causing damage to oil pipelines and other vital installations and communication lines; promoting fundamentalism and militancy among local Muslim youth by preaching ‘jehad’; and carrying on an inflammatory propaganda to heighten communal tension between Hindus and Muslims. The Chief Minister added that the police had arrested 101 Muslim United Liberation Tigers of Assam (MULTA) activists and 60 persons belonging to other outfits during 1998 and 1999. He provided details of 17 arrested Muslim militants along with their photographs and gave details of their stay in Bangladesh and Pakistan and the type and quantity of explosives brought by them. Police have also seized audiocassettes of “highly inflammatory and communally sensitive” speeches by Maulana Masood Azhar (the terrorist released during the IC 814-hijack incident).

He identified the main reasons for the deadlock as the Indian Government’s non-declaration of the agreed commitment that the cease-fire area encompasses all the Naga areas; attempts by the Indian Home ministry to hijack the initiative of the Indo-Naga peace process from the Indian Prime Minister’s Office; massive violation of the cease-fire ground rules by Indian security forces; and the arrest and detention of NSCN-IM leader Th. Muivah in Thailand. He added that the outfit is beginning to doubt the Government of India’s seriousness to solve the issue and the lack of political will or national policy to solve the 53-year old Naga problem. On October 9, the security forces had extended the unilateral ceasefire with the NSCN (K) for six months with effect from October 16. The Khaplang faction in a reference to its rival NSCN (I-M) also said that Nagas would never permit an individual or a section of society to enjoy their ‘separatist lust’ at the expense of the 50-year-old Naga struggle.

This is part of efforts to promote Shillong in Meghalaya as their operational headquarters. He added that the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and the NSCN-IM have set up camps and hideouts in and around Shillong, where they exchange consignments of arms and ammunition brought through Bangladesh. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". India’s Home Minister, L. K. Advani, said in Agrtala, Tripura, on March 28, that India would exert maximum pressure at the highest level on Bangladesh to prevent insurgents from using its soil for activities against India. Stating that the Centre and various State governments of India’s Northeast would work jointly to crush insurgencies in the region, Advani added that intelligence agencies would be strengthened there to enable the security forces operating there to share information. The Home Minister further stated that militants were taking advantage of the long porous border with Bangladesh and were sneaking into India, and this made counter-insurgency operations difficult. Besides, large influx of Bangladeshis into India has hampered counter-insurgency operations, Advani said.
