The Coordinating Committee (CorCom), a conglomerate of Manipur-based militant outfits, has called for a 17-hour shutdown in Manipur in support of its decision to boycott Prime Minister (PM) Narendra Modi’s visit on January 4, reports Northeast Today. In a statement issued on January 2, Publicity committee of CorCom announced its decision of boycott and shutdown. The conglomerate stated that PM’s visit is ‘just a smoke-screen and a weapon to mislead the international community with claims of India being the world’s largest electoral democracy’ and further accused India of ‘occupying a position at the United Nations by claiming to be a true democracy’.

Manipur Police released its annual report on January 3, reports United News of India. In a statement issued by Public Relations Officer (PRO) of Manipur Police, Khuplen Lhouvum, Manipur Police arrested 233 militants and seized 167 arms in 2021. Fifteen suspected militants were shot dead while twenty militants laid down arms to the government. In its counter-insurgency operation, the State Police arrested 233 cadres belonging to different outfits and altogether 167 arms, 3115 live bullets, 253 IEDs, explosive (3 kgs), 76 hand grenades, six RPGs, two safety fuses, 27 lathodes, 360 detonators, 30 NT sets and Rs 6,17,222 and 4500 Kyat in cash were seized. Fourteen persons were detained under NSA. In 2021, 313 cases related to drugs were filed and 467 persons including 95 women were arrested. Heroin (36.46 kg), Valium-10 tablet (120 pieces) 381.75 kgs of opium, Dizzy-10 tablet (70 pieces) 826.43 kg of ganja, 19,153 SP capsules, 372 pieces of N-10 tablets, about 164.69 of brown sugar and 26.50 litres of morphinated liquid among others were also seized.

Anup Chetia, ‘general secretary’ of Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF), has blamed the social media for influencing the youths in Assam to join ULFA-Independent (ULFA-I), reports Northeast Now on January 8. Anup Chetia stated that youths are being easily attracted towards the militant outfit due to sentiments and influential social media. The Armed Forces Special Powers Act (AFSPA), 1958 has been extended for one more year in Manipur excluding the Imphal Municipal areas, reports The Northeast Today. In a notification signed by the Special Secretary (Home), Government of Manipur, H. Gyan Prakash released on January 8, “Whereas the Governor of Manipur is of the opinion that due to violent activities of various extremist/insurgent groups, the entire State of Manipur is in such a disturbed condition that the use of Armed Forces in aid of civil power is necessary; And, whereas the Governor of Manipur is of the opinion that the areas within the State of Manipur be declared as a ‘Disturbed Area’ under the provisions of the Armed Forces (Special Powers) Act, 1958, as amended from time to time.” Further adding, the notification states, “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (Act No.28 of 1958) as amended from time to time, the Governor of Manipur hereby accords ex-post facto approval to declare the entire State of Manipur excluding the Imphal Municipal Area as ‘Disturbed Area’ for a period of 1 (one) year with retrospective effect from December 1, 2021.”

On January 12, a Zeliangrong United Front (ZUF) militant was reported abducted and later on shot dead by another rival militant outfit in between Awangkhul and Warngkhung under Noney Police Station (PS) of Noney District in Manipur, reports The Nagaland Post. Police recovered the dead body of the militant identified as Pouluanthai Gangmei along an empty case of the 9mm pistol. On January 25, Inspector General (IG) of the Border Security Force (BSF) Sushanta Kumar Nath, Tripura Frontier, stated that BSF has successfully detained a total of 221 infiltrators in 2021, reports Northeast Today. Speaking in a press conference in Salbagan of Agartala of West Tripura District of Tripura, IG Nath claimed that cross-border infiltration had declined in 2021 due to COVID-19 pandemic. Elaborating his statement, IG said that in 2020, a total of 128 persons were arrested for illegally entering through the borders whereas in 2021, 221 infiltrators comprising of 118 Indian nationals, 97 Bangladeshi nationals and six of other nationalities were detained while attempting to cross the international border of India and Bangladesh illegally. Initiatives have been taken to ‘install a smart surveillance system at 24 physical locations involving 95 smart surveillance cameras to enhance the border domination in most smuggling and infiltration prone areas.’ Further, Nath said, ‘In total, 31 militants have surrendered before the BSF with arms and ammunition, and returned to mainstream life. In 2021, the total seizures have done worth Rs 35.64 crore including Narcotic substances. Nearly 77 TLA and 169 UGPO militants surrendered and laid down arms including 277 types of arms, grenades and 720 rounds of ammunition in the ceremony. The TLA which was formed in 2014 with a demand for more autonomy for the Tiwa community was active in Morigaon, Nagaon and West Karbi Anglong districts. On the other hand, UGPO, formed in 2009 against the alleged harassment faced by the Gorkhas in the name of detection of foreigners was active in Kokrajhar, Chirang, Baksa and in Tinsukia districts since its in 2009. Following the militants surrender, CM Sarma said, ‘With this, each and every tribal group has joined the mainstream. These were the last troops in the jungle. The era of tribal militancy is finally over in Assam’. Two more Bru-Reang outfits - Bru Revolutionary Army Union (BRAU) and United Democratic Liberation Front (UDLF) in the Barak Valley will be surrendering in the month of February 2022. CM Sarma further urged the only two remaining active militant outfits – United Liberation Front of Asom-Independent (ULFA-I) and Kamtapur Liberation Organisation (KLO) to shun violence and come for peace parleys. In the same surrender ceremony, 462 former militants of five different militant outfits (Rabha National Liberation Front (RNLF)-28, National Santhal Liberation Army (NSLA) -41, Adivasi Dragon Fighters (ADF)-61, National Liberation Front of Bengalis (NLFB) -303 and United Peoples’ Revolutionary Front (UPRF) -29 who had surrendered on January 23, 2020 were handed over financial grants of ₹1.5 lakh each by the CM Sarma for their rehabilitation.

The Union Home Ministry (UMHA) has considerably reduced the ‘disturbed areas’ under the Armed Forces (Special) Powers Act (AFSPA) in Assam, Manipur and Nagaland, reports Northeast Now on April 1. According to a notification, the purview of AFSPA in Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, Peren and Zunheboto districts of Nagaland have been extended for another six months. This notification comes after Union Home Minister (HM) Amit Shah tweeted, “In a significant step, GoI under the decisive leadership of PM Shri @NarendraModi Ji has decided to reduce disturbed areas under Armed Forces Special Powers Act (AFSPA) in the states of Nagaland, Assam and Manipur after decades.” On the other hand, AFSPA was extended in three districts of Arunachal Pradesh. Tirap, Changlang and Longding Districts and areas under Namsai and Mahadevpur police stations in Namsai District, bordering Assam, are declared as “disturbed area” under section 3 of AFSPA. UMHA stated, the “disturbed areas” tags in these three districts of Arunachal Pradesh came into effect on April 1 and will continue till September 30, unless withdrawn earlier.

On April 9, 2022, the Chairman of the Niki Sumi faction of the National Socialist Council of Nagaland (NSCN-NS), said a solution to the “Indo-Naga political issue” would be possible if all the Naga political groups come together with a common draft, reports The Hindu. “An early solution will depend on whether it will be based on the Framework Agreement or the Agreed Position,” NSCN-NS president Niki Sumi said adding that the desired solution would be possible if the Isak-Muivah faction of the NSCN, (NSCN-IM), and the Naga National Political Groups (NNPGs) come up with an inclusive common draft. “If all the entities are really fighting for the betterment of the Nagas, they should come together to usher in a solution the Nagas require. The government of India is unlikely to take steps if the Nagas do not voice their desire as one,” he said. According to reports, two persons were picked up from Shillong District, and the following questioning, one was arrested while the other one was let off. However, the Police yet to share any details about the arrested person or the group. Notably, in the first email sent on April 1, the militant outfit had threatened to trigger bomb blasts every single week starting May 1. The email further claimed that the group was formed with 37 well-qualified and jobless youth. "…Mr. Chief Minister...I'm emailing you to let you know that I and 36 other well qualified and talented jobless youths have formed an outfit. A terror outfit, of course – with free sponsored arms and ammunition – whose capability and strength will come to display in a couple of weeks from now," the sender of the email had written. Issuing a statement, the outfit claimed that two youngsters, Dhanjit Das of Barpeta and Sanjib Sarma of Baihata Chairali, were given ‘death sentence’ after they were found guilty by the outfit’s lower judicial council on May 4 and May 5 respectively. According to UMHA note, ULFA-I has intensified its kidnapping activities in Assam and Arunachal Pradesh. The banned outfit has also intensified its recruitment drive by roping in youths from Assam and other parts of the country including Delhi and NCR region. In a statement, NSCN-IM stated that that ‘the state of affairs on the ongoing Indo-Naga political talks is a matter of regret as rogue elements are pushing around with the blessing of the GOI targeting the destruction of the Framework Agreement’. The outfit further claimed ‘the elements of perfidy, deceit, duplicity, double dealings and treachery had been planted by Government of India’s intelligence agencies in the same manner when the State of Nagaland was created under the 16-Point Agreement’. Former Nagaland Chief Minister T R Zeliang on November 1 urged the Naga people to join hands and support the negotiating groups to bring the Naga Political issue to a logical conclusion at the earliest as this is the finest time for a solution, reports Assam Tribune. Zeliang, who is currently the chairman of United Democratic Alliance (UDA) said this while addressing a press conference in Chumoukedima. "At present, all the Naga negotiating groups have come together and all 60 MLAs are also together with one voice for the sake of Naga solution. So why not we all join hands and support both the negotiating groups to arrive at a logical conclusion at the earliest instead of pointing fingers at each other with political vendetta for personal vested interest," said Zeliang. Maintaining that the political talks between the Government of India (GoI) and NSCN (IM) are positively progressing, he said "we expect a solution sooner than later, so let us hope that GoI will bring out the common draft so that before inking the accord, it can be brought to the Naga leaders, and all concerned to also see and acknowledge if it is acceptable to us."

The Ministry of Home Affairs (MHA) on November 13 stated that tough steps taken against insurgency in the Northeast resulted in the surrender of 6,000 insurgents and an 80 per cent reduction in militancy related incidents since 2014 when the Narendra Modi Government came to power at the Centre, reports Deccan Herald. A document released by the MHA said that security forces dismantled the "satellite camps" of insurgent groups operating from foreign soil following which at least four peace agreements have been signed with insurgent groups in Assam and Tripura (Bodo Accord, Karbi Accord, and Bru-Reang Refugee settlement and NLFT). The long pending border disputes between states in the region are also being resolved through discussions, it said. "This has given a push to integration and trust and has paved the way forward for long-term peace and progress," said the MHA document. "The year 2019 and 2020 witnessed the lowest number of insurgency incidents and casualties of civilians and security forces during the last two decades. In comparison to the year 2014, there has been a reduction of 80 per cent in the incidents of insurgency in the year 2020," it said. The signing of an agreement between Assam and Meghalaya in March resolved disputes in 65 per cent of areas of difference.

Chief Minister of Assam, Himanta Biswa Sarma, informed the Assam Legislative Assembly on December 24, that 53 suspected jihadis, including one from Bangladesh, had been arrested in Assam since March 2022, reports The Times of India. Another five suspected jihadis from Bangladesh are absconding, he added. Additionally, nine cases of suspected activities by fundamentalist elements have been registered in the state since March, 2022. These cases were registered in Barpeta, Bongaigaon, Morigaon, Dhubri, Goalpara, Tamulpur and Nalbari Districts, which are "hubs of fundamentalist forces," Sarma said. One of these cases is being investigated by the National Investigation Agency (NIA) which has also submitted the charge sheet before the court. The apprehended Bangladeshi national was employed as an Imam (religious teacher) and madrasa (Islamic Seminary) teacher in Barpeta District, he said. Five other Bangladeshis who had purportedly made speeches in different madrasas to incite Muslim youths to join the jihadi forces are absconding, he added.

On December 24, Manipur Chief Minister Nongthombam Biren Singh stated that some of the Kuki militants who are under the Suspension of Operation (SoO) as per the 2008 tripartite ceasefire agreement signed with the Government of India and the Government of Manipur are involved in poppy cultivation and collecting tax from poppy cultivators, reports The Times of India. Biren also urged people to stop growing poppy immediately or face consequences under the Narcotic Drugs and Psychotropic Substances Act (NDPS). He even stated that under the act, the government could confiscate the property of drug dealers and poppy planters. The cadres of these Kuki groups are currently put up in designated camps set up by the government in different Kuki-dominated areas of the hill Districts of Churachandpur, Kangpokpi, Tengnoupal and Chandel Districts of Manipur. The involvement of these Kuki militants in poppy cultivation was revealed during interrogation by the village chairman Henkholun Kipgen and village secretary David Kipgen of Selsi village in Kangpokpi District, who were earlier arrested by the Kangpokpi Police on December 22.
