Chief Minister Sarbananda Sonowal on January 2 said that his Government wouldn't give any constitutional rights to the people who fail to make it to the final National Register of Citizens (NRC), and would allow them to live in India on humanitarian grounds until the Centre takes a decision on their expulsion, reports Times of India. In a telephonic interview, Sarbananda Sonowal said, "The people who are declared foreigners will be barred from all constitutional rights, including fundamental and electoral. They will have only one right — human rights as guaranteed by the UN that include food, shelter and clothing." The CM said the "historic" NRC draft would make the distinction between a bona fide Indian and a foreigner.

Manipur Chief Minister Biren Singh stated that ‘Additional Police and paramilitary personnel have been rushed to Jiribam District to ensure that undesirable persons do not enter (our state)’. Police was also deployed along the Assam-Tamenglong highway and Jessami in Ukhrul District.

Arunachal Pradesh Government has taken all possible measures to prevent likely spillover of illegal migrants into the state from neighboring Assam, in the aftermath of the National Register of Citizens (NRC) publication, reports Assam Tribune on January 5. An official release said that Chief Minister (CM) Prema Khandu has sought detailed information from the Director General of Police (DGP) about the status of the border areas in the wake of part draft NRC publication. Assuring that the situation is normal in the state, the DGP apprised the CM that all border district Superintendents of Police (SPs) have been alerted and directed to coordinate with their Assam counterparts.

The Khasi Students’ Union (KSU) has warned the Northeast Frontier Railway (NFR) against continuing the Tetelia-Byrnihat railway project work before the State comes up with measures to tackle influx of illegal immigrants, reports The Shillong Times. In a statement issued in Shillong on January 7, ‘general secretary’ of KSU Donald Thabah said the state government should take action against NFR if it resumes work. KSU and other pressure groups are demanding comprehensive mechanisms to check immigration. The work on the Tetelia-Byrnihat railway project in Ri Bhoi resumed recently months after it was stalled due to stiff opposition by pressure groups.

Nearly 1,440 Myanmarese nationals who took shelter in Mizoram following a clash between militants and the army there in November 2017 have refused to return to Myanmar, reports The Telegraph on January 10. At least 1,600 Myanmarese people from several villages in Chin state had taken refuge in Lawngtlai district of Mizoram since November 25. A source stated that ‘While a few refugees returned, 1,440 people, including 773 women and 442 minors, refused to return home’. Officials said some of the refugees even tried to construct houses but the district administration stopped them and sent them back to the relief camps.

The decision has been taken after receiving reports that a section of people and organizations were making objectionable comments on vital social issues including National Registration of Citizens (NRC). Director General of Police (DGP) of Assam Police stated that the move aims at preempting any possible attempt by miscreants and anti-social elements to misuse social media to create disturbance. DGP also added that while appointment letters among 2,000 new constables will be distributed on January 12 appointing another 5,000 constables will start soon. Kuki militant groups under two umbrella organisations, Kuki National Organisation (KNO) and United Peoples Front (UPF), who are conducting talks with Government of India (GoI), on January 10 have demanded creation of a territorial council for the Kukis in Manipur, reports The Telegraph. The demand was placed in writing during talks held in New Delhi. The militant groups had had signed a suspension of operation agreement with GoI in 2008 and the January 10 talks was the sixth round of talks. The demand memorandum was signed by UPF ‘spokesperson’ Aaron Kipgen and KNO ‘negotiator’ Seilen Haokip. Altogether 13 delegates from the two organisations participated in the talks. Kukis have long been demanding creation of a separate Kuki state out of Manipur. The groups also demanded "constitutional" safeguards for Kukis in Manipur.

The first round of political level talks is scheduled for March 5 in Aizawl. The talks, initially proposed to be held before Christmas last year, got delayed as Mizoram Chief Minister Lal Thanhawala constituted a three-member committee of legislators to examine the draft legislation on the formation of Sinlung Hills Council. Mizoram Chief Minister (CM) Lal Thanhawla on February 12 asked Government of India (GoI) to tighten security along the border with Myanmar as the state could face threats from the armed conflict between the Myanmar army and militants in Arakan state, reports The Telegraph. The CM informed the Union Home Minister that Mizoram could face a security threat owing to the entry of refugees from Myanmar. CM also asked the Home Minister to deploy more security personnel along the border with Myanmar to avoid any untoward incident. Mizoram saw an influx of over 1,400 refugees from Chin state in Myanmar, who are taking shelter at Hmawngbuchhuah village in Lawngtlai district. The displaced people fled their country following a crackdown launched by Myanmar army on Arakan Army militants. Although some families have returned to their villages, over 1,000 people are reluctant to return to Myanmar fearing the armed struggle between the Myanmar army and militants may begin again.

The CM stated that ‘the Centre is examining a proposal sent by the state government and the new revised comprehensive policy is likely to be implemented by April this year’. Following a cabinet decision taken in May 2017, state Government proposed to hike the monthly stipend of surrendered insurgents from INR 4,000 to INR 8,000 for three years. Of the INR 8,000, INR 2,000 will be counted as ration money. Additionally, one-time financial grant provided by the government to surrendered militants will be increased from INR 2, 50,000 to INR 4,00,000. Earlier Minister for State for Home Affairs Kiren Rijiju stated that GoI has revised stipend amount and fixed deposit for the surrendered militants in Northeast.

The Anup Chetia led organization had recently said that those who resided in Assam before the Yandabu Treaty of February 24, 1826 (when Assam was annexed to the British Empire) were indigenous people. Those who settled in the state thereafter and accepted Assamese culture as their own were accepted as Assamese but were not indigenous people. The statement said tea garden communities who were brought from Jharkhand, Odisha and Chhattisgarh by the British to work in tea gardens of Assam and accepted Assamese language and culture as their own were also Assamese but they could not be considered as indigenous people. The outfit talked the same about Gorkhas and Nepalis living in Assam. ULFA-I ‘assistant publicity secretary’ stated that ‘We support the definition of indigenous people announced by the Mancha in its Guwahati Declaration which was resolved after a convention on February 12 and 13. A surrendered Garo National Liberation Army (GNLA) militant has stated that the militant group has planted over 30 Improvised Explosive Device (IEDs) in and around East Garo Hills to sabotage the ensuing Assembly Elections, reports Northeast Today on February 21. Three of the 30 IEDs have been accounted for by the Security Forces (SFs). Superintendent of Police (SP) Ringrang Momin stated that ‘we have received the information but are yet to verify whether the same is true or exaggerated’. SP also said that SF 10, the Meghalaya Police commandos have been pushed into action to recover the remaining. According to Police one IED was recovered prior to the death of Nationalist Congress Party (NCP) candidate, while another was recovered on February 20 from Samanda in East Garo Hills District. The ULFA-I ‘chief’ stated that ‘ULFA ‘constitution’ does not allow this under as it does not recognize the Indian Constitution and according to reports suggest that it may be the exclusive reason for ULFA-I not supporting the plea of GNLA to make Drishti Rajkhowa (Manoj Rabha) its new ‘commander-in-chief’ after the death of Sohan D Shira. GNLA has been fighting for a separate Garoland state within the Indian Union while ULFA-I is fighting to secede from India. According to a social media post a meeting was held between GNLA cadres and Rajkhowa after the death of Sohan after which it was decided to appoint Rajkhowa as the ‘new commander in chief’. According to DGP senior cadres like Wallam, Nevak and Rahul can resurrect GNLA. ULFA-I and GNLA have coordination in carrying out violent activities in Garo Hills and the former has been assisting the GNLA to plant Improvised Explosive Devices (IEDs) aimed Security Forces (SFs). The DGP also stated that the next target for the SFs was Drishti Rajkhowa, who is the ‘second in command’ of ULFA-I. Rajkhowa had been a close aide of the slain GNLA chief, providing safe havens in Bangladesh for GNLA cadres and is also involved in training and supply of arms. Initially, about 1,750 Myanmarese refugees, mostly Buddhists, entered Mizoram in November 2017 after fleeing armed clashes between the Myanmar Army and the Arakan Army (AA). Nearly 488 people are still at Hmawngbuchhua village in Lawngtlai District on the Indo-Myanmar border.Initially, the refugees were lodged in four villages in Lawngtlai district - Hmawngbuchhua, Zochachhua, Laitlang and Dumzautlang. Later, they were shifted to Hmawngbuchhua in Bumthlang sub-division for administrative convenience. The repatriation process, planned in the last week of December 2017, had to be stalled after the refugees refused to return to their respective villages fearing persecution. Sources said over 1,200 refugees have already returned while the rest are expected to leave Mizoram within this month.

In a written reply, the Minister stated that displaced Brus have raised 13 demands in a writ petition filed in the Supreme Court. These include allocation of five acres of land to each repatriated family, cluster village, increment of compensation from INR 80,000 to I,00,000 inclusion of all repatriated families in the electoral roll and creation of Autonomous District Council (ADC) under Sixth Schedule of the Constitution. Lalzirliana said Mizoram has so far prepared four road maps for repatriation of the Brus and received INR 4860 Million from the Government of India (GoI). Armed Forces (Special Powers) Act (AFSPA) was extended in by another six months in Tirap, Longding and Changlang, which border Myanmar and specific areas under eight police stations of seven other districts bordering Assam, reports Nagaland Post on April 2. The three districts have been under the AFSPA, 1958 since January, 2016. A Union Ministry of Home Affairs (UMHA) notification stated that ‘Now, therefore, Tirap, Changlang and Longding Districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following eight Police Stations in the Districts of Arunachal Pradesh, bordering the state of Assam, are declared as disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2018 w.e.f. April 1, 2018, unless withdrawn earlier’.Meanwhile, AFSPA was partially withdrawn in two police station areas in West Siang and East Siang Districts bordering Assam, reports Nagaland Post. The two police station areas from where the Act has been withdrawn are Likabali Police station in West Siang District and Ruksin police station in East Siang district.The eight Police Stations where the Act will stay are Balemu and Bhalukpong police stations in West Kameng district, Seijosa police station in East Kameng district, Balijan Police station in Papumpare District, Namsai and Mahadevpur police stations in Namsai district, Roing Police station in Lower Dibang Valley district and Sunpura police station in Lohit district. Government of India (GoI) has revoked Armed Forces Special Powers Act (AFSPA) from Meghalaya and eight Districts of Arunachal Pradesh following improved security situation in the region, reports The Telegraph on April 23. According to an official of Union Ministry of Home Affairs (UMHA), ‘The AFSPA has been removed from all of Meghalaya and it has been reduced from 16 police stations in Arunachal Pradesh bordering Assam to eight with effect from March 31’. The law was withdrawn from Tripura in 2015. Earlier, a 20 kilometer inside Meghalaya along its border with Assam, was under AFSPA. In Arunachal Pradesh, it is now reduced from 16 police stations bordering Assam to eight police stations, besides Tirap, Changlang and Longding Districts which border Myanmar. According to sources, Assam Government is also exploring the possibility of revoking AFSPA from certain districts of the state which are free of insurgency. AFSPA was imposed in Assam on November 27, 1990.2017 recorded the lowest insurgency incidents and casualties since 1997. As compared to 1,963 incidents in 2000, only 308 were reported in 2017 (down 85%). There was also a 96% fall in casualties of civilians and security forces, reports Times of India on April 23. In Assam, sustained operations against National Democratic Front of Bodoland-Saraigowra (NDFB-S) saw 63 of its cadres killed and 1,052 arrested between December 2014 and March 2018. The Hindu further adds that On March 20, Hansraj Gangaram Ahir, MoS Home, informed the Lok Sabha that Centre was considering a proposal to make AFSPA more “operationally effective and humane.” Assam Tribune on April 23 reports that Assam has witnessed a decrease in violent incidents by United Liberation Front of Asom-Independent (ULFA-I) the outfit along with NDFB-S and Naga militant groups has unleashed a reign of terror in neighboring Arunachal Pradesh that has now emerged as the lone northeastern state where violence level has increased. According to the latest report of the Ministry of Home Affairs (MHA), violence level in Assam has been lowest since 1997 and it decreased by 56 per cent compared to 2016. Nagaland (67 per cent), Manipur (28 per cent) and Meghalaya (59 per cent) also recorded a decrease in violence level. However, there was an increase in violent incidents (by 22 per cent) in Arunachal Pradesh in 2017. The report said though Arunachal Pradesh does not have any active indigenous insurgent group the state is affected by spillover militant activities of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), NSCN-Reformation (NSCN-R), NSCN-Khaplang (NSCN-K) and NSCN(Neopao Konyak-Kitovi) in Tirap, Changlang and Longding Districts. In 2017, there were 61 insurgency incidents in which nine insurgents were killed and 44 others were arrested. There were 27 cases of extortion and kidnapping in Assam in 2017. There was, however, no casualty in security forces in the state in 2017. According to the report, major militant outfits presently active in Assam are ULFA-I and NDFB-S, besides the Karbi People’s Liberation Tigers (KPLT). The report said there was a substantial improvement in security situation in Assam with insurgency-related incidents declining from 75 in 2016 to 33 in 2017. In 2015, there were 81 incidents of violence in Assam. The number of insurgency-related incidents in the region decreased by more than 36 per cent compared to 2016. The year 2017 witnessed the lowest number of insurgency-related incidents since 1997.

The office of the state coordinator of the National Register of Citizens (NRC), Assam, has said in the latest round of verification 65 per cent family tree documents and 20 per cent Panchayat certificates submitted by married women have been verified, reports The Telegraph on April 24. NRC state coordinator, Assam, Prateek Hajela stated that ‘We have achieved 65 per cent target of family tree verification and 20 per cent panchayat certificate verification. Family tree verification began much earlier, hence its verification percentage is more’. Verification for 4.8 million family trees and two point nine million village secretary certificates issued to married women are being done simultaneously. THe NRC official also added that 50,000 Government officials are involved in the NRC updation. Earlier on March 27, NRC coordinator had informed the Supreme Court that altogether 35 states and Union Territories were yet to verify 3,97,000 documents. Of the 114,971 documents sent to West Bengal, only 7,430 (6.46 per cent) had been verified. Meghalaya, Manipur, Uttar Pradesh, Delhi, Bihar and Chandigarh are some of the states which have verified less than 15 per cent documents. After West Bengal, the highest number of documents was sent to Nagaland which has completed 70.48 per cent verification.

Apart from eight police stations in Arunachal Pradesh, where ASFPA continues to be imposed, Nagaland, Manipur and Assam are the only three States in the North East that continue to be under AFSPA. Last year, the Home Ministry gave up its power and asked the Assam government to take a decision on continuing AFSPA in the State. The Union Minister stated that ‘revocation of AFSPA in Meghalaya is definitely related to improvement of the security scenario in the NE. AFSPA is imposed both by the State and the Centre. It was withdrawn by Tripura (in 2015). It is a joint effort by the State government and the Centre. Security is a subject where both the Centre and the State should come together without any politics. In Assam also the situation has improved, that is why the Home Ministry withdrew it but it is imposed by the State government. Nagaland is a special case…the peace agreement has not come about yet. There are many underground factions as well. There are issues like rivalry among different factions…I cannot say about the future policy’.

He stated that ‘earlier the militants used to ambush police and security forces. But on this occasion, the police laid the ambush. It is unfortunate that we lost a valiant police officer’.DGP also added that police and security personnel specially trained on jungle warfare have been sent to the inter-state border areas to intensify operations. The second major initiative launched by the police and security personnel is to improve coordination with the common people so that people’s resistance against militants can be developed. The warning comes a day after sedition charges were slapped by Assam police on its member Jiten Dutta for saying that the entire Kakopathar (designated) ULFA camp would withdraw from ceasefire and take up arms if the bill is passed in Parliament. ULFA ‘general secretary’ Anup Chetia stated that ‘We will be out of peace talks if the Centre passes the Citizenship (Amendment) Bill, 2016. Assam will be on fire and many will join Independent faction of ULFA (ULFA-I), which is still active’. He also added that ‘We had taken up arms with the feeling that the indigenous people of the state were in danger. We gave up arms and started peace talks. But the Centre, disregarding public protests, is going to pass the bill, another move to put the indigenous people of the state in danger. We are contacting militant groups of the Northeast who are in ceasefire on the issue. We will start a democratic movement against the bill’. Union Ministry of Home Affairs (UMHA) has introduced a new surrender policy to lure away militants from joining militancy in North east region, reports The Sangai Express on May 29. The policy has proposed a fixed deposit of INR 4,00,000 and monthly stipend of INR6,000 to those who surrendered and an extra incentive for those with weapons. Stipend would be paid in the bank account and fixed deposit would be handed over to the surrendered militant only after sighing of the memorandum of settlement (MoS) with respective militant outfits. UMHA also clarified that if surrendered militant is found to have been indulging in any criminal activities before the signing of MoU, the surrendered militant will forfeit his fixed deposit. Earlier surrender militants were given a stipend of INR 3,000 and one time grant of INR 3,00,000. UMHA has also decided to send the militants, seeking to surrender without arms, to the State level screening committee which will take a decision on accepting or rejecting the surrender. Informing that there are nearly 3,500 surrendered militants who will be benefited by new surrender policy in Assam, security sources said that a 12-member group of Kuki militant outfit has also come forward to surrender with six AK series rifles.

In an official statement, Tripura statement said that over 32,850 Bru tribals from Mizoram, staying in refugee camps in Tripura for the past 22 years would be repatriated to Mizoram, reports Morung Express on July 3. The statement also said that ‘After almost 22 years, the tribal refugees would be repatriated to Mizoram before September 30 and all six temporary camps in northern Tripura would be closed in the first week of October’. The meeting on July 3 also finalised a 6-point package for the benefit of the refugees, which include financial aid of INR 4,00,000 for each family. Moreover, each family would get an allowance of INR 5,000 permonth and INR 1,50,000 would be given to each family for construction of houses, each refugee person would be given free ration for two years. The decision was taken at a meeting in New Delhi where Union Home Minister Rajnath Singh, Tripura Chief Minister (CM) Biplab Kumar Deb, Mizoram CM Lal Thanhawla and top officials of both states were present. About 32,857 Bru tribals, comprising 5,413 families have been living in the six makeshift camps in north Tripura’s Kanchanpur and Panisagar sub-divisions, adjoining Mizoram, since October 1997 after they fled their homes in western Mizoram following ethnic riots in Mizoram.

Myanmar Governement stated that National Socialist Council of Nagaland-Khaplang (NSCN-K) will not be a signitory to the Nationwide Ceasefire Agreement (NCA) because of it’s demand for an independent Naga homeland spanning either side of the Myanmar-India border, reports Nagaland Post on July 17. NCA, conceived as a foundation stone for the peace process, was signed between the Myanmar government and eight ethnic armed groups in 2015. They have since been joined by two other groups, but most of the more powerful groups remain outside of the agreement. NSCN-K, who broke ranks with other leaders in the Naga cross-border insurgency, signed a ceasefire with the Myanmar government in 2012 and was allowed to open a liaison office in the town of Hkamti in Myanmar. According to a member of Union Peace Dialogue Joint Committee (UPDJC) secretariat, a government body involved in the negotiations stated that NSCN-K can only join NCA if they abandoned idea of ‘separation’.

The DGP stated that GNLA’s reign of terror had even made the morale of the police to nose dive at one point of time; but Operation Hill Storm launched in a systematic manner changed the entire scenario. “Under Operation Hill Storm we gave total autonomy to the district police and the backing of a good intelligence network consolidated our success in the phase 2, 3 and 4 of the operations against the militants’. Speaking at the concluding day of the three-day Kuki black day observance held at Kuki Inpi Complex in Tuibong in Churachandpur District, Haokip said, “KNO is in a political dialogue with the central government where we have consistently been saying that Kukis will feel safe only when our right to govern ourselves in our land is given recognition. We cannot settle for any less. The KNO is ready to stand with Kuki people till this right of ours is respected, and no attempt to trample over our land and rights will be tolerated,” He also added that while substantial talks is yet to begin, the group have reportedly prepared 45 charter of demands with “territorial council” in priority to be tabled in the next round of talks. KNO is currently engaged in tripartite political dialogue with the Centre and state government. Of the 25-armed Kuki groups operating in the state, 17 are under KNO and eight under the United Peoples’ Front (UPF). Both the umbrella groups, whose initial demand was a statehood for Kuki people, signed the tripartite suspension of operation (SoO) agreement with the government on August 22, 2008. Recently, after dropping the statehood demand, they came up with the demand for ‘territorial council’ under the framework of the Indian Constitution.

Union Ministry of Home Affairs (UMHA) on October 10 told the Assam government that members of Gorkha community living in the state can neither be sent to detention centres nor their cases on citizenship status be tried at various Foreigners Tribunals, reports Nagaland Post on October 11. Names of over 1 lakh of nearly 2.5 million Gorkha people residing in Assam had not found their names in the updated draft list of NRC published on June 30. In its communication, the MHA said members of Gorkha community, who were Indian citizens at the time of commencement of the Constitution, or those who are Indian citizens by birth, or those who acquired Indian citizenship by registration or naturalization in accordance with the provisions of The Citizenship Act, 1955, were not “foreigners” and therefore, such cases could not be referred to Foreigners Tribunals. In a statement the UMHA stated that ‘Any member of the Gorkha community, holding Nepalese nationality and who has arrived in India by land or air over the Nepal border even without a passport or visa and staying in India for any length of time, shall not be treated as an illegal migrant if he/she is in possession of any of the identity documents namely the Nepalese Passport, Nepalese Citizenship Certificate, voter identification card issued by the Election Commission of Nepal, limited validity photo-identity certificate issued by Nepalese Mission in India when deemed necessary and for children between age group of 10 and 18 years, photo identity issued by principal of a school, if accompanied by parents having valid travel documents as per the provisions of India-Nepal Treaty signed in 1950’.

GoI is treading towards an agreement which will end violence and bloodshed in the region and Khango Konyak and Isaac Sumi led NSCN-K authorities are optimistic about the resumption of the much awaited peace talks after NSCN-K unilaterally abrogated the cease fire on March 27, 2015. The Union Ministry of Home Affairs (UMHA) desired to continue the ceasefire agreement which was signed between the Centre and the Khaplang group on April 2, 2001 but after 14 years the Khaplang group unilaterally abrogated the Ceasefire pact in March 2015. An unidentified NSCN-K functionary stated that ‘NSCN (K) fighting for the ‘naga nation’ was unhappy with the so called peace talks because of the fact that Naga Nationalism finds no mention in any such talks and under the garb of cease fire the Centre wanted to thwart the very essence of ‘naga nationalism’ and so it was abrogated. There was nothing to talk on the Naga Nation from their end. They were not listening to us on the Nationalism aspect. Had the GOI been sincere; it should had been the core issue in such talks’. GoI on it’s part cancelled the pact with the NSCN-K on April 2, 2015 considering the involvement of the outfit with other rebel groups in insurgency activities and also for violating the ground rules of cease fire, reports Northeast Today on October 15.

You may reach out, but to whom?” the Army official said, talking to visiting journalists recently. “Given the complexity of the problem, it may take longer to achieve a solution,” Major General V K Mishra said. “There are four major constituents in the problems affecting the State, insurgency, ethnic issues, criminal activities and drugs,” Major General VK Mishra added.
