Assam on January 1 announced a month’s safe passage to United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists, and offered to hold unconditional peace talks to end insurgency in the State, which is two decades-old. "As a New Year offer, we want the militants to shun the path of violence and come to the negotiating table for peace talks… Militants can feel free to come to their families on the New Year provided they don’t bring arms and indulge in violent activities", Chief Minister Tarun Gogoi said in Guwahati. The Union government should take up with all sincerity the issue of Assam’s militant groups taking shelter in neighbouring countries," Gogoi added, referring to the fact that the terrorist outfits operate out of Bhutan, Bangladesh and Myanmar. "But unfortunately that is not happening, which is really sad," he opined.

The Tripura government has offered a safe passage to terrorist outfits active in the State to pave way for peace talks to end two decades of violent insurgency. "Our doors are open for talks with militant groups and as a goodwill gesture we are offering safe passage in the New Year to enable the rebels to come forward for peace dialogue," Tripura Chief Minister Manik Sarkar said, on January 1. "Any militant leader or cadres willing to accept our free passage offer could visit their families but that must confirm to the parameters of the Indian Constitution and he or she cannot carry arms during such visits," he added. The Chief Minister also pointed that the National Liberation Front of Tripura (NLFT) operated out of well-entrenched bases inside neighbouring Bangladesh.

According to media reports, a large Naga delegation from the North-east is arriving in Bangkok on January 4 for a meeting with the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) leadership to evolve means for a peaceful end to the 54-year-old insurgency in Nagaland. Leaders drawn from the Naga Hoho, the apex tribal council of the Nagas, the Church, the Naga Students’ Federation, Naga People’s Movement for Human Rights besides the Naga Mothers’ Association, a powerful Naga women’s group, are to attend the two-day Bangkok meet scheduled to commence on January 4. "The meeting has been initiated by the National Socialist Council of Nagaland faction headed by Isak Chishi Swu and Thuingaleng Muivah. There is no fixed agenda, but we on our part shall impress upon the need for reconciliation among the feuding Naga rebel factions which is a must for restoration of peace," M Vero, President of the Naga Hoho, said in Dimapur, Nagaland.

Assam Chief Minister Tarun Gogoi said, in Guwahati, on January 2, his government does not want to take any decision on the proposed Bodoland Tribal Council (BTC) in a hurried manner. Such a step could hurt the sentiments of the non-Bodos co-habiting the area along with the Bodos and create "administrative and other social problems" in Assam, Gogoi said. Commenting on the January 21-deadline set by the Bodo Liberation Tigers (BLT) to the Assam Government, he said fixing deadlines would not solve the Bodo problem and the Bodo leaders should understand that the sentiments of non-Bodos must not be ignored, if they wanted durable peace.

The National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) has denied recent reports of dropping demands for "independence", and said there was no question of demanding independence as it is the "natural right" of the Nagas. Reacting to a recent statement by the Union Minister of State for Home Affairs, I D Swami, in Imphal, that the Amsterdam-based Naga International Support Centre said so in a press release, the NSCN-IM said, "It is a figment of Mr Swami’s imagination. The talks in recent meetings of the negotiation teams of India and Nagalim (Nagaland) in Osaka, Japan, and then in Bangkok, were focused totally on the road map of negotiation, to step up the process of the dialogue."

Talking to a news agency on January 5, the Bodo Liberation Tiger's (BLT) Vice Chariman, Kamal Musahary said that in the next rounds of tripartite peace talks, to be held with the Union government and the Assam State government in New Delhi on January 9-10, the draft agreement for creation of the Bodoland Teritorial Council (BTC) under the Sixth Schedule of the Indian Constitution is likely to be finalized. He added that the outfit is likely to take its future course of action after this round of peace negotiations. This has been necessitated since the ongoing ceasefire agreement between the outfit and the Government will come to an end on January 21. Kamal Musahary also said that the outfit hopes that the Assam State government will give its consent to the proposed BTC adding that the Chief Minister, Tarun Gogoi had assured the BLT recently that his government would give its consent for creation of the BTC under the Sixth Schedule. He added that the since the process of peace negotiation has completed almost two-and-a-half years, the outfit now wants the draft agreement to be given a final shape.

Jamir, on January 6, promised to relinquish office to pave the way for the restoration of peace in the Naga areas as and when the Naga problem reached the final stage for a settlement between the Union government and the terrorists. For a meaningful and permanent solution to be achieved, the Union government must endeavour to talks with all the Naga terrorist groups, the Chief Minister noted. He also so urged unity among the different Naga terrorist groups and called for an end to factional killings between rival groups. A January 13-news report said the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) is likely to make a positive response to the unilateral cease-fire announced recently the Kuki National Front (KNF), a terrorist outfit of Manipur which has been fighting the NSCN-IM. The news report cites senior NSCN-IM member W Shimray as saying that the KNF’s cease-fire offer is a positive sign and that his outfit would give a positive reply. However, W Shimray added that his outfit would not allow the KNF to continue with its demand for a separate Kuki homeland. Speaking to newsmen in Agartala, the Chief Minister pointed out that he was not aware if the Prime Minister Atal Behari Vajpayee who met Bangladesh Premier Begum Khaleda Zia recently at the South Asian Association for Regional Co-operation (SAARC) summit in Kathmandu had taken up the issue. He further pointed out that Tripura Government had already submitted documents to the Centre showing that the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) were operating 16 and 35 base camps respectively in Bangladesh. The group had announced an unilateral cease-fire on September 15, 2001. Addressing a joint press conference in Guwahati, the ‘chairman’ and ‘commander-in-chief’ of the outfit Xabrias Khalha and Kanhu Murmu respectively, said that the State government had assured all possible help to provide security to the Adivasi community living in Kokrajhar and Bongaigaon districts. According to reports, it was decided during the meeting to carve out four districts, namely Kokrajhar with headquarters at Kokrajhar, Sirang district with headquarters at Kajalgaon, Baska district with headquarters at Massalpur and Udalguri district with headquarters at Udalguri. Talking to the media, Minister in charge of Plains Tribes and Backward Classes, Bharat Chandra Narah said that the sub-committee would place its recommendations before the Cabinet on February 13. He mentioned about the state government’s request to the BLT not to demand more areas beyond Pachnoi as it could create complications and urged that the Sixth Schedule should be amended suitably to protect the rights of the non-Bodos living in the proposed BTC areas. The BLT has demanded inclusion of 16 additional villages beyond the Pachnoi river, the westernmost boundary of the BAC, in the proposed BTC area.

In a separate development, a statement released by the United Liberation Front of Asom (ULFA), on February 11 supported the proposed creation of the Bodoland Territorial Council (BTC). However, the statement opposed the inclusion of non-Bodo dominated areas in the proposed BTC. The proposed BTC would include districts and villages where the Bodos are in a majority. The statement also denied the reported allegations by the Bodo Liberation Tigers (BLT) that the ULFA was anti-Bodo in its outlook since it was supporting non-Bodos who inhabited proposed BTC areas. The statement held that there were legitimate fears and apprehensions of security among non-Bodos in these proposed BTC areas. The statement said that it is necessary to safeguard the rights of the indigenous Bodo community, and also guarantee right to self-determination of the indigenous non-Bodo people.

The minister noted that opinion of the leaders of the Bodo Liberation Tigers (BLT), Bodo legislators, non-Bodo legislators and various other Bodo and non-Bodo organisations were taken into account before drafting the Cabinet Sub-Committee report on the BTC. Addressing a press conference at Guwahati on February 12, Chief Minister Tarun Gogoi said that despite differences of opinion on the boundary demarcation and inclusion of some villages in the BTC, the report would be placed before the Cabinet on February 13, today, and a formal announcement on the BTC formation would be made consequently. The Chief Minister also added that the Assam Population Pattern Act or Assam Land Act would be promulgated in the proposed BTC to protect the rights and interests of non- Bodos.

A news report on 24 February said, a meeting called by the Assam government in Guwahati to discuss the issue of Bodoland Territorial Council (BTC) with the representatives of non Bodo organisations remained inconclusive. Assam government representative Bhumidhar Burman and vice president Brajan Mahanta of the Sanmilita Janagosthiya Mancha (SJM), a co-ordinating body of non Bodo organisations, failed to reach an agreement over the rights of non Bodos and the areas to be included in the BTC. As the reports have indicated earlier, non Bodos have shown dissatisfaction over the provisions of the BTC and the manner in which the agreement was reached between the Assam government and representatives of Bodo organisations. It was the threat of the non Bodo organisations to launch a State-wide protest, including interruption of rail and road traffic, that made it necessary for the government to call this meeting. The report has also said that non Bodo organisations have deferred their protest till 1 March to wait for a satisfactory response from the government. Some other organisations including the All Asom Students Union (AASU) and the Adivasi Council of Assam reportedly abstained from the meeting.

Addressing the rally, Brajen Mahanta, an office-bearer of the Sanmilita Jonagosthiya Sangram Samity, a conglomeration of 18 non-Bodo organisations, said that it will be a one-sided decision to create the BTC. He added that in the proposed BTC areas only 18 per cent of the population would comprise Bodos and they would have powers over the remaining 82 per cent. Only two blocks – Chidlisila and Kachugaon – under the proposed eight districts have Bodo majority, he said. He appealed to the participants that there is no alternative for them than to compel the government with strong protests to block the creation of the BTC. The SJSS had reportedly threatened to block rail and road transport in Assam over the State government’s alleged indifference to the cause of non-Bodos in the BTC. Reports also said CCBM convenor and All Bodo Students Union (ABSU) president Rabiram Narzary, while speaking in Guwahati on March 7, accused that SJSS of being led by ‘outsiders‘. Meghalaya DGP L Sailo, speaking to the media, expressed serious concern at the presence of terrorist camps within Bangladesh and assured that, with the assistance of West Bengal police, the movement of terrorists, especially that of the United Liberation Front of Asom (ULFA) from Bhutan to Garo Hills through the North Bengal corridor, can be effectively controlled. Co-ordination among the police force and intelligence gathering figured high on the agenda at the meeting. An unspecified number of young tribal girls from different parts of Tripura have disappeared and made their way, reportedly, to NLFT training camps in the Chittagong Hill-Tracts (CHT) of Bangladesh. Reports said families of the missing girls aged between 14 and 16 never reported it to the police and the number of such girls could be even 100 who went missing in the past six months. This includes those 14 who disappeared between February 15 and 19 20002. Intelligence sources also believe that 22 girls have crossed the border to reach CHT since mid-February. Tripura Chief Minister Manik Sarkar had informed the State Assembly earlier that most of these girls belonged to the remote hill areas of Dhalai and North Tripura district. The areas, which sources believe NLFT has been targeting for its women’s wing, include Sakhan-Sermoon hills of Kanchanpur, Teliamura and Baramura in North Tripura, among others. The girls are lured away allegedly by the NLFT terrorists on the pretext of love and sent to the mentioned destinations.

While speaking in Guwahati, Narzary said the BTC had already been approved at a previous such meeting and they have no significance till the BTC is formed with a ‘proper’ boundary. Manipur Chief Minister Okram Ibobi Singh told the State Legislative Assembly that high-ranking officials with reinforcements had rushed to Chandel district but, however, had to be restrained from taking up rescue operations keeping in mind the safety of the hostage and the wishes of local residents. The local leaders are reportedly trying to contact the terrorists responsible for the abduction. Stating in the House on March 20 that negotiations had not begun yet with the abductors, the Chief Minister has appealed for the release the DC and warned that search and rescue operations would be launched if he was not set free latest by March 20. Among those, the Forum demanded that it be declared as the ‘official’ negotiator. However, M Mohanraj, the Inspector General of Police (IGP), Law and Order, claimed that ULFA may escalate its activities in future and the ‘instructions’ for the same have already been sent to the terrorists in the State. The outfit is already recruiting fresh cadres in parts of Upper and Lower Assam. It is also forcing people to its ranks, he further said. While asserting that ULFA had its origin in the anti-migration movement, he also said the same is no more among its objectives. Umesh Rabha was a Border Security Force (BSF) personnel who mobilised the local residents in and around the Tamulpur area against United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists. According to media reports of May 27 State Home Minister Lotsing A Sangma, during a recent press conference, said the government was prepared for talks with the ANVC but till date the terrorist group had failed to show any sign that it was keen on a discussion. However, the Home Minister is expected to meet members of the A’chik Baptist Dalgipa Krima (ABDK), in Garo Hills, leaders of the Roman Catholic Church and senior citizens of Tura to discuss methods towards bringing the ANVC to the negotiating table, the report added. The Home Minister reportedly added that no terrorist group could find a solution by going directly to the Union Government for talks, as law and order was a state subject. He also blamed the sudden spurt in terrorist activities in the Garo Hills, particularly in West Garo Hills district, on the crackdown by the Bhutanese government on the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Stating that the government was aware that ANVC leaders were staying in Bangladesh and also of their linkages with other terrorist groups, the Home Minister added, there was, however, no concrete information on camps being run by the ANVC in Bangladesh. Commenting on the rehabilitation package to surrendered terrorists, the Home Minister said, according to the new package they would be given free ration for three months and Rs 5,000.

The Kuki Movement for Human Rights (KMHR) reportedly submitted a memorandum to Manipur Chief Minister O Ibobi Singh and urged halting excesses committed by security forces, especially by Assam Rifles (AR) personnel, against innocent villagers of Khomunnom, Jangnoi, Thingphai, Kholen and other villages, following the killing of 11 AR personnel on May 27. According to media reports of May 31, the KMHR has complained that, following the killings, many innocent Kuki villagers were picked up and tortured by the AR without issuing arrest warrants. Stating that six villagers of Khomunom were picked up on May 28 and 29 without any arrest warrants and were still in AR custody, the KMHR urged the Chief Minister to stop the later from harassing innocent villagers. The KMHR also accused National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists of guiding and training the Kuki Revolutionary Army (KRA) and United National Liberation Front (UNLF) cadres at training camps at Leisan, and for using them as guides and arming them to torture, kill and harass the Kuki public. The KMHR accused the NSCN-IM of using the KRA and the UKLF in the proxy war as it could not openly carry out such acts due to its commitment to the ongoing Naga peace talks.

According to media reports of June 3, the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) criticised Nagaland Chief Minister (CM) S C Jamir for insisting on the implementation of what it termed as the ‘most treacherous’ 16-point agreement. Reports quoted an NSCN-IM statement accusing the CM of trying his level best to derail the peace process during the 1960s under the leadership of AZ Phizo. The statement further accused Phizo’s daughter, Adino, and her tiny coterie, for having allowed themselves to be bought and used by Jamir to oppose the present peace process. Nagaland State was formed following the 16-point agreement signed with the Union Government in 1960. Jamir has always maintained that the 16-point agreement was signed at a critical juncture in the Naga history through a collective decision of all the tribes of Nagaland. He has often cautioned people not to be misled by propaganda by vested interests on the agreement.

Chief Controller, Village Defence Force (VDF) and Deputy Inspector General of Police (DIG) (Administration) Umesh Kumar, according to media reports of June 3, said Assam Police would mobilise VDF personnel to maintain a tight vigil at vital oil installations and pipelines that pass through rural areas. The VDF would also be engaged to keep night vigil along railway tracks to foil possible sabotage by terrorists. Umesh Kumar said the 11,000 registered groups of the VDF in the State were capable enough to work in tandem with the police and other security force agencies to maintain law-and-order. Stating that the VDF was almost a voluntary force in Assam, as the personnel did not receive any remuneration, except items like torch, blanket, lantern, umbrella and other utensils, the Chief Controller said Assam Police was likely to place a proposal before the Union Home Ministry to reimburse the expenditure incurred on deployment of the VDF, following which, VDF personnel would receive a fixed monthly amount for their services. In Nagaland, each month a VDF personnel is reportedly being paid Rs 500.

According to media reports of June 4, it further accused the CM of taking a rigid stand that was ‘intended to derail the current political negotiations, besides going against the integration of the Nagas and destroying their identity’. Describing the analogy of the ‘16 Naga tribes in the State of Nagaland as presumptuous and a legacy of the 16-Point Agreement’, the Hoho added it had prepared a "white paper" on the integration issue at its last assembly held at Senapati in Manipur. Narzary demanded that the recommendations should be reviewed to provide maximum possible political rights to the Bodos. He also said the ABSU and other Bodo organisations would never accept the boundary of the Bodoland Autonomous Council (BAC)—demarcated in 1999. It said they were supporting the ongoing talks without knowing what was being targeted at. The statement alleged that the Naga Hoho and NGOs who were involved in the Bangkok meetings had clearly displayed their 'weakest and timid' approach to reality. The statement said, while the 'resolutions' at home on Naga soil were aimed at bringing 'Reconciliation and Unity', the Bangkok meeting 'negated' it. Besides the Hoho and NGOs resolved to support the 'so-called ongoing talks'. The NSCN (K) also urged upon the Naga Hoho to stand up for the cause of the Naga society and lead them towards peaceful and meaningful lives, but cautioned they should not be carried away by such unrealistic policies of the NSCN (IM). The representatives of Naga Hoho and various other Naga NGOs had recently gone to Bangkok for the Naga Consultative Meet hosted by the NSCN (IM). The NSCN (IM) had sought views and opinions of various Naga tribes during the Meet as to how they (the NSCN-IM) could enter into a final settlement with the Union government on the longstanding Naga political problem.

Reports further said the BLT, on the occasion, also expressed the desire to reconsider its stand of not taking part in further negotiations with the Union government. Reports quoting Mainao Daimary, ‘central publicity secretary’ of the BLT, also said this change of stand follows an assurance by Union Home Minister L K Advani that the Union government too was in favour of a speedy resolution of the issue. Among other things, the BLT reiterated its stand on the boundary of the proposed Bodoland Territorial Council (BTC) and the number of seats that it wants to be reserved for the Bodos. Besides, the BLT wants 278 villages in the vicinity and Bijni town to be added in the territorial expanse of the Bodoland Autonomous Council (BAC). It also wants 30 of the proposed 40 seats in the BTC to be reserved for the Bodos. Primarily, it is on these two issues that the government and the BLT differ.

Defence Minister George Fernandes reportedly said Indian security forces and the Assam government have contacted the United Liberation Front of Asom (ULFA) leadership. While speaking to mediapersons at Nagaon Circuit House on June 23, he also said the outfit has not shown any 'positive sign' as far as talks are concerned. He also called ULFA's approach on the matter as 'negative'. Media reports quoted him as saying that dialogue with the National Socialist Council of Nagaland (NSCN) factions-Isak Muivah and Khaplang––became possible because they showed a positive attitude. He also said the Union government has plans to tear down ULFA camps in Bhutan and Bangladesh. However, no dates were specified for the operation. Speaking earlier at a public meeting in Nagaon on June 22, the Defence Minister said terrorism in Assam was due to unemployment problem.

Any such decision, however, will depend on directives given by the Union Petroleum Ministry in this regard, reports said. The step may be deemed necessary in the wake of the June 24-terrorist attack on ONGC employees in Karbi Anglong district, Assam. In the attack by the Dima Halim Daogah (DHD) terrorists, six employees were killed. Meanwhile, the Times of India said on June 26 that the death toll has risen to eight. The ONGC chief, Subir Raha, and a high-level team of the Union Petroleum Ministry led by Additional Secretary Naresh Narad wa was expected in Guwahati on June 25, to make an on-the-spot assessment of the situation. The ONGC chief is also due to meet Chief Minister Tarun Gogoi and discuss the security of ONGC employees in the State, especially in terrorist- effected areas. Further reports are awaited in this regard. Meanwhile, the ONGC’s general manager in charge of public relations, N.N. Taye, reportedly said it was highly unlikely that the ONGC would suspend operations in the area.
