A Press Trust of India report of January 1 quoting the Ministry of External Affairs spokesperson Navtej Sarna said that China has assured India that it will closely monitor the situation on its border with Bhutan and not allow Indian terrorists to use its territory for operations against India. The Chinese response came after New Delhi drew the attention of its Embassy in New Delhi to media reports about a letter addressed to the Chinese Government by the United Liberation Front of Asom (ULFA) requesting for safe passage through its territory for members of terrorist groups seeking to escape the mopping up operations being carried out against them by the Royal Bhutan Army.

Army Chief General N C Vij, during his three-day visit to the Northeast, stated in Guwahati on January 2 that during the recent military operations in Bhutan, nearly 650 terrorists had been neutralized. The Army Chief said, "We had estimated between 1,200 to 1,500 militants in Bhutan prior to the operations, although the Bhutanese Government had mentioned a higher figure." According to him, "the remaining militants were now scattered in isolated groups in Bhutan, and the Royal Bhutan Army (RBA) had already commenced mopping up operations." He also said that "Joint exercises with the Myanmar Army against militants based in that country are likely in the near future, and we might come to that stage eventually." He however, added that "joint operations with Bangladesh had not been considered as of now."

According to senior police officials, the Nayanbasi Jamatiya faction of the National Liberation Front of Tripura (NLFT) in a letter to the Tripura state government, which reached the police headquarters on January 10, has expressed its willingness to enter into negotiations with the government in order to surrender arms and come over ground. Additional Director General of Police (ADG) Pranoy Sahaya, confirmed that that the State Home Department received the letter from Nayanbasi Jamatiya, chief of the faction, in which he expressed his desire to participate in peace talks. The ADG further added that that "talks are likely to begin soon but the modalities are yet to be finalized".

According to media reports, the Naga Hoho, the apex tribal body of all Nagas has expressed concern over the military offensive against the underground outfits of Northeast India in Myanmar and Bhutan. Its president, M Vero has reportedly said in a press release on January 11 that Thimpu and Yangon along with New Delhi should exercise caution while making any plan to mobilize military action against the terrorists of the Northeast India in those countries as there were reports of "continuing military build-up" in Myanmar to flush out the National Socialist Council of Nagaland-Khaplang(NSCN-K) cadres and other terrorists. He also warned that such action would derail the ongoing peace process and appealed to the Nagas to be ready to help the fleeing Nagas if any military action would come up in Myanmar.

There is no other news about him, added the Chief Minister. The ULFA, which had reportedly demanded the release of 11 of its top leaders in exchange for the release of Nirmalendu, has not made any formal demand to the Government, disclosed Gogoi. He also stated that the ULFA has joined hands with the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). According to Gogoi, the understanding between the two outfits "comes as a serious blow to the law and order situation for the State and, therefore, has become a cause for worry." According to intelligence sources in Assam, the recent rapprochement between the two has been established when the ULFA is on the look out for new bases, especially after its hideouts in Bhutan were destroyed by the Royal Bhutanese Army in December 2003.

A high-level strategy meeting chaired by Union Home Minister, Shivraj Patil, and attended among others by Minister of State for Home, Sriprakash Jaiswal, Chief of Army Staff, N C Vij, Director General of central para-military forces, top Home Ministry and intelligence officials deliberated on the prevailing situation in Assam and Nagaland before initiating an action plan, according to Assam Tribune. The meeting decided to immediately rush 20 companies of central para-military forces to Assam, which would be joined by 15 more companies after the Arunachal Pradesh elections. After October 10, a few more companies would be rushed to the State after the Maharashtra elections, said Special Secretary (Internal Security) Anil Choudhury. Assam Police would now be using helicopter gun-ships to track down terrorists, with the review meeting clearing the State Government’s request for army helicopters for anti-insurgency operations. "The Centre has sent additional troops to the north eastern region to tackle the situation in the region and we have also demanded deployment of more army personnel in the trouble-torn areas of the region," Sarkar said, adding that the AFSPA was promulgated in Tripura to protect the lives and properties of the people. The Act was promulgated in 27 of the 52 police station areas in Tripura in February 1997 after a series of terrorist attacks.

Replying to a question in the State Legislative Assembly, the Tripura Chief Minister, Manik Sarkar, stated on December 13 that at least 69 persons were killed and 59 others sustained injuries in the 179 incidents of terrorist violence in different parts of Tripura in the past 11 months. 83 civilians were abducted by the different terrorist outfits of which 40 abducted persons returned home safely, he added. On counter-terrorism operations, Sarkar informed that the troops killed 54 hardcore terrorists of different outfits while 88 of them were arrested and approximately 200 cadres surrendered thus far.

On December 15, the Minister of State for Home, Sriprakash Jaiswal, in a written reply to the Rajya Sabha (Upper House of the Indian Parliament) said a total of 7458 persons were killed in 10,788 incidents in Jammu and Kashmir, North-Eastern States and left-wing extremist (also known as Naxalite) affected states during 2003-2004. During the period up to October 2004, 4322 persons, including civilians, security force personnel and terrorists, were killed in 5624 incidents in Jammu and Kashmir, 1860 persons were killed in 2237 incidents in the North-Eastern states and 1276 persons were killed in 2927 incidents in the Naxalite-affected States. He also replied that during the period, 700 terrorists in Jammu and Kashmir, 1706 extremists in North-Eastern states and 2552 Naxalites in the Naxalite-affected States were arrested.

On December 16, the Union Home Minister, Shivraj Patil, replying to a question in the Rajya Sabha (Upper House of the Indian Parliament) said the Union Government was examining the possibility of setting up a Unified Command of security forces in the insurgency-affected north-eastern region but was not enthused by the response of Bangladesh to India's security-related concerns. "The response of Bangladesh has been positive but not very convincing. We are talking with them. We expect more positive response from Dhaka,'' said Patil. As part of the stepped up anti-insurgency measures, the Home Minister stated that the strength of paramilitary forces was being raised by another 209 battalions. He also informed that the border fencing in Jammu and Kashmir and Punjab as a ‘great success' to check infiltration.
