The North Cachar Hills District Police on January 5 confirmed that National Socialist Council of Nagaland-Khaplang (NSCN-K) had carried out January 4 ambush on a Police convoy to avenge the killing of two of its cadres near Haflong in December 2009, according to Telegraph. A constable of the Special Task Force (STF) of Assam Police and two siblings were killed in the attack near Mahur town. A senior Police Official said intelligence inputs had confirmed that the ambush was the handiwork of NSCN-K militants, who had now made Mahur, 40 kilometres away from the District headquarters, Haflong, one of their strong holds in North Cachar Hills.

The ‘secretary general’ of the pro-talk NDFB Govindo Basumatary at the designated camp at Borbori in Baksa said cadre of the NDFB, who are in cease-fire with the Union Government, are not at all involved in the killing of Lilabati Basumatary.

Shillong Times reports that tension has gripped Bodoland Territorial Council (BTC) areas in the wake of January 4 killing of National Democratic Front of Bodoland (NDFB) anti-talks faction ‘chief’ Ranjan Daimary's sister Lilawati Basumatary by unidentified gunmen at Harisinga in Udalguri District. The United Liberation Front of Asom (ULFA) ‘commander-in-chief’ Paresh Baruah, who joined Northeast Frontier Railways (NFR) as a porter in 1978 and went underground a few months later, was sacked by the Indian Railways, reports Indian Express. Having conducted an inquiry into Baruah’s absence from work for over 30 years, the NFR on January 7 issued instructions to strike Baruah’s name off the Railways’ rolls. A senior NFR official said, "An order stating Baruah’s removal from service has been issued on Thursday [January 7]. It has been put up on the notice board at the Tinsukia railway station."

The Central Reserve Police Force (CRPF) killed 190 militants and Naxalites (left eng extremists) besides arresting 2,054 in the year 2009, according to PTI. The Force lost 70 of its personnel. A massive recovery of 48, 000 ammunition was made in 293 encounters undertaken by the CRPF along with other Security Forces. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. Arunachal Pradesh Home Minister Tako Dabi asked for Assam Government’s help for conducting joint counter-insurgency (CI) operations to flush out United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants taking shelter in forests along the inter-State border, reports Telegraph. He said the Arunachal Pradesh Government had expressed concern over the heightened activities of the ULFA and NDFB in six Districts of the State: East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare. The Minister said the State Police had launched three offensives in a span of two months to drive out militants from the forests of these Districts. “The security scenario in Tirap and Changlang has showed signs of improvement with the recent surrender of NSCN rebels in Khonsa. However, the situation in East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare remains a concern because of the presence of Ulfa and NDFB militants,” the Minister said. “As the home minister of Arunachal Pradesh, I prioritised the matter with urgency and sought help from Assam chief minister Tarun Gogoi to destroy the hideouts in the districts,” Dabi said. “Gogoi assured all possible help from his side and considered a joint strike involving the forces of both the states and the army to tackle the rebels,” the Minister said. Dabi said he had recently toured Mebo and the adjoining areas of East Siang besides Likabali area of West Siang, where the NDFB and ULFA rebels were carrying out extortion activities, for taking stock of the situation. He said the cadres of these outfits were also smuggling timber from the forests in Seijosa of East Kameng and the Balijan area of Papum Pare District. The Home Minister said the Security Forces in Lohit, Upper and Lower Dibang Valleys, which have been the transit routes of ULFA cadres, had been put on high alert. “The substantial presence of Ulfa cadres in East Siang, West Siang, Upper and Lower Dibang valley districts besides movements of NDFB militants in belts of Papum Pare and East Kameng districts have raised security concerns in the state. We are trying our best to tackle the menace,” Deputy Inspector-General of East Range Tashi Lama said. An unnamed Police officer in East Kameng District said NDFB cadres had intensified extortion activities and set up camps in Seijosa. He said the fact that a suspected NDFB cadre was shot dead in a joint operation in the Khanamukh area under Missamari Police Station of Sonitpur District in Assam bordering East Kameng District on January 5 indicated that the Ranjan Daimary faction was quite active in the area.

The Additional Director-General of Assam Rifles, Major General J.P. Nehra said in Shillong on January 12 that the additional battalions would be able to tackle Northeast militants taking shelter in Myanmar. General Nehra admitted that there had been an increase in the number of Northeast militants in Myanmar and that shortage of Assam Rifles personnel on the Indo-Myanmar border had hampered vigil. At present, only 15 battalions of the paramilitary force are manning the border from Arunachal Pradesh to Mizoram. Nehra said several hurdles, like rugged terrain and thin presence of security forces, were hindering effective control of the activities of Northeast militant groups on the India-Myanmar border. “The home ministry and other central security agencies have assured us that more forces would be deployed along the border to overcome the hurdles,” he added. Because of the thin deployment of Assam Rifles personnel in the Northeast, Nehra has called upon Arunachal Pradesh, Manipur, Mizoram and Nagaland to co-operate in containing militancy along the border. Nehra said there was a need for better co-ordination between the Assam Rifles and the Myanmar army, whose joint patrolling is now limited to verification of border pillars. He said the Myanmar authorities had assured the Assam Rifles that they were ready to take action against the Northeast militants taking shelter in their country. However, one problem in implementing the promise is the Myanmar army’s inability to reach the inaccessible and rugged terrain where the militants have set up camps.

Manipur Governor Gurbachan Jagat addressing the State Legislative Assembly said that Manipur continued to grapple with the problem of insurgency and this has severely hampered development and growth of the State. To address the situation, Suspension of Operation (SoO) agreement has been made with Kuki National Organisation (KNO) and United People’s Front (UPF) representing 19 hill-based militant outfits besides constructing 10 designated camps in the State, Jagat said. He said the Government is ready to hold talks with any outfit within the framework of the Constitution of India. There are over 30 militant outfits in Manipur, mentioned the Governor. The strength of the Police Force has increased to 33,031 in 2009 with the creation of one Mahila (Women) and Commando battalion each, Gurbachan said. Further, 10,050 personnel of the Village Defence Force have also been raised over and above the proposed conversion of Police training centre at Pangei into a full-fledged training college in an effort to curb the activities of the militant outfits, he said. In the first eleven months in 2009, 279 militants were killed and 1,368 others arrested and 378 assorted weapons, 130 grenades, 105 lathod bombs, three improvised explosive devices, 123 detonators, 13.71 kilograms of explosives and seven wireless sets were recovered, Governor said.

This revelation came following February 1 surrender of a ULFA militant Akash Bora before the Inspector General of Border Security Force (BSF) at Shillong in Meghalaya. Security sources said that from the revelations made by Akash, it was clear that the ULFA is still recruiting new boys and new recruits in small batches are still sent to the camps in Myanmar for training. The ULFA has four major camps in Myanmar where around 150 to 200 cadres are staying. Sources quoting Akash said that life is tough for the militants in Myanmar because of the terrain, and the recent arrest of ULFA ‘chairman’ Arabinda Rajkhowa and other senior leaders frustrated and demoralised the cadres. Sources further added that the camps of the ULFA in Myanmar are run mainly by ULFA ‘central committee member’ Jiban Moran and hardcore militant Bijoy Chinese. Pillai on February 9 said, “The next round of talks would be held in April with Muivah accepting the government of India’s invitation to come for the talks.” “On the invitation of the government, the NSCN (I-M) leadership has proposed to come to India between April 1-10 to hold talks and carry forward the peace process. To that end, the government will be appointing an interlocutor to facilitate the talks and to bring about an early solution,” said a Union Ministry of Home Affairs (MHA) statement. “We are hopeful of a broad based settlement and very happy at the initiative taken by the Forum for Naga Reconciliation that helped stop inter-factional killings and violence in the state,” Pillai said. Khaathar said, “We have realised our problems cannot be solved through an arms revolution but only through peace talks,” at the surrender ceremony. The Assam Chief Minister Tarun Gogoi and Union Joint Secretary of Home Department in-charge of Northeast Arvind Verma were also present at the programme. Gogoi said, “My government will help in speeding up the peace process. The rehabilitation package per decommissioned cadre will be increased to [INR] 2 lakh from [INR] 1.5 lakh. I will also give a development package of [INR] 50 crore for the district.” Verma said tripartite talks among the Centre, the Assam Government and the KLNLF would be held soon. A cadre belonging to anti-talks faction of the National Democratic Front of Bodoland (NDFB), identified as Godadhar Hajong, was arrested by the Border Security Force from Debojani village in West Garo Hills District along India-Bangladesh border on February 15, according to Shillong Times. He along with eight others from Tikrikilla area had joined the NDFB in 1999. Godadhar underwent arms training in Bhutan before being made a part of the ‘3rd battalion’ of the outfit which operates throughout the Garo Hills and Bangladesh. He revealed that following crackdowns in Bangladesh almost all NDFB camps operating close to the border have been closed down with majority of the cadres shifted to Rangamati area of Chittagong Hill Tracts. He also informed that its main camp at Haluaghat in Bangladesh, opposite Gasuapara in South Garo Hills sector, had to be closed down in 2006 after its ‘camp commander’ Bongcha Boro surrendered. He also revealed that some of the leaders continue to be holed up in Dhaka, including S. S. Dhansuran Boro who is the ‘treasurer’ of the anti-talks faction. He also confessed outfit’s involvement in selling arms to prospective buyers of Garo Hills to help gain extra money for the outfit’s operations. He disclosed about sale of small arms to coal traders operating in Nangalbibra area of South Garo Hills. Some of the activities of the NDFB’s ‘3rd battalion’ included collecting a sum of INR 450, 000 from the NDFB office at Kokrajhar in Assam in 2006 which was delivered to the anti-talks leaders in Bangladesh. He also brought in a shipment of arms including AK-47s and hand grenades from Bangladesh in 2002 and again in 2007 through the Garo Hills sector which ultimately was delivered to the cadres in Assam. The arrested militant also confessed the ambush on a bus at Zikzak area of West Garo Hills in 2002 from which they abducted two persons for ransom. In 2003 a trader belonging to Muslim community was abducted by his group from Mahendraganj area and taken to Bangladesh only to be released a month later after the family paid ransom. The recruitment of cadres to the outfit has apparently been continuing for several years with Godadhar Hajong alone being involved in recruitment of 60 cadres way back in 2007. The cadres were taken to Bangladesh for training and later pushed back to India through three different sectors of Garo Hills: Beldova area in Mahendraganj sector, Nokchi in Dalu sector and Gasuapara under Baghmara sector. The movement of NDFB militants through Chokpot and Nokrek hills was also disclosed by the arrested cadre.

A senior intelligence official in Moreh said, Chinese weapons in large numbers are finding their way to the Northeastern States through five major routes most of which pass through Myanmar territory. "Around 80 per cent of the weapons seized or recovered from the militants in recent years have 'star' mark on them, which means they were manufactured in China," he said. Over four dozen militant groups are active along India-Myanmar border and they smuggle the traditional weapons like AK series rifles, grenades, pistols, cartridges and bombs into India through four land routes and one sea route. Most of the weapons are brought from the southwestern China's Yunnan province, which borders Myanmar, the official said. The weapons are smuggled into India via Ukhrul, Moreh in Chandel and Churachandpur, the Districts bordering Myanmar, and some parts of Mizoram. The sea route involves Bangladesh's Chittagong port from where the weapons are sent to militants in the Northeast, he said. Though some weapons are of other origin but majority of them are Chinese, he said. "Militants have their camps just inside the Myanmar territory at a distance of few kilometres from the Indian border. Some camps are as close as three-four kilometres from the international border," the official said.

The meeting also dwelt upon the efforts being made to bring all the ULFA leaders, including Barua to the talks table, but was unanimous on the view that the Government could not keep waiting. According to Sentinel, after his discussion with Chidambaram, Gogoi said, “The government is ready for talks with the ULFA but there will be no discussion on sovereignty. An official source said Pillai had disclosed this during a security meeting attended by top officials of the Manipur Police and Central Forces in Imphal on February 26. Pillai said that militant camps of various groups from the Northeast, including the United National Liberation Front (UNLF), People’s Liberation Army (PLA), National Socialist Council of Nagaland-Khaplang (NSCN-K) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) were based in Myanmar. But in November-December, 2009, 2,746 new refugees had arrived at the camps, raising the total to 40,212. The Revolutionary People’s Front (RPF), political wing of the People’s Liberation Army (PLA), said its ‘executive committee’ in February 2010 resolved to support the struggle for freedom of Nagaland, but decided to oppose any design to break up Manipur as a result of the political dialogue. “The meeting also decided to face boldly any design by the NSCN-IM to strain relationships among revolutionary groups in the region,” T. Leisemba, ‘publicity secretary’ of the RPF, said in a statement. The statement said the NSCN-IM cadres had shot dead two PLA cadres and injured another on October 19, 2009. Following the incident, the RPF reviewed its policy and decided to fight any move of the NSCN-IM to break up Manipur and strain relations among fraternal groups, the statement added.

Sunil alias Piktru, to the house of Chanbi in June-July 2009, the Chief Minister said. The Chief Minister further informed the House that Meghachandra disclosed that after going to the house of Chanbi, Sunil had threatened her to produce one of her sons who was also a PLA cadre but deserted along with arm. Besides Sunil, the identity of 12 to 13 other persons who were also suspected to be involved in the killing was established. Chief Minister, while responding to a question raised by Legislator Morung Makunga in the State Legislative Assembly, said that 104 weapons recovered from militants had been auctioned off to private buyers in the last two decades. According to other sources, Hojai could remain in hiding till the political process with the BW begins and he manages to get amnesty. "In that case, he doesn’t have to go to jail although the process of getting amnesty could be time consuming. Otherwise, he lands in jail as soon as he surfaces," a source said, adding the court could soon declare him a "proclaimed offender". Assam Forest and Environment Minister Rockybul Hussain said that action would be taken against the cadres of the militant groups who had fled their designated camps. According to Assam Tribune, the Union Government has ruled out the possibility of the United Liberation Front of Asom (ULFA) maintaining permanent camps in Arunachal Pradesh. “There is no report of any permanent camp of the ULFA in Arunachal Pradesh, although there are reports of some activities of ULFA in the State,” said Union Minister of State for Home Affairs M. Ramachandran in Rajya Sabha (Upper House). In 2009, Assam recorded 424 incidents, marking an increase over 2008, when 387 incidents took place. However, killing of civilians had declined last year with 152 deaths, while in 2008, 245 civilians fell to bullets of insurgents, he added. Manipur continued to lead the table, with the State recording 659 incidents last year, which was marginally less than the previous year, when 740 incidents were recorded.

Other militant groups active in Garo hills are Liberation of Achik Elite Force (LAEF), People’s Liberation Front of Meghalaya (PLF-M)), Achik National Security Defence (ANSD), Atong Liberation Army (ALA), and United Achik National Front (UANF). Manipur Cabinet on March 30 gave its approval to the signing of a tripartite agreement for Suspension of Operations (SoP) with the Lallumba faction of the Kangleipak Communist Party (KCP), according to Telegraph. “The cabinet has agreed to the signing of suspension of operations agreement by the home ministry, state government and the KCP (Lallumba) group. The signing of the agreement will take place as soon as the Centre decides the date in consultation with the group,” a senior Cabinet Minister said. The Assam Rifles initiated the talks with the group and officials of the State Government and the Union Ministry of Home Affairs (MHA) joined the process. Officials of the State Government and the MHA had held several rounds of talks with the leaders of groups both in New Delhi and Imphal. An official source said the Centre and the State Government decided to sign the agreement after the group had agreed to the pre-condition set by the MHA. Official sources said that the main purpose of the visit of Chidambaram was to assess the situation on the ground following reports of disturbance in Tirap and Changlang Districts. Sources further said that though Arunachal Pradesh is a relatively peaceful State, activities of both factions of the NSCN became a matter of serious concern. The cadres of the NSCN factions are indulging in large-scale extortions, abductions, etc. in the two Districts, while there have been reports that the NSCN cadres also forced local youths to work for them. Sources said that though the cadres of United Liberation Front of Asom (ULFA) and anti-talk faction of the National Democratic Front of Bodoland (NDFB) also visit Tirap and Changlang Districts from time to time, their activities have not caused much concern as yet. “The ULFA and NDFB use the area for tactical retreat whenever pressure is mounted on them in Assam and though there were some reports of the members of the groups indulging in extortions, they have not created much trouble in the area so far. Moreover, the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), which is demanding inclusion of the Districts in the ‘Greater Nagalim’, has a stake in the area, which the ULFA and NDFB do not have,” sources added.

The development comes ahead of the outfit’s Raising Day on April 7, a day when it has carried out strikes in the past. An MIU source said “The group is equipped with sophisticated weapons like AK-series rifles, hand grenades and a huge quantity of explosives. We are tracking them and hope to get them soon.” The sources added that the group had come from the Myanmar camps of the outfit and entered Assam through Tirap District of Arunachal Pradesh. However, the tardy progress in the peace process affected the confidence of the pro-talks ULFA group and boosted the morale of the anti-talks faction. There is another report of yet another seven-member group entering the Pengeri-Kakopathar-Bordumsa area in Tinsukia District. All these areas had always been a hotbed for the outfit. “We are tracking the movements of this group. An alert had been sounded throughout the district and we are confident that we will be able to prevent this group from carrying out any acts of violence,” a senior Police official of the District said. Mrinal Hazarika, a leader of the pro-talks ULFA camp, blamed the State as well as the Union Government for the reported resurgence of ULFA in Upper Assam. The Mising Autonomous Demand Committee (MADC) believes that there is a political force behind the birth of the outfit for which arms have been bought with money that was siphoned off the former Mising Autonomous Council (MAC). The existence of the LDCM came to light recently when cadres of the outfit were arrested in Lakhimpur District. MADC working president Jiban Kuli said, “There is a political force behind the LDCM. Large-scale corruption in the former MAC helped formation of the outfit. Money belonging to the previous Council has been used for buying arms for the LDCM.” Kuli also alleged that the LDCM had been formed at Jonai Member of the Legislative Assembly (MLA) Bhubon Pegu’s behest. Kuli observed that the LDCM could be used for destroying the Congress party in Mising-inhabited areas even as he said the sole aim of the outfit was to foment violence. “Majority of the LDCM members are people who were involved in cases of theft and looting,” he further added.

This problem will be sorted once India meet our requirements.” The report adds that there are at least 15 insurgents’ camps operating from Myanmar soil, fighting either for an autonomous or independent homeland in Manipur, Nagaland and Assam. The Home Minister said the KIA controls large part of northern Myanmar - a region where up to a half-a-dozen Indian separatist groups from the restive Northeast have well entrenched bases under KIA’s direct patronage. “We cannot allow the KIA to stay here for long as it could have dangerous ramifications in the long run as Arunachal Pradesh does not have any home grown terror groups, but the State is becoming a hot bed of imported terror groups. They revealed in detail picture of the privation and hardship in outfit’s camps in Sylhet and Habiganj Districts and Chittagong Hill Tracts in Bangladesh. The duo also revealed that ATTF had taken a major initiative to raise a force of women cadres to launch a fresh offensive against civilians and Security Forces (SFs). They said that altogether 187 women cadres of the outfit are being trained in Tarabon, Kalu Adam, Pancherri and Bandarban areas in Bangladesh’s Chittagong Hill Tracts over the past two months. But those camps would be shifted to the nearby Arakan areas of Myanmar in case the Bangladesh Government launched counter-insurgency operation. Source said, “The duo told us that 96 of the women cadres have finished training and are currently training others. They are being trained in the use of arms, tactics of guerrilla warfare and even the technique of making bombs.” The sources, however, expressed concern over the revelation that officers of the Bangladesh Rifles (BDR) attend and supervise the final phase of training in the use of heavy arms to guide the instructors. ATTF ‘chief’ Ranjit Debbarma had visited the training camps of women cadres and in a speech told them that their job would be not only to fight SFs but lay “honey-traps” for leaders of the rival National Liberation Front of Tripura (NLFT). There is a probable link. I don’t find much of a difference between them if you look at their respective ideologies and styles of functioning. Both start off by exploiting sentiments of the masses in underdeveloped areas and try to solve problems through armed struggle. The whole idea is to destabilise the government,” Chief Minister said. Security sources earlier said that if the guns used in the massacre at Dantewada in Chhattisgarh were not all snatched from local Security Forces (SFs), chances are that some of them came from the Northeast, ferried in oil tankers. Sources said that the poorly guarded borders with Bangladesh and Myanmar, is now gunrunners’ gateway to India. The region’s assortment of active, “surrendered” or “ceasefire-bound” militants keep the clandestine trade flowing, with a little help from SFs and private business, mentioned sources. The report adds that recent interrogation of a middle-ranked National Democratic Front of Bodoland (NDFB) militant revealed how easily and how often the insurgents cross the international border carrying ammunitions that may then change hands. Another militant, from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), spoke of how his group set up a Khasi militant outfit in Meghalaya just to gain control over a gun-smuggling route by proxy. “Don’t think (that arms smuggling takes place through) Kashmir and the western frontier. Non-locals in Manipur on April 15 asked Prime Minister Manmohan Singh to intervene and to take immediate measures to protect their lives and property, according to Indian Express. The Revolutionary People’s Front (RPF), the political wing of the People’s Liberation Army (PLA), had in March 2010 issued a statement, asking all non-locals living in the State to leave before May 31. It had described all those who entered Manipur after 1949 (when the erstwhile princely state had merged with the Indian Union) as “non-Manipuris” and said these people were facing “extreme hatred” in State. The Hindustani Samaj of Manipur, an association of non-locals, said the State Government had done nothing to ensure their safety. “As many as 32 non-Manipuris have been killed by militant groups in the state since January while the RPF has asked transporters not to transport non-Manipuri people into the state,” said Nareshwar Kumar, president of the Hindustani Samaj, in a letter to the Prime Minister. “In some areas, these elements are visiting the houses of non-Manipuris and threatening them to leave. As a result, there is a panic among non-Manipuris,” he said. The report adds that about 50,000 non-locals in Manipur from different States, majority of them petty vendors and labourers.

As such, we fail to understand how the Citizen’s Forum will go ahead with the peace talks without our core demand for independence,” Barua said in an e-mailed statement to the media. The forum had been floated to help broker peace between ULFA and the Government. Assam Tribune quoted Barua saying, “We know that the persons organizing the convention on April 24 are prominent personalities of Assam, but they are committed to the Constitution of India, which took away the legitimate rights of the people of Assam.” Also, the ULFA ‘chief’ added that the ULFA would sit for talks only if the Government of India agrees to hold talks on the issue of sovereignty of Assam and hoped that the convention would not call upon the outfit to come for discussions by giving up its demand and ideology. Agreeing to hold talks without the sovereignty issue would be like surrendering to the colonial forces,” reports Telegraph. Barua’s statement questioned Gohain’s knowledge about ULFA and his commitment to solving the ULFA issue. “We believe that Gohain is not among those intellectuals who are working at the behest of the colonial forces to divide Ulfa. He should try to go deep into the Ulfa issue before coming up with suggestions,” the statement further said. Reacting to Barua’s statement, Gohain said, “I was Ulfa’s critic earlier, I would rather advise Paresh Barua to read my books and numerous articles on the Ulfa issue”. The government should show an interest in this demand.” He, however, said “Discussion on sovereignty does not mean it has to be granted.” Gogoi said that the people of Assam are hoping that the Government will create a favourable atmosphere for peace talks and are concerned about the ongoing operations by the Army and Paramilitary Forces. Gogoi hoped that the state-level convention of Committee of Intellectuals, formed to facilitate talks between the Union Government and ULFA, scheduled to be held on April 24 (today), would come out with valuable suggestions to take forward the peace process. K. Jain on May 2, reports Times of India. "Sketchy reports from various networks confirmed that the four convicted Indians in Bangladesh are members of the outlawed HNLC," said Jain. On April 29, the court of Additional District and Sessions Judge of Sylhet-I convicted Robin (35), Mill (28), Over (25) and Star (24) - all hailing from Shillong - in a five-year-old case of arms smuggling. All the four, Jain said, were wanted by the Meghalaya Police for their involvement in the biggest bank robbery in Jaintia Hills District on January 24, 2005. On July 15, 2005, Bangladesh Rifles (BDR) troopers arrested the four HNLC militants from Karaballa point under Sylhet District after they entered Bangladesh through Karimganj sector in Assam. The BDR recovered from their possession an AK 56 rifle, three grenades, two 9-mm pistols, 316 bullets and four magazines of AK 56 rifle, 328 bullets and three magazines of 9-mm pistol, INR 3,000 and BDT 2,700. According to the Police official, the HNLC is closely linked to the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) and the National Liberation Front of Tripura (NLFT).

"Most of the cadres belonging to this group have already associated themselves with the new militant outfit GNLA [Garo National Liberation Army] led by Meghalaya Police 'DSP' Champion R. Marak," Police sources said on April 30. The GNLA has been under the Police scanner for serving extortion notes, ranging from INR 500, 000 to ten million , to petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. His comments came hours after the anti-talks group of the NDFB vowed to continue its struggle for the legitimate rights of the Bodo people. An emailed statement from B. Ohnjalu of the NDFB ‘publicity cell’ to the media on May 2 stated that “the arrest of NDFB chief is unfortunate but the fight against India to liberate the Bodo people will continue.” The statement also threatened that the Assam government would “get a better answer in the days to come if it does not hold talks with the NDFB.”

Expressing concern over the activities of the Manipur-based militant outfit United National Liberation Front (UNLF) and Communist Party of India-Maoist (CPI-Maoist) in the State, Chief Minister Tarun Gogoi said that the case of the two recently-arrested UNLF leaders would be handed over to the National Investigation Agency (NIA). Tarun Gogoi condemned the ULFA for being ‘insincere’ about the proposed talks by adamantly insisting on ‘sovereignty’ as the issue, saying that no dialogue was possible under the circumstances as sovereignty was ‘non-negotiable’. Gogoi was also critical of the intellectuals who had been urging the Government to be flexible on the sovereignty issue. Gogoi said that the ULFA was not a revolutionary group as its leaders maintained a lavish lifestyle in foreign countries at the expense of their cadres. He further added that while some camps of the ULFA and other militant groups still existed in Bangladesh, the country was extending full cooperation to India in flushing out the militants.

In its latest report, the Standing Committee attached to the Union Ministry of Home Affairs (MHA), however, quoted the Home Secretary as saying, “We don’t have any evidence of direct outside support. This, in one sense, is so far a fully home grown and very clever and intelligent movement.” About the links between the CPI-Maoist and Northeast-based insurgent groups, Pillai said that the CPI-Maoist had talks with the outfits in an effort to widen their movement. In the past, SFs have recovered huge cache of arms and ammunition, including AK-56, AK-47 rifles, pistols, and grenade and pencil timers among others, from the outfit’s hideout in Kokrajhar District. Apart from Songbijit, other top leaders who are on the run include ‘general secretary’ Dinthi Gwra Narzary, ‘information and publicity secretary’ Ohnjalu Basumatary, ‘finance secretary’ Rifikhang Goyary and Jwngkhang Boro, self-styled ‘deputy chief of army staff’ of the Bodoland Army. P.K. Dutta added there was frustration among some senior leaders and they could strike to make their presence felt. Assam State Cabinet on May 26 decided to start the process of talks with the ULFA without Paresh Baruah, the ‘commander-in-chief’ of the outfit, who is still maintaining a rigid stand on the issue of talks, reports Assam Tribune. Chief Minister Tarun Gogoi said that the Government waited for Paresh Baruah for a long time and there was no reason to wait for him for an indefinite period. He said that the Government received indication that majority of the leaders of the ULFA are in favour of talks and the Government has decided to go ahead and start the process without waiting for Paresh Baruah.
