Assam Government spokesman Hemanta Biswa Sarma on January 3 said that the Government would pave the way for the general council meeting of the United Liberation Front of Asom (ULFA) so that the outfit could reach a consensus and submit its proposal to the Government, reports Sentinel. He said that, “The Government wants to lift the ban imposed on the ULFA, but prior to that the outfit has to drop its demand for sovereignty and shun violence. Talks with the outfit should be sustainable, leading to peace, not to another round of violence in the State. The Government will give a special permission to the ULFA for holding its general council meeting so that it can reach a consensus and submit its proposal to the Government.”

The militants belonging to the Anti-Talks Factions of Karbi Longri North Cachar Hills Liberation Front (KLNLF-ATF) formally rechristened itself as Karbi People’s Liberation Tiger (KPLT) on January 8, reports Sentinel. In the foundation day celebration programme headed by Jing Hanse, deputy ‘commander-in-chief’, of the outfit and flag was hoisted by Nilip Enghi, general secretary-cum publicity in-charge, KPLT. The United People’s Democratic Solidarity (UPDS) on January 7 ruled out any possibility of the outfit entering electoral politics after signing the proposed peace accord, reports Telegraph. The UPDS ‘general secretary’ Saiding-Eh alias Horensing Bey dismissed speculation that the group was planning to float a political party after the outfit is disbanded in the wake of signing the accord. "The main demand of the UPDS is creation of a separate state for the Karbis, which is yet to be achieved. For the time being, we have agreed to greater autonomy for Karbi Anglong for the sake of restoring peace in the trouble-torn District, showing respect to the wishes of the people," he said. "However, we will continue with our statehood demand in a peaceful and democratic manner and till we achieve our goal, there is no question of the UPDS entering electoral politics," Saiding-Eh added.

Rajkhowa said no one was above the people of Assam. “We are not going to compromise on anything secretly. We have no desire for power, nor do we have anything to do with election. We want to solve the problems of Assam through dialogue with dignity,” Rajkhowa added further.

United Liberation Front of Asom (ULFA) ‘foreign secretary’ Sasha Chaudhury who was released on January 10 from the Guwahati central jail after being granted bail, said that solving the ULFA problem was not possible under the Constitution of India, reports Assam Tribune. Addressing a public meeting in the Nalbari College field, the senior ULFA leader said that to find a solution to the differences between ‘Assam’ and India, the Union Government should amend the Constitution. He called upon the people to extend pressure on the Indian government to amend the Constitution. He also tendered apology for all the mistakes committed by the outfit during their struggle. For the first time, he also raised his voice against the illegal Bangladeshi migrants, by admitting that they pose a serious threat to the State. “If I get the scope to take part in the negotiation to be held with the Indian Government, then my agenda will include this vital issue,” he added. He also predicted that the Bangladeshi issue will shortly emerge as a serious threat to Delhi.

The official’s statement came amid reports that most of the ULFA men belonging to the 109 battalion of the outfit are inclined towards the peace process. This battalion, led by Hira Sarania and others, has been using the Garo Hills stretch of the India-Bangladesh border as a transit route to Assam for violent activities. Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar internal security conference in New Delhi on February 1, reports Tripurainfo. In a brief outline to drive his point the Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. “Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency,” Sarkar said. He also said that two more battalion of India Reserve (IR) Battalion could be raised. Referring to modernization of the state Police and state intelligence wing Sarkar said, “Various international issues originate from across the border which need close scrutiny. Deployment of adequate personnel, training for capacity building and modernization needs adequate emphasis and demanded Centre’s for pro-active attitude for strengthening Special Branch.”

ULFA ‘vice-chairman’ Pradip Gogoi, along with the outfit's ‘foreign secretary’ Sashadhar Choudhury and ‘central publicity secretary’ Mithinga Daimary, made the announcement at their first-ever press conference in Guwahati. The ULFA leaders said the general council, which met after 15 years on January 30, unanimously endorsed the decision taken by the CEC to honour the resolution adopted at the Sanmilita Jatiya Abhibartan (SJA). Choudhury said the outfit had received an invitation for the first round of preliminary dialogue with the Government of India to work out the modalities in New Delhi on February 10. Union Home Minister P. Chidambaram would be present, he said, adding the ULFA leaders would also seek an audience with Prime Minister Manmohan Singh. The ULFA was yet to declare a cease-fire, he said. Asked whether “sovereignty” would be on the agenda, he said that even answering this question would be construed as a precondition for talks. He said the ULFA was in the process of preparing the agenda, in consultation with various organisations, and would make it public once it was finalised. Choudhury also said the ULFA would have no role in the coming Assembly elections in the State.

The meeting, held at undisclosed location, lasted for about 90 minutes during which a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Another round of talks will be held on March 3 (today). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. While the Centre said this time there would be no discussion on sovereignty, Muivah has said the NSCN-IM would not compromise on sovereignty.

The meeting dubbed as ‘September Summit’ was held at the residence of Hukato Naga in Dimapur District and attended by top leaders of the three Naga political groups. When Kitovi was asked by NSCN-IM, the reason behind Khaplang’s stand, he confessed that they have internal problems within themselves. “But, after having much of conversation he says that we cannot go back from reconciliation. So, in the NSCN-K, there exist two camps or schools of thought, one for the reconciliation and the other against to it,” he added. Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. The meeting was attended by Joint Secretary in Home Ministry (North East Affairs-in-charge) Naveen Verma, Meghalaya Principal Resident Commissioner AK Bhalla and ANVC ‘General Secretary’ Wanding K Marak. "We have agreed in principle that the ceasefire will be extended for another three months from this day," ANVC ‘spokesman’ Arist Sangma told after the joint monitoring group meeting in New Delhi. ANVC, a tribal Garo militant outfit operating in Garo Hills region of Meghalaya, is fighting for creation of Garoland Territorial Council. The Union Government on March 22 appointed Lieutenant General Jacob the new Chairman of the ceasefire monitoring group, after the tenure of Lieutenant General Mandhata Singh got over in November 2010, reports Telegraph. Nagaland Director-General of Police (DGP) K. Kire said Lieutenant General Jacob had replaced Mandhata. "The new chairman of the ceasefire monitoring group will take charge by April 3," DGP K. Kire added. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), however, said it was not aware of any such development. The NSCN expressed strong resentment over the appointment of Gen. Jacob as the new chairman without informing them. The ceasefire monitoring group consists of representatives from the Union Government, the State Government, Army, the paramilitary forces, Police and the NSCN-IM. It enforces ceasefire ground rules and monitors violation of rules by the security forces and the militant group.

Ministry of Information and Publicity (MIP) of the GPRN/NSCN said all mineral reserves in Naga homeland belonged to the Naga people and therefore any extraction of natural resources by any company in Naga soil would have to be done only if it benefited the people and future Naga generations. Stating that no politician or group of the day has any right to grant permission to companies to extract wealth of the Nagas, the GPRS/NSCN said it did not recognize any Memorandum of Understanding (MoU) between parties for exploration at Champang oil field under Lotha Region of the District. “A wealth for hundred years will not be allowed to run dry in ten years,” it said. GPRN/NSCN said it shall consider extraction of crude oil only if the interested company agrees to first install and run oil refinery in Nagaland, whereby at least a thousand jobs to Naga could be assured.

The Terror Victims’ Family Forum, an umbrella organisation of over 6,000 people affected by militancy, made this fervent plea as political parties were fielding former militants. "Going by the recent incidents, it is evident the militant groups are still indulging in acts like extortion and we feel that they could well be used during the polls," Brojen Hazarika, president of the forum said. The forum also demanded that all the pro-talk militants should be sent to designated camps immediately so that people can exercise their franchise without any fear. Assam Tribune reports that the Government of India initiated a series of mega plans for increasing vigil along the 4,095 kilometres international border with Bangladesh, which include raising of new battalions of the Border Security Force (BSF), creation of helicopter bases, creation of new frontier headquarters of the border guarding force, etc. The Inspector General (Operations) of the BSF, H Desai said that the process of raising 16 new battalions of the border guarding force has started and the new additions to the force would be used exclusively for increasing vigil along the international border with Bangladesh. He said that the process of raising of the new battalions is likely to be completed by the end of this year. Desai, who is holding additional charge of IG, Assam-Meghalaya frontier, said that the new battalions would be deployed in the vulnerable patches along the international border, including the riverine border areas. He said that the riverine international border in West Bengal, Assam, Mizoram and Tripura are considered most vulnerable and the other vulnerable patches along the border have also been identified for deployment of the forces to improve border management.

Despite concrete intelligence inputs on the movement and activities of the Garo outfit, operations launched by the State police against the outfit failed to yield the desired results. It is alleged that Armed Branch constable Stemilbert T Sangma, a resident of village (Bolkengre) from where GNLA ‘commander-in-chief’ Sohan hails, had provided information to the outfit on the movement of police during the operations. The police constable was arrested on April 26, after fixing in place a mechanism (like tapping phones of suspects) to determine “information leakage”. Admitting that the leakage of vital information by the said policeman has had a “jeopardizing effect” on police operations against the militant outfit, the Deputy Inspector General of Police (DIGP), however, said that those who indulged in such activities were influenced by GNLA ‘chairman’ Champion Sangma, the deserted Deputy Superintendent of the State police.

Telegraph reports that dissident Garo Hills District Congress legislators on April 29 claimed to have received “threatening” text messages from Garo National Liberation Army (GNLA) militants, asking them why they did not support beleaguered chief minister Mukul Sangma. Frankenstein W. Momin, community and rural development minister and a dissident Congress legislator, said he had received threatening messages from people who claimed to be cadres of the nascent militant outfit. According to him, the phone number from which the text messages were sent was reportedly from Bangladesh and the language used was English. Apart from Momin, other legislators who have received similar text messages include Saleng Sangma, the legislator from Dalamgiri in West Garo Hills. In the past, the GNLA was alleged to have sent “text messages” to demand money from legislators cutting across party lines representing Garo hills. The Sangma Government, which completed a year in office on April 20, is under strain with dissidents trying to overthrow the chief minister and replacing him with former chief minister D.D. Lapang.

IBNLive reports that more than 20 Bru families have reached Mizoram-Tripura border Kanhmun facilitation camp as the repatriation of Bru refugees continued. While 71 Bru families were expected to return on May 10, the number of families who would actually cross the border was yet to be ascertained. The repatriated families would be taken to their respective villages where they would be resettled after identification process is completed and they would be resettled in Mamit District. Bru leader Elbis Chorky said that they had appealed to the Union Home Ministry to extend the period of providing free ration to the repatriated refugees for one to two years.

Sources in the pro-talk faction of the ULFA said that they had a few rounds of discussion on the draft charter of demands prepared by the Sanmilita Jatiya Abhibartan (SJA) and a few more rounds of talks would be held within the next few days. The formal charter of demands would be finalized before the formal talks on political issues resume, sources said. The pro-talk group was also thinking in lines of sending one senior member to Bangladesh to meet ULFA general secretary Anup Chetia, who was under the protective custody of Bangladesh after completing his jail term.

Reacting to some opposition made by an underground organisation with regard to holding plebiscite in Manipur, Meghen said he consider it as lack of understanding. The UNLF consider plebiscite as the most favoured means to bring an end to the conflict in Manipur but the outfit does not fix plebiscite as the only means to bring solution to the India-Manipur conflict, Meghen said adding the outfit is not against any other means formulated by other organisations. However, such other means should be acceptable to the people and workable, Meghen asserted.

Talking to the Assam Tribune, Rajkhowa said that the people of Assam have the right to know what the ULFA would demand for political solution of the conflicts. In a statement released to the media, the information and publicity secretary of the outfit, S. The Chief Minister told journalists that two KMSS activists had been trained by Maoists in Orissa and were later arrested. India's elite Combat Battalion for Resolute Action (CoBRA) commandos will soon be deployed in Western Meghalaya to counter the growing threat from GNLA militants, police said on July 10, reports Mangalorean. "Five companies of Border Security Force (BSF) and two units of CoBRA commandos would be deployed in Garo Hills to help us in our ongoing combing operations against GNLA," S.K. Jain, the intelligence chief of Meghalaya Police said. The CoBRA commandos - the special force raised to tackle Maoist insurgency in India - will counter the growing GNLA activities in East and South Garo Hills Districts, considered to be GNLA's heartland. Presently, 500 Central Reserve Police Force (CRPF) troopers are assisting the Meghalaya Police and its Special Weapons and Tactics (SWAT) commandos to tackle the GNLA. More than 10 people, including security personnel, have been killed in the Garo Hills during the last one year by GNLA rebels. Earlier, on July 7 Union Home Minister P. Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) ‘Chairman’ Arabinda Rajkhowa declared unilateral and indefinite cease-fire with the Government, reports Assam Tribune. He said that in the interest of creating a congenial atmosphere for talks, he declared a unilateral ceasefire. He called upon all the members of the ULFA to abide by the cease-fire and warned that any infringement would be treated as anti-organizational act and would be dealt with accordingly. He noted that the 5th general council of the organisation, held on February 22 2010, deliberated upon various dimensions of the armed struggle launched by the ULFA since 1979 for independence of Assam. The meeting decided to respect the desire of vast majority of people of Assam for peaceful solution to the issues and authorized the chairman to declare ceasefire whenever required for talks with the Government.

Additional Director General of Police (Law and Order) Rajiv Mehta on July 12 said two CoBRA units were deployed in Garo Hills to tackle the activities of militant groups. CoBRA commandos will assist the state Police in the ongoing combing operations to flush out Garo National Liberation Army (GNLA) militants from forested areas. Shillong Times reports that, in what can be an indication of intensified rivalry between two militant outfits of Garo Hills, the Achik National Volunteer Council (ANVC) has accused the Garo National Liberation Army (GNLA) of trying to poach its cadres by offering up to INR 3 Million. “The GNLA tried to buy our cadres with offers up to Rs 30 lakh,” ANVC spokesperson Torik Jangning Marak said in a statement on July 14 (today). The outfit also alleged that GNLA cadres are assuming names (alias) similar to ANVC leaders. The ANVC, currently under ceasefire with the Government, had alleged that the GNLA is in cahoots with the National Democratic Front of Bodoland (NDFB) and the United Liberation Front of Asom (ULFA). The GNLA had also cautioned the State Government not to entertain the ANVC’s appeal to allow its cadres to carry weapons “to protect themselves from the GNLA”.

Detsung and ‘organising secretary’ B.K. Olongbar met the Governor and urged him to take necessary steps to break the stalemate in the talks for an early solution. “The NDFB (PTF) has been in ceasefire with the Centre for the last six years but there is stalemate in the dialogue process despite our sincere effort. So we appeal to you to look into the matter and take necessary steps to expedite the talks and take it to the political level for an early solution of the problem,” a source said, quoting the letter that the NDFB-PTF team submitted to the Governor. After the meeting, Swmkhwr told reporters, “The Bodo people have been fighting for a separate state for many years but it has not been fulfilled. We want a permanent solution to the Bodo problem that would address the issues and concerns of the community.”
