the deadlock of Manipur continues as the economic blockade imposed on National Highways (NHs) 2 and 37 by the United Naga Council (UNC) had entered its third month, reports The Shillong Times on January 2. The report said that the situation had remained unchanged as Manipur Chief Minister (CM) Okram Ibobi Singh and the UNC were not budging from their respective stands over the issues of creating new Districts. On the contrary, Ibobi Singh said that first the UNC should call off the blockade and give an assurance that it would not be repeated; only after that talks would be possible and Gaidon Kamei and Stephen Lamkang, two UNC leaders, might be released. The Manipur Government also rejected the UNC’s demand of conducting the talk by going the Government officials in the District headquarters of Senapati District. Earlier, Kiren Rijiju, the Union Minister of State for Home Affairs, said that the Manipur Government was not serious about ending the blockade. However CM Ibobi Singh denied it saying that there was no question of playing politics since it is a question of starving the people of the State.

Three militant outfits of North East, Kamatapur Liberation Organization (KLO), National Liberation Front of Tripura (NLFT) and People's Democratic Council of Karbilongri (PDCK) had set March 31 as ‘deadline’ for ‘Hindi speakers’ and Bengalis to ‘quit Kamatapur, Karbi-Longri and Tripura’ in a statement on January 2, reports The Sentinel. The statement was signed by KLO ‘chairman’ Jiban Singh Koch, NLFT ‘organising secretary’ Seng-phul Borok and PDCK ‘chairman’ JK Lijang. The statement also condemned the killing of suspected I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), Ratna Narzary of Khunguri village of Chirang District on December 29 by Security Forces (SFs). According to the report, all these three militant groups are mentored by the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and Independent faction of United Liberation Front of Asom (ULFA-I).

Manipur Chief Minister (CM) Okram Ibobi Singh on January 4 met President Pranab Mukherjee to discuss the Union Ministry of Home Affairs’ (UMHA) report to the Election Commission (EC) that termed the law-and-order situation in the state as “grave”, reports The Shillong Times. Speaking to reporters after the meeting, Singh rubbished the report saying it “wrongly” concluded that the prevailing situation was “not conducive” to conduct free-and-fair polls there. However, just ahead of Ibobi’s meeting with the President, the EC declared that the Assembly election will be held in two phases — on March 4 and 8 — in Manipur. Ibobi, later, welcomed the decision. The CM said issues such as insurgency, blockades, strikes are not unique to Manipur but they affect the entire north-east and that even in 2012, the state Assembly polls were boycotted by hill and valley-based underground organisations including the People’s Liberation Army (PLA) and the United National Liberation Front (UNLF).

Naga Council (UNC) - apex body of the Nagas based in Manipur - on January 4 said they would continue with the economic blockade despite the announcement of Manipur assembly elections by the Election Commission, adds The Shillong Times. According to the UNC, elections cannot be held peacefully in the Naga-inhabited areas of Manipur until the prevailing problems are resolved. “The blockade will continue. Solving of Manipur’s problems has to be done through dialogue between the parties in conflict. So far, the government of Manipur has failed to respond politically. We have no other option but to intensify the blockade, no matter what the Election Commission has announced regarding the polls in the state,” K.S. Paul, former President of the UNC, said. Paul - an active member of the UNC -said the Manipur Government has betrayed the Nagas of Manipur. “We have been betrayed by the Manipur government, as it did not consult us on the creation of seven new districts out of our ancestral land. We do not know whether the situation will be conducive for holding free and fair elections in the Naga areas of the state,” said Paul.

the United Kuki Liberation Front (UKLF) on January 5 categorically stated that it was not involved in any manner in the ambush against State Police ahead of Chief Minister Okram Ibobi Singh’s visit to Tengnoupal (Tengnoupal District) near Lokchao along Imphal-Moreh highway on December 15, reports The Sangai Express. Speaking to a team of media persons at an undisclosed location in Chandel district on January 5, UKLF ‘home secretary’ Daniel Thadou said that the Kuki National Liberation Front (KNLF) ‘chairman’ had merged with the UNLF on his own volition. Daniel contended that the UKLF was not involved in the Lokchao ambush, and the State Police and its intelligence agencies would know the truth.Earlier KNLF ‘general secretary’ Lalmoi Haokip alleged that the Lokchao ambush was carried out by UKLF at the instruction of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). Flatly rejecting Lalmoi’s allegation, Daniel said that the same allegation was baseless and fabricated. The UKLF has a suspicion that the Lokchao ambush was carried out by a gang of criminals led by Lalmoi, Daniel said.

In a statement, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) strongly objected to India's decision to fence the borders between Myanmar and Arunachal Pradesh, Nagaland, Manipur and Mizoram on January 6, reports the Nagaland Post. In the statement, NSCN-IM said that such ‘artificial boundary fencing imposed upon the Naga people’ was against the will of the people and was gross violation of human rights. The source said that formed under the guidance of I.K. Songbijit, who was earlier the hardliner leader of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), PDCK has reportedly launched a recruitment drive in the region. The source said, "Ever since the genocide of Adivasis in 2014, Songbijit got reportedly unpopular among the Bodos for his barbaric ways. Sidelined and pushed to Myanmar, the rebel leader formed PDCK with Karbi youths drawn from the NDFB faction." Many Karbi youths were recruited in the NDFB-IKS faction when Songbijit was heading it and Police suspect that these youths helped him to form the new outfit. According to the source, there are around 60 cadres under IK Songbijit in Myanmar training camps. The PDCK is talking about ‘sovereignty’ and it is backed by Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and Independent faction of United Liberation Front of Asom (ULFA-I), the source added.

L R Bishnoi also claimed that the chief of Independent faction of United Liberation Front of Asom (ULFA-I), Paresh Barua had currently set up base in Ruili, a Chinese town in the Myanmar border. He said that Paresh Barua had drawn up plans to supply arms procured from Chinese agencies to smaller armed groups of the North-eastern region. “Chinese intelligences have been helping, directly or indirectly various insurgent groups of the North-eastern region that have their bases and hideouts inside Myanmar. These groups are under increasing influence of the Chinese agencies, and ULFA-I leader Paresh Barua is among those top leaders who have been in regular touch with the Chinese liaison office in Ruili on the China-Myanmar border,” ADGP LR Bishnoi said.Giving a break-up of the cadre strength of different North-eastern rebel groups in Myanmar, ADGP Bishnoi also said that while the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) had over 1,000 cadres there, People’s Liberation Army (PLA) – a Manipuri group came second with over 250 men. “Taking into account at least ten North-eastern rebel groups having their bases and hideouts in Myanmar, there should be close to 2,500 militants from the region in that country. Of them NSCN-K alone has a little over 1,000 men, followed by around 260 of the PLA, 230 of the United National Liberation Front (UNLF) and a little over 200 of the ULFA-I,” Bishnoi said. According to him, the strength of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) there would be between 80 and 120, I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) about 160, Kanglei Yawol Kanna Lup (KYKL), People’s Revolutionary Party of Kangleipak (PREPAK) and Progressive faction of People’s Revolutionary Party of Kangleipak (PREPAK-Pro) around 10 each. “Two things that have been happening there is that while the rebel groups of the region work in close coordination, they get almost 100 per cent support from the local communities close to the Indo-Myanmar who belong to various Naga tribes. These villagers not only provide them food and shelter, but also guide them through the mountainous track,” Bishnoi said.

Meanwhile, State Water Resources Minister Keshav Mahanta informed the Assembly on February 6 that the Union Government is examining the feasibility of sealing the unfenced portion of Indo-Bangladesh border, comprising riverine and char areas, in the State by using ‘high tech physical and non-physical barrier’ technology, reports The Shillong Times. “Out of the total length of 280.06 kilometers of Indo-Bangladesh border in Assam, fencing work for 208.65 kilometers has been completed,” the Mahanta informed the Assembly. Mahanta further said that out of 71.41 kilometers unfenced area, 6.5 kilometers is land area and the rest is a composition of riverine / char (river isles) / bridge and culverts. Out of the unfenced land area border, 3.5 km is under Karimganj Town area and discussion is going on in between Border Security Force (BSF) and Bangladesh Border Guards (BBG). The settlement of disputes and land acquisition process for the remaining 3 kilometers area, also under Karimganj District, is going on. Bridges and culverts account for 3.696 kilometers along the unfenced border. “For the riverine and char area, feasibility study and examination is going on to seal these areas using ‘high tech physical and non-physical barrier’ technology by the Government of India,” the Minister informed the House. Flood lighting works had already been completed along the border and work was in progress for electricity service connection to the installed lights, the State Water Resources Minister Keshav Mahanta added.

According to the NIA, the real name of the ‘chairman’ Abhijit Asom is Mukul Hazarika and he is a doctor at Billingham town in Durham of United Kingdom (UK). The source said that apart from being a practising doctor in the UK, Hazarika was associated with the UK-based human rights group, Assam Watch, which used to raise alleged incidents of human rights violation by SFs in the State. Replying to a discussion during the zero hour in the assembly, Assam Parliamentary Affairs Minister Chandra Mohan Patowary said all the SPs have been ordered to keep a strict vigil and maintain a close watch on doubtful people. “We have also ordered to strengthen security along Indo-Bangla border and secure the river ways. Police have been strictly asked to maintain close coordination with various intelligence agencies,” he also said.Besides, security and other agencies have been keeping a close watch on social media as these can be tools of influencing youths for joining the global terror outfit, he added. The minister informed the house that two trained members of Jamaat-ul-Mujahideen Bangladesh (JMB) were nabbed from Nalbari District. Meghalaya Chief Minister (CM) Dr Mukul Sangma refuted claims by the opposition that his Government was yet to pay rehabilitation package to cadres of the disbanded Achik National Volunteer Council (ANVC) and its splinter group Breakaway faction of-ANVC (ANVC-B) on March 10, reports The Sentinel. While replying during a debate, he informed that rehabilitation packages were disbursed to 363 out of the 367 cadres of the AVCB and 139 cadres of the disbanded ANVC-B. He informed the House that three of the members of the disbanded ANVC members did not avail the rehabilitation package while one expired.Dr Sangma also informed that out of the 139 members of the disbanded ANVC-B only 11 have been able to take advantage of the rehabilitation package while 53 cadres their cases were sent for minor corrections and 74 cadres were yet to submit details of the bank accounts.

Chief Minister (CM) N Biren Singh also said that his Government would fulfill the promises of MoU by May 25. After the MoU, the families will be able to arrange proper burial of the eight persons, who were killed during the agitation. The bodies of the eight men, killed in Police firing during a protest in 2015 against three anti-migrant Bills introduced by the State Government, have been lying in the morgue for over 600 days. Violent protests broke out in Churachandpur District when the Assembly passed three bills - Protection of Manipur Peoples Bill, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill and Manipur Shops and Establishments (Second Amendment) Bills on August 31, 2015. According to the MoU, officials said, the government has agreed to compensate the families of those who died in the protests on August 31, 2015; set up a memorial in Churachandpur town; take in to account tribal opinion in all future action; and, investigate the deaths of the protesters. It is likely to be withdrawn from Districts like Jorhat, Golaghat, Nagaon, Morigaon, Majuli and Dibrugarh. However, it will not be revoked in Districts such as Tinsukia, Charaideo, Sivasagar and Chirang which border Arunachal Pradesh, Nagaland and Meghalaya and the neighbouring country of Bhutan. Additional Director-General of Police (ADGP-Special Branch) Pallab Bhattacharyya May 12 said the State Government was likely to take up the matter with the Centre during the next review meeting on continuation of AFSPA in the State. Bhattacharyya said the phased withdrawal of AFSPA was raised at a meeting of the Unified Command held at the army's 4 Corps headquarters in Tezpur today but it could not be discussed in detail since the meeting was convened to review security for Prime Minister Narendra Modi who is scheduled to visit the state on May 26. The Union Ministry of Home Affairs (UMHA) had recently extended AFSPA in the state for three months with effect from May 3 and the review meeting will be held before August 3, when the contentious act will expire in the state. Usually, AFSPA is extended for one year or six months. This was the first time it was extended for only three months.

The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

Stating about the issue, Director General of Police (DGP) S.B Singh said, on June 13, that during the May 16 meeting with central officials in Delhi, it was made known to the State Government that the Centre is not keen to talk to the militant groups due to their violent stand.
