The ULFA ‘chairman’ Arabinda Rajkhowa, in a statement on January 1, ruled out holding direct peace talks with New Delhi unless the Government released some of their senior jailed leaders. He said, "A large number of our central executive committee leaders are currently in jail. We cannot take a final decision on holding talks with the government in the absence of majority of our senior leaders who are imprisoned." He further said, "The government has slowed down on its initiative to start peace negotiations and instead stepped up military action against our cadres. It would be wrong on the part of New Delhi to presume that we would sit tight and join the peace talks if such actions continue."

Responding to remarks made by Union Home Secretary, V.K. Duggal, on January 2 that the PCG was to blame for the delay in beginning the second round of talks, PCG member Lachit Bordoloi said: "We are really surprised. The PCG has all along been eager to know when the next round of talks would be held. Such a misinformation campaign, I am afraid, will only defeat the campaign for peace."

It also made clear that the outfit has entered into a cease-fire with the Government due to pressure from Naga non-governmental organizations, reports Kanglaonline. Interacting with a team of senior journalists from Nagaland at its Mon town headquarters, senior leader of the outfit, A. Z Jami, said "We had no intention to enter into a cease-fire with the Indian Government. We were pressurized to do so against our will by Naga NGOs." He further said, "We are merely watching the progress of the ongoing talks between the NSCN-IM and the Indian Government and we will not enter into negotiations while the dialogue between them is on."

Chief Minister Manik Sarkar, while replying to a written question in the State Assembly in Agartala on January 16, has informed that altogether 202 militants and collaborators were killed in counter insurgency operations during the past five years across the State. Around 170 security force personnel and 40 civilians were killed, while 51 civilians were injured in 107 militant related incidents from January 1, 2000 till November 30, 2005. He further added that militants abducted 60 civilians out of which 33 were released in exchange for huge amounts of ransom. He added that 1163 cadres of the militant outfits, including the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT), surrendered to the security forces with huge cache of arms and ammunition. However, the maximum number of militants - as many as 322 cadres - had surrendered in 2004 reportedly due to intense counter insurgency operations.

On January 16, the Hynniewtrep National Liberation Council (HNLC), in a statement by 'publicity secretary' of the outfit Sainkupar Nongtraw, expressed doubts over the seriousness of the Meghalaya Government in dealing with the issue of illegal migrants. It said that the action of the State police in flushing out illegal immigrants as published in newspapers was "an eyewash" and a "fashion show". The statement further said: "If the State and the Central governments had the responsibility to flush out immigrants who have illegally entered the State, why they took 34 years to initiate measures. May be it is the government which has provided them with land, houses, jobs and at the same time recognised them as the legal immigrants settled in Umpling, Pynthor, Mawprem and other localities of Shillong".

The Assam Inspector General of Police (Special Branch) Khagen Sarma has confirmed that the extortion letter demanding Rupees 5000 million from the Oil and Natural Gas Commission (ONGC) was served by the ULFA. Talking to Sentinel on January 18 Sarma said, "During technical examination it has been found that the demand note is of the ULFA. Had the demand note been not from the ULFA the rebel group would have issued a denial as soon as the news was published by the media, but it hasn’t yet."

Hussain said that operations by the security forces targeting the ULFA would be stopped once such an agreement for suspension of operations is signed. In another reply to another question by T. P. Das, the Minister said that since the first meeting with the People’s Consultative Group (PCG), as many as 70 subversive activities took place in the State and public properties worth Rs 95,70,300 were damaged. He said that during the period, four Army personnel, 12 civilians and 12 militants were killed. "The state Government has taken up with the Centre, a proposal for the extension of the Multipurpose National Identity Card (MNIC) Scheme to the whole of Meghalaya," said Governor. He also informed the House that only 195 km (especially in Garo Hills) of the entire 423 km Meghalaya border with Bangladesh had been fenced. He further mentioned that the Meghalaya Government has decided to set up a headquarters for management of the international border at Baghmara in the South Garo Hills district to control cross-border militancy and illegal infiltration from Bangladesh. Commenting on the militancy scenario, the Governor pointed out that even as insurgency still continues in some parts, the tripartite agreement with the Achik National Volunteer Council (ANVC) for suspension of operations has brought relief to the people in Garo Hills. Security forces recovered 150 arms and 8208 ammunitions from the arrested militants during the last three years, while 108 arms and 5717 ammunitions from the security forces were looted in various attacks in the same period. The Central government had sanctioned Rs. 30.62 million to the State Government for the rehabilitation of surrendered militants during the last three fiscal years and the surrendered militants, who had deposited arms are given Rs. 2000 as monthly allowance during the vocational training and rehabilitation process, Sarkar added.

The Tripura Chief Minister, Manik Sarkar, who holds the Home portfolio, is reported to have informed the Legislative Assembly on April 10 that at least 458 militants belonging to the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT) had surrendered in last two years with the respective surrender figures of 2004 and 2005 as 322 and 136. The surrendered arms included AK series rifles, SLRs and grenades. The Chief Minister also mentioned that 77 militants were killed in counter-insurgency operations during the same period. The arrest figure from January 2005 to February 2006 was 57, added Sarkar. He further said that despite the decline in the insurgency-related incidents in the last few years, the situation was not totally conducive for repeal of the Disturbed Area Act, which was made applicable in phases fully to 28 police stations and partially to six police stations since February 16, 1997. He also ruled out withdrawal of security escort for the passenger and goods-carrying vehicles plying on the National Highway 44 connecting Tripura with Assam. "Government is well aware of the problems that the passengers are facing due to escort. But right now we do not find the situation is conducive enough for withdrawal of the escorts," said the Chief Minister.

The issue was reportedly raised at a sector level BSF-BDR meeting held at the border camp, the BSF sources said in Aizawl, the capital of Mizoram, on April 21. However, the BDR delegation, led by its Sector Commander (Sylhet) Colonel Abdul Hossain, was non-committal over the issue, sources added. The BSF Deputy Inspectors General, while expressing concern over the transborder crimes, said that erection of barbed wire fencing would help in curbing transborder movement of militant outfits. The BSF also alleged that about 90 militant hideouts belonging to the outfits active in North East India are operating in the neighbouring country thereby posing a serious threat to India’s security.

While the civilian was found dead at Udalguri district of Assam, the place of abduction, on May 22, the dead bodies of SF personnel were recovered at Belsiri Nala under Bhairabkunda police outpost in the dense jungle of West Kameng district of Arunachal Pradesh, bordering Assam and Bhutan, on May 29. Meanwhile, the Union Government reportedly agreed, in its first round of talks with NDFB at New Delhi on May 27, to extend the truce that was signed with the outfit on May 25, 2005. The Commission has asked both the Centre and the Manipur Government to provide a comprehensive rehabilitation package for the victims and continue deployment of security forces in the area, according to Nagaland Post. Commission member Malini Bhattacharya, a former Member of Parliament, submitted the NCW report to Governor S.S. Sidhu and Chief Minister Okram Ibobi Singh on June 2. A team led by her prepared the report after visiting Lungthulien and Parbing villages, where the alleged mass rape occurred, in May 2006. "The commission will submit the report to the Centre very soon. We will also meet Union Home Minister Shivraj Patil and seek measures for the victims' rehabilitation," she said. Bhattacharya informed that the girls were still in a "traumatised and terrorised state", which called for immediate medical attention and counselling. She reported that 18-armed militants raped 15 girls aged between 15 and 27 years on the night of January 16, 2006 at Lungthulien, forcing the villagers to flee to neighbouring Mizoram the next morning. According to The Hindu, the United Liberation Front of Asom (ULFA) on August 18 formally declared a cease-fire in Assam, in response to the Union Government's similar declaration made earlier on August 13. In a statement through the People's Consultative Group (PCG), ULFA ‘chairman’ Arabinda Rajkhowa, said that the outfit would try to respect the offer in response to the people's desire for peace. The outfit, however, cautioned against any sabotage activities in the name of the outfit to scuttle the peace initiative. On holding direct talks with the Centre, Rajkhowa said that the outfit has been awaiting fulfillment of New Delhi's assurances at the third round of discussions with the PCG. The ULFA chairman also expressed the hope that the Union Government would take positive steps for the release of the arrested leaders.

While 356 civilians, mostly non-tribals, were abducted by militants during the period, 26 abducted persons are yet to return from militant hideouts. Sarkar mentioned that at least 305 militancy-related incidents were reported in the State during 2003. While 115 militancy related incidents occurred in 2005, only 56 such incidents were reported till July of 2006, said the Chief Minister. He said altogether 39 security force (SF) personnel were killed by militants in 2003, while 47 soldiers were shot dead by militants in 2004. However, casualty figure of SFs was only eight in 2006. According to Chief Minister, 396 militants and 1449 collaborators were arrested during last five years.

Reports said that villagers living on the banks of the Fenni River under Sabroom sub-division in the South Tripura district are the worst victims. A farmer, Ujjal Biswas, alleged that he has lost about 28 acres of land due to the change in course of the Fenni River some years back. "Earlier the Fenni used to flow far away for the present position. But, now the Bangladeshi authorities claim it as their land. We have lodged complains several times. Whenever any Indian authority comes to demarcate the boundary there is stiff opposition from the BDR. Sometimes they fire on us if we try to move to the disputed areas," said Biswas. Some boundary pillars were constructed by the Bangladesh Government to demarcate the boundary. However, the local villagers as well as the Border Security Force (BSF) personnel reportedly disputed the demarcation. "The actual boundary is far inside the Bangladeshi territory. They have claimed the land as the river has changed course," said a BSF officer. "The river was supposed to be the boundary between the two countries earlier. The char area which was formed due to the change in course by the Fenni is the point of dispute. Bangladesh government claims the land, which was created after the change in course of the Fenni river," added the BSF officer.

During interrogation, the surrendered militants reportedly confessed to have used Hiracherra as exit route to desert their camps. They added in their confession that that they had to travel a long way from Chittagong, adjacent to Dhalai district, to reach Hiracherra.
