The dead body of an Adivasi villager, Kero Hasda, was recovered in Chirang District, The Telegraph reports on January 2. The death toll in the violence which started with the December 23, 2013 IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) attacks, its backlash and in Police firing has gone up to 82. “He [Kero Hasda] was missing since December 25 from Koraibari village in Chirang district," Inspector-General of Police (law and order) S.N. Singh said on January 2. Singh said they have received information that the massacre of Adivasi villagers was carried out according to the directions of G. Bidai, the number two leader ['deputy army chief'] in the outfit, without the knowledge of the 'chief', Songbijit.” He said, so far four NDFB-IKS cadres and seven linkmen of the outfit have been arrested and of them, two cadres were directly involved in the incident. Singh further said that the Independent faction of United Liberation Front of Asom (ULFA-I) might carry out strikes ahead of Republic Day.

Nagaraj on January 4 claimed that insurgency has been largely contained in the State with only eight extremist-related incidents registered in the State during 2014 whereas it was nine in the year 2013, reports The Assam Tribune. The number of abduction cases has reduced to eight in the year 2014 against ten in the previous year and only one kidnapped person is still in militant captivity adds The Telegraph. "A major achievement was the seizure of a huge cache of arms and ammunition by Assam Rifles jawans from Mizoram on July 2 last year. Acting on specific information, the Assam Rifles jawans of the 45th battalion seized six AK-series rifles, three G-3 rifles and one light machine gun. Twenty-five NLFT [National Liberation Front of Tripura] militants surrendered to the state government in 2014," Nagaraj said.Times of India further reports that DGP K Nagaraj, during his interaction with the media, added, "Since November 2013, Bangladesh Army, Rapid Action Battalion and Border Guards of Bangladesh have conducted a number of operations against Indian militants, destroyed several NLFT camps and seized a huge cache of arms and ammunition ".

Chief Minister Mukul Sangma on January 6 stated that the objective for appointing interlocutors to hold talks with militant groups in the state was to facilitate them to come overground but not discuss their ideology or demand, reports The Telegraph.The State Government had appointed three interlocutors to hold parleys with various splinter groups operating in the Garo hills region except the terrorist outfit, Garo National Liberation Army (GNLA). The three interlocutors were drawn from among church leaders in the Garo hills to hold talks with various splinter groups. The other "militant outfits", which had declared their presence in the Garo hills, include the United A'chik Liberation Army (UALA), A'chik Songna An'pachakgipa Kotok (ASAK), A'chik National Unit Force (ANUF), A'chik National Liberation Army (ANLA), A'chik Tiger Force (ATF), A'chik National Central Liberation Army (ANLCA) and A’chik Matgrik Elite Force (AMEF). Asked if the same formula is being applied to proposed parleys with the Hynniewtrep National Liberation Council (HNLC), Sangma said, "The same strategy would be followed, but since the HNLC is a banned outfit, the state has to jointly decide with the Centre."

Hynniewtrep National Liberation Council (HNLC) on January 7 reiterated its readiness for talks but made it clear that it was not ready for demobilization and disarmament, reports The Shillong Times. The militant formation was reacting to Chief Minister Mukul Sangma’s statement that the Government was willing to talk peace with any outfit but would not discuss the ideologies of the outfit. In a statement e-mailed to media houses, the HNLC ‘publicity secretary’ Sainkupar Nongtraw said their main agenda in coming forward for peace talks was to achieve a political solution to the burning problems.“Simply surrendering without any dialogue will take us back by ten years. We do not want to end up like the surrendered cadres who along with the help of the police department were resorting to extortion and elimination of our cadres,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in the statement. Demanding equal treatment [Khasi and Garo militants], the outfit said that the Chief Minister should avoid being one-sided to prevent disunity among the people of Meghalaya. We deserve to be treated as equal as the HNLC was born out of A’chik Liberation Matgrik Army (ALMA) and Hynniewtrep A’chik Liberation Council (HALC). The A’chik [Garo homeland] and the Hynniewtrep [Khasi-Jaintia homeland] should not be divided politically but they should remain united for lasting peace in the region,” Nongtraw said.

Inspector General of BSF (Meghalaya Frontier), Sudesh Kumar stated that “The BGB (Border Guards of Bangladesh) has acted against the Indian militants based by launching crackdown based on our intelligence inputs,”. He also added that there are only 39 camps of Indian militant groups in Bangladesh and most of these camps are located in inaccessible areas of the Chittagong Hill Tract (CHT). He also said that most these Indian militants now do not have any well-mechanized training camps but instead they have set up small sheds from where the insurgents usually operate.

Chief Minister (CM) Tarun Gogoi on January 26 said that the process of updating the National Register of Citizens (NRC), intended at helping solve the issue of illegal migration from Bangladesh to the State, will be completed in the current year, reports The Indian Express. “The procedure devised for updation envisages use of latest information technology and aims at ensuring that no names of foreign nationals find place in the NRC. The NRC will be published in January 2016,” CM Tarun Gogoi added. CM Tarun Gogoi also said that the issue of illegal migration has been a matter of serious concern in Assam for long, and updating the NRC was one step towards a permanent solution. “We are committed to detect and deport foreigners under provisions of the Assam Accord [signed in 1985], but there are certain difficulties too. Our government is committed to the imperative of preventing illegal infiltration from across the international borders and various measures have been taken in this regard,” he said. Describing updation of the NRC as one step towards bringing about a permanent solution to the Bangladeshi influx issue, Gogoi said preparatory works for NRC updation had already started under guidance of the central government. Several steps have been also taken to prevent further influx across the border, he said. CM Tarun Gogoi further claimed credit for bringing to the mainstream several militant groups through the strategy adopted by his Government in the past 14 years under the Unified Command Structure. “The success has been reflected in suspension of operations (SoO) agreements with as many as 17 extremist outfits, out of which four have signed memorandum of settlement (MoS) with the government,” he added.

Thanking civil society organisations for "productively" engaging with the government in structuring an appropriate, practical and comprehensive mechanism, he appealed to all eminent citizens of the state and stakeholders to extend necessary co-operation and support to the government in this endeavour. In relation to the inter-state boundary dispute with Assam, Deputy Chief Minister R.C. Laloo said that the government was "committed" to address and resolve the long-pending contentious issue. are at least 12 areas of difference between Assam and Meghalaya including Langpih, Upper Tarabari, Gizang reserve forest, Hahim, Borduar, Boklapara, Nongwah-Matamur, Khanapara-Pilangkata, Deshdemoreah, Blocks I and II, Khanduli-Psiar and Ratacherra. State Home department officials, however, opined that the proposed renewed repatriation would again be a futile exercise as the Brus in the relief camps refused to return to Mizoram. Replying to a calling attention motion in the Tripura assembly, State Revenue Minister Badal Chowdhury said 35,326 people from 6,800 families of the Reang community had fled their ancestral home since October 1997 and Tripura government sheltered them on humanitarian grounds. He also said that State Chief Minister alerted the Prime Minister repeatedly but only 5,294 Reangs from 1,030 families could be sent back since May 2010 to Mizoram. At present 31,223 Reangs of 5,286 families are sheltered in evacuee camps in Kanchanpur of North Tripura district.

In a press release, NVCO ‘president’ Kezhokhoto Savi, who is also Action Committee Against Unabated Taxation (ACAUT) Nagaland (Legal Cell) ‘convenor’, pointed out that the court dismissed 11 writ petitions including three writ petitions of Petroleum and Land Transport Workers Federation of India, two writ petitions of Dimapur Land Transport Workers Union, Dimapur District Autoriskshaw Drivers’ Union, Dimapur Motor Workers Trade Union, Dimapur Autoriskshaw Owners’ Union, Dimapur Truck Drivers’ Union, Dimapur Truck Owners’ Associations and The Motor Workers Association, Dimapur. On the insistence of the state government, the National Investigation Agency has taken up investigation and registered four cases against the terrorists," Acharya said. But the rugged terrain of the area (Chittagong Hills Tract) has dampened their spirit and therefore, they have sought access to enter that area from Tripura,” The IG also added that Indian government was yet to take a call on the request. He also added that there were 39 active camps and hideouts of North East militants in different parts of CHT. Chief Minister (CM) Tarun Gogoi on March 10 described the modernization of the Police force as the topmost priority of the State Government, reports The Assam Tribune. Tarun Gogoi, in his budget speech, went ahead on the modernization of Police force scheme proposing steps to fill up all vacant posts of the State Police within the next financial year, including 6748 posts of armed branch constables, filling up of 340 unarmed branch sub inspectors’ posts and 340 Assam Police Radio Organisation (APRO) posts. To boost the morale of the security force personnel engaged in fighting the insurgents, he said that the ex-gratia grant to the next of kin of the security personnel, including Home Guards, killed in direct encounter has been raised to INR 2 million. In the Government’s bid to strengthen the State Police, Gogoi proposed raise in the wages of Home Guards and steps to improve their service condition. He further proposed enhancement in the pocket money of the Village Defence Personnel (VDP) personnel from INR 500 to INR 1,500 per month. The CM further said that seven new border outposts/forest protection camps have been sanctioned for the inter-state borders with Nagaland, Meghalaya and Mizoram. Altogether 27 new border outposts/ forest protection camps are proposed to be established in the coming year. The CCTV project in Guwahati will be completed within June 2015, Gogoi said.

State Home Secretary L S Changsan told that the three camps in Goalpara, Silchar and Kokrajhar also house other foreigners who have been convicted by the judiciary on various counts of violation of the Passport Act and overstaying visa grants."There are two types of detainees in the camps. One category comprises those declared as illegal migrants by tribunals, and the other includes people convicted by the judiciary for various violations. The total number of detainees in the camps is 180, out of which 76 have been declared as illegal migrants by tribunals. The number was 68 last February [2014]," the Home Secretary said. Changsan said the number of detainees sent to detention camps by the judiciary is 104, of which 28 are Myanmarese and the rest are from Bangladesh.

Hussain informed the House that eight militant organizations are active in the state as on date – IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) , Independent faction of United Liberation Front of Asom (ULFA-I), Karbi People’s Liberation Tigers (KPLT), Kamatapur Liberation organisation (KLO), Harkat-ul Mujahideen (HuM-Assam unit), Muslim United Liberation Tigers of Assam (MULTA), Communist Party of India-Maoist (CPI-Maoist) and Jama'atul Mujahideen Bangladesh (JMB) As many as 13 militant groups have declared Suspension of Operation which include Pro Talks Faction of NDFB (NDFB-PTF), Ranjan Daimary faction of NDFB (NDFB-RD), Pro Talks Faction of ULFA (ULFA-PTF), All Adivasi National Liberation army (AANLA) etc. Among the eight active organizations, NDFB-IKS has about 250-270 cadres, followed by ULFA-I with 240 cadres and MULTA with 140 cadres. The remaining five outfits have cadre strength ranging from 70 to 20. As many as 6082 violent incidents have been perpetrated by these eight active outfits in the state since 1991 to present, of which ULFA has carried out highest 3632 incidents, followed by NDFB with 2231 incidents. As many as 2059 arms have been recovered from these eight outfits since 1991, of which 1376 belonged to ULFA and 561 to NDFB. No arms belonging to JMB have been recovered yet. Hussain further informed that as many as 19, 939 leaders and cadres of these eight outfits have been arrested since 1991 till date, with the ULFA accounting for the highest number (14982) of arrests, followed by NDFB’s 4059. No cadre or leader of HuM has been arrested yet.

The forces have also recovered huge cache of arms and ammunition. State Agriculture Minister Rakibul Hussain, on behalf of Chief Minister Tarun Gogoi, informed the house in a written reply that the UC has seized 78 assorted weapons belonging to NDFB-IKS, which include 13 AK-56 rifles, five AK-47 rifles, an SLR, an M16 rifle, a Chinese rifle, an M22 rifle, a .303 rifle, an AK semi-automatic rifle, three HK33 rifles and an INSAS rifle. The findings also include two M20 pistol, 16 7.65 mm pistols, four 7.62 pistols, two .22 pistols, one Mark 30 pistol, nine 9mm pistols, three 65 mm pistols and seven handmade guns. Hussain said three of the NDFB-IKS cadres have been nabbed in Kerala and another three in Nagaland. "At present, there are just a few NDFB-IKS militants at large and the search is on, inside and outside the state," the Minister added. The UC is also simultaneously searching for illegal weapons in the Bodo areas and has recovered 21 such assorted weapons, 168 rounds of ammunition, six grenades, seven detonators and two crude bombs from cadres of various other outfits in and around Bodoland Territorial Area District (BTAD).

State Additional Secretary for Home Lalbiakzama said the State Government has prepared Road Map-IV for resumption of Bru repatriation for which proposal for expenditure amounting to over INR 670 million was submitted to the Ministry of Home Affairs (MHA). Earlier, State Home Minister R Lalzirliana informed the State Assembly that “According to the census conducted by the Bru Coordination Committee on August 30, 2010 in the six relief camps, which was submitted to the State Government, there were 29,625 people comprising 5,481 families in the relief camps,”. He also added that there were 11,014 Bru names in the State voters’ lists enlisted as those remaining in the relief camps. The Telegraph further adds that Mizoram government spokesman on April 1 stated that repatriation and rehabilitation would be carried out in several phases within six months as soon as GoI makes available funds necessary for the process and added that INR 1.25,000 would be required per refugee.

According to the ‘resolution’ if Police kill an innocent person, the Member of Legislative Assembly (MLA), of that particular constituency shall pay INR 700000 to the family members or the relatives of the victim. As per the second point, the local MLA shall file First Information Report (FIR) and must bear all the court’s expenses of the victim’s family. Thirdly, MLA himself shall institute a Magisterial or Judicial enquiry into the alleged “fake encounters” that take place in his Constituency. The international border with Myanmar is being guarded by the Assam Rifles (AR) since 2002 as a part of the one border one force strategy of the Government of India (GoI). However, it is often reported that majority of the Assam Rifles camps are located deep inside Indian Territory and the deployment of the force could not check the movement of militants and other anti-national elements. Though there were some discussions about entrusting the Border Security Force (BSF) with the responsibility of guarding the border with Myanmar, the final decision in this regard is yet to be taken. Joint Secretary (North-East) of MHA Sambhu Singh stated that AR has sought to increase its strength with induction of new battalions so that more dedicated forces can be deployed along the border with Myanmar. MHA official also added that it may not be possible to construct fencing all along the border with Myanmar because of the terrain. But the Government may go for construction of fencing in the areas where such construction is feasible. He also added that so far, the Government of Myanmar is yet to take strong action to evict the camps of the militants from the territory of that country. According to an estimate, the total strength of Indian militants in Myanmar should be around 2,000.

The process of updating the NRC now will facilitate the inclusion of the names of the persons and their descendants who appear in the NRC of 1951 or in any of the electoral rolls up to the midnight of March 24th, 1971, or in any one of the other admissible documents of the pre-1971 period. This will prove their presence in Assam on or before March 24, 1971. The distribution of application forms for inclusion of one's name in the NRC will begin from the last week of April. This will be followed by field verification from June 2015. The draft NRC is scheduled to be published on October 31 and the final one on January 31, 2016.

Anti-dam activists from different organizations of the state have stalled the work of the 2,000 MW project on the Subansiri River since December, 2011. In reply to a question by Anand Sharma, the MoS said, "The UALC is presently operating in Assam and Arunachal Pradesh and has been involved in the looting of weapons and extortion activities in the local villages. It has also been engaged in recruitment and training of cadres for the outfit in Assam. These cadres have been involved in extensive propaganda against mega dams in Assam. Against this backdrop, Assam-Arunachal border has emerged as another theatre of Maoist activity." The MoS further said that CPI-Maoist was also trying to set up organizational bases in the northeast with a view to forge ties with other insurgent groups to meet its military requirements. "The outfit has developed close fraternal ties with northeast insurgent groups like Revolutionary People's Front (RPF) of People's Liberation Army (PLA) of Manipur. "We hope that singers will give up the tendency of wearing 'foreign' clothes at Bihu functions and will perform only wearing Assamese and indigenous dresses. If this is not acceptable, than it is better to avoid that function," it said. The outfit also condemned the recent incident of a singer being humiliated by the audience for not singing Hindi songs at a Bihu function. It said the act was deplorable because forcing an artist to sing in Hindi was an attempt to destroy Assamese language and culture. The militant group said many sections have accepted its earlier appeal to shun Hindi songs at Bihu functions. "Hindi is a political weapon for Indianization of Assam. He said NDFB(S) leader Songbijit has fled the country. "Songbijit is in a foreign country and G Bidai is crisscrossing the borders. A delegation of the ULFA-PTF led by its ‘chairman’ Arabinda Rajkhowa is likely to call on Union Home Minister Rajnath Singh and press for expediting the peace process. The ULFA-PTF leaders who arrived in the capital early this week, has been holding talks with the Centre’s interlocutor PC Haldar. Sources said the Centre is currently in the final stages of preparing the MoS. According to reports, one of the major demands that the Centre is likely to fulfil is the grant of Scheduled Tribe (ST) status to the six communities of the State. The move is likely to have a political impact in the State as an outcome of the move would be that 70 per cent of the seats in the Assam Assembly are likely to be reserved for ST candidates, confirmed sources.

An ULFA-PTF delegation led by its ‘chairman’ Arabinda Rajkhowa made the request at a tripartite meeting held with the representatives of the Centre and the State Government in Delhi. This was the first meeting to be held after the Narendra Modi government came to power at the Centre last year. The ULFA-PTF leaders stressed on resolving the issues raised by them as expeditiously as possible so that a final settlement between the outfit and the government can be reached at the earliest. ULFA-PTF ‘vice-chairman’ Pradip Gogoi, after the meeting, said that some of the key issues raised by them were ST status for the six communities, National Register for Citizens (NRC) update, prevention of illegal migration from Bangladesh, promotion of organic farming in the state, among others."The government showed positive response to our demands," he said. Gogoi said they have also asked the Centre to facilitate extradition of their general secretary Anup Chetia from Bangladesh. Union Home Secretary L.C. As many as 10 cadres of the NDFB-IKS were also killed in encounters during the period.DGP Khagen Sarma also said that 164 grenades and 625 kilograms of explosives were recovered during the operations. “Besides, nearly 100 sophisticated factory-made weapons were recovered,” he said. Sarma, while informing that 50 additional companies of Central paramilitary forces have already been attached, said the operations against the militant group would continue. Operations against the banned outfit were intensified after its militants killed innocent people in Sonitpur district and BTAD area late last year. DGP Sarma further said 30 to 35 cadres of the outfit were still hiding inside the Manas Reserve and that security forces were after them. He also said the camp at Ultapani which was busted recently by security forces, was the last of the tactical camps of the outfit. Police said they stumbled on the fact following the arrest of Nijira Basumatary (24) alias B. Nenai, who not only worked with male cadres but also staged protests against the counter-insurgency operation by security forces. "Of the 10 to 12 cadres, three are active in Chirang district. We are looking for the other two," Chirang superintendent of police Ranjan Bhuyan said. "She accompanied the outfit's leader G. Bidai in Ultapani forest in Kokrajhar District till the anti-insurgency operation was launched in January. The police recovered a grenade and some documents from her," Bhuyan said. In addition, Defence spokesperson Lieutenant Colonel Suneet Newton added that the arrested NDFB-IKS, Nijira Basumatary alias B. Arrested ‘chief trainer’ of the Jama’atul Mujahideen Bangladesh (JMB), Nurul Hoque alias Naeem, revealed he was trained in guerrilla warfare at a camp run by the National Socialist Council of Nagaland-Khaplang (NSCN-K) in Myanmar, reports Hindustan Times on June 20. Hoque told interrogators he received advanced training in guerrilla warfare in a NSCN-K base in Myanmar shared with the United Liberation Front of Asom-Independent (ULFA-I). The ULFA-I facilitated his training and some more JMB members are currently being trained in the NSCN-K base in Myanmar, Hoque said. NIA officials believe the ULFA-I helped Bangladeshi radicals connect with NSCN-K. This, they said, pointed to a plan hatched well before the Naga group walked out of a 14-year-old truce in March, to destabilise the northeast and Bangladesh, currently ruled by pro-India Prime Minister Sheikh Hasina. “The ULFA’s (undivided) link with Islamic radical groups is well known. There were reports of at least 200 ULFA activists having received training in Pakistan and Afghanistan by Pakistan’s Inter-Services Intelligence and Afghan mujahideen. And at home, radical groups such as the Muslim United Liberation Tigers of Assam [MULTA] were the chief suppliers of arms for the Ulfa through Bangladesh,” said Assam Director General of Police Khagen Sarma.

The ‘commander-in-chief’ of the United Liberation Front of Asom-Independent (ULFA-I), Paresh Baruah, claimed that all the constituents of United National Front of WESA (UNLFW)-[WESA- Western South East Asia], the newly formed platform of four rebel groups of the north-eastern region, have equal rights, reports The Assam Tribune on July 2. He also said that Manipur-based rebel groups would join the new platform within the next few months. The ULFA-I leader said that the six Manipur-based rebel groups, who formed the Coordination committee (CorCom), are morally bound with the new platform and they were part of the discussion process during its formation. But they have not formally joined the new platform and sought six months’ time to settle their own issues. Asked to elaborate, Baruah said that the Manipur-based rebel groups were supporting the formation of the new platform. He said that a few of the groups of Manipur had links with the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM), which is holding talks with the Government of India. Apart from this issue, the Manipur-based groups had some other matters, which need to be settled before joining the platform. Wangtin Naga stated that on March 26, while on the way to attend cease fire review meeting, “I received a phone call from an Army officer on my mobile who informed me that our boys have carried out a shootout in Kohima and a bomb blast in Wokha”. The next day, March 27, he said he was driving down to Dimapur for the meeting when he came to know that the NSCN-K had fired at one captain of the Assam Rifles (AR) on the orders of Niki Sema, a “lieutenant general”. He further said that Tikhak and he were shocked to see a statement by Khaplang in all the local newspapers that the ceasefire was officially abrogated and the two of them have been expelled from the NSCN-K for attending the ceasefire meeting.

Chief Minister (CM) Manik Sarkar on July 11 asked Union Government to strongly persuade the government of Bangladesh for total dismantling of hideouts of the Northeastern militants, along with freezing of the militant leaders bank accounts, reports, reports Indian Express. Manik Sarkar expressed apprehension about the Biswamohan Debbarma faction of National Liberation Front of Tripura (NLFT-BM) militants sheltering in 16 camps across the Indo-Bangladesh border. Three of these camps are near the border and attacks are mounted on the Indian side from there, he said. “Some recent incidents in other parts of the region indicate that they are trying to revive their cadres under a common umbrella and launch a massive attack on security forces,” the CM said. In addition, CM Manik Sarkar also gave a proposal for constructive dialogue with the misguided tribal youths, especially youths associated with banned outfit of Tripura, NLFT-BM reports Tripurainfo. Addressing the meeting of the chief ministers of the Northeastern States on security and development with Union Home Minister Rajnath Singh on July 11 at Guwahati, Sarkar said NLFT-BM extremists are still hiding across the border, which is major source of threat for peace and harmony in the North East state. He also urged that the cadres and leaders of militants should be apprehended by the Bangladesh and other neighbouring countries of Northeastern region and handed over to Indian authority.CM Manik Sarkar added that so far two rounds of talks have been held with NLFT. Despite the ongoing peace process, NLFT-BM militants have been constantly trying to revive and rejuvenate their shattered organization. They are also trying to enroll new youths and continue their extortion activities, said Sarkar. Chief Minister also gave a proposal to revive the rehabilitation packages, which was approved by the Union Ministry of Home Affairs in 2005.

However, due to the porous border they manage to continue their acts of extortion and intimidation.
