All districts were instructed to take security measures to thwart similar attacks, which were the handiwork of ULFA to create panic and terror, he said. Gogoi informed that nine incidents of indiscriminate firing on poor and unarmed persons occurred between 5.30 and 9.30 p.m. on January 5. Tinsukia was reportedly the worst affected with 34 deaths, while eight deaths were reported in Dibrugarh and six in Dhemaji. The police could recover only 17 bodies on January 5, as the sites of the incidents were inaccessible.

Antony said in Tezpur on January 9, according to The Hindu. "Prime Minister Manmohan Singh has asked me to convey his total support to the Government of Assam to deal with this difficult situation. The Prime Minister, as a mark of solidarity with the victims, has announced compensation of INR 2 lakh to the family of each of the killed,'' he said at a joint press conference with the Assam Chief Minister Tarun Gogoi. "We will not allow the United Liberation Front of Asom [ULFA] to get away. It will be dealt with seriously. I am sure within a few days we will be able to restore normality in joint action by the Centre and the State,'' added Antony. "In joint cooperation with the State Government, we will deal strongly with ULFA. At the same time, we are very clear that we can't be complacent as there are many forces behind this. In future, we will strengthen the security atmosphere as well as the local peace committees,'' the Minister said.

According to AFP, the statement said, “While welcoming Myanmar's commitment not to allow its territory to be used for activities inimical to India, (India's foreign) minister sought their continued and sustained cooperation in this regard.” The statement added that the issue was discussed at meetings between India's visiting External Affairs minister Pranab Mukherjee and Myanmarese leaders in Yangon. Tripura Chief Minister Manik Sarkar informed the State Legislative Assembly that 171 civilians were killed and 183 more were injured in militant attacks in the State during January 2004 to January 2007. During the same period 197 civilians were abducted by various militant outfits. Chief Minister further said 104 militants of different outfits were killed in encounters with security forces and 71 security personnel were killed in militant attacks during the same period. He mentioned that Biswamohan Debabarma faction of the NLFT carried out maximum attacks during the period, including 93 attacks in 2004, 61 in 2005 and 62 in 2006. Chief Minister added that 862 militants and collaborators surrendered during the tenure of the present Government, adding that highest figure of surrender was 322 in 2004. He further said that the State Government has already informed the Union Government about the presence of militant hideouts in Mizoram.

Zee News reports that a police task force, investigating into the matter, had unearthed the modus operandi of the ISI in circulating the fake currencies in the Rasinagre and Doomdooma villages of the South Garo Hills district, along the India-Bangladesh border. Police sources said that Rasinagre village was the main route through which Bangladeshi nationals sneaked into the neighbouring Indian villages and lured the local poor youths into criminal activities. The ISI had engaged one Sira Mustafa alias Samrat and Kalek Ali from Munsipara of Mymensingh district in Bangladesh to push fake currencies into India using about 15 youths of Rasinagre for the activity.

According to the Assam Tribune, police sources revealed that the Pakistani external intelligence agency, the Inter-Services Intelligence (ISI) has been providing explosives to the United Liberation Front of Asom (ULFA) to carry out subversive activities in public places. Police said that the explosives used by the ULFA were provided by the Pakistani agency and there are reasons to believe that the militants were triggering off blasts at the behest of foreign powers. Sources added that at least 20 ULFA militants were trained in Pakistan to handle sophisticated explosive devices. Seven of them, who received training were either killed or arrested. The ULFA triggered off 32 blasts in different parts of the state this year while the police managed to recover 66 bombs.

The Assam Forest and Environment Minister Rockybul Hussain, replying on behalf of Chief Minister Tarun Gogoi, stated that apart from the nine outfits, the NSCN-IM too was involved in killing people in the State. The Government, however, did not have the exact number of lethal weapons that these extremist groups had in their possession, Hussain informed. The minister also informed that 39 members of different outfits, excluding the HuM and MULTA, had been killed by security forces in the state between January 2006-7. Sources from the BSF as well as an intelligence agency in the Cachar district said that as many as 25 training camps were still in existence in the area, with the full knowledge of the authorities in Bangladesh. Outfits operating the camps are the United Liberation Front of Asom (ULFA), the Hynniewtrep National Liberation Council (HNLC) and the National Liberation Front of Tripura (NLFT-Biswamohan Debbarma). According to a status paper on internal security of the Union Ministry of Home Affairs (MHA) presented to the Lok Sabha (lower house of parliament) by Home Minister Shivraj Patil on August 29, the number of terrorist attacks in the North-east has gone up in the current year (till June 30). The report said that till June 30, Assam witnessed a spurt in violence resulting in the killing of 156 civilians and 15 security force (SF) personnel. In the same period during 2006, Assam saw 181 incidents of terrorist violence in which 61 civilians and nine police personnel had lost their lives. The United Liberation Front of Asom (ULFA) alone was responsible for killing 124 civilians and seven SF personnel. Manipur registered 229 attacks till June 30 in the current year which claimed the lives of 72 civilians and 25 SF personnel. The corresponding figures for 2006 were 243 incidents and killing of 40 civilians and 15 SF personnel. In Nagaland, clashes between the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the rival Khaplang faction (NSCN-K) claimed 116 lives as against 70 in the previous year. The civilian causalities rose to 24 from 17. Tripura reported 54 incidents, which resulted into killing of eight civilians and four SF personnel. In 2006, six civilians and five police personnel were killed during the same period. The report noted that collection of local intelligence holds the key to preventing terrorist activity. It said that the Union Government had directed the States to strengthen special branches of police by providing additional manpower and filling up vacancies. It stressed on the need for regular surveillance on the part of intelligence agencies and local police to identify and pre-empt terrorist modules or sleeper cells in some parts of the country. The document further said all north-eastern States have been advised to earmark up to five per cent of their annual allocations under the Scheme for Modernisation of State Police Forces towards this purpose.

Referring to the terrorist attacks in Hyderabad and the Naxalite (left-wing extremist) violence, Dr. Singh said these pointed to the formidable challenges faced by the country. “Violent incidents continue in some states of the North-East, particularly in Assam, Manipur and Nagaland. The ethnic overtones of violent acts in Assam are particularly disturbing. While the situation in Jammu & Kashmir has shown some overall improvement, violent incidents keep recurring,” he said. He called on top police officials to pay equal attention to the concerns of ordinary citizens, in addition to combating the high-profile challenges of terrorism, naxalism and separatist violence. Shillong Times quoting Meghalaya Police source reports that the Nagaland-based National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the Liberation of Achik Elite Force (LAEF) have joined hands to extort money from the coal traders in the South Garo Hills district. On October 17, B.K. Dey Sawian, the Director General of Police, disclosed that the NSCN-IM has set up a camp in the Balpakram National Park in South Garo Hills with the help of the LAEF to extort money from coal traders in the district. The report added that after the rainy season, coal export to Bangladesh would resume in November in the Nangalbibra area of South Garo Hills, where criminal activities, including extortion and abductions for ransom, occur on a regular basis. While commenting on the recent counter-insurgency operations in the entire Balpakram National Park, Sawian said, "We, however, could not make much progress as the area where the NSCN (I-M) has set up the camp is inaccessible." Balpakaram area was earlier used by many militant outfits for training and taking shelter. Following the killing of Peter Marak, 'commander-in-chief’ of the LAEF, his younger brother Darong Marak has reportedly been trying to strengthen the outfit with the help of the NSCN-IM. Sawian mentioned that the State Home Department has asked for intervention of the Union Ministry of Home Affairs in the NSCN-IM’s activities.

On November 30, one United National Liberation Front (UNLF) militant was killed by security force (SF) personnel during the ongoing counter-insurgency operation at Tuiting near Wayang in Somtal of Chandel district, reports Telegraph. One AK-47 rifle was recovered from the possession of the slain militant. According to Assam Rifles spokesman Col. L.M. Pant, only two SFs were wounded while defusing improvised explosive device (IED) during the operation launched since November 18. He added that troops recovered seven more IEDs on November 30. They were identified as Imocha Sharma alias Khagemba, Konthoujam Dhiren alias Bobu and Laishram Ibomcha Singh. One 9-mm pistol along with one magazine with seven live rounds was recovered from Imocha’s possession. Imocha confessed that he along with another one PREPAK cadre, Krishna, exploded a hand grenade in Thangal Bazaar on October 1 injuring three civilians. Later, Krishna alias Sunil alias Momom was killed by police at Kongba Uchekon in the Imphal East district on November 11. Imocha further claimed that the November 16 bombing at Sarajeevan Videocon House in Paona Bazaar was carried out under instructions from one Wangba of the PREPAK after the bomb was handed over to one Sanatomba, a PREPAK cadre. Sanatomba was also killed by the Imphal West district police commandos at RIMS colony in December.

The LAEF, which is believed to have close links with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), is involved in extorting money from coal mine owners in Nangalbibra and coal exporters in the Gasuapara area bordering Bangladesh. "Now, the LAEF is even serving extortion notes, ranging from INR 5,000 to INR 20,000 to government officials in the district," South Garo Hills District Superintendent of Police (SP) H. Toi said. He, however, informed that the police had managed to contain the militant activities with the arrest of a suspected LAEF militant Sukar Momin alias Sulu Ralo and two government employees – Bainstan Momin alias Bes and Tarius Sangma - alleged to be the LAEF's linkmen from Baghmara. Police also seized a locally-made revolver and extortion notes from Sukar Momin's possession, he added. He also disclosed, "The job of these linkmen was to serve extortion notes to the targets specified by the militants, collect the money and hand it over to the LAEF." Meanwhile, intelligence sources said the NSCN-IM had provided the LAEF with as many as 15 AK-47s, 25 automatic M20 pistols and three highly powerful Universal Machine Guns, besides over a hundred hand grenades to carry out their operations in Garo Hills.
