According to a media report, the Assam government will not give any safe passage offer to leaders and cadres of the proscribed United Liberation Front of Asom (ULFA) during the upcoming festive season of Magh Bihu. Offering safe passage to meet parents and relatives during the season had almost become a common practice in Assam during recent years. Official sources were quoted as saying that the Union Home Ministry has reportedly instructed the State government not to announce any kind of safe passage for ULFA terrorists. The instructions have clearly enunciated that, if the ULFA leadership expresses its willingness to meet their parents and relatives during Bihu, they must announce it publicly. This directive has come in the wake of the proposed visit of the top leadership of the National Socialist Council of Nagaland (Isak-Muivah) to New Delhi to meet Prime Minister Atal Behari Vajpayee and other political leaders, on January 9.

General Officer Commanding (GOC) Major General H.S. Batra of the 2 Mountain Division said, on January 6, in Dinjan, Dibrugarh security forces (SFs) recovered huge cache of arms and ammunition in the district during September and October 2002. He informed the media that arms seized included eight Universal Machine Guns (UMGs), 42 AK-56 rifles and a large quantity of small arms and ammunition. Most of these weapons had been hidden underground in polypacks containing oil inside plastic tanks. He further informed that the United Liberation Front of Asom (ULFA) is losing strength. He said, "There are specific indications that the ULFA is in a state of disarray and is suffering from low morale." He also named the top ranking ULFA leaders who were killed during encounters. They included "major" Tapan Baruah, "lt." Rakta Plaban Chetia, Ajay Rajkhowa and Biren Deori. Besides, several other terrorists, including Bonti Lahon, wife of self-styled major Prabal Neog, 'commanding officer'-28 ULFA battalion, had surrendered to the security forces. He also said, "There are ample indications of the increase of the ISI (Inter Services Intelligence, Pakistan's external intelligence agency) activities in Assam, particularly in the areas bordering Bangladesh". He appealed "to the youth of Assam to shun the path of violence and militancy and to join the mainstream".

According to a media report, Dima Halim Daogah (DHD) 'commander-in-chief' Pranab Nunisa said, on January 7, the idea of autonomy has become irrelevant for the people of Karbi Anglong and North Cachar (NC) Hills districts since it has failed to serve their interests. Speaking to a Guwahati-based daily, he said, though the outfit wants to hold peace talks with the Union government and Assam government under the provisions of the Indian Constitution, it would not climb down on its demand of carving out a "politically separate" State for Dimasas. He further said the Dimasas were longing for peace and it was the right time for the DHD to start a dialogue. He denied of any factionalism within the DHD and asserted that cadres were committed to fight for their 'cause'. He added that a joint monitoring group has been set up to chalk out the modalities for talks between the DHD and the government.

Top National Socialist Council of Nagaland Isack-Muivah (NSCN-IM) leaders Th.Muivah and Isack Swu met with Prime Minister Atal Behari Vajpeyee at his official residence on January 9, in New Delhi. The outfit’s spokesman reportedly said, prior to the high profile meeting, that the outfit has not given up its demand for self-determination and that its decision to hold unconditional talks was in an "accommodative spirit". He said it did not mean the NSCN-IM has agreed for talks within the framework of the Indian Constitution. However, Muivah Swu reiterated their sincerity in ‘solving the problem realistically’. After a 40 minute meeting the Prime Minister, Swu said the talks were held in a cordial atmosphere and India and Nagas have ‘come closer to understanding’. He further added that the Prime Minister has been trying to solve the problem according to Naga history. Expressing optimism over the maturity level of the political leadership, Muivah said the Prime Minister was ‘quite understanding and added that the Union government knows and very well understands the reality of the Nagas. However, Swu, replying to a question said ‘there is no greater or smaller Nagaland’. The NSCN (I-M) leaders are scheduled to meet with Deputy Prime Minister L K Advani today, January 10.

On January 11, National Socialist Council of Nagaland––Issac-Muivah (NSCN-IM) leaders—Isack Swu and Th Muivah, reportedly said, in New Delhi, that there would be no more fighting between the Nagas and Indian security forces, any more. After an hour-long discussion with Defence Minister George Fernandes, Swu told the media outside the Defence Minister’s office that this is the understanding they have reached with the Union government, thus far. He also added that the people of Nagaland have been praying that the leaderships of India and the NSCN-IM successfully conclude their parleys. The current round of the ongoing peace talks between the Union government and the NSCN-IM is being held on Indian soil for the first time. The current round entered the third day on January 11.

According to a media report, Assam Chief Minister (CM) Tarun Gogoi said the Union government should initiate steps to establish contacts for peace talks with proscribed terrorist outfits in the State. Speaking to a Guwahati-based newspaper, on January 12, the CM said the Naga model of peace process could be followed in Assam, too, while initiating dialogue with the National Democratic Front of Bodoland (NDFB), United Liberation Front of Asom (ULFA) and other terrorist groups. He said, "Now that the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) leaders have come to New Delhi to push their peace process forward, the Government of India must start a serious initiative to get in touch and bring the rebel groups from Assam to the negotiating table on the lines of the Naga rebels." The CM also said the ULFA and NDFB have to be confronted inside Bhutan to curb terrorism in the State. He said, "Tackling the rebels operating out of our foreign neighbours is extremely important to put a halt to their violent hit-and-run offensives". He further informed, "The Special Services Bureau (SSB) will be deployed along the Bhutan border now, but along with that, the border roads must be improved or built, wherever they don’t exist, for an effective patrol of the stretch". Saying, "Violence can never lead to a solution", he added that the ULFA should shun this path and come forward for negotiations. He also said, "There is no point in announcing safe passage (for terrorist groups on the occasion of Bihu, a regional festival) unless there is some positive response from the rebels. The State's Education Minister Takam Sanjoy reportedly said that following a cease-fire agreement with the Union government, cadres of both the factions of the National Socialist Council of Nagaland, Isak Muivah (NSCN-IM) and the Khaplang (NSCN-K) have set up base-camps in these districts. He said, "We want a solution to the Naga problem and the Government of Arunachal Pradesh is ready to extend full cooperation to the ongoing peace talks". However, the State is against altering of present boundaries of the States in the Northeast. He also said that Arunachal’s areas bordering Assam have also allegedly become 'sanctuaries' for the Assam-based United Liberation Front of Asom (ULFA). The State government contends that it does not have adequate security forces (SFs) to tackle these terrorist outfits. The Minister alleged that the State's demand for additional SFs has not been met thus far by the Union government. While talking to a Guwahati-based daily at Ranchaidham in Kokrajhar district on February 12, the BLT 'publicity secretary' Mainao Daimary reportedly said that the BTC was an outcome of a Bodo movement and the Union government should not deny its benefits to the Bodos by granting ST status to Rajbongshis. He reportedly said, "If the Rajbongshis managed to get ST status from the Centre, we have no objection, but they should make the exact picture of reservation for them clear." He also appealed to the National Democratic Front of Bodoland (NDFB) leaders to shun violence and join the mainstream saying, "The BTC has support of non-Bodo organization like the Axom Xahitya Xabha (AXX), the All Assam Students’ Union (AASU), and others besides the Bodos." He also informed that the BTC constitution has sufficient clauses to safeguard the rights of non-Bodos living in the area. Hailing the new Bodo Accord approving the creation of an autonomous Bodo Council signed on February 10 in New Delhi as a "success story" he said, "We are hopeful that the ULFA will come forward for negotiations without imposing any condition. We held unconditional talks with the Bodo rebels and achieved a major breakthrough." He further said, "The people are yearning for peace and I hope that the ULFA will honour the will of the people of Assam and work towards peace. We will not hesitate to talk with the ULFA. No doubt, it operates in a very important state but the outfit should come with an open mind." The ULFA has not responded to similar offers from the Union government in the past and has insisted on three preconditions for negotiations —talks should be held in the presence of United Nations (UN) observers, that it should be held in a "third" country and the issue of Assam's 'sovereignty' must be discussed during the talks. While speaking on the eve of the 35th ABSU annual conference in Kokrajhar, he said, "We had been struggling for rights, and against corruption of the rulers since a long time, but now we are the rulers. According to him, the Union and State governments have not incorporated "the Bodos from all walks of life" while finalising the BTC Accord, signed on February 10 in New Delhi. The reports quoted Chief Minister (CM) Tarun Gogoi as saying, "Before the rebels attacked an oil refinery and blew up a gas pipeline last week, we had received reports that militants of the ULFA might try to kidnap the Russian petroleum experts working in the State." However, he gave no details of the ULFA’s plans. ULFA terrorists set ablaze a five-million-litre petrol reservoir at Digboi Refinery and separately also damaged a gas pipeline at Kathalguri in Tinsukia district, on March 8. The United Liberation Front of Asom (ULFA), on April 16, alleged that the Asom Gana Parishad (AGP), the opposition party in Assam, is adopting a dubious approach to the ULFA’s demand for the inclusion of 'sovereignty' issue in talks-agenda. Through its mouthpiece Freedom, the outfit said, "The AGP legislators said the problem of insurgency was political in nature and should be solved through meaningful dialogue instead of using force. However, their voices are totally different from their party policy, exercised when they were in power." On April 1, two AGP Legislators had proposed that the Government should not hesitate even discussing this issue with the outfit. The outfit demands that, apart from a discussion on "sovereignty of Assam", the talks should be held in a third country and under the auspices of the United Nations. Freedom also quoted from ULFA 'chairman' Arabinda Rajkhowa's 'speech' delivered on ULFA-raising Day, on April 7. Reiterating ULFA's preconditions for talks, Rajkhowa reportedly said, "(the outfit is) always ready to resolve the conflict peacefully with the government of India, provided the already outlined conditions are met." Reports said, the Supreme Court, on April 17, admitted a petition filed by former Bodoland Autonomous Council (BAC) chairman Kanakeswar Narzary challenging the Memorandum of Settlement (MoS), signed, on February 10, 2003, between the Union and Assam Governments and the Bodo Liberation Tigers (BLT). The petition sought a stay on the Accord that anticipates the formation of a new council––the Bodoland Territorial Council (BTC), replacing the old BAC that was created after the 1993-Agreement. The petition states that the MoS violates the terms of the old Accord and does not have the support of the larger group, the National Democratic Front of Bodoland (NDFB). This will endanger state-security and national unity, the petition added. The State Government had repealed the BAC on April 3, 2003 to pave the way for the formation of the BTC, but the petition would delay an early formation of the same. Meanwhile, the BLT criticised Narzary for filing the petition and expressed the hope that the Court's verdict would be in favour of the MoS. BLT 'general secretary' D Basumatary while speaking in Kokrajhar, on April 18, alleged that Narzary had filed the petition as he feared losing power after the BTC is created.

Reports on April 20 indicated that the Meghalaya-based Achik National Volunteer Council (ANVC) has asked the Assam-based National Democratic Front of Bodoland (NDFB) to retreat from the Garo Hills in Meghalaya. Reports further said ANVC 'general secretary' Wanding Marak accused the NDFB of committing terrorist acts in the area and also backing a little known outfit, the Hajong United Liberation Army (HULA). Marak reportedly said, on April 20, "The (Union Government) only understands the language of bullets, it does not listen to any demand made peacefully." He also said the ANVC was demanding a 'separate State' under Article 3 of the Constitution, and the Garos living in villages such as Misangram, Damara and Chutipara, in Kamrup and Goalpara districts in Assam, along the border with Meghalaya, should be brought under this "Garo State". He said, "Any official or contractor found having links with militants or any official found misusing funds in the name of militant organisations would be punished. Any official found to have succumbed to pressures from militants would also be punished. A circular has been issued to all the departments in this regard". The outfit alleged, "In Northeast region India has been administering this policy of ‘divide and destroy’ inside the every possible ethnic gap turning it nearly to a green-Afghanistan at the tail of Eastern Himalaya." The outfit has also alleged that the Government does not want to resolve the conflict. It said, "India’s sole motive of peace offers are not meant to resolute the conflict but to contain the armed resistance at a desired level. It is already proved in the last six years." Further, the outfit conceded that interests of various (insurgent) groups might clash and that various groups in the region should not attempt to solve the issues separately. It said, "Henceforth, nobody should dream to solve any specific national problem without the support of contiguous fraternal nations…" Besides, the outfit also warned the Government not to adopt the Mizo model to tackle the demands made by it. The report quoted the State Government spokesperson and Education Minister Takam Sanjay as saying "This organisation has been seeking for a long time to establish a link between the various insurgent groups in the region and China. We have definite information on this and have also brought the matter to the notice of the Centre (Union Government)." The outfit is reportedly led by Chaw Nawmee Namsoon and has recruits drawn mainly from the Khamti, Tsingpho and Tangsa tribes of Lohit district. Its purported objective is said to be resisting the domination of the Adis, a dominant tribe in the area. Although the current strength of the outfit is estimated to be approximately 60, its strategic importance lies in its familiarity with the adjacent districts of Upper Dibang Valley, Tirap and Changlang and the routes to China and Myanmar. The report further said that the Isak Muivah (NSCN-IM) and Khaplang (NSCN-K) factions of the National Socialist Council of Nagaland and the Assam-based United Liberation Front of Asom (ULFA) have tried to reach out to the outfit. Some of their cadres have also supposedly undergone training in Bhutan, the report added.

In continuing ethnic violence, one terrorist was killed and a police personnel injured while 50 Dimasa houses were set ablaze in the Cachar district of Assam on June 16, said official sources. Approximately 70 Hmar Peoples Convention (HPC-Democratic) terrorists reportedly attacked the Dipucherra Dimasa village, abandoned by the villagers recently, and set ablaze at least 50 houses, they said. A police team from Joypur police station later encountered the HPC-D terrorists when they were about to escape, killing one of them while one Sub-Inspector of Police sustained injuries. However, rest of the terrorists managed to escape into the nearby forests. Security forces cordoned off the area and have launched a combing operation to arrest the terrorists and also prevent them from crossing over to other areas. One person has been arrested thus far in connection with this incident.

A media report of June 23 has indicated that counter terrorism operations by the Central Reserve Police Force (CRPF) to flush out terrorists in Tripura are being hampered due to inadequate intelligence network at the grassroots level. The Inspector General (Tripura-Mizoram sector) Sukhjinder Singh informed this at a news conference at the CRPF’s 68th battalion headquarters at Narsinghar near Agartala. He also said that in the past three years, CRPF had arrested approximately 200 terrorists and their collaborators and recovered 265 firearms, including AK-series rifles, and huge quantities of ammunition in the area. The National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Borok National Council of Tripura (BNCT) are active in the State. More than 100 terrorists have also surrendered before the CRPF in different stages. He added, "However, the CRPF has had to pay a heavy price for its success. We lost 38 officers and jawans to rebel bullets and 26 jawans have been seriously injured over the past three years."

Mohinder Singh at the headquarters of the Red Horns Division of the Army at Tamulpur in Nalbari, on June 27. The surrendered ULFA terrorists included ‘lance corporal’ Madhab Choudhury alias MC, ‘officer-in-charge’ of Enigma camp Arun Talukdar alias Tango and in-charge of the outfit’s Deothang camp ‘Sgt. Major’ Tapan Tamuli alias Anup Bharali, and also three women cadres— Rina Das, Renu Medhi and Sabita Choudhury, wife of Madhab Choudhury. The women cadres reportedly said that they wanted to lead a family life. Among the NDFB terrorists who surrendered included, ‘Corporal’ Banduram Boro said to be trained at Naglang camp and ‘lance corporals’ Purnak Narzary and Paresh Basumatary. Speaking on the occasion Lt Gen Mohinder Singh said that the terrorists were procuring arms, including those made in China and ammunition from the international open markets in the border areas of Myanmar, Thailand, Bangladesh, Pakistan and Afghanistan. He also said that during the past one year the security forces have achieved considerable success in curbing terrorist activities in Assam applying a three-point strategy–counter-terrorism operations, choking supply routes of the terrorists and pursuing the terrorists to surrender. He further informed that during the said period while unspecified number of terrorists were arrested, approximately 230 were killed in various encounters and some 200 more also surrendered. He also confirmed that the security forces were conducting a search operation in Lakhipathar, Tinsukia district where approximately 30 ULFA terrorists are suspected to be hiding. However, whether the terrorists were forced to descend from the Bhutan camps due to heavy rains or pressure from the Bhutan Government that had set a deadline of June 30 for vacating its territory cannot be confirmed, he added.

During a conversation from Itanagar over telephone on July 8 to a journalist in Guwahati, Assam he said, "The Centre (Union Government) is simply letting the Naga rebels roam about freely in Tirap and Changlang districts of Arunachal Pradesh although after the ceasefire, cadres of the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) and others are supposed to be confined to their designated camps in Nagaland." He further said that an estimated 400 to 500 Naga terrorists, mostly NSCN-IM, and armed with sophisticated weapons are present in these two districts. He said, "Tirap and Changlang districts have been in the grip of rampant extortion, killings and kidnappings. My party’s (Congress) Tirap district vice-president too had been kidnapped". He also denied that he had received any communication from the Deputy Prime Minister L K Advani to probe into the alleged links of six of his cabinet Ministers to terrorists. However, he added, "But, why should the Centre make any such inquiry when trial of some of my own party MLAs is on in the state on just such charges. Tripura Chief Minister Manik Sarkar has reportedly appealed to the Union Government to treat activities of various terrorist groups in the Northeastern region as a national problem. While addressing a gathering on the 64th Raising Day of the Central Reserve Police Force (CRPF) in Agartala on July 27, he also said that the situation in the Northeast (NE) should be treated at par to that of the Jammu and Kashmir (J&K). He reportedly said, "The NE insurgents backed by ISI (Pakistan’s external intelligence agency, Inter Services Intelligence) and other foreign agencies are engaged in secessionism and it should be checked immediately. Even some of our neighbouring countries like Bhutan, Myanmar, Nepal and Bangladesh are giving shelter to the NE insurgents. The Centre should take proper step at this juncture". He also informed that there were 52 base camps of the National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF), terrorist groups active in the State, in Bangladesh. He added that the State Government had provided details in this regard to the Union Government for appropriate action.

The Naga National Council (NNC)-Panger Walling-led faction has threatened to take up arms after decades of ‘non violence’ and ‘non cooperation’ in the State. Speaking to media persons in Kohima on July 30, General Secretary of the group, Vizosielhou Nagi, said, "If the situation arises, we might be compel to take up arms". He added that the current ceasefire between the Union Government and both the factions of National Socialist Council of Nagaland (NSCN), would not give any tangible results and the Union Government was playing with the factions only to weaken the organization concerned.

According to media reports, the Meghalaya Government has authorized the Garo Baptist Church (GPC) to negotiate with the Achik National Volunteer Council (ANVC) to bring peace in the Garo Hills, Meghalaya. State Home Minister RG Lyngdoh, currently on tour of the Garo Hills, has reportedly accepted the offer of the GPC as the negotiator with the ANVC. Speaking to media persons in Shillong on August 1, the Chief Minister DD Lapang said that efforts by any individual or organization for facilitating peace talks with terrorist outfits operating in Meghalaya would be welcome if their peace proposals come through the Government.

On August 1 a bill proposing amendment to the Sixth Schedule of the Indian Constitution to give effect to the Bodoland Territorial Council (BTC) was tabled by the Minister of State for Home Affairs I D Swami in the Lok Sabha (Lower House of Indian Parliament). While seeking approval of the House for the creation of the BTC that was agreed to, among other things, during the agreement signed on February 10, 2003 with the Bodo Liberation Tigers (BLT), he said that the Government was also planning to formulate a rehabilitation scheme for approximately 800,000 non-tribals under the BTC’s jurisdiction. Although the Sixth Schedule in its existing form lays down provisions for the administration of tribal areas in Assam, Meghalaya, Mizoram and Tripura, yet it does not have provisions for the creation of autonomous council for the plain tribes like the Bodo Kachari. Following amendment, the BTC would be created as an autonomous self-governing body within the State of Assam with such legislative, administrative and financial powers as delegated to it.
