Baruah demanded ‘Assam’s independence’ through a ‘logical and reasonable’ talk. He claimed responsibility for the January 2-killing of three SULFA men including, Abinash Bordoloi, in Nalbari. He said it was a ‘vendetta strike’ against his former comrades. Three members of the Surrendered United Liberation Front of Asom (SULFA) were killed in an ambush by ULFA terrorists. The dead included Avinash Bordoloi, a prominent ULFA member who had surrendered along with another ULFA leader Lohit Deuri in August 2000.

The party stated that ‘dialogue was the only way to solve insurgency and for that a cease-fire with ULFA militants was necessary’. Meanwhile, the All Assam Students' Union (AASU) warned the State Government of lawlessness if it failed to book the culprits behind the recent killings of the relatives of ULFA terrorists. Amnesty International, the London based Human Rights group, called upon terrorist groups in Assam to ‘publicly commit to International Humanitarian Law’. It also urged the government to initiate ‘independent and impartial’ investigations into the recent massacres of Hindi-speaking people in the state.

The Chief Minister was reaction to the January 15 statement by ULFA's chairman Arabinda Rajkhowa that peace talks could be held "if the government in New Delhi agreed to discuss the issue of Assamese sovereignty". However, an article in outfit's official magazine ‘Freedom’, rejected any ‘National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) type talk’ with the Indian government. The article reiterated the outfit's pre conditions of United Nations mediation, a ‘third country’ as the venue for talks and ‘sovereignty of Assam’ to be on the agenda.

Pillai, said ‘unconditional’ talks with United Liberation Front of Asom (ULFA) can be held even without a cease-fire declaration ‘anywhere in the world’. However, he termed the demands and pleas of different political parties and organizations of Assam for a cease-fire with ULFA as ‘unjustified’. The government stated that the outfit itself has not expressed its willingness for a dialogue process. Pillai also said the Union government was ready for talks with the terrorists of the Hynniewtrep National Liberation Council (HNLC) and the Achik National Volunteers Council (ANVC). He said,"The Centre will not tolerate anti-national activities of the militants, and it is only through dialogue that the problem can be solved".

The Union Home Minister, L K Advani, addressing media personnel at Kohima in Nagaland on February 24, has said that a cmprehensive review of the latest situation in the State would be undertaken after the recent revision of the cease-fire ground rules by the Centre and the National Socilaist Council of Nagaland –Issak- Muivah (NSCN- IM). While, emphasising the Centre's special responsibility towards Nagaland where insurgency has been continuing for over five decades, Advani said that the Centre is to pursue a three-pronged strategy to counter militancy in the North-East. According to the first step, a developmental agenda providing employment oppurtunities to all is to be pursued vigorously. Secondly, the a suitable climate should be created wherein the populace ought to feel that violence was wrong and thirdly, the political debate should focus not on ideology but on how best effective governance can be provided to the people. Earlier, Advani and the Nagaland Chief Minister S C Jamir addressed a public rally at the Kohima local ground, a rarity in the State where the three-year-old ceasefire has held its ground. Expressing happiness over the Centre's peace initiatives that resulted in a cease-fire agreement with the NSCN (I-M), Jamir said that any solution emerging out of talks with one faction of the NSCN alone may not bring lasting peace to the State. According to him, the present peace initiative should encompass all sections of the people, whether overground or underground, so that an enduring solution could be found.

Though the NSCN (I-M) has expressed itself against the move, the Union government is most likely to rope in the NSCN (K) and the NFG into the ceasefire. The 'tax exemption' would cover newly established enterprises, privately-owned or otherwise, which have not completed two years of functioning, NSCN (I-M) information and publication secretary V Horam said in a release in Kohima. The terrorist group, which is engaged in talks with the Union Government after a ceasefire agreement in July 1997, also offered 'tax exemption' to industries which are being revived, specially the public sector Tuli Pulp and Paper Mills, Dimapur Sugar Mills and Wazebo cement factory. However, 'loyalty taxes' from other enterprises not specified in the list and percentage deduction of salaries from employees of all categories would be realised as before. The appeal added that the outfit was not prepared for "… any solution less than sovereignty and independence…" and hence "… must be prepared for a long-term protracted struggle." However, the appeal added, the outfit was ready to hold peace talks with the Union government subject to certain conditions, primarily that the talks should be held outside India and under the auspices of the United Nations. Besides, the outfit demanded, the focus of the talks must be on their demand for an ‘independent homeland’. The appeal also said that the outfit has resolved to join forces with four other separatist groups. the names of the outfits were not revealed. It also added that the outfit opposes the State Legislature elections scheduled for May 10.

He added that according to information available with the police, a few groups of United Liberation Front of Asom (ULFA) terrorists have already sneaked into the State from their bases in Bhutan to indulge in acts of sabotage and are planning to target candidates and leaders of political parties, particularly those of the ruling party. He said that all out efforts were being made to seal the Assam-Bhutan border to prevent the militants from sneaking into Assam. Deka added that the National Democratic Front of Bodoland (NDFB) might also try to resort to violence and intimidation of voters during the polls. The Minister, while indicating that the government had received feelers from certain leaders expressing a desire for talks, added it was a ‘positive sign.’ He also said, "Some of the leaders who were abroad and living in luxury were against negotiation and this had created problems." He also reiterated the stand of the NSCN-IM that the June 14-agreement between the terrorist outfit and the Union government would have to be accepted. On June 14, Union government chief negotiator K. Padmanabhaiah agreed to the long-standing demand of the NSCN-IM, that the cease-fire between the two sides would be territorially extended to include all Naga-inhabited areas in the Northeast. However, on July 27, the Union government backtracked and decided to limit the cease-fire to Nagaland.

Assam Chief Minister (CM) Tarun Gogoi stated in the State Legislative Assembly, on September 27, that he was unaware of United Liberation Front of Asom (ULFA) leaders having established contacts with the Union government for negotiations. He further stated that the State government had not received a proposal for dialogue from the ULFA either. The CM has been proposing dialogue between the ULFA and the Union government and has even expressed willingness to facilitate any such peace talks leading to a negotiated political solution to the insurgency in Assam.
