Chief Minister Mukul Sangma on January 1 announced that a “historic settlement” is on the anvil for resolving the issues raised by the A’chik National Volunteers Council (ANVC), reports The Telegraph. “The negotiations with ANVC for arriving at a permanent settlement have reached the final stage. I have been informed by the Union Ministry of Home Affairs that a tripartite meeting is being convened on January 5 in Shillong,” Mukul Sangma said. CM Sangma appealed the breakaway faction of the ANVC (ANVC-B) to join in the meeting. The ANVC has been demanding the creation of the Garo Hills Autonomous Territorial Council (GATC) on the lines of the Bodoland Territorial Council (BTC).

State Home minister, R Lalzirliana said that the Government is making arrangements to hold negotiation with the Hmar militant outfit Hmar People's Convention-Democratic (HPC-D), reports Sangai Express on January 3. R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. The conditions according to Home Minister is that HPC-D should cancel their dictate of dissolving Young Mizo Association (YMA) branches, and situation should prevail such that the Government would be able to conduct village council elections in the villages where it has not been held, within areas of Sinlung Hills Development Council (SHDC); and also that they should not create any disturbance to the contractors and also on the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) fund distribution.

Former UPDS leaders, who had signed a tripartite Memorandum of Settlement (MoS) with the Centre and the State Government on November 25, 2011, said they have lost faith in the government as even after more than one year no step has been taken to implement of the agreement. “It had left us with no option other than reviving our statehood demand,” disbanded UPDS ‘chairman’ Longsodar Senar said. “We feel that the peace agreements signed by the government with the two factions of DHD (Dima Halam Daogah) will also meet the same fate as the MoS signed with us,” he added.

Breakaway Faction of Achik National Volunteer Council (ANVC-B) ‘chairman’ Rimpu Marak on January 7 said that the Khasi Hills Autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC) will benefit from the ANVC draft tripartite peace pact signed on January 5, reports The Shillong Times. Marak further said that the outfit was willing to meet the leaders of other councils and social leaders of Khasi and Jaintia Hills to discuss the matters concerning the role of traditional heads and chiefs in the growth of the State. The Government’s plan to strengthen the Garo Hills Autonomous District Council (GHADC) following talks with the ANVC had led to demands for strengthening the KHADC and the JHADC.

It is noteworthy that the State Government and the Central Government had recently signed the draft peace agreement with the militant group Achik National Volunteer Council (ANVC), which was later approved by the State Cabinet. On the issue of signing the final agreement with the ANVC, the Chief Secretary said that the Central Government would come out with the final agreement. The Chief Secretary stated that the agreement is applicable to the breakaway faction of ANVC (ANVC-B) and they need to surrender their arms and weapons since the draft agreement has already been signed. Asked about the Government’s stand on Garo National Liberation Army (GNLA), the Chief Secretary indicated that the Government would welcome any outfit which wants to come forward for discussion. According to Choudhury, the seizure of a large number of Chinese grenades and Improvised Explosive Devices (IED) in Assam in 2012 is an indicator that the group still has access to sophisticated arms and ammunition. According to Police records, a total of 163 grenades and 110 IEDs were seized in 2012 compared to 110 grenades and 89 IEDs seized in 2011. Similarly, the number of rounds of ammunition seized went up to 9,320 in 2012 from 5,544 rounds in 2011. On the Maoist threat, he said there are 114 Maoists at present, who are mostly active in Upper Assam districts of Tinsukia, Dibrugarh and Dhemaji and are concentrating on mass mobilisation and creation of a support base. The Assam Tribune also reports that though the overall level of violence in Assam has come down, extortion by the militant groups remains a major cause of concern and according to a “very conservative estimate”, the militants managed to collect at least INR 270 million from the State in 2012.

Mooshahary said that the law and order situation in the State has been stable and the internal security scenario is by and large satisfactory. Governor also appealed the ‘disgruntled elements’ to seek peaceful resolution of their demands through established democratic processes. Khaplang has issued an order stating that NSCN has “nothing to do with Indian election” and had advised them not to involve themselves in “support or against” any political party. On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. It can be noted here that since 1986, the Hmars has been demanding for the creation of Hmar Autonomous District (ADC) in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the Hmar people, there was no concrete solution to address and redress the rights of the Hmar People.

Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. Due to a spurt in militant activities unleashed by the Garo national Liberation Army (GNLA) in Garo Hills, the region has become more vulnerable as compared to other Districts of the State and almost half of the polling stations in the State (1222 out of 2485) have been categorized as either sensitive or hyper sensitive.

The three groups which signed the MoU were the United Revolutionary Front (URF), which was constituted by the Lanheiba faction of Kangleipak Communist Party (KCP-Lanheiba), Chingkheinganba faction of KCP (KCP-Chingkheinganba) and Sunil Meitei faction of (KCP-Sunil Meitei) faction; KCP-Lamphel which was constituted after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba and the Kanglei Yawol Kanna Lup-Military Defence Force (KYKL-MDF), with its two factions namely Athouba group and Achouba group. Representing the Centre, Joint Secretary (North East) of the Ministry of Home Affairs, Shambhu Singh and Principal Secretary of the Government of Manipur, Dr Suresh Babu signed the MoU on behalf of Delhi and Imphal. ‘Chairman’ of the URF, Khwairakpam Gopendro alias Lanheiba, ‘secretary’ home affairs, Puyam Mangiyamba alias Ruhini and Ngangom Soviet Meitei alias Chingkheinganba Meitei appended their signatures on the MoU on behalf of URF. From the side of KCP-Lamphel, its ‘chief of army’, Naorem Brojen alias City Meitei and ‘joint secretary’ Taibangnganba alias Dilip signed on the MoU while the KYKL-MDF was represented by its ‘president’ Maisnam Athouba and ‘general secretary’ Laimayum Ronel alias Achouba. Altogether 90 cadres from the URF turned up for the occasion and they laid down 50 arms of different makes. From the side of KCP-Lamphel, a total of 40 cadres turned up and they deposited 27 guns. On the other hand, the KYKL-MDF deposited a total of 61 arms, while 67 cadres turned up. Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam, who also holds the Home portfolio, attended the MoU signing function as the chief guest and president respectively. Addressing the occasion, Ibobi said that the Government welcomes the return of the militants to the mainstream and added that they were misled into taking up arms in the first place. The Chief Minister's Office (CMO) issued a statement signed by the Chief Minister's press adviser, Bharat Chandra Narah, which said, "Clause 5 of the Rabha Hasong Accord signed between the Government of Assam and the All Rabha Students Union and the Rabha Hasong Demand Committee on March 10, 1995 at Dispur was unconstitutional because the state government has no jurisdiction to exclude Rabha Hasong Autonomous Council areas from the purview of 73rd Amendment of the Constitution of India under Article 244M." Narah further said that though Clause 5 existed in the accord, it was not included when the state legislative assembly passed the Rabha Hasong Autonomous Council Act in 1995 to give legality to the accord. Dorphang, who is all set to support the Congress in Government formation on March 5, urged the HNLC to join the mainstream and exploit the window of opportunity for discussion with the State to resolve their grievances. Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

About 200 militants active in the State have surrendered before the Government and many others will follow suit in the next three months, Union Home Minister Sushilkumar Shinde said on March 11. One hundred and ninety-seven cadres of United Revolutionary Front (URF), Kangleipak Communist Party (KCP) and two factions of KYKL laid down their arms on February 13. The result is a part of a major initiative being taken by the Ministry of Home Affairs and the Government of Manipur to rehabilitate militants fighting against the State, UHM, Shinde said. The URF, comprising various factions of KCP and its military wing, Manipur Army (MA) have agreed to the surrender of its cadres within the next three months, Shinde told reporters here during a monthly press conference. About 80 cadres of two factions of KYKL— Athouba and Achouba— will surrender over a period of three months, UHM, Shinde said.

Mizoram Police on March 12 said they have proof that the 33 sophisticated arms seized from a private farmhouse near Lengpui Airport in Aizawl District on March 7 and 8, were to be delivered to the Parbotia Chatagram Jana Sangata Samiti (PCJSS) faction of Bangladeshi outfit Shanti Bahini, reports The Times of India. Police added the three Chakma tribals arrested from the farmhouse belonged to the PCJSS, which is a breakaway group of the Shanti Bahini. CID (crime) Superintendent of Police (SP) Joseph Lalchhuana said the arms - 31 AK-47 rifles, a Singapore-made LMG, an America-made browning automatic rifle and over 800 rounds of live ammunition - were smuggled from Myanmar and were to be delivered to PCJSS rebels in Bangladesh. The person, who smuggled the arms into India through the porous Mizoram-Myanmar border, had reportedly gone back to Myanmar again and was hiding there, Lalchhuana said.

Nagaland Post reports on March 13 that Nagas in Myanmar have taken strong exception to the remark made by deputy union minister for immigration U Win Myint, who purportedly stated that Nagas were one of the 53 ethnic minorities in Chin state. A statement issued by at least five Naga organisations in Myanmar responded to deputy minister’s statement by pointing out the “desire and proclamation” of Naga people. They asserted that Naga people were the indigenous people in Myanmar and India and they have their own dialect, culture, customs, long history and distinctive identities. Further, the signatories pointed out that the region in which Nagas were residing has been recognized as Naga Self-Administered Zone in the 2008 Constitution of the Union of Myanmar according to their cultural distinctive identities, geographical territory and population ratio. They reiterated that deputy minister’s reply in the parliament in which Naga people were included and put in the 53 tribes of Chin ethnic group cannot be accepted. The Naga leaders feared that “baseless, unacceptable and non-logical reply” of deputy minister could impact on the national unity. Stating that Nagas rejected the reply of the deputy minister, the Naga organisations sought for re-issuing the making amendment and addendum on the nationality lists legally issued by the State.

Making an official statement in the house during zero hour, he said five people were abducted by a group of Bru and National Liberation Front of Tripura (NLFT) militants on February 19 from Dampa Tiger Reserve while they were working on a road construction project. He added State Police could not use force or pursue the abductors as they were hiding with the hostages in Bangladesh and the State Government has asked the ministry of external affairs to get help from the Bangladesh Government in the matter. "The state government also used interlocutors and messengers from Tripura to contact the militants so the captives could be released safely," he said. "Our intention is to secure the release of the hostages without payment of ransom," he said. The NLFT cadres demanded INR 10 million ransom and even set a three-day deadline on March 6.

During a recent visit to New Delhi, a 13-member ADC delegation met many central leaders and highlighted their woes. The ADC members are demanding adequate devolution of powers with respect to central schemes and the 26 subjects (government sectors) provided under the provisions of the Manipur (Hill Areas) District Council (Third Amendment) Act 2008. They also want a separate budget for the six ADCs. "Since the state government ignored our demands, we went to New Delhi and met many central leaders between February 22 and March 9," said ADC coordinating committee secretary Hemjathang Khongsai. In a confessional statement given to Manja Police, Thomas Daulagapu revealed that around 30 DJNA cadres were receiving training in NSCN-K camp. The arrested cadre told Manja police that DJNA was to pay a huge sum to NSCN-K for “imparting training and arming the group.” The arrested cadre admitted that the newly formed outfit was also active in Karbi Anglong and Dima Hasao district for collecting fund by “means of extortion.” Thomas said a former Dima Halam Daogah (DHD) cadre Runit Jidung engaged him to send out extortion notices to various individuals and organizations. He revealed that Runit was supposed to receive 20% of the total collection. Notably, UPF and Kuki National organization (KNO) are two conglomerates of Kuki armed groups which are under tripartite Suspension of Operation (SoO) pact involving the Government of Manipur and the Government of India. But we would share it with the ANVC if there is any such fine tuning to the text to avoid any hiccups at the last moment,” Sangma said. He, however, maintained that the Government cannot make the agreed Text of Settlement public since it is still under active consideration of the Union Cabinet. He said that the basic objective of the negotiation is to empower the Garo Hills Autonomous District Council (GHADC). Mukul also admitted that the agreed Text of Settlement would have an impact on the other two ADCs (Khasi Hills ADC and Jaintia Hills ADC) in the State. The ANVC had demanded upgrade of the existing membership of the GHADC from 30 to 40, adds The Telegraph. The CPI (Maoist) are trying to establish organizational base in the Northeast with a view to forge relations with other insurgent groups to meet its military requirements.” According to him, while Maoist activities have been reported in 2012 in Dhemaji and Tinsukia Districts of Assam, Maoist influence has been noticed in Dibrugarh, Sonitpur and Chirang Districts. The Upper Assam Leading Committee (UALC) of the CPI (Maoist) is operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortion from local villagers. The UALC is also engaged in recruitment and training of cadres of militant outfits in Assam. The foray of CPI (Maoist) into the sensitive north–eastern States is fraught with serious strategic implications since it has potential trans–border possibilities. MoS for Home affairs RPN Singh further said that the Centre has alerted the State Governments concerned in this regard. Speaking on the demands for implementation of the Inner Line Permit (ILP) system in the State, the Chief Minister said that the Government had formed many committees for exploring the possibility of implementing ILP in the State. “ILP alone is not an answer to solve the issue,” Dr Sangma said, while adding that there is a need for a better and comprehensive mechanism to address the issue. According to Sangma, the State Government has set up an Anti-Infiltration Directorate with 117 posts and added that District-level teams have been constituted in seven Districts of the State to keep a check on illegal immigrants.

The Chief Minister said this on April 8 in the Assembly in reply to Clifford Marak, president of Garo National Council, who raised the issue of the activities of ANVC in his Chokpot constituency through a call attention motion. According to the Chief Minister, the issue of arriving at a final settlement was discussed with the Ministry of Home Affairs (MHA) during his visit to Delhi. Speaking to reporters here, State Election Commissioner Biren Dutta said “Earlier we had announced the RHAC polls for April 30. However, it will be difficult to hold the polls by that time as some problems remain regarding delimitation of seats remain to be settled,” he said. Dutta added: “We are hopeful that the issues would be sorted out through discussions by April 23-24 and then polls could be held by mid-May.”The RHAC areas, covers parts of Goalpara and Kamrup (Rural) Districts of lower Assam.In addition, the State EC also issued notifications for the Dima Hasao Autonomous Council (DHAC), which covers the whole of Dima Hasao District. Polling for the 28 seats in DHAC would be held on May 20 and counting would be taken up on May 24. Tuki said that he has informed the Union Ministry of Home Affairs (MHA) that the state government has already taken action to implement the recommendations made by the Second Administrative Reform Commission (ARC).Further, CM Tuki said the State Government has constituted a Police Establishment Board headed by the Director General of Police (DGP). Also, the tenure of Superintendents of Police (SP) has been ensured up to three years, while Director (Prosecution) is monitoring investigations and enforcement machineries of departments such as State Excise, Forest, Transport and Food and Civil supplies are functioning properly. The CM also said that several such recommendations of the commission were also acceptable to the State Government, but it would need financial support from the ministry for implementation. The establishment of forensic lab, establishment of independent complaint authority and strengthening of intelligence gathering system, etc. are some recommendations, which when implemented will have a bearing on the limited resources of the state and therefore need financial assistance from the Central Government, he said.

She said the outfit, which was active all over Garo hills, in certain areas of West Khasi Hills and in South West Khasi Hills, continued to be a cause for concern. “The group poses a serious challenge to security agencies engaged in anti-militancy operations. Despite relentless operations, the organisation has expanded itself very quickly in cadre strength, weaponry and geographical reach,” she said, adding that there were 165 militancy-related activities in the state in 2012. She assured the House that efforts were being made to improve intelligence network and enhance capabilities for effective intelligence-based operations. “We are expecting better results in the coming months,” she added. On the Hynniewtrep National Liberation Council (HNLC), she said efforts by the group’s leadership to rejuvenate the organisation with recruitments, alliance with other Northeast militant organisations and raise funds through extortions had met with “limited successes only”.On border management, Warjri said in certain pockets, which are in adverse possession along the international border, like Pyrdiwah, Amki and Nongkhen, there have been reports of intrusions by Bangladesh nationals with active support of the Bangladesh Rifles (BDR).On border fencing, she said of the 498.165km fencing, 226.096km had been completed while work was in progress in 106.977km. Work along 124.859km is yet to be taken up for various reasons. She said the progress in border fencing was “very slow” and required immediate attention “if we are serious about our concerns against illegal infiltration from across the border”.

The Group further said that the identity of indigenous Muslims in the state is at stake. He said there are around 25 lakh indigenous Muslims in the state and their population in the four Bodoland Territorial Administrated Districts (BTAD) Districts is over 300,000. The SAGMDP said non-indigenous Muslims are getting all the benefits, including the benefits meant for the religious minority people. “Outsiders are getting all the benefits. The government has not taken any steps for the welfare of the indigenous minority.” The SAGMDP also slammed the demand for a Muslim autonomous council in the state, saying it is the indigenous people who need a council to safeguard their identity. A council cannot be formed on religious grounds. “We totally disagree and oppose to such demands for a Muslim council,” he said. In a release e-mailed to the media on April 30, the ‘chairman’ Abhijit Asom said that the central executive committee meeting of the organization was held from April 2 to 5 and the decision to rename the organization as ULFA-I was taken in the meeting to maintain the distinct identity of the organization. The release said that the ULFA-I would remain a revolutionary organization fighting for the Independence of Assam. On the issue of talks with the Government for political solution of the issues, the ULFA-I chairman said that talks on the issue of sovereignty of Assam can be held in a “third country” in presence of representatives of the United Nations. The group also announced that its “military chief” Paresh Barua would now also be the organisation’s vice-president, adds the Telegraph. Barua was earlier appointed acting vice-president of the group, apart from being head of its armed wing. Jibon Asom, who was the acting finance secretary of the group, has been given charge permanently while Montu Asom has been newly appointed as assistant secretary. Montu had earlier acted as assistant organising secretary of the group.

CPI-Maoist ‘central committee member’, Maheshji, along with a central training instructor in Jharkhand, Siraj Rabha, was arrested by Police recently in Kamrup District. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. The revelation assumes significance after the task force constituted by the State government in 2012 could not find “significant evidence” of Maoist presence in the area. “The task force report only talked about possible Maoists activities in Barak Valley but Maheshji’s interrogation revealed they had made inroads about five years ago and are working systematically to spread their network,” the officer said.

Lohe were trying to create a division by trying to form a new organisation — Nagaland Tribal Council. However, K. Therie said the Nagas of the State had been suppressed by Nagas from outside the state and flayed chief minister Neiphiu Rio for working against the wishes of the people of the state. “We should have our own organisation. Why should we be prevented from forming a separate organisation?” the Congress leader said. He said he could not see any valid reason why the Naga Hoho should go against people who are trying to form an organisation exclusively for the Nagas of Nagaland. “We are virtually suppressed people now,” he said, adding that the Nagas of Manipur were pursuing their own goals. A meeting of District level core committee on Bru repatriation and settlement at Mamit on May 7 chaired by Deputy Commissioner, V Lalremthanga discussed the ‘self-repatriation’ exercise scheduled to begin from the last week of May. The first phase of the “self-repatriation” is meant for genuine Mizoram citizens in Asapara and Naisingpara who are “willing” to return. Official sources said the Union Ministry of Home Affairs (MHA) has asked the Mizoram to re-start the stalled rehabilitation of refugees, in coordination with Tripura. According to an official report of the MHA, the Central Government had sanctioned INR 178.6 million to the Mizoram Government during the past two years for the rehabilitation of refugees in their original areas in Mamit District. Meanwhile, majority of Bru refugees in North Tripura District are still reluctant to return to Mizoram even as Mizoram and Tripura Governments, as instructed by the Ministry of Home Affairs, would soon resume the repatriation process, reports Nagaland Post on May 7. President of Mizoram Bru Displaced People’s Forum (MBDPF), A Sawibung said no one in the relief camps, including the MBDPF leaders, were informed about the proposal for fresh repatriation. Times of India reports on May 8 that the Mizo Zirlai Pawl (MZP), the apex Mizo student body, has advised the Mizoram Government not to undertake the repatriation of Bru refugees, proposed to begin by the end of May, unless the refugees promise in writing that they are willing to return to Mizoram. The MZP leaders, while addressing a press conference in Aizawl, said that the Brus migrated from Mizoram to Tripura and settled in the North Tripura District of their own will and refused to return despite the concerted efforts of the Centre and the Mizoram Government.

He further said that with the implementation of the Look East policy of the Government of India, the importance of Assam would increase further. Centre should provide help to the Government of Assam to increase the number of police stations, Choudhury added. The DGP revealed that at present, the strength of the Police in Assam is much less than what is required and the State has 330 police stations to cover 80,000 square kilometre area, while, ideally there should be one police station to cover an area of 150 to 200 square kilometre and one in 100 square kilometre in the sixth schedule areas. This will increase the presence of civil police on the ground and it will be of great help in dealing with problems like ethnic tensions, he said.

The Shillong Times reports that stepping up the agitation for implementation of the Inner Line Permit (ILP) in Manipur by May 31, a powerful local committee, on May 10, said no non-Manipuri would be allowed to enter the State between June 1 and June 5. This would be the first phase of the agitation and in the second phase, no non-Manipuri would be allowed even in localities from June 6 to June 10. Announcing this, the spokesman of Joint Committee on Inner Line Permit (JCILP), Sapamacha Jadumani said, “We are not against non-Manipuris but we urge the Centre and state government to implement the ILP system in Manipur to protect the separate identities of the indigenous people in the region.” The State assembly had already passed a resolution some months ago asking the Centre to implement ILP in the state, official and JCILP sources said. While official sources said the Centre has been asked to take further action, JCILP sources said the matter has not been clearly placed before the union home ministry and as a result the ministry has failed to take any concrete steps.
