Speaking to the media in Mumbai on January 13, the Union Minister of State for Home, Sriprakash Jaiswal, said the Union Government possessed information that the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, was directly or indirectly supporting left wing extremists (also known as Naxalites) and the United Liberation Front of Asom (ULFA) in terrorist activities in India. Also, the Naxalite activities are being encouraged from other neighbouring countries, the Minister said adding "the issue has been discussed with Bangladesh, Nepal and Myanmar, and they have assured of initiating steps but the Indian government is not satisfied with the assurance from Bangladesh on the subject." He, however, said that the Naxalite problem cannot be tackled independently either through force or development. Both the aspects should be undertaken simultaneously, Jaiswal added.

The Army stated on February 4 that the United Liberation Front of Asom (ULFA) was active along the India-Bhutan border and the outfit is trying to regroup itself. Talking to the media at Changsari in Assam, the GOC of the Army’s Red Horn Division, Major General Karan Singh Yadava, said that there were reports of movement of the ULFA cadres along the border. The ULFA, however, do not have any camps there, he added. He claimed that the outfit was losing its mass support and, therefore, it struck at some soft targets to create a fear psychosis.

"The BDR has also violated Indian air space with one of its helicopters flying over Magrum, Beltoli and Chhotakhil areas in South Tripura’s Sabroom sub-division on Friday," the BSF statement added. The ULFA ‘commander-in-chief’, Paresh Barua, told Assam Tribune that ten members of its ‘central committee’ would have to be "present" to discuss the latest invitation for talks. Barua, identifying himself as "PB", claimed that only six ‘central committee’ members are currently "free": ULFA ‘chairman’ Arabinda Rajkhowa, Chitraban Hazarika, Sasadhar Choudhury, Raju Baruah, Jiban Moran and himself. The rest, he stated, have to be "released unconditionally" to enable the committee to sit together and discuss the talks offer. Barua also said that a letter "sent through the internet" is not enough. "The original has not come as yet," he said, referring to the Union Government’s talks’ invitation to the ULFA which was given to noted Assamese writer Indira Goswami in New Delhi. Goswami has reportedly forwarded the letter to Barua through e-mail. The ULFA chief said that the outfit is ready to talk to the Union Government at "any venue including Assam."

We will not allow any rebel group to run open camps." According to reports, the camp was set up in the month of May and since has been cordoned off by 600 AR personnel who accuse the outfit of extending support to other militant groups. An unidentified official said, "How can suspension of Army operation against the ULFA is possible when the group is still active with its violent activities? Moreover, neither the Government nor the ULFA has declared ceasefire." Another official in the Defence Ministry said that no such notification had been issued to them by the Home Ministry till today regarding suspension of operation against the ULFA.
