Claiming that a major portion of the Bastar region was now free of Communist Party of India-Maoist (CPI-Maoist) insurgency, Chhattisgarh Chief Minister (CM), Bhupesh Baghel on the occasion of New Year at Police Parade Ground in Raipur on January 1 hailed the Security Forces (SFs) for their successes against the rebels, reports NDTV. "I am happy that our police have been doing excellent work in Naxal [Left Wing Extremist, LWE]-affected areas. Naxalism is not just a law-and-order problem, but also a political and social problem. Security forces have set up camps in Maoist strongholds which pushed the rebels on the back foot," the chief minister was quoted as saying in an official release. "Now the forest-dwellers, mostly tribals (in Naxal-affected areas), consider security personnel as their friends and understand that security personnel have been deployed there for their own safety," CM, Baghel said, adding, "This all could become possible because the police are helping locals, and development works, including the construction of roads, bridges and culverts, are taking place. A major portion of Bastar has got rid of the Naxal menace." Earlier, when it came to Chhattisgarh, people outside the state spoke only about Naxalism, "but our government has changed this thinking and this image of the state," the CM added.

The Communist Party of India-Maoist (CPI-Maoist) on January 2 have issued warnings to the sand mafia in Mulugu District of Telangana, reports 10tv.in. The Maoists, outraged at the sand mafia, issued a letter issuing warnings to them. In a letter issued by the ‘secretary’ of the JMWP (Jayashankar, Mahabubabad, Warangal and Peddapally) Division Committee of the CPI-Maoist, Venkatesh, he alleged that the Mafia was infiltrating and looting the Adivasi Sand Society Reaches in the Godavari basin. The letter warned that some contractors were trying to divide and rule the tribals, turning young people into slaves to alcohol and living in groups in pubs. Change your method for now. Gave a strong warning that otherwise the results would be severe. The Maoists have warned that ignoring the warnings in the letter will not be tolerated. Contractors Prabhakar Chaudhary and Pillutla Sreenu have warned that if they do not change, they will be punished by the people, the letter read.

As the protests against the GO 317 [Government Order (GO) 317 which was introduced on December 6, 2021, pertaining to Telangana Public Employment’s introduction of a zonal system in the allocation of jobs] gather momentum in the State, the Communist Party of India-Maoist (CPI-Maoist) have also extended their support to the employees' demand in Mulugu District of Telangana, reports The Hans India on January 4. The letter purportedly released by the CPI-Maoist ‘Central Committee (CC)’ ‘spokesperson’ Jagan at Venkatapuram on January 3 demanded the Telangana Rashtra Samithi (TRS) government to withdraw the GO and stop the employee allocation with immediate effect. The Maoists demanded the government to take up recruitment on the basis of nativity and reservations. With the government taking up the allocation of employees on the basis of seniority, a whole lot of employees especially women were put to distress. The GO is also likely to affect the unemployed youth especially the Adivasis, the letter said. Instead of implementing such thoughtless GOs, the government should focus on taking up recruitment, the Maoists said. The Maoists further opined that the TRS government had intentionally issued the GO 317 to distress the employees. The letter also questioned the rationale behind forcing the GO although nearly 3 lakh employees have been up against it. The banned outfit criticised the government for not taking the opinion of the employees before rolling out the GO. The letter also urged people to support the employees' protests until the government withdraws the GO.

To strengthen the presence of the force on the Naxal [Left Wing Extremism, LWE] front of Chhattisgarh, fortified Police Stations are being constructed in the interior areas of Bastar, reports naidunia.com on January 4. Director General of Police (DGP), Ashok Juneja said that the construction of 75 fortified Police Stations has been completed. Along with this, the construction of 63 new Police Stations has started in the interior areas. Operation of these Police Stations will reduce Naxalite activities. Along with this, 32 Night Landing Helipads have been constructed so far to strengthen the anti-Naxal movement, in which the operation has started on 14. Force's helicopters are working to deliver logistics and weapons to the soldiers using the In Night Landing Helipad. DGP Juneja said that 16 new camps and four new Police Stations have been opened in Tarrem in Bijapur, Bharanda in Narayanpur, Malewahi in Bastar and Anantapur in Kondagaon in the Naxal-affected core area. The Palli Barsoor Axis and Aranpur Jagargunda Axis have opened after 30 years since the opening of the camp. 525 new mobile towers were installed to strengthen the communication network. In the second phase, the process of installing 971 4G mobile towers is going on. After the camp was established, it was successful in providing electricity to the inaccessible areas of Sukma's Golapalli, Palodi, Elaramadgu, Kondasavali and Tarrem, Mekur and Tumkapal of Dantewada.

Earlier, South Asia Terrorism Portal (SATP) had reported that the CPI-Maoist cadres holding a ‘Jan Adalat’ (People’s/ Kangaroo Court organized by the Maoists) where they accused three tribal civilians of being a ‘Police informer’ and shot them dead in the presence of the villagers, Idinar village under Gangaloor Police Station limits in Bijapur District on January 6, as reported in hindi.news24online.com, stands corrected. Bastar Inspector General of Police (IGP) Sundarraj P. said the killings were the result of a 'gang war' within the western Bastar division of the CPI-Maoist. However, in an official statement, IGP Bastar said according to available information, “prima facie it appears that on January 6, Maoists have killed two of their own cadre, Kamlu Punem (militia platoon commander) along with militia member Mangi. Both Kamlu and Mangi left the Naxal camp in order to get married.” The IG said as of now, details of the third person (Maoist) killed was not available and the Bijapur Police was trying to gather more information.

Communist Party of India-Maoist (CPI-Maoist) in Jharkhand have been using luxury vehicles, bought with the money extorted from businessman and contractors, reports The New Indian Express on January 10. The recent arrest of cadres of the People’s Liberation Front of India (PLFI) from Ranchi has revealed that the Left Wing Extremists (LWEs) in the State are leading a luxurious life and the top Maoists are using highly expensive vehicles even up to worth INR 15 million. These vehicles are being used by the rebels for collecting ‘levy’ (extortion money) from the local businessmen and supplying arms to its cadres. According to an official communiqué issued by Ranchi Police, a tip-off was received by the Senior Superintendent of Police (SSP) that some of the people involved in supplying arms and ammunitions had been spotted near Dhurwa. A raid was conducted at a roadside Dhaba near Ring Road in Ranchi on Thursday (January 6) during which Arya Kumar Singh and Ujjwal Kumar Sahu were arrested along with Amirchand Kumar, who had come to receive the SIM cards for the PLFI cadres. Three others — Nivesh Kumar, Shubham Kumar and Dhruv Kumar — escaped in a BMW car and Thar jeep. They reportedly belong to the squad of PLFI ‘chief’ Dinesh Gope. Later, on information received from Amirchand, several high quality tents, sleeping bags and Maoist pamphlets along with cash amounting INR 325 000 was recovered. The Maoists, however, admitted to the murder of one of their cadres, Kamlu Punem, and claimed he was killed because he worked for Police and “was in a relationship with a relative”. On January 8, Police said they had information that Kamlu, a militia ‘platoon commander’, and his lover Mangi, a militia member, were produced in kangaroo court (people’s court of the Maoists) and killed by their comrades in Bijapur. A villager was also killed the same day. The Maoists claim this is Police propaganda, but the note is silent about Mangi. Drone mounted cameras, or drone cameras as they are being called, are playing a crucial role in tracking Communist Party of India-Maoist (CPI-Maoist) cadres on the Telangana-Chhattisgarh border, reports The New Indian Express on February 5. After the introduction of the drone cameras, the job of the security personnel has been made much easier and less risky. The cameras are being used to track the Maoists in thick forest areas. The security personnel have been imparted training in using the drone cameras which are deployed in base camps. From these base camps, the drone operators are able to guide forces who are involved in the combing operations. The cameras help in the drone operators spotting Maoist movement quite early, sometimes in a radius of two or three kilometres, who then alert the forces on the ground. A Police officer in Bhadrachalam agency area said, “We have been alerted about Maoist movement many times in the recent days through drone cameras.” As part of ‘Operation Prahar’ the Security Forces have intensified combing operations in the border forest areas to eradicate Maoists. Besides using drone cameras, the government is also setting up base camps along the border. Already three base camps have been set up in Telangana and one more is coming up at Pusuguppa in Cherla Mandal (administrative sub-division) in Bhadradri Kothagudem District.

The policy has been drafted amid an increase in Maoist activity, especially in Mandla, Dindori, and Balaghat bordering Maharashtra and Chhattisgarh. The parole provision is not in Maoist surrender policies of LWE-hit States such as Chhattisgarh, Odisha, Jharkhand, and Maharashtra. A home department officer, who did not wish to be named, said the draft of the policy will soon be presented before the Cabinet for approval. “A first of its kind provision will give chance to convicted Maoist to get parole of one year by sharing information regarding top Maoist leaders, their movement, their diversification plans, sources of finance and arms that can help the forces to eliminate rebels from a particular area,” reads the copy of the draft. The State Government has powers to grant parole to convicts and a home secretary-led committee decides such applications. The policy says the district and state-level committees will be formed to decide whether a Maoist is eligible for surrender or not. “The surrendered Maoists will get ₹5 lakh [INR 500,000] or money equivalent to reward on their arrest, whichever is higher, and also ₹6,000 [INR 6,000] monthly for 36 months for professional training to restart their lives. Unmarried Maoists will get ₹25,000 [INR 25,000] for weddings. They will get health insurance under Ayushman Bharat Scheme, a house under Pradhan Mantri Awas Scheme, and a ration under food security scheme,” the draft policy says.

According to CRPF officials, the force has 34 operative FOBs in the Left Wing Extremism (LWE) regions while it was decided to add up 25 more by the end of 2022. "So far, 11 bases have been set up and the rest will be added up by the end of this year," an official said. The Ministry of Home Affairs (MHA), in March 2021, had tasked the CRPF to set up six FOBs each on Bheji-Chintagufa axis, Kistaram-Chintalnar axis, Basaguda-Pamed axis, Basaguda-Jagargunda axis, and the Usoor-Pamed axis. As per the force officials, the four FOBs - Elarmadugu, Kollaiguda, Karigundam, and Potakpalli - on the Bheji-Chintagufa axis have been set up while Minapa, Elmagunda and Mukram Nala on the Kistaram-Chintalnar axis, Tarrem and Mokur on Basaguda-Pamed axis, and Dharmavaram and Galgam on Usoor-Pamed axis have been established. The CRPF officials said that the pending FOB at Silger on Basaguda-Pamed axis, T-Junction, Kunded, Bedre on Basaguda-Jagargunda axis and Nabmi on Usoor-Pamed axis will be taken up this year. A big conference hall would soon come up at the Gaya Police Lines for holding strategic meetings to curb Maoist activities in and around the district, including neighbouring Aurangabad. An administrative sanction for construction of the same has recently been accorded under the special central assistance scheme. Besides, nod has been given for development of 11 heath centres in Sherghati sub-division to provide basic health facilities to locals. There is special focus under special central assistance scheme on building supplementary infrastructure for paramilitary forces, health infrastructure in remote villages besides, development of facilities for the common people in health, education, agriculture and other sectors with employment and income generation opportunities. Gaya District Magistrate (DM) Thiyagarajan SM said, “Infrastructure has to be developed at the SSB (Sashastra Seema Bal) camp at Gurpa, CRPF (Central Reserve Police Force) camp at Salaiya and the camps of paramilitary forces in Sherghati sub-division. Apart from strengthening the paramilitary forces with additional facilities at the camps, administrative sanction has been accorded for construction of a big conference hall at police lines here. The Minister of State Home Affairs (MoSHA) said the Central Government has been supplementing the efforts of States as envisaged in the 'National Policy and Action Plan (NPAP) to address Left Wing Extremism', which was launched in 2015. He said the steadfast implementation of the NPAP policy has resulted in consistent decline in violence and constriction of its geographical spread of the Communist Party of India-Maoist (CPI-Maoist). "The incidents of LWE violence have reduced by 77 per cent from an all-time high of 2,258 in 2009 to 509 in 2021. Lack of road connectivity remains a “serious” challenge for Security Forces (SFs) who are moving deeper into Communist Party of India-Maoist (CPI-Maoist)-dominated areas of Chhattisgarh to set up new camps every year, Central Reserve Police Force (CRPF) Director General (DG), Kuldiep Singh, said on March 17, reports The Indian Express. He said the force has set up 20 Forward Operating Bases (FOBs) deep inside the State’s forests but over 330 kilometres of roads in the Sukma-Bijapur-Dantewada region are pending completion for almost 12 years. “The issue of roads (in the core Naxal [Left Wing Extremism, LWE] zone) is a serious one. Our camps are increasing by the day, deeper in Maoist areas. But we don’t have roads connecting them. There are projects stuck since 2007-08,” he said. According to CRPF data, 58 FOBs have been set up by the CRPF in zones affected by Left Wing Extremism (LWE) since 2020. Of these, 35 have been set up in the past one year alone, mostly in Chhattisgarh where Maoists continue to hold sway in parts of South Bastar. At the same time, the data show, only 50 per cent work has been completed on the 331 kilometres of roads in the Sukma-Bijapur-Dantewada region that was sanctioned by the Government in 2010. In 2012, two more road projects — Konta-Gollapalli (44 kilometres) and Bheji-Chintagufa (65 kilometres) — were sanctioned for Sukma, but only six kilometres of these have been constructed. Similarly, work on an eight-kilometres road project in Sukma sanctioned in 2015 is still in the initial stage. SFs have been pushing for good roads in core Maoist areas for them to launch quicker operations and prevent Improvised Explosive Device (IED) attacks. “There are multiple difficulties in this, the threat from Maoists is one,” Singh said. In 2017, 12 CRPF personnel were killed in a Maoist ambush while on security duty for a road being constructed at Bheji in Sukma, followed by another ambush more than a month later in Burkapal where 25 CRPF personnel were killed. Over the past year, the CRPF engaged in multiple encounters with Maoists in LWE areas where 19 Maoists and 10 CRPF men were killed.

Addressing the State Assembly, the Governor said Left Wing Extremism (LWE) was dealt with firmly during the last five years. The number of LWE affected Districts now stands at 10 from 21, due to the proactive response of the State Government and the Security Forces (SFs). The turnaround in the situation in ‘Swabhiman Anchal’ (earlier known as cut-off area) of Malkangiri District, which once was a Maoist bastion, has been the most redeeming feature in the success achieved in the anti-LWE front in the State. Stating that the overall law and order situation has remained by and large peaceful in the State in 2021, Lal said that communal tension, agitations by different labour and service organisations and students’ unrest, if any, were contained through the process of dialogue and Police alertness. The State Government is placing much needed emphasis on human resources requirements of the State Police, he said, adding that 4,205 posts in different ranks have been created to augment the capacity of the State Police during the last five years. A bandh (general shutdown strike) was observed in large parts of the Jungle Mahal on April 8 following a call by the Communist Party of India-Maoist (CPI-Maoist), prompting the Bengal Government to reassess the situation in Jhargram, West Midnapore, Purulia and Bankura Districts which make up the region, reports The Telegraph. Reports from the Districts suggested that most pockets of the Jungle Mahal wore a deserted look from April 8 morning, which indicated that people at large did not want to take chances and preferred staying indoors. The impact was maximum in Jhargram, where three blocks, including Jhargram, witnessed a total bandh-like situation, said a Police source. “The people of the Jungle Mahal do not want to take chances with the Maoists as there had been instances of the insurgents attacking people defying their diktat.… This fear had vanished in the past few years. We need to assess why people chose to play it safe this time and stayed indoors,’’ said the senior Police officer. All 11 Left Wing Extremism (LWE)-affected Mandals of the erstwhile Visakhapatnam District were carved out and merged with the LWE-affected regions of united East Godavari District, including Rampachodavaram and Chinturu, to form Alluri Sitharama Raju District. Superintendent of Police (SP), Alluri Sitharama Raju District, Satish Kumar, said most Mandals in the District are on the list of LWE-affected areas. “Though the movement of extremists has weakened, our top priority is to neutralise Maoists in the newly-formed district,” he added. The Central Reserve Police Force (CRPF) on April 13 said that a total of 56 Forward Operating Bases (FOBs) have been established in Communist Party of India-Maoist (CPI-Maoist)-affected areas till March 2022 and 25 to 27 more are planned to come up by the end of this year, reports ommcomnews.com. So far 20 FOBs have been established in Chhattisgarh, 18 in Jharkhand, 11 in Odisha, six in Madhya Pradesh, and one each in Maharashtra, Telangana, and Bihar, CRPF officials said, adding that five FOBs have been set up this year till March 14. Out of the proposed new bases, 10 more will be set up in Chhattisgarh, six in Jharkhand, seven in Maharashtra, including the Gadchiroli area, and one each in Odisha, Andhra Pradesh and Telangana, they added. The lands for constructing the FOBs have already been identified where work will begin soon, the officials said, adding that this will further help the force penetrate deep into the hard-core areas of Maoist dominance. The new FOBs established in 2021 and 2022 are better fortified while the Security Forces (SFs) will be equipped with the latest weapons, ammunitions and land mine proof vehicles and better medical facilities, they said.

The announcement from the Maoists has put the Security Forces (SFs) on the alert mode in Bastar. The 62-year-old Nirmala, who served as an active member of the Dandakaranya Special Zonal Committee (DKSZC) for 42 years, died while battling for her life on April 9 in a prison in Maharashtra. Maoist ‘spokesperson’ Mangali said in a press note that Nirmala was fallen sick in 2018 and got arrested by Police while she was getting treatment in a hospital in Hyderabad of Telangana in 2019. A recent statement by Maoist ‘spokesperson’ Abhay says, “The central committee of CPI(Maoists) condemns the blitz carried out at Pamed guerrilla base area of south Bastar by Chhattisgarh police and security forces supported by Indian Army and Air Force officials on April 15 1am, targeting PLGA [People's Liberation Guerrilla Army] and local tribe.” Bastar, Inspector General of Police (IGP) Sundarraj P., rejected the allegations, calling it “Maoist propaganda to malign police’s image and to scare people”. “We deny the allegations levelled by CPI(Maoist) cadres against the security forces with regard to use of drones to strike their hideouts. It is part of the propaganda by Maoist leadership to mislead the local population with an unrealistic hope of regaining their lost ground in Dandakaranya. The Bihar Police have claimed to have choked the supply chain of medicines to Communist Party of India-Maoist (CPI-Maoist) during a sustained anti-Naxal [Left Wing Extremism, LWE] crackdown leading to a drastic reduction in their strength, reports The Print on April 26. An illegal arms factory, a major source of weapons for the Naxals, was recently busted by the Special Task Force (STF) and Central Forces in Nawada, Additional Director General (ADG), STF-operation, Bihar Police, Sushil Mansingh Khopde said, adding that it was a major success and similar operations by the STF have helped in bringing down the number of left-wing extremists to not more than 80. “Now, our security forces are moving towards making 10 most troubled administrative blocks or villages in three districts — Gaya, Lakhisarai, and Jamui — free from left-wing insurgency,” the ADG said. Besides, five special forward bases are also being set up in troubled areas, including the hills near Sherghati and Chhakarbandha forests, in these districts, he added. “Security forces had arrested six persons for allegedly running an illegal arms factory in Nawada district last month. Custodial interrogation of the accused revealed that Maoists of the area were in constant touch with them for the procurement of weapons. We also busted two other illegal arms factories, that were major sources of arms supply to the Naxals,” said the ADG. However, there are certain areas in the State where overground workers (OGW) of Maoists are still active, and in some cases, they provide logistical support to the ultras, Khopde said. “OGWs of Naxals are still active in Bagaha, Munger, Arwal, Nawada, Kaimur, and Jehanabad districts. According to information received from Deputy Inspector General of Police (DIG), Naxal Operations, as many as 57 Naxalites have surrendered in the month of March. A total of 37 Naxalites has also been arrested and four Naxalites have been killed in different encounters in March. Besides, during the anti-Naxal operation, the Police has recovered five weapons and seized and defused 20 Improvised Explosive Devices (IEDs) in Dantewada, Bijapur and Sukma Districts. The DIG claims that continuous patrolling and search work is being done by Police and Paramilitary Forces in dense forest and hilly regions of worst- Communist Party of India-Maoist (CPI-Maoist) affected Dantewada, Bijapur and Sukma Districts. West Bengal Chief Minister Mamata Banerjee on April 27 raised the issue of re-emergence of Communist Party of India-Maoist (CPI-Maoist) in the State’s Jungle Mahal region as posters threatening local leaders were recovered from the place recently, reports news18.com. She also directed the district magistrate and Superintendent of Police of Jhargram to take action. Some of the posters, with ‘Khela Hobe’ written in red ink, threatened two Trinamool Congress (TMC) leaders of Jungle Mahal on April 27. “For a long time, Trinamool has been playing games with people, it is time for Maoists to play games with Trinamool Congress leaders,” the posters allegedly to be written by Maoists said. After the posters were recovered from the villages in Jhargram, local TMC leaders started taking precautions. The recent 12-hour bandh (general shut down strike) called by the Maoists against corruption, deprivation of the poor and recruitment of miscreants as home guards has had an impact on the State Government in Jhargram. The Chief Minister raised the issue in a meeting with the Police administration on and questioned the administrative officials of Jhargram. On learning that there is no such thing at the ground level, Mamata said, “There are buzz for just one, two or three posters about the Maoists. The Bharatiya Janata Party (BJP) has put up three posters. If the Maoists come through Jharkhand, take action.” On the same day, Mamata also directed the Police to close the Belpahari border. In response, Police said the border had already been closed. Mamata, however, claimed that she had specific inputs of at least five Maoists entering the Jhargram district through the Jharkhand border in Belpahari. She added that after coming to power in the state in 2011, her government has employed at least 10,000 surrendered Maoists as home guards.

The Central Government of India has approved for diversion of forest land for the development of infrastructure in 34 Districts of eight States affected by Left-wing extremism (LWE), reports interviewtimes.net on May 5. The Ministry of Environment, Forest and Climate Change has granted its approval for infrastructure-related projects in 14 categories for the development of the areas. The Ministry of Home Affairs (MHA) in its annual report 2020-2021 stated that the projects can be taken up in 34 LWE-affected Districts. Earlier the Centre had approved the diversion of five hectares of forest land which has been increased to 40 hectares. The projects include schools, dispensaries, hospitals, electrical and telecommunication lines, drinking water, water and rain harvesting structures, minor irrigation canals, non-conventional sources of energy, skill up-gradation and vocational training centres as well as rural roads. The Districts are located in undivided Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh.

Vikalp said this was in response to a reported statement by Chhattisgarh Chief Minister Bhupesh Baghel, who on April 8 said the Government was ready to hold talks with the Maoists if they express their faith in the Constitution of India and quit the arms. In a statement released to the media in Bhadradri Kothagudem on May 6, Vikalp said it was ridiculous to state that the Government was ready for peace talks while continuing attacks on Maoists and tribal hamlets employing armed forces, Army and carrying out aerial bombing with military drones. Referring to Baghel’s appeal to the Maoists to express faith in the Constitution, Vikalp alleged that it was the Government that had been violating the Constitution’s Preamble, the 5th Schedule and Panchayats (Extension to the Scheduled Areas) PESA Act. The Government wants to hand over mineral wealth in the forests to corporate and capitalist forces. For that the State and Central Government deployed huge numbers of armed forces and set up Police camps in the interiors of the forests, Vikalp complained. Spelling out the terms of the talks, Vikalp demanded the Baghel Government to withdraw the Police forces deployed in the forests in the Bastar and stop aerial bombing. Rajendranath Reddy on May 6, reports The Hindu. “The efforts of the Andhra Odisha Border Special Zonal Committee [AOBSZC] of the CPI (Maoist) to convert the cut-off area into a guerrilla war zone have fallen flat,” he said. “At present, there are 48 members of the Andhra Pradesh cadre in the CPI (Maoist). While 18 of them are in Andhra Pradesh, the remaining are working at various levels in Odisha, Chhattisgarh, Maharashtra and Telangana,” DGP, Reddy said. DGP, Reddy further said that the Maoists who had surrendered in the last few months admitted that the ideology of the CPI-Maoist was fast fading and that many tribal leaders and Dalam members left the movement due to the “stepmotherly treatment and harassment by the leaders of the upper caste”. A surrendered Maoist had said he joined the movement as Adivasis were being suppressed, but was bewildered on seeing the exploitation of the tribal people by the CPI-Maoist. Top Maoist leaders such as Chikkudu Chinna Rao, Jalandhar Reddy and Killo Raju, who had surrendered, confirmed that tribal Dalam members were being harassed by the upper caste leaders in the party. In the last year, the strength of the Maoists declined from 100 to about 50. The People’s Liberation Guerrilla Army (PLGA), an armed wing of the CPI-Maoist, had fallen silent due to a decline in its cadre. “In 2019, there were eight Area Committees — Kalimela, Nandapur, Coffee Dalam, Narayanpatna, Gumma, Galikonda, Pedabayalu and Boipariguda. But only four exist now. Only two divisional committees — Visakha East and Malkangiri-Koraput — are active on the borders,” the DGP said, adding, “Due to intensified combing operation, six important members, including two DCMs [Divisional Committee Members] and two ACMs [Area Committee Members] died in an exchange of fire. About 42 Maoists were arrested and 17 had surrendered in the last one year.”

Chhattisgarh Home Minister Tamradhwaj Sahu, however, clarified that there can be no conditions for peace talks. Security agencies see it as a sign that Maoists are feeling the pressure of the two-pronged strategy — aggressive counter-insurgency operations and a slew of welfare measures — while Bastar Police said it’s merely a ruse by the Maoists. CM, Baghel said: “Naxalites should express their faith in the Constitution of India, and then we are ready to talk with them on any platform.” A statement released by Vikalp, Maoist ‘spokesperson’ for Dandakaranya Special Zonal Committee (DKSZC), is circulating on social media. It refers to CM Baghel’s offer of talks but alleges that it’s the Government that is “violating the constitutional rights of people”. “We have already responded to the CM’s talks offer. The Communist Party of India-Maoist (CPI-Maoist) has faced its biggest setback in recent times with security agencies informing the Union Ministry of Home Affairs (UMHA) that eight ‘Central Committee (CC)’ members have been neutralised in last nine months, reports The Week on May 9. This makes up for one third of the total strength of the apex policy making body of the outfit. Five other ‘CC’ members were arrested in Jharkhand, Bihar, Assam and Kerala, based on months-long intelligence operations. Intelligence officials said the losses have lent a psychological blow to the outfit. It began with arrest of Prashant Bose alias Kishan da, a ‘politburo’ member and second in the Maoist hierarchy, by Jharkhand Police last year (2021). He was heading the eastern zone and had remained elusive for over forty years. He was arrested along with his wife and ‘CC’ member Sheela Marandi. Prashant Bose was also guiding efforts of the outfit to revive overground activity in northern parts of the country. Subsequently, Kanchan alias Jyotish, another ‘CC’ member was arrested by Assam Police—a significant setback to the outfit since he had been especially sent from Jharkhand to Assam in 2019 to revive party activities in the state and was active in setting up secret cells and frontal organisations, said intelligence sources. Kanchan had also been evading arrest for decades. Prior to his arrest, his real name was believed to be Ranjit Bose, but was discovered to be Arun Bhattacharjee on arrest. Another ‘CC’ member, Mithilesh Mehta alias Bhikhari ji, who was leading the party in Western Jharkhand from his base at Burha Pahar was arrested in Bihar. He had rejoined the outfit in 2018 soon after being released from prison after eleven years. Meanwhile, B.G. Krishnamurthy, the ‘CC’ member heading the outfit at the Kerala-Karnataka-Tamil Nadu (KKT) tri-junction, was arrested on the Kerala-Karnataka border. Further, Milind Teltumbde ‘CC’ member, who was leading the expansion efforts of the outfit at the Madhya Pradesh-Maharashtra-Chhattisgarh tri-junction died in an encounter with Maharashtra Police on November 13, 2021, the first death of a ‘CC’ member in an encounter since 2016. Two ‘CC’ members, Akkiraju Hargopal alias RK and Yapa Narayan Rao alias Haribhushan died in the forests on account of medical ailments and reluctance of senior leaders of the outfit to venture into urban areas for fear of arrest. UMHA officials said the loss of senior Maoist leaders has created a leadership vacuum in the outfit. The government is hoping that in the absence of a credible second rung leadership and the extension of the security grid in the Left Wing Extremism (LWE) theatre, it will be able to disconnect the Maoist movement from the local population in all regions barring Chhattisgarh. “Even there, security forces have now reached areas, which were regarded as Maoist strongholds,” said an UMHA official.

The DGP said that while there used to be 8 Maoist ‘Area Committees’ — in Kalimela, Narayanpatna, Nandapur, Coffee Dalam, Galikonda, Pedabayalu, Gumma and Boipariguda — in early 2019, their tally has now dropped to 4 ‘Area Committees’ — in Galikonda, Pedabayalu-Korukonda, Gumma, and Boipariguda — along the Andhra-Odisha Border (AOB). According to the AP Police officials, only 2 ‘Divisional Committees’ — Visakha East and Malkangiri-Koraput Border — 4 Area Committees — Galikonda, Pedabayalu, Gumma, and Boipariguda — and 1 military platoon of left extremists are active in the AOB region now. They said ‘Central Committee (CC)’ member Gajarla Ravi alias Uday is the lone highest-ranking Maoist member operating in the AOB’s Special Zonal Committee (SZC). A petition was filed by senior Bharatiya Janata Party (BJP) member of Legislative Assembly (MLA) and leader of opposition Dharamlal Kaushik questioning ‘constitutionality’ of the commission on April 13. Kaushik pointed out that the report of the Jheeram Ghati Inquiry Commission headed by Justice Prashant Kumar Mishra should have been tabled in legislative assembly within six months of its submission but without submitting the report, the state government reconstituted the judicial commission. The division bench of chief justice Arup Kumar Goswami and justice RCS Samant has also issued notices to the state government and the judicial commission and sought a reply. “The court after hearing the petition stayed the enquiry proceedings of the reconstituted judicial commission. The CPI-Maoist put up posters and banners in different areas of the tribal district of Gadchiroli and released an online appeal to everyone, especially the oppressed classes, to condemn and intensify the agitation against the Narendra Modi-led central Government over the defence recruitment scheme. Gadchiroli Superintendent of Police (SP), Ankit Goyal confirmed reports of the CPI-Maoist issuing such appeals to the tribals in the district. In an appeal to tribes, the ‘spokesperson’ of the CPI-Maoist, Abhay, alleged that the government was using forces to suppress the agitations against the newly-launched scheme in several States, particularly in the north of India. The letter has surfaced at a time when the Maoist movement is at its lowest ebb in the Andhra-Odisha Border (AOB) region. Saluting the Maoists, especially ‘Central Committee (CC)’ members such as Tapan da, Chintan da, Amber da and Saket da, who had died of illness in the last one year, and Milind Teltumbde, who was killed in an encounter at Gadchiroli in Maharashtra, Ganesh pointed out that in the last one year the CPI-Maoist had lost about 124 members, including 12 in the AOB region. As many as 1,526 Naxalites [Left Wing Extremists, LWEs] have been arrested over the past three years in Jharkhand during anti-Naxal operations, Director General of Police (DGP), Neeraj Sinha said addressing Police personnel at Police headquarters in Ranchi on August 15, reports outlookindia.com. At least 51 Naxalites have been killed in various encounters, DGP, Sinha said, adding, "The Jharkhand Police is continuously running effective campaigns against Naxalites, as a result of which a total of 1,526 Naxalites have been arrested between 2019 and 2022... In addition, a total of 51 Naxalites has been killed in various encounters." The arrested Naxalites include one ‘politburo’ member, one ‘central committee (CC)’ member, three ‘special area committee (SAC)’ members, one ‘regional committee’ member, 12 ‘zonal commanders’, 30 ‘sub-zonal commanders’ and 61 ‘area commanders’, he said. A huge cache of arms and ammunition and about INR 15.9 million, collected as ‘levy’ (extortion money) by the Naxalites, were also seized, the top official stated, adding, "The arms and ammunition recovered include 136 police weapons, 40 regular weapons, 590 country-made weapons including 74 police weapons... 37,541 cartridges, 1,048 IEDs and 9,616 detonators ....". The surrender and rehabilitation policy designed to bring Naxalites into the mainstream has also yielded positive results, as 57 top Naxalites have given up arms.

Jharkhand Police’s domination over the Communist Party of India-Maoist (CPI-Maoist) stronghold of Burha Pahar, located in Garhwa and Latehar Districts, was established after continuous operations against the extremists at various levels in the past two years such as cutting off their financial flow and disrupting their supply chain, reports The Times of India on September 20. Burha Pahar was considered one of the impregnable fortresses of the Maoists with its command remaining in the hands of top Maoists, including central committee members Arvind Ji, Sudhakaran and Mithlesh Mehta over the years. Police said the Maoist think tank used to gather here to chalk out disruptive activities and also train squads to execute their plans in different States, including Jharkhand, Bihar and Chhattisgarh. Though Police aimed to end the Maoists’ domination over Burha Pahar, it faced a tough task. The difficult topography, including dense forest and steep rocks made scaling of the hill difficult. The Maoists had also planted landmines on the paths leading to the top of the hill in a bid to repel the Security Forces (SFs). A strong contingent of Maoists used to be present to take on the Police force conducting operations in this area. The Police had sustained several reverses, including loss of around half a dozen Policemen in 2018 in its efforts to capture the hill. In a long-term strategy, the Police first decided to cut off the flow of money collected as levy from Bauxite mines to the Maoists in Burha Pahar. The key Maoist responsible for mobilising funds from the mines — Budheswar — was killed in an operation in Gumla in Kurumgarh last year.

"In the past seven or eight years, many Naxals have been killed in different encounters and their numbers, presence and capabilities have reduced,” Gadchiroli, Superintendent of Police (SP), Ankit Goyal said, adding, “Secondly, they used to forcibly recruit some locals while others used to join of their own accord. Now we have observed that the number of people getting recruited from Gadchiroli is negligible." Goyal said that until about seven years ago, “in a dalam [the rebels are organised into groups called dalams], 15% used to be outsiders while the rest were locals. Now the percentage of people from Gadchiroli has fallen drastically.” The District Police chief attributed this to factors such as better administrative outreach, rising confidence in the administration, and improved infrastructure. “The Police Dadalora scheme, in which we implement government schemes and give jobs to locals, has helped,” he said, adding, “In two years we have given more than 6,000 people jobs or self-employment opportunities. In places deep in the jungle, this has more impact." According to the Gadchiroli Police’s data, 137 extremists were killed in encounters till Aug 31, 2022, while the number of Dalam (armed squad) members fell to 120 from 180. “Police killed 54 Naxalites in the past two years while several others were arrested,” an officer said. “Similarly, 196 Naxalites were arrested from 2017 till August 31 this year while 91 others surrendered in the same period." These modules were active in Districts of Sukma, Bijapur, Kanker, Dantewada and Bastar. Inspector General of Police (IGP), Bastar Range, Sundarraj P said, "Legal action has been taken against people involved in forwarding logistics, uniform, shoes and explosive materials to Naxal [Left Wing Extremism, LWE] cadres. In the last couple of years, we have opened up more than 43 security camps. These camps have proved to be effectively blocking the supply network. The forthcoming operations will be in cooperation with Andhra Pradesh, Telangana, Maharashtra and Orissa. Superintendent of Police (SP), Anjaneya Vaishnav said, at least four weapons were recovered in the operation, of which one is a US-made M1 carbine. The incidents of Naxal [Left Wing Extremism (LWE) violence have reduced by 77 per cent from the high of 2,213 in 2010 to 509 in 2021, Union Minister of State for Home Nityanand Rai said in Lok Sabha [Lower House of the Indian Parliament) on December 20, reports The Print. Similarly, resultant deaths (civilians and security forces) have reduced by 85 per cent from the high of 1,005 in 2010 to 147 in 2021, Rai said, adding that the declining trend continues in 2022. “Steadfast implementation of the national policy has resulted in consistent decline in violence in Left Wing Extremism (LWE) affected areas. Incidents of LWE violence have reduced by 77 per cent from the high of 2,213 in 2010 to 509 in 2021,” he said replying to a written question. The minister said geographical spread of the violence has also significantly reduced and only 191 Police Stations of 46 Districts reported LWE related violence in 2021 as compared to high of 465 Police Stations of 96 Districts in 2010. He said decline in geographical spread is also reflected in the reduced number of districts covered under Security Related Expenditure (SRE) scheme and the number of SRE Districts reduced from 126 to 90 in April, 2018 and further to 70 in July, 2021. Similarly, Rai said the number of districts contributing approximately 90 per cent of the LWE violence, categorised as most LWE affected districts, came down to 30 from 35 in 2018 and further to 25 in 2021. On being asked about the details of the number of security personnel killed by the Maoists during the last three years; and the details of urban Naxal in custody for unlawful activities as of date, Rai replied that in 2019, 52 security personnel were killed, in the year 2020, 43 were killed, in 2021, 50 were killed and in the year 2022 till November 30, only 15 security personnel were killed in LWE areas. “The government of India’s National Policy and Action Plan addresses Left Wing Extremism in all its manifestations, including urban activities. Law and Order is a state subject, custody details of Left Wing Extremists involved in LWE activities including urban areas are not maintained centrally,” he added.

Superintendent of Police (SP), J Surender Reddy, on December 21, asked the Police to keep a strict vigil on Communist Party of India-Maoist (CPI-Maoist) movements in Jayashankar Bhupalpally District of Telangana, especially, the Godavari catchment areas, reports Telangana Today. Inspecting the Mahadevpur Police Station in the District, the SP analysed the pattern of grave and non-grave cases, road accidents, missing cases, thefts etc. related to the station and gave appropriate instructions. Advising the Police personnel to respond positively to every complainant and to work to increase their sense of security and confidence in the Police, Reddy sought to know details of movements of outlawed CPI-Maoist. The anti-Naxal campaign was discussed in detail at a State-level coordination committee meeting held in Jagdalpur on December 23, under the chairmanship of Chhattisgarh Director General of Police (DGP), Ashok Juneja. It was further informed during the meeting that 60 arms and 120 Improvised Explosive Devices (IED) were seized during the campaign through the year. The surrendered Maoists were being provided economic aid and other facilities under the rehabilitation policy of the Chhattisgarh Government; the meeting was told. During the year, 18 new security camps were set up in the Naxal-infested remote areas. These camps are providing security for the construction of various infrastructures including roads, bridges and culverts in these remote areas. The camps were set up at Nambi, Etepal, Pusnar in Bijapur district; Potakpalli, Dabbakonta, Elmagunda, Pedmel, Kunded in Sukma District; Chandameta and Kantabaans in Bastar District; Hiroli, Kamalur in Dantewada District; Kuenmari, Kudur in Kondagaon District; Dhodhribeda in Narayanpur District and Padhargaon, Arra and Chilparas in Kanker District, the Bastar Police statement said.

The year 2022 saw intensive anti-Communist Party of India-Maoist (CPI-Maoist) operations by the Police in Telangana’s border District of Bhadradri Kothagudem with the District Police conducting as many as 339 raids, 112 cordon and search operations, and four inter-State combing operations, reports The Hindu on December 30. The District Police claimed to have succeeded in preventing the Maoists from spreading their sphere of activity in Bhadradri Kothagudem, which shares a long border with the strife-ridden areas of Chhattisgarh. Police have arrested 46 prime accused involved in 13 extremist violence/offences in the district in 2022. Those arrested include two ‘Area Committee members, (ACMs)’ eight Dalam (armed squad) members, 13 'militia' (people's army of the Maoists) members, 16 sympathisers, five couriers and two village committee members of the outlawed outfit, according to the statistics provided by the District Police. A total of 24 Maoists, including two ACMs, 10 Dalam members, 12 ‘militia’ members, surrendered before the District Police in 2022. These include several Maoist cadres from the neighbouring Chhattisgarh, Police added. Police have seized one Barmar weapon, 50 grams gunpowder and recovered 50 gelatin sticks, 26 detonators, one knife, 120 metres of cordex wire, 12 cell phones, six vehicles, a bunch of banners and pamphlets, among others, besides INR 515,000 in cash. Two separate incidents of exchange of fire between the Police and the Maoists were reported in the volatile border region this year. Police said attempts by the Maoists to kill the Police combing parties were thwarted following which the ultras fled away leaving behind their belongings in both the incidents. To wean away tribal youth from the influence of Left-Wing Extremism (LWE), the Police have conducted a slew of sports events in remote areas and distributed sports kits in addition to arranging training to unemployed youth preparing for government jobs, Police said.
