He has denied a charge that the Government has issued orders to the Police to shoot Naxalites at sight. "All steps taken by the police are within the law. No illegal activity is allowed. No shoot-at-sight orders are in force," he emphasised. The Chief Minister indicated that the two-pronged strategy to tackle Naxalite problem--development of remote areas and police action--would continue.

Also the quantum of seizure is significant since it was essentially meant for the country’s extremist groups,” adding, a Hyderabad-based Naxalite commander was arrested on December 30 in connection with the seizure and that he could divulge the name of the arms-dealer responsible for the shipment. Defence Minister A.K. Antony on January 15 ruled out army involvement in tackling left-wing extremism in the country. Speaking at a reception in New Delhi on the occasion of Army Day, he said, "It is not the job of the army to tackle the Naxalites (Left-wing extremism). This is something the state governments have to tackle." He further added, "The Naxalite problem has to be tackled by the state police forces and the paramilitary forces. At the most, the army can help with training and providing equipment. But the operations have to be conducted by the states." Antony further said that roughly half of the 1.2 million-strong Indian Army is deployed on counter-insurgency duties. "They are not happy doing this job but they have to because there is no one else to do it. When the police fails, and the paramilitary fails, the army is called in. But we can't expect them to tackle Naxalism too."

They were running a similar arms manufacturing unit at Indore between 1998 and 2001. Speaking at a press conference in Bhopal, on January 19, the Bhopal Deputy Inspector-General of Police, Anuradha Shankar, said the arrest would lead to more arrests in other parts of the country as well. "This is a very serious development and a clear pointer that the people's guerrilla army was planning to build a corridor for people's liberation", she said.

On February 19, the Empowered Group of Ministers on Naxalism (left-wing extremism) at its first meeting in New Delhi focused on strengthening intelligence gathering and better coordination among affected states, reports Zee News. During the meeting, which was chaired by the Union Home Minister Shivraj Patil, it was also decided to provide better training to police personnel and furnish the affected States with latest equipment to deal with the problem. Union Home Minister Shivraj Patil while making a suo moto statement on the killing of Jharkhand Mukti Morcha (JMM) member Sunil Kumar Mahato in the Lok Sabha (lower house of Indian Parliament) on March 7 said that Naxal (left-wing extremist) violence has declined by 6.15 per cent from 1,608 incidents in 2005 to 1,509 in 2006. Patil said, "While the naxal problem is of serious nature, combined efforts of the State and Central Governments have shown some level of containment." He, however, said, "We need greater concerted and cooperative efforts between the States, as well as between the Centre and the States to achieve more acceptable results." "We expect that the motivation and dedication of the State police, coupled with financial, technical support that includes equipment and manpower support from the Government of India along with developmental programmes in the naxal affected areas will have a significant impact on this problem", he added.

Union Home Secretary Madhukar Gupta, chairing the meeting, told the Chief Secretaries and Directors-General of Police of the Maoist-affected States to keep a constant vigil on the movement of Maoist groups, training camps, weapons, hideouts and sources of funds. Major affected States like Chhattisgarh, Jharkhand, Orissa and Bihar reportedly made detailed presentations of their action plans to counter the problem. During the meeting, it was decided that Orissa is to get a third India Reserve Battalion to combat the growing Maoist problem while Jharkhand was reportedly criticised for not following proper procedures in combating the problem. An unidentified police source told The Hindu that search operations by a little over 200 Special Task Force personnel of all ranks are being conducted in the hill ranges of Periyakulam, Kodaikanal and Western Ghats apart from the Tiruvallur and Vellore districts. Director-General of Police, D. Mukherjee, informed that a multi-pronged strategy to tackle the Naxalite problem was under implementation. To involve youths in constructive activity, the police were organising sports activities and assisting the youth in the development of their skills. Pisda told Times of India, "The administration has been constantly receiving information about MSF's volunteers providing treatment to the injured and ailing Maoist cadres." State police sources said that the MSF doctors had been moving in the conflict zone without informing the local administration. "They do this despite a clear instruction to them to tell us about their movements and whereabouts," an unnamed senior police officer said. A MSF spokesperson, however, said the organisation maintained neutrality in providing medical treatment in camps for the displaced people in Dantewada. "MSF medical teams also provide mobile health services and nutritional support to those in need in remote rural areas. They have been providing free medical services to conflict-hit indigenous people in camps and villages since 2006," he said. MSF was given the Nobel Prize for Peace for its service in providing health care across the world, especially in disaster and conflict affected zones.

Telegraph reports that the arrested include the prime accused in the killing of the Communist Party of India-Marxist-Leninist (CPI-ML) Member of Legislative Assembly Mahendra Singh, Jayant alias Kunal alias Tuddu, who was arrested along with his accomplice Prakash while receiving treatment at Sankara Nethralaya in Chennai, capital of Tamil Nadu. Others were identified as Prayag Mahto alias Prahlad of Nawadih in Bokaro, Basudev Mahto of Madhupur in Girdih and Arup Tuddu of Degagaddha in Nawadih. Pappu Jain, an arms supplier-cum-businessman from Madhupur in the Girdih district, besides two youths of Patna, who are arms dealers, were also arrested during separate raids. He also said that henceforth, the Inspector General of Police of respective ranges would be entrusted with the powers to control the anti-Naxalite force. He also said that the Government is planning to establish an armed training school at Kudremukh in the Chikkamagaluru (also known as Chikmagalur) district to impart training to police personnel to deal with the left-wing extremism. In a statement released in Hyderabad on September 11, Janardhan, the CPI-Maoist spokesman in the State, said that a special action team of the People’s Liberation Guerrilla Army had blasted the landmine, but it had missed the target, as Reddy and his wife, N. Rajalakshmi, had moved into another car. A four-paragraph statement in Telugu justified the attack on Reddy saying he was the first to impose a ban on the left-wing extremists in 1992 and was responsible for "killing of over 400 revolutionaries" during his tenure.

"The special task force will be raised on the lines of the Grey Hound force presently in operation in Andhra Pradesh. The Special Task Force (STF) personnel of Grey Hound will be used exclusively for the purpose of tackling Maoist rebels," an unnamed police official said. In the first phase, a platoon of 1,250 commandos will be raised and selected from the Jharkhand Armed Police. "These forces will be trained professionally so that they can fight in any circumstances. According to IANS, the Jharkhand Police have decided to form motorcycle squads equipped with the latest weapons to fight the Maoists. “The cops manning the squad will be given special training to fight the rebels. In hilly areas, Maoists take advantage of jungles while escaping. Bikes will be helpful as it is difficult to chase any one on four wheelers inside jungles,” an unnamed police official told IANS on November 24. “In jungles, Maoists detonate vehicles by triggering landmine blasts. But it will be difficult to blast bikes,” he added. Each squad will have at least 24 police personnel on 12 bikes. There will be at least two bike squads in each of the Maoist-dominated districts. Latest bikes with the maximum horsepower will be purchased and police personnel selected for the squads will be trained to fight Maoists in the forests. So far Jharkhand has constituted five special teams to fight the insurgents. They include personnel of the Special Task Force, Indian Reserve Battalion and Grey Hound Force.

The State government has decided to set up a Special Intelligence Wing, Special Operations Group and Special Security Wing to strengthen the police force. Besides, police stations in the Naxalite-affected areas are also being repaired and strengthened. Chief Minister Naveen Patnaik said that jails in the Naxalite-affected areas were being fortified and their staff being given special training. “Employees’ strength in 84 police stations in the affected areas had been increased and four special security battalions had been established. Police personnel are being given anti-Naxalite training gradually”, he added.

According to sources, the Maoists are planning attacks during the week to make their presence felt in the three north coastal districts of Visakhapatnam, Vizianagaram, Srikakulam and East and West Godavari districts. The Task Force on Naxalites on December 13 underscored the need for more synergy between the affected States and the Centre to effectively deal with left-wing extremism, according to New Indian Express. The Task Force meeting in Bhubaneswar was presided over by M. L. Kumawat, Special Secretary (Internal Security) in the Union Home Ministry. The meeting discussed security preparedness as well as intelligence gathering network in all the affected States. Nodal officers on Naxalites and intelligence representatives from nine States – Orissa, Andhra Pradesh, Chhattisgarh, Maharashtra, Madhya Pradesh, Uttar Pradesh, Bihar, Jharkhand and West Bengal – attended the meeting. Talking to the media after the meeting, Kumawat stressed that the synergy was required in all fields, including development works and security aspects. Naxalite violence, Kumawat informed, has considerably decreased in the recent times. In Orissa, incidents have come down significantly as is evident from only two deaths of security force personnel last year in Naxalite violence, he pointed out. He refuted claims that in some areas of the States the Naxalites run a parallel administration. “The State is mighty and democratically elected governments can never be wished away like that”, he said. There was, however, no commitment from the Centre to the demands of the states for deployment of more Central Reserve Police Force personnel. Instead, the States were asked to fill up the vacancies in different ranks of police administration.

The State Home Minister Ramvichar Netam told Hindustan Times that show cause notices have been served to Inspector General of Police (Bastar) Rajinder K. Vij and Dantewada Superintendent of Police Rahul Sharma for their failure to comply with the ministry’s instruction to ensure that at least 50 security force personnel were deployed in every jail in the Maoist-affected district. "It is a serious lapse on part of the officials," said Netam. Meanwhile, police arrested five inmates who had escaped from the prison.

Kalinga Times reports that the Orissa Chief Minister, Naveen Patnaik urged the Central government to increase financial assistance for police modernisation and stressed on the need for raising more India Reserve Battalions (IRBs) to tackle the growing Maoist problem in the State. Speaking at the Chief Ministers' Conference on Internal Security in New Delhi on December 20, Patnaik demanded sanction of five more IRBs for Orissa. He asked the Union government to give a special grant of INR 300 million for the Training Resource Centre (TRC) of Special Operations Group, which is coming up near Bhubaneswar. The TRC is being developed as a permanent Training Resource Centre for counter terrorism, jungle warfare and anti-extremist operations, Patnaik stated. Urging the Centre to expand the scope and coverage of the police modernisation scheme, Patnaik said the size of Police Modernization Scheme for Orissa be enhanced from INR 265 million to INR 600 million. Further, Patnaik sought sanction of Central assistance for upgrading capability of the remaining 58 police stations located in the areas affected by Maoist violence, and sanction of another coastal police station for Puri. Patnaik also urged the Centre to consider deployment of two more battalions of Central Para-military Forces in the State. Underlining the need for implementation of a composite socio-economic package for the Maoist-affected areas, Patnaik said there was a need for relaxation of existing norms of the ongoing schemes and creation of a special fund for direct and immediate intervention to fill up the critical gaps.

Addressing the chief ministers' conference on internal security on December 20 in New Delhi, he reiterated the need to upgrade the country's internal security machinery and called for superior policing techniques to defeat the Maoist insurgency. "Not a day passes without an incident of left-wing extremism taking place somewhere or the other. There also seems to be a consolidation of various groups with better coordination and strike capabilities," said Dr. Singh. He added: "I have said in the past that left-wing extremism is the single biggest security challenge to the Indian state. It continues to be so, and we cannot rest in peace till we have eliminated this virus. We need a coordinated response to this challenge. The answers to the problem are well known. We need to cripple Naxalite forces with all the means at our command." Referring to the Dantewada jailbreak on December 16 in Chhattisgarh where nearly 300 prisoners along with Maoists escaped, Singh lamented the paucity of policemen to counter the fast-emerging challenges including hinterland terrorism. "I hear that there were only three personnel at the Dantewada jail. Inadequate, ill-equipped, ill-trained, poorly-motivated personnel cannot take on the Naxal extremists who are increasingly better equipped and organized…. They are carefully targeting all aspects of economic activity. They are targeting vital economic infrastructure so as to cripple transport and logistic capabilities and also slow down any development activity," he said. Singh urged the chief ministers to strengthen core policing, fill up vacancies in police forces and show better leadership and resolve to face up to the challenge.

He added that "There is a decline of 42 per cent in the crime rate during 2007 when compared to last year. 1061 extremists were arrested, 119 had surrendered and 43 died in 46 exchange of fire. Out of 43 deceased, four are policemen.” As many as 178 arms dumps of Maoists that contained a large quantity of arms and ammunition were found during combing operations in 2007, he stated.
