Rebel Trinamool Congress (TMC) Member of Parliament (MP) Kabir Suman on January 4 claimed that Communist Party of India-Maoist (CPI-Maoist) helped Mamata Banerjee win West Bengal assembly elections in 2011, reports Hindustan Times. Outlining TMC's close relations with the Maoists, Suman said slain Maoist leader Koteshwar Rao alias Kishenji had told his men to “hold aloft the Trinamool flag” to oust the Left Front government. The Trinamool has been denying the allegation, levelled earlier by the Communist Party of India-Marxist (CPI-Marxist) and more recently by Suman himself. He said without the help of Maoists, TMC would not have won a single assembly seat in West Midnapore. “Maoists were part of the Bhumi Uchhed Pratirodh Committee (BUPC) [committee for resisting forcible land acquisition]. Agitations in Nandigram, Singur and Lalgarh were responsible for the regime change. Santosh Rana, a Naxal, and his comrades campaigned for me in Jadavpur (in 2009).” In Nandigram, the TMC led the BUPC, which was opposing former Chief Minister Buddhadeb Bhattacharjee’s plans to acquire about 14,000 acres for an SEZ.

Union Minister of State for Defence Jitendra Singh said on January 7 that the Government has relaxed recruitment norms by lowering the education qualification and physical requirements, reports firstpost.com. He underlined that special recruitment drives were being organised in Naxal [Left Wing Extremist (LWE)]-affected areas – Chhattisgarh, Odisha, parts of Maharashtra, Bihar and Uttar Pradesh. Acknowledging that there was a “sizeable number” of vacancies in the armed forces, especially at the officers level, he said the government was taking various steps to fill in those gaps. “Some of the steps which have been taken are to increase the number of training institutions in the country. We have taken special recruitment camps in Naxal areas, Jammu and Kashmir and in North-East areas. So, the outreach, I would say has gone up tremendously. This will bridge the gap,” he said.

New areas have been included under the ongoing anti-naxal operation, “Anaconda II”, to flush out Maoists from Jharkhand’s West Singhbhum District, a senior police officer said on January 13, reports The Hindu Business Line. “We have included Porahat forest division under our ongoing anti-naxal operation “Anaconda II”, DIG (Kohan) Arun Kumar Singh told newsmen when asked whether the District Police had expanded its anti-Naxal operation beyond Saranda. Asked whether the District administration has any plan to deploy permanent Security Force personnel in Porahat, where the Maoists had set ablaze about 18 vehicles engaged in construction work in November, Singh said it was not possible to deploy security personnel in all places but combing operation had been launched in the region on regular basis. “I do not want to claim that the Maoists’ activities were completely wiped out in Saranda but it was curtailed owing to the mounting pressure from the security personnel,” Singh said.

The Government is keen to set up a specialised organisation to implement critical infrastructure projects, particularly roads and bridges, in 82 Districts affected by Left-wing extremism (LWE), reports The Economic Times. The proposed Bharat Infrastructure Development Organisation will be modelled on the line of the Border Roads Organisation (BRO). It will raise personnel in the same way the BRO does. It will work on a project mode, contracting out work it requires. "I have spoken to the Prime Minister, in fact I have written to him, asking to create an organisation like the Border Roads Organistation to build roads and bridges, in the Naxal [LWE]-affected Districts particularly in the bi-junction and tri-junction areas," Rural Development Minister Jairam Ramesh told The Economic Times. Currently, these projects are given to individual states and the implementation is very slow, more so when the project is in areas that are at the confluence of two or three states.

Marking a major shift in its stand on infrastructure projects in forest areas, the Ministry of Environment and Forests (MoEF) has shot off a number of guidelines to all State Governments relaxing green norms for key infrastructure and public utility projects, reports The Indian Express. While in an order dated February 5, the MoEF has agreed to exempt a range of linear projects such as roads/ railways/ transmission lines from requirement of Gram Sabha (Assembly of all voters of a Gram Panchayat) level approval, which its 2009 guidelines had called for, in another guideline, dated February 1, it has relaxed forest conservation rules for 82 Naxal [Left Wing Extremism (LWE)]-hit Districts. Giving in to demands raised by several State Governments and the Ministry of Home Affairs (MHA) that is implementing the Integrated Action Plan (IAP) in 82 Naxal affected Districts, the MoEF has permitted mining of stones in forest areas for construction of roads. It has also agreed to relax the norms under the Forest Conservation Act, 1980, for all categories of public roads and not just rural roads in development-deprived districts. So far, quarrying of material for construction of roads was only permitted in revenue land, which was proving to be a problem in the largely- forested districts affected by the Naxal issue.

Prime Minister (PM) Manmohan Singh while addressing a conference of State Governors in New Delhi, on February 12, has said that Left Wing Extremism’s (LWE) geographical spread in the country is showing a shrinking trend even though in Assam, it is expanding, which is "worrisome", reports The India Today. Explaining the Centre's "two pronged" policy to tackle the LWE issue, he said, "Even as we have intensified operations against the extremists, we have also endeavoured to bridge the development and governance deficit in these areas, many of which have predominantly tribal population." He also listed the steps taken by the Government that include deploying additional central forces, raising specialised forces, strengthening police stations and imparting training to state police personnel in counter insurgency, jungle warfare and anti-terrorism operations. The PM agreed on the need for "greater inter-state coordination in operations against Left Wing Extremists", emphasised by Andhra Pradesh Governor ESL Narasimhan. PM Singh further said the Integrated Action Plan (IAP) for 82 select and backward districts, most of which are affected by LWE, is beginning to show encouraging results.

While 127 civilians were killed between the period August last year and January 2013, 43 Security Force (SF) personnel also were killed in the same period which saw 533 such incidents in various parts of the country. The Minister further writes that lack of power, intermittent mobile connectivity, very poor health and education facilities are top complaints of the people in the LWE-affected areas. Back from a two-day visit to one of the worst affected districts of the country, Nuapada, in the Odisha-Chhattisgarh border area, Ramesh has suggested to the Prime Minister that the central government increase its presence in the "hotspots" in LWE affected areas located in junction of two or three states. Ramesh said in his letter to the Prime Minister, "My visit to Nuapada reinforces a point I have been making to you often that we need to enhance the presence of the Central Government those hotspots which are in the bi-junction and tri-junction areas. Many of these hotspots are in remote and inaccessible areas, which call for decisive intervention on our part by expanding the social and physical infrastructure". Ramesh stressed that efforts to contain the Maoist influence would remain ineffective as long as these issues are not addressed.

Meanwhile, the Odisha Government, on March 4, asked the Centre to give more paramilitary personnel to strengthen its battle against the Communist Party of India-Maoist (CPI-Maoist), at a meeting of extremism-affected States in New Delhi, reports The Times of India. Director General of Police (DGP), Prakash Mishra, who attended the meet, said "We have sought deployment of two more battalions of Central Reserve Police Force (CRPF) in the State." The State Government has been highlighting the improvement in Left-Wing Extremism (LWE) problem in the State during 2012 with the death of 10 Maoists, arrest of 167 and surrender of 35 cadres. Currently, six battalions of Border Security Force (BSF), eight battalions of CRPF and one Commando Battalion for Resolute Action (CoBRA) are deployed in the State. The Centre has agreed to deploy two more battalions of BSF in the State, police sources said. Maoist violence has been reported in areas falling under 270 police stations in 64 districts of these states. A total of 170 people were killed in extremism-related incidents in the last six months, sources said.

The decision was taken during the recent inter-state meeting of the Police officials of all these states at Sonebhadra (Uttar Pradesh). After attending the meeting, Deputy Inspector General of Police (DIG), Range, A Satish Ganesh informed, "The basic objective behind creating this grid is to ensure that all important information and intelligence regarding mobility of Maoist groups in any state is shared in a timely manner. It will help keep the cops of all these states alert when an operation against Maoist groups is launched by Police from one of the states. The alertness of Police of all the states would check the possibility of escape by Maoist groups in case of their detection." Jharkhand Director General of Police (DGP) has blamed the presence of a number of splinter groups for the increasing number of incidents of Naxal [Left Wing Extremism (LWE)] violence in the first quarter of 2013, reports The Pioneer on April 22. DGP Rajeev Kumar said, “The clash among the various splinter groups results into the increasing number of Maoist violence in the State”. These splinter groups in the State lack any ideology as they have been formed out of the breakaway faction of Maoist organizations, he added. “As these splinter groups have no ideology and resort to killing on trivial issues, the Naxal violence has gone up in the state. On the other hand, other Left Wing Extremism affected States do not have such splinter groups,” he further said. The DGP however, claimed that despite an increase in the LWE incidents, the number of encounters have gone up in the State. According to a report by the Ministry of Home Affairs (MHA), Jharkhand recorded the highest incidents of LWE violence in the first quarter of 2013. Jharkhand has also taken a lead over Chhattisgarh with double the LWE incidents and thrice the deaths reported till date. In Jharkhand, 52 was the death toll out of 118 LWE incidents till March 31 this year, while in Chhattisgarh, 14 deaths out of 59 incidents were recorded in the first quarter of this year (2013). The Security Forces (SFs) have gunned down 18 rebels in the first quarter of 2013 while 14 were killed last year in the first quarter.

The Union Ministry of Home Affairs (MHA) has raised concern over Communist Party of India-Maoist (CPI-Maoist) terror training camps organised to impart military training for new recruits and planning of special operations against Security Forces in at least seven Maoist-infested States, reports The New Indian Express. The Maoist bastion in Dandakaranya forest region extending over an area of 92,300 square km had held maximum number of camps in the last one year. The camps were organised in Sukma, Bijapur, Dantewada, Narayanpur and Kanker District in Chhattisgarh and Gadchiroli District of Maharashtra. “In 2012, 26 training camps were reportedly organised in these Districts. During the current year, till April 15, six such training camps have been reportedly organised in these districts,” Minister of State for Home Affairs RPN Singh told Lok Sabha (Lower House of the Parliament) on April 30. Singh said these training camps were an important component of the overall military tactics of the CPI-Maoist. Similar camps are organised in other left wing extremists affected states, including Odisha, Jharkhand and West Bengal. Maoists refer to the area as Compact Revolutionary Zone (CRZ) in their military literature. In the last one year, 14 training camps for ultras were organised in Jharkhand followed by 8 camps in Odisha.

Optimistic of bringing the Communist Party of India-Maoist (CPI-Maoist) menace under control to a great extent in Odisha soon, Director General of Police (DGP) Prakash Mishra on May 2 appealed to the president of Maoist-backed Chasi Muliya Adivasi Sangh (CMAS), Nachika Linga, to surrender, reports IBN Live. Stating that situation was gradually improving in once troubled area of Narayanpatna area, the DGP said surrender of over 2,000 tribals after deserting CMAS since January 2013, has helped the administration. "There is a sign of improvement in Narayanpatna and the development activities need to be expedited in the area to instill confidence among the locals," Mishra said. Focusing on the ongoing counter insurgency operations in the State, he said, "Out of 19 Maoist-hit Districts, the Naxals have been controlled to a good extent in as many as 11 Districts and we are hopeful of controlling the Maoists in others Districts in next few months." He said that special focus is being given to Rayagada and Kandhamal Districts and Security measures have been strengthened in the two Districts. "A battalion of BSF [Border Security Force] will be deployed in Raygada and Kandhamal districts which will strengthen our fight against the extremists," the DGP said. Further, an anti-extremist training school along with a hub for Special Operation Group (SOG) were all set to be established at Koraput soon and land for the same was selected near the railway station in the town, DGP Mishra said in the press meet at Koraput.

These were stated by Odisha Director General of Police (DGP) Prakash Mishra during his visit to Malkangiri district on May 3. Mishra also visited cut off areas of the Chitrakonda reservoir. The Communist Party of India-Maoist (CPI-Maoist) on May 28 claimed responsibility for the May 25 attack on a convoy of Congress leaders in Darbha ghati area of Sukma District in Chhattisgarh, reports The Times of India. The Maoists sent a four-page letter and an audio clipping to the media, claiming they were behind the attack in which 28 people including top Congress state leaders were killed. The letter carries the signature of a Maoists spokesperson from Dandakaranya. As per the letter, a team of the People's Liberation Guerrilla Army (PLGA) carried out the attack. It further states that senior Congress leaders Mahendra Karma, Nand Kumar Patel and VC Shukla were the main targets of the attack. The attack left Karma and Patel dead, while Shukla was critically injured and is undergoing treatment at a Gurgaon hospital. The Maoists claimed that their purpose was to "punish" Mahendra Karma who had launched the anti-Naxal armed movement Salwa Judum. The Reds blamed Nand Kumar Patel for giving a go ahead to Operation Green Hunt and letting paramilitary forces join anti-Naxal operations when he served as the State home minister. The Maoists also made seven demands in the letter, calling for the withdrawal of paramilitary forces from Dandakaranya and an end to Operation Green Hunt. Naxals also sought the release of arrested Maoists and "innocent" tribals from prison unconditionally.

Though the situation is under control, we are not taking any chance," said Superintendent of Police-SP (Malkangiri) Akhileswar Singh. Police said two more batches of Border Security Force (BSF) were sent to Mathili in Malkangiri District to strengthen the counter-insurgency operations and check possible infiltration of Maoists into Odisha after the carnage at Dharba ghat road in Chhattisgarh on May 25. Police suspects the Maoists, post May 25 attack, are hiding at Tulsi Dongor, which has a thick forest cover and no permanent security camp. While 90% of Tulsi Dongor is within Chhattisgarh, the remaining portion falls in Odisha. "Our operations are yet to yield any result. Tulsi Dongor being a much safer place, it is suspected that the ultras have preferred to stay put there instead of sneaking into Odisha," the SP said.

"It is not a case of one incident in Chhattisgarh which killed 28 people including state Congress leaders...Naxalism has engulfed major parts of the country and is posing a major challenge to democracy," Kumar told reporters. He said one effective way to deal with the problem was to spend more on development. "The Centre needs to open its purse a bit more," he said. "The sense of deprivation of the people should be ended bridging regional disparity," he said. With this in view they were seeking special category status for the state to help all states grow equally, he said. "Today, developed states are becoming more prosperous while backward states like Bihar are ignored. For inclusive growth all the states need to grow equally," he said. The chief minister found fault in keeping District as base in the Integrated Action Plan (IAP) of the Centre for pumping more fund in deprived districts, which was exploited by Maoists. "Instead of district, panchayat should have been chosen as unit under IAP," Kumar said.

Twenty-one civilians have died in Maoist attacks in Bihar until May 31 this year, more than double the number (10) killed over the same period in 2012, according to the Union Home Ministry. More Security Personnel have died in Maoist attacks in the first five months of 2013 than in the corresponding months of 2012. Only 99 Maoists were arrested and two surrendered until May 31 this year; by contrast, 204 Maoists were arrested and 34 surrendered in the first five months of 2012.

Speaking to a gathering of industrialists at PHDCCI Sahay said that the helmets provided to his troopers can't withstand rifle bullets while their food packets are so heavy that it forces the foot soldiers to think whether to carry enough bullets or enough food. He said import of gadgets and weapons for the security forces is "not a happy situation" as foreign manufacturers do not meet Indian requirements in an optimal fashion, adding that indigenous research and development done by local companies was "not up to the mark". "We need helmets which can protect us from rifle bullets...what we have now only saves a troop from pistol firing," the DG said. Sahay was speaking on 'Expectation of Counter-insurgency Forces from Industry' at a function organized by PHDCCI. The CRPF chief, whose about three-lakh personnel is the mainstay of counter-Maoist operations, said procurement of high-end gadgets like Unmanned Aerial Vehicles (UAVs) and weaponry is being done from overseas which is a time taking exercise and is "affecting operations." As the procurement requirements of the central security forces keep fluctuating, only second-rung international companies participate and "we have to depend on indigenous organisations like DRDO, Ordnance factories and central public sector undertakings... They (Indian firms and PSUs) have their own limitations. They cannot produce as much as we need," he said. "The local research and development has not been up to the mark," he added. Speaking on the food available for the troops, he said the ready-to-eat meals given to troops in operations are also heavier and have low nutritional value as compared to what other countries provide their strike squads. A CRPF commando carries a food pouch weighing 1.74kg while for a personnel in the United States forces it is 600 grams, he said.

In an interaction with the media at his official residence, Siddaramaiah maintained that the Left-wing extremism (LWE) problem was ‘not very serious’ in Karnataka. “Only three or four Districts are affected by this problem,” he said. However, his Government was serious in taking up development work in backward regions and forest areas prone to Left-wing extremism. Asked whether Karnataka’s stand on the issue was not contrary to the Union government’s decision to act tough on Maoists, Siddaramaiah said, “This is the stand of [my] Government. We appeal to all those involved in these activities to come forward for a dialogue across the table.” State Home Minister K.J. George said on that the Government would recruit 8,000 Police personnel this year in the State. Addressing presspersons after chairing a review meeting on the implementation of development work in naxalite-affected areas, George said that there was a shortage of 19,000 police personnel as recruitment had not been taken up in the last three or four years. As far as Maoist-affected areas were concerned, the Police would recruit tribal youth from these areas. It would provide some relaxation in education and other parameters while recruiting policemen in these areas. The Government would set up an Anti-Terrorist Squad in the place of Anti-Naxalite Force. This squad will be given training not only in dealing with terrorism but also jungle warfare. To a question, George said that the Chief Minister had urged the Centre to include Karnataka in the list of Maoist-affected States to get more funds for development work in such areas. Asked how the list of Maoist-affected Districts had gone up from four to seven in the State, he said that when the Police took action in the affected Districts, the Maoists moved to the neighbouring Districts. There were about 30 Maoists in the State. Some of these 30 were from other States. The Government had hiked the amount paid under the Maoist surrender package. The relief amount for a surrendering Maoist had been increased from INR 200,000 to Rs. 500,000, he said and added that the amount for surrendering an AK-47 rifle had been increased from INR 15,000 to INR 30,000.

The Central Reserve Police Force (CRPF) has stopped using Mine-Protected Vehicles (MPVs) deployed for carrying troops to minimize causalities resulting from Improvised Explosive Device (IED) blasts in Communist Party of India-Maoist (CPI-Maoist)-affected areas, reports The Times of India on June 30. This is the first time that CRPF has issued a complete ban on the use of these four-wheeled armoured vehicles. Close to 50 such armoured vehicles in Maoist hotbeds of Chhattisgarh, Odisha, Jharkhand, West Bengal and Bihar have been rolled inside CRPF camps. These MPVs will be used in rare instances only. "I have issued orders to my formations in the Left Wing Extremism areas to shun the use of the MPVs for patrol and other movements. As a result of this decision, this is the first time that no causalities in IED blasts or from hidden landmines in the first six months this year," said CRPF Director General (DG) Pranay Sahay. The CRPF DG added these vehicles will not be used anymore for jungle patrols and the commanders have been asked to send their patrols only on foot, as part of the standard operating procedures for these areas. "What is the fun in using these vehicles if they are not helping my men? This year we have had no causalities from IED attacks. This is a satisfactory achievement," Sahay asserted.

This is according to a recent finding by the State Police. "Women cadres are actively participating in military operations in large number as compared to their male counterparts. It has been clearly witnessed in recent Maoist attack on Congress convoy at Jhiram valley," said Chhattisgarh Armed Force (CAF) Inspector General R P Kalluri. He added, "They are generally more brutal and ferocious. We cannot rule out their increasing numbers in the movement in Bastar. We have to psychologically deal with the issue". The women cadres are also being given equal chance in decision making at ‘special zonal committee’. Intelligence inputs suggest the number of women cadres has significantly increased in the past two years in Bastar region, and apparently in other States as well. In 2010, women constituted around 40 percent of the Maoist cadre which increased to 60 percent in the beginning of 2013. Chhattisgarh leads among Maoist-hit states where recruitment of women cadre is higher.

Andhra Pradesh Director General of Police (DGP) V Dinesh Reddy on July 2 said that sustained intelligence based anti-Naxal [Left-Wing Extremism (LWE)] operations led to the decline in LWE violence to the tune of 57 per cent in Andhra Pradesh in the first six months of 2013, which also resulted in the arrest of 106 Communist Party of India-Maoist (CPI-Maoist) cadrse, reports The Economic Times. Thirteen incidents, including four murders were reported in the first six months in 2013 as compared to 30 incidents reported during the corresponding period in 2012, he added. He further said that Andhra Pradesh Police arrested 106 Maoists including one ‘central committee member’ Anukul Chandra Naskar alias Gajanna. Besides 56 Maoist cadres surrendered. The DGP said that Police seized INR 1.46 million cash and 30 firearms. There are around 340 underground cadres (from Andhra Pradesh) and out of this 200 are operating in different states and remaining 140 are operating in bordering states of Andhra Pradesh. In the last two years, 15,000 police personnel were recruited and notification for 11,000 posts for recruitment of police constables and sub-inspectors will be issued soon.

Intelligence inputs indicate that the Communist Party of India-Maoist (CPI-Maoist) has the clearly defined objective of entering the workforce, becoming part of workers' associations, and motivating them to carry out violent protests. One of the groups active in the national capital region is the Revolutionary Democratic Front (RDF). Intelligence inputs indicate they have penetrated various social fora, trade unions and workers' groups as well as bodies working for social empowerment. Intelligence agencies have information that RDF has told its fraternal organisations to participate and lead in any retaliation against violence by dominant social classes. "This is not like AISA, the student body of the CPI (M-L). Their level of involvement is much higher; they are more like a Maoist overground," one Delhi-based intelligence official says. An intelligence report says that the group has "resolved to launch a militant campaign against caste violence". Information gathered by these agencies suggests that Delhi is emerging as a major urban base of ultra left ideology. Of Delhi's 11 districts, seven have a have strong ultra-left influence. They are Central, South, New Delhi, North-West, North, South-West and North East. Sources say that the group has already developed a strong base in Delhi and the National Capital Region. Front organisations of the CPI-Maoist have let their members loose across the capital. Many of their members are said to be active in Delhi's satellite towns like Gurgaon and Ghaziabad. Moreover, intelligence inputs indicate activity by ultra-left groups in States like Punjab, Haryana and Rajasthan. Continuing the operations for the 10th day in the area, State Police and CAPFs, including Commando Battalion for Resolute Action (CoBRA), destroyed some camps on July 3 and July 4 and seized three Improvised Explosive Devices (IEDs), 13 detonators, several backpacks, mobile chargers and literature from a camp near Murhar hills in Kumandih. Jharkhand Director-General of Police (DGP) Rajiv Kumar who visited the area on July 3 said, “We have information that several top leaders of the Koel Sankh zone were having meetings in the area. We are proceeding cautiously as Maoists had planted explosives in the entire area. In some parts of the thick forest, they have occupied hilly terrain, where they will be an advantage.” Further, in an interview with Pioneer, the DGP said the Security Forces (SFs) will fight the Maoists to the finish in Kumandih jungle, spreading over 50-60 square kilometres. "They should either surrender or face the bullets. They can't escape as we have deployed troops at all the possible exit points," he added. The DGP said five companies of forces drawn from Jharkhand Armed Police and Indian Reserve Battalions were deployed on July 4 to the existing strength of 1,500 troops fighting the Maoists since June 24. "Though the Maoists' presence in Santhal Pargana has been there for the last five years, but my assessment is that they don't have formidable strength. Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

The Hindu reports that an internal inquiry report on the Communist Party of India-Maoist (CPI-Maoist) attack on a Congress convoy in Chhattisgarh — submitted to the Director-General of Police (DGP) Ram Nivas — held erstwhile Superintendent of Police (SP) Bastar Mayank Shrivastava responsible for intelligence failure, according to local newspaper Nai Dunia . The DGP, however, confirmed receipt of the report but said he was “yet to go through it” and refused to divulge its contents. While Nivas refused to divulge the contents of the report, a local newspaper claimed that the internal inquiry held the erstwhile SP of Bastar, Mayank Shrivastava, responsible. According to the Nai Dunia report, the preliminary investigation conducted by DIG-ranked officer Ravindra Bhedia found that Shrivastava had committed “serious blunders” in the lead-up to the Darbha Ghati incident. The SP reportedly did not act on the intelligence alerts send to him at earlier dates. He reportedly “acted irresponsibly” in having shifted additional forces to other districts and depriving the Congress rally of adequate security in Bastar. Shrivastava was suspended soon after the May 25 incident.

The Chhattisgarh Government on July 16 said that over 1,100 people, including Security Forces (SFs), have lost their lives in Maoist violence in the State in the past six years, with the highest causalities of 392 being reported in Bijapur District, reports Zee News. In a written reply to a question by Congress legislator Kuldeep Singh Juneja in the State Assembly, State Home Minister Nankiram Kanwar said, "Total 3,089 Naxal incidents took place in the State from January 2008 till June 20 this year (2013). In these incidents, 1,181 people, including 696 civilians, 233 Policemen and 252 paramilitary troopers were killed." Figures tabled in the House showed that the highest number of causalities were witnessed in Bijapur, where a total of 392 people including 284 civilians, 70 Policemen and 38 paramilitary forces lost their lives in 934 Maoist incidents that took place between 2008-June 2013. After Bijapur, Dantewada saw second highest causalities numbering 305 followed by Kanker (119), Narayanpur (110), Rajnandgaon (84), Bastar (81), Sukma (30), Dhamtari (18), Gariyaband (14), Balrampur (8) and Kondagaon (7). Balod and Balodabazar Districts saw four causalities each, Mahsamund two while Raigarh, Jashpur and Sarguja witnessed one death each.

He said that a Superintendent of Police (SP) posted in a Maoist-hit District may not be considered for deputation in a central organization if the Union Home Ministry is not happy with his performance. Similarly, performance of officers of Central Forces will affect their promotion and annual confidential reports (ACR). The Central Government has held the State Police Forces responsible for attacks on Security Forces (SFs) and politicians in Naxal [Left Wing Extremism (LWE)]-affected areas, reports The Times of India on August 8. It has blamed their lack of preparedness and failure to stick to Standard Operating Procedures (SoPs) for casualties on the side of the State. This is probably the first time that the Union Government has openly criticized State Governments for failure to prevent LWE attacks. Minister of State for Home Affairs R P N Singh said in Lok Sabha (Lower House of Indian Parliament) on August 7, "An analysis of recent Naxal attacks discloses that the attacks could succeed mainly due to failure of adherence to basic Policing tactics and practices by some of the State Police Forces." He went on to stress that attacks could have been anticipated and measures taken to prevent them but States failed to do so. Till July 15, 2013 the country has witnessed 630 incidents of LWE violence that have claimed the lives 149 civilians, 68 SFs and 59 LWEs.

Singh while replying to a question in Lok Sabha (Lower House of India Parliament) on August 13 said the number of women cadres of Communist Party of India-Maoist (CPI-Maoist) involved in attacks and encounters with Security Forces (SFs) has increased perceptibly, reports The Times of India. The Minister added, "In recent incidents of Naxalite attacks, participation of a substantial number of female cadres has been observed. A large number of female cadres have also died in exchanges of fire with the Security Forces." Of the 65 Maoists killed by SFs in 2013, 23 are women. The Palamu Police had on September 13 claimed to have recovered a country-made revolver, pamphlets and other Maoist literature from a room during a raid on a hotel in Medininagar, following a tip-off. No one was arrested. A senior Police official, however, said on September 14 that the State Police were yet to establish the authenticity of the pamphlets that described the abduction plan. In his denial on September 15, Maoist spokesperson Gopal said the Police were “spreading rumours to turn ordinary people and intellectuals against Maoists” by claiming that they had planned to abduct a woman official.

The State Government has shifted a group of personnel from the department of information and public relations to ANO in Nagpur to set up the specialized cell. This cell would not only counter the Maoists’ potent wing of propaganda but also initiate media strategies regarding issues and incidents from Maoist zones. Sub-jail Superintendent Gopinath Chowdhury said "We have informed the higher-ups about non-functioning of the cameras, but they are yet to be repaired." The cameras were installed in 2010 to increase surveillance and check untoward incidents on the jail premises. By mid-2012, these developed snag and no longer serve their purpose. The security at the Sub-jail, which houses a large number of Communist Party of India-Maoist (CPI-Maoist) cadres, has come under the scanner in the wake of possible Maoist attacks to rescue cadres, languishing in jails across the State. The Sub-jail is also grappling with staff shortage. The posts of a Sub-Assistant jailor and three warders are lying vacant for over one year. Officials said while the intake capacity of the prison was increased from 89 to 308 in 2012, adequate staff has not been posted yet. "Given the number of Maoists lodged in the jail, we need at least two more platoons of armed police force," the jail superintendent added.

Union Home Minister Sushilkumar Shinde on October 7 briefed Prime Minister Manmohan Singh on the situation in the State. As the protest spread to more areas in Rayalaseema and coastal Andhra Pradesh, the officials are apprehensive that the Communist party of India-Maoist (CPI-Maoist) would now try and reassert their presence in areas where the Police and paramilitary forces have managed to regain control in the last few years. Moreover, as paramilitary forces engaged in anti-Naxal operations were being diverted to contain protests, Maoists would sense a chance to regroup. “It is a well-known fact that most of the top Maoist leaders belong to the economically backward Telangana region, which used to be the hotbed of Naxal activities. Persistent operations by Greyhound commandos of the Andhra Pradesh Police, along with the paramilitary forces, forced Maoists to shift base to the neighbouring States. But now with attention diverting towards protests and people getting restless, Naxals might try and rebuild the cadre base in the State,” a senior MHA official said. Of the 10 districts of the proposed Telangana State, which shares borders with some of the Naxal strongholds like Gadchiroli in Maharashtra and Bastar in Chhattisgarh, 8 have been declared worst hit by the Left Wing Extremism. They include onetime Maoist hotbeds of Karimnagar, Warangal and Adilabad. Significantly, even the other Districts that will fall in divided Andhra Pradesh are also facing Naxal problem, which include Vizianagaram and Visakhapatnam that have turned out to be the epicentres of the current anti-Telangana protests. “Chief Minister N. Kiran Kumar Reddy has also come out openly against Telangana ... There is complete absence of governance in the State where even the bureaucracy and police look divided. Under such circumstances law and order situation in the State could be compromised,” the official added.

Maoists, like any other socio-political outfit, ensure that the masses remain updated about their movements, agenda, military exploits, heroism and sacrifices through press releases meant for popular media and also their own publications. It is also learnt that Milind Teltumbde, secretary of Maharashtra State Rajya Committee, operating in North Gadchiroli-Gondia Balaghat division, pens the outfit's press release in Marathi under the pseudonym 'Sahyadri'. Senior cadre Gopi too releases press notes for the outfit. Sriniwas, whose actual name is Aitu, releases press notes for Western regional committee of South Gadchiroli division, which is part of the Dandakaranya Special Zonal Committee (DKSZC). Gudsa Usendi acts as spokesperson for DKSZC. An official of Rajnandgaon police in Chhattisgarh said that their raid on a Naxal camp suggested how the rebels have been printing literature, including press releases, in the jungles. The affected states have been asked to gather information about movable, immovable assets of Maoist leaders and confiscate them if they are proceeds of terror activities, or are being used to fund such activities. “Bihar CM Nitish Kumar had proposed this at a meeting of LWE-affected states chaired by the Home Minister a few months ago. We found out that the top Naxal leaders were amassing much wealth. We started using UAPA provisions to attach and confiscate it in May 2012. The JIC has said that the State was becoming "a bridge between Maoist movements in Nepal and India". The assessment was carried out a few months ago. "Of concern is not only the sharp rise in Security Forces causalities but also the fact that not a single Naxal cadre has been killed in any counter-intelligence operation as against five Maoists killed in the same period last year. The reason for worry for the government is the killing of 13 security personnel this year as compared to 1 last year. The number of Naxals arrested has also decreased to 174 from 428 last year. The Union Ministry of Home Affairs (MHA) has told the Supreme Court that Communist Party of India-Maoist (CPI-Maoist) ideologues and sympathisers are more dangerous than the armed cadres of the CPI-Maoist as they were making all efforts to keep the Naxal [Left-Wing Extremist (LWE) movement alive, reports The Hindu on November 16. “The ideologues and supporters of the CPI (Maoist) in cities and towns have undertaken a concerted and systematic propaganda against the state to project it in a poor light and also malign it through disinformation… In fact, it is these ideologues who have kept the Maoist movement alive and are in many ways more dangerous than the cadres of the People’s Liberation Guerrilla Army,” the MHA said in an affidavit in the apex court. The Centre’s affidavit is in response to a Supreme Court notice on a PIL plea seeking directions to the Centre and nine Naxal-affected States to formulate a policy on the Maoist issue.

Manish Kunjam, the Communist Party of India (CPI) candidate of Konta constituency in Chhattisgarh, where the polls have already been held on November 11, alleges that the media reporting on the first phase of elections is “provoking” the Maoists, reports The Hindu on November 17. “The media is routinely highlighting the fact that villagers here have defied the Maoist diktat and voted fearlessly. This may provoke the rebels,” he said in a press statement. “The fact is if the Maoists want, they can influence voting in cities too – in rural areas, no one would dare to vote despite the presence of a large number of forces, unless the Maoists approve of it. Minister for Home Thiruvanchoor Radhakrishnan on November 18 said the State Government was planning a multi-pronged approach to tackle the Communist Party of India-Maoist (CPI-Maoist) threat, including the establishment of a special anti-terrorist force, reports The Hindu. Replying to questions at a press conference, Radhakrishnan said the Home Department had decided to strengthen 16 Police Stations in the tribal areas, in addition to opening Jana Maithri Police Stations. The student police scheme would also be implemented in tribal schools, he said. Persons belonging to the Scheduled Tribe communities would be appointed Home Guards and be given other tasks such as monitoring the reach of Government welfare programmes and development activities. Such measures would ensure a participatory role for the tribals, besides ensuring more interaction with the local population. Currently, the Thunderbolt force was present in the area. The Government would also requisition the services of Central forces, if necessary, but it did not perceive any threats from the Maoists, the Minister said. In reply to a question, Radhakrishnan said the participatory programme of the Government did not have any resemblance to the Salwa Judum (anti-Maoist vigilante group) force in Chhattisgarh. The objective of the Government was to ensure a participatory role for the tribal population. A joint operation involving the Director Generals of Police of Kerala, Tamil Nadu and Karnataka Police was already in place to monitor the situation, he said.

As many as 87 Maoists surrendered during the period, chief minister Naveen Patnaik told the assembly on December 2. Naveen said among the Districts, highest number of four Border Security Force (BSF) personnel were killed in an ambush in Koraput while 13 extremists were gunned down in Malkangiri District. Chief Minister (CM) Naveen Patnaik, on December 10, said that his Government has successfully contained the activities of Left Wing Extremists (LWE), reports New India Express. Asserting that lawless activities of Communists Party of India-Maoist (CPI-Maoist) have been brought under control in 11 affected Districts, the Chief Minister said the Government is now trying to contain the Maoists in parts of Malkangiri, Koraput, Balangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur districts. Patnaik also said the number of casualties of civilians and security personnel in Maoist- related incident till November is less than half of the number during 2012. The Maoists claimed the lives of 15 civilians and seven security personnel in 2013 compared to 25 civilians and 19 security personnel last year. Naveen said 21 Maoists were killed in 57 incidents till November as against 10 in 2012. Responding to Leader of Opposition Bhupinder Singh’s allegation that the State Government is unable to utilise funds sanctioned under security-related expenditure (SRE) scheme, the Chief Minister said the State has already spent INR 3.23 billion from its own resources in SRE scheme during 2012-13. “It is a matter of regret that the Government of India has not reimbursed INR 1.79 billion in spite of several requests from the State,” he remarked. Meanwhile, Naveen Patnaik dismissing the opposition parties including Congress and the Bharatiya Janata Party’s (BJP) allegations that the crime records of the State proved inefficiency of Government in maintaining law and order situation, the CM said the situation in the State is by and large peaceful. There have been no communal incidents or major agitational activities by the students in the State. The industrial scenario, by and large, remained peaceful and sporadic incidents were tactfully handled, he said.

Union Home Minister Sushilkumar Shinde also advised Bihar Chief Minister Nitish Kumar to examine successful counter-insurgency models of other States and adopt such structures in Bihar too. “We have noticed a complete breakdown in coordination between the State police and the Central forces as well as with the neighbouring states like Jharkhand,” Shinde wrote in his letter to Kumar. Expressing concern over deteriorating Left Wing Extremism situation in Bihar, Mr. Shinde said the CPI (Maoist) have looted 38 sophisticated weapons and ammunition from the Bihar Police this year and that was the largest number in the country. “There is a worry that the Maoists have identified Bihar Police for snatching weapons and ammunition since the state police personnel appear to be poorly trained in tactics. The State has also witnessed the killing of 27 security personnel this year, which is a very high number,” he said.

"Several cadres active on the Bihar-Jharkhand borders like to work in the Bihar area.
