He expressed concern over the situation in the Maoist infested areas in the eastern region and said that despite the deployment of the paramilitary forces, the State Governments have failed to contain the movement of the Maoists. “It will take around two to three years to contain Maoist menace. What we are doing now is to get out of the mode of denial and engage Maoists and take resolute measures to tackle the menace of Maoists. That has just begun. It will take two to three years to contain the Maoists,” said Chidambaram.

ANI reports that Chhattisgarh Police said that it has devised a new strategy to combat the Communist Party of India-Maoist (CPI-Maoist) by packing a small area with adequate security personnel to force the Maoists to flee and develop it later. Speaking to ANI on January 2, Chhattisgarh Director General of Police Vishwa Ranjan said: “We have started a new form of joint operation in Rajnandagaon and northern Bastar. The objective is to pack a small area with adequate force, so that Naxals [Left Wing Extremists] are forced to flee the area.” “Once they have retreated we will develop the area. When that area has developed will move to another geographical area and develop it,” he added. Earlier in December 2009, after a meeting with the Director Generals of Police of five Naxal affected States -West Bengal, Jharkhand, Orissa, Chattisgarh and Bihar the Home Ministry had reportedly agreed to depute 33 more battalions of the Central forces to the anti Naxal offensive. The Union Home Ministry has stationed 25 battalions of central forces in Chhattisgarh as the State is witnessing the heavy movement of the red rebels. The CPI-Maoist cannot survive in the jungles without having a urban base as they rely on logistics support from their network in the cities, Chhattisgarh Police chief Vishwa Ranjan said, according to IANS. “Without an urban base, the Maoists can’t operate an underground movement in the forests. They rely on logistics support from their urban network,” Ranjan, a former additional director of the Intelligence Bureau (IB), said at a press conference here. “They (the Maoists) can’t survive without an urban base. Police in Chhattisgarh have cracked down hard on rebels’ urban network throughout 2009 and the Maoists have now been put under severe Police pressure in the State,” Ranjan maintained. Responding to a question, he denied that the Police were not getting the support of the locals in their operations against the Maoists in the interiors. “Police are getting good support from the local population in the drive against insurgents as the people are with Maoists only because of fear, not because of the heart,” Ranjan remarked.

Jharkhand Chief Minister Shibu Soren on January 3 said that his Government is ready to hold peace talks with the Maoists and prompt them to be integrated with the mainstream of society. Addressing the media in Ranchi, Soren said, “There might be difference of opinion among the Maoists but there is no difference of opinion between us and the Maoists. We want them to sit and discuss their problems with us. I will ask them whether they are fighting against the government or the society. I was also a rebel at one time." Earlier on January 2, Telegraph quoted him as saying that his Government would not launch a major offensive against Maoists, provided they remained silent. “If they keep quiet, we too won’t harass them unnecessarily. Anti-Naxalite operations in the state have virtually been suspended. Our government is ready for talks with top ultra leaders at any time and accept their justified demands,” he said. Commenting on January 2 bandh called by the CPI-Maoist, Soren said the poor masses bore the brunt of such bandhs. “Any organisation may have the fundamental right to call a bandh, but the poor daily wage earners are the ones who are affected by it. If they (rebels) are championing the cause of the poor, they ought to consider these factors as well,” he added.

Nearly 100 people have been killed by Maoists in Lalgarh-Jhargram area in the last three months of 2009, raising serious concerns in the Home Ministry, reports Indian Express. The Ministry officials said the West Bengal Government seems to have failed to tackle the extremists despite having sufficient paramilitary forces. Officials said incidents of murder of political workers, ironically most of them belonging to ruling CPI-Marxist, and innocent villagers by terming them as “police informers” and Policemen, have become common in the 150-km area in West Midnapore district. “The situation in Lalgarh-Jhargram area is very disturbing. The Maoists have been killing people at will and it seems there is no one to check them,” a senior official said. Burning houses, setting fire on vehicles, rampant extortion, destroying office buildings, bridges and other infrastructure have been going on freely. Despite having around 2,500 Central paramilitary personnel and adequate number of local police force, the state government has failed to tackle the Naxals. “I am disappointed over the Lalgarh situation...The situation is pretty depressing...despite adequate number (of) Central paramilitary forces (being) sent to them in June 2009, the West Bengal government has not been able to contain the problem,” the Union Home Minister P. Chidambaram said. The Maoists have recently published a document claiming that they killed 270 security men and lost 232 men between July 2008 and September 2009.

Illegal firearms were recovered from a BSNL telephone exchange in Tiljala on the eastern fringe of Kolkata late in the night of January 4. Acting on a tip-off, a special team of the Criminal Investigation Department (CID) raided the exchange and seized seven rifles. The exchange was later sealed on January 5. "Four security guards, belonging to a private security agency, have been arrested," said Annuj Sharma, Special Inspector General of CID. According to a senior CID officer, the guards — Golam Ambia Sheikh, Sheikh Jahangir, Bapi Sheikh and Abdul Hossain Sheikh — are residents of Burdwan District. The security agency — Inter-State Security Agency — had started operating a few months ago at Garfa in south Kolkata. According to CID sources, Golam Ambia Sheikh is the kingpin of the racket. The accused used to sell illegal arms at the rate of INR 35,000 to 40,000. "The accused used to have fake licences prepared in Nagaland, Bhagalpur [Bihar] and Patna. After forging licences, they purchased firearms from the city and stored them in the BSNL exchange offices," an officer said. "The accused were produced in the Alipore court today. As per initial investigation, it seems the four are from the same family. They may have links with Maoists," an officer said. The incident has prompted the CID to crack down on private security agencies in Kolkata. "We have information that several of them deal in illegal arms," said a senior officer.

Experts said these recruitment drives are happening in bordering areas of eastern and central Jharkhand and Chhattisgarh and Orissa States. "Maoists have a separate department to recruit children. They say it is baal (children) militia. It is very operational in bordering areas of Orissa-Jharkhand and Orissa-Chhattisgarh. Their job is only to recruit children to train them and brainwash them," experts said.

West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Addressing presspersons on January 6, the Home Minister said there was no major incident involving Naxalites after March 1, 2009. The State could curb their activities through combing operations and owing to the support from the people. "Two days ago, Chief Minister B.S. Yeddyurappa was in Kigga, the hotbed of Naxalite activities in the coastal belt, and spent more than three hours in the place, and there was not even a minor incident," Acharya said. The Minister said that during the Lok Sabha elections (General Elections), he himself had extensively toured the 19 Naxal-affected areas in the coastal region without Police protection. "These regions registered a higher turnout than during the previous elections. This indicates that the Naxalite influence is on the wane," he added. Longkumer, Inspector General of Police (Bastar range), told IANS. Describing this as the "first ever case in the state of Maoists' involvement in ganja plantations", Longkumer said that two people who originally belonged to Tamil Nadu were arrested while four others who were taking care of the plants were absconding. "A team of about 100 Policemen was rushed Wednesday [January 6] to track down the absconding men and the Maoists who were involved in the plantations. We are gathering details whether Maoists have more such plantations in the area," Longkumer added.

Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. The special operations group of the Special Task Force (STF) arrested a top Maoist and member of the Communist Party of India-Maoist (CPI-Maoist) zonal committee Subodh Singh alias Anandji alias Divendu Kumar Singh from a house in the Kankerbagh area of Patna late in the night of January 15. The STF Superintendent of Police (SP) Prakash Kumar Sinha told Times of India that an amount of INR 18 lakh cash and a pen drive were seized from the arrested Maoist. Sinha said the pen drive had financial details of how much money the banned outfit collected as levy from different sources and how the money was spent. Five CDs and five mobile phones were also seized from him, he added. The SP said Subodh had collected INR 1.23 crore as levy between September 2008 and November 2009. Of these, INR 70 lakh had been spent. The pen drive also carries important information and decisions taken at different zonal committee meetings of the Maoists apart from the video clippings of meetings and training programmes. Subodh was also in-charge of the outfit's students' wing, the Democratic Students' Union. He was given responsibility to introduce reforms in the working of the Maoists' Magadh Zonal Committee.

Union Home Minister P. Chidambaram said: "I expect this trend to continue in 2010, but I am also confident that state governments would be able to gradually reclaim control over areas that are now dominated by Naxalites." Currently, 33 Districts are seriously affected by the Left Wing Extremist violence. In addition, there are 50 Districts where the CPI-Maoist has some presence. The number of civilians’ deaths in the affected States was 591 in 2009. As many as 317 Security Force personnel — the highest in the past five years — were also killed last year as against 217 casualties among the Maoists. The Hindu quoted Chidambaram as saying the ‘Central forces are not engaged in battle in Naxal-hit States’. “The Centre, at the request of the State governments, sends paramilitary forces, which remain under the control of the State governments,” he said at a press conference in New Delhi. The report said further that the National Counter Terrorism Centre would be formed by this year-end.

An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

Once you halt violence, we are ready to talk to you. We are not asking you to do anything more. If you halt violence we are prepared to talk to you on any matter that is of concern. But the condition is that you must halt violence. Unfortunately, our past appeals have been spurned,” he said. ”The operation against Naxals would be a careful, calibrated and controlled one whose progress could not be measured like the score board of a cricket match — progress would be slow and steady. Our purpose is not to kill anyone. These [are] our own people and we care for them. Contrary to fears expressed in a section of the media and by some NGOs, there was no carnage and both the Central and State forces were acting with great restraint. The operations against Maoists were making slow but steady progress, and areas under Naxalite domination would soon be reclaimed and civil administration established,” the Minister added. Expressing confidence that further progress would be made in six months, he said that he was satisfied with what was happening all over the country. Also, the Union Home Minister defended his Cabinet colleague and Railway Minister Mamata Banerjee who is being accused by the West Bengal Chief Minister Buddhadeb Bhattacharjee of colluding with Maoists. He gave a clean chit to Banerjee by virtually refuting the West Bengal Chief Minister’s allegation about her links with Maoists. “No political party in India which believes in parliamentary democracy can collude with Maoists,” Chidambaram said when asked to react on Bhattacharjee’s allegation about Mamata-Maoist nexus. He appealed to the Maoists to set free the officer. Later in the day the Jharkhand Police admitted that two of the 14 charge-sheeted Maoists were innocent and falsely implicated. “After interrogating about 10-12 arrested persons in Ghatsila sub-divisional jail on Wednesday [February 17], two persons -- Jasmi Mardi and her father Bahadur Mardi -- were found innocent. They had been falsely implicated by Jasmi’s husband Ramrai Hembram, a police constable,” Zonal Inspector General Rezi Dung Dung told a news conference at Ghatsila. Dung Dung said he had met 10-12 charge-sheeted Maoists and about four to five cases, including Mardis’, were needed to be re-investigated. Meanwhile, the Maoists have further asked for INR 1 million as compensation for the family of a killed Maoist.

Pillai also said that an in-depth analysis of Maoist operations also pointed to assistance by former Army men. Altogether 160 civilians and 77 Police personnel were killed in 338 Naxal (left wing extremist) strikes during the past four years in Bihar, the State Government informed the Assembly on March 8, reports The Hindu. Replying to a query, Minister in charge of Home Affairs Brijendra Prasad Yadav said out of the 40 Districts in the State, 33 are Naxal-affected and a total of 160 civilians and 77 Policemen were killed in 338 Maoist attacks during the past four years. While 49 civilians and eight Policemen were killed in 63 Naxal attacks in 2006, 39 people and 23 Policemen were killed in 73 attacks by the Naxals in 2007, the Minister told the House. The Naxals stepped up their activities and killed 43 civilians and 21 Policemen in 79 attacks during 2008 and in 2009 the insurgents killed 29 people and 25 Police personnel in 123 attacks. Giving details of the Naxal-hit Districts, he said of the 38 Maoist-hit Districts, 20 fall under ‘A' category (worst affected). These include Gaya, Aurangabad, Rohtas, Jamui, Munger, Kaimur, Bhojpur, Nawada, Jehanabad, Arwal, Motihari, Patna, Sitamarhi, Bagaha, Bettiah, Banka, Sheohar, Lakhisarai, Vaishali and Begusarai. Five Districts-Buxar, Khagaria, Muzaffarpur, Saharsa, and Nalanda-fall under ‘B' category (moderately hit), while Siwan, Saran, Samastipur, Katihar, Purnia, Bhagalpur, Sheikhpura and Darbhanga Districts are less affected and fall under ‘C' category.

"We are confident that before the term of UPA-2 ends, we will get rid of naxals and will have considerably strengthened our security to face any threat," P Chidambaram said while addressing a media conclave in New Delhi. Referring to the offer of talks made by the Government to Maoists recently, he asked, "Why aren't the Maoists making a simple statement that we abjure violence?" He said in such a situation, it was the legitimate right of the Government to use as much force as necessary to regain areas under their control and hoped that once the Government regained control in two to three years, it would usher in development. Putting the threat from Naxalism higher than jihadi terrorism, Chidambaram said they had a presence in 200 Districts of the country and virtually controlled 34 Districts. "They (Maoists) have declared a war on the Indian State... They are anti-development. They do not want the poor to be emancipated or become economically free," Chidambaram said, adding that civil rights groups naively thought that Naxalites were pro-poor.

'At least 160 civilians were killed in Maoist violence between 2006-09. It is less than one-fourth compared to that of previous years,' a Police official told IANS. The figures are from the latest State Crime Record Bureau report released on March 15. According to official sources, 668 civilians were killed in Maoist violence between 2001 and 2004. Bihar Police chief Neelmani said decline in civilian casualties was one of the several parameters to show that the Maoist violence in the State is on the decline. Police arrested 1,881 rebels, including 350 hardcore Maoists, in 2006-09. In 2001-04, Police arrested 1,160 left wing rebels. Similarly, Police seized 62,841 kilograms explosives from the Maoists between 2006-09 as compared to 94 kilograms in 2001-04. Police also seized 560 firearms from Maoists between 2006-09 compared to 496 in 2001-04.

At least 70 Central Reserve Police Force (CRPF) personnel were killed in an attack by the Communist Party of India-Maoist (CPI-Maoist) in Dantewada District early on April 6, reports Times of India. The attack took place when a CRPF patrol party was returning from a road opening duty in the naxalite-infested Mukrana forest in the District between 6 to 7 am. "We have rushed helicopters to evacuate the casualties," Chhattisgarh Director General of Police Viswa Ranjan told PTI. The death toll in the attack may rise as many of the personnel have been seriously injured. The CRPF patrol party was totally taken aback by the Maoists who surfaced at a hillock to carry out the attack. Dantewada Superintendent of Police Amresh Mishra said that the Maoists blew up a vehicle carrying the CRPF personnel. The incident took place in the early hours near Chintalnar -Tarmetla village in the District when Maoists attacked a joint team comprising personnel from CRPF, District Forces and Special Police, he said. The team had been camping in interiors of Tarmetla forest for the last three days as part of a combing operation, Mishra said. Four Policemen have been injured in the blast. The landmine had exploded in Tanginiguda area when a van carrying personnel of the elite anti-Naxalite Special Operation Group was returning from an operation in adjacent Malkangiri District in Orissa.

Chidambaram, who visited Jagdalpur in Chhattisgarh to review the security situation in the wake of the Maoist attack and pay tributes to martyred CRPF personnel, said the Naxalites have answered the call for talks after giving up violence by a “savage and brutal act of violence.'' “It is the Naxalites who have described the State as the ‘enemy' and the conflict as a ‘war.' If this is a war – and I wish to say that we have never used that word – it is a war that has been thrust upon the State by those who do not have a legitimate right to carry weapons or to kill. The State – the Central government and the affected State governments – are discharging their legal and constitutional duty to protect the people,'' he said in a statement. He further said that the goal of the Naxalites was to overthrow the established authority of the government through armed liberation struggle. “We cannot – and we shall not – allow them to succeed in that goal.'' Chidambaram also said while the Government had refrained from using air power against Maoists, the situation could change. "At present there is no mandate to use the air force or any aircraft. But, if necessary, we will have to revisit the mandate to make some changes." Meanwhile, Chidambaram insisted that there was no "Operation Green Hunt" against Maoists as has been widely reported. Wondering whether development should precede Police action, Chidambaram underscored the difficulties of delivery in areas where the Government could not even enter. The Government would continue with its two-pronged strategy of carrying forward its development effort and a calibrated and controlled Police action in order to assert civilian authority in the affected areas. Chidambaram, however, said it was not possible for the Government alone to tackle the Naxalite problem. He mentioned that civil society would have to play a crucial role in creating awareness of not only the Naxal menace but also the benefits of the development process and the action that were being initiated.

Sonekar held meetings with the block development officers of Jungle Mahal areas of West Bengal," District Magistrate of West Midnapore Narayan Swarup Nigam told PTI. The raid was carried out on the information provided by Chandrasekhar Gorebale alias Sudhakara alias Tippanna alias Nantappa, a cadre of the Karnataka State Committee of the CPI-Maoist, who was arrested at Aija village of Mahabubnagar District in Andhra Pradesh in the morning of June 13. Gorebale was guarding the hideout which was to be used by an Action Committee detailed to carry out an attack on a politician or a Police officer either in Hyderabad or in the Telangana Districts. Sources said the weapons and the Police uniforms were supplied to Gorebale between February and April [2010] and were to be picked by an action committee constituted by the Maoist Central Committee to carry out an assassination in Hyderabad. The seizure of Police uniforms indicated the Maoist plot to carry out a major assassination in Hyderabad or possibly in one of the Telangana Districts, a senior officer said. There have been two instances of Maoist cadres wearing Police uniforms carrying out assassinations in Andhra Pradesh. Two former legislators, S. Chinna Reddy (Anantapur) and Budda Vengal Redy (Kurnool), were killed by Maoists in late 90s.

Gorebale, who was in charge of North Karnataka Districts, was reportedly arrested while moving along with two others who managed to escape. Police suspect that the two who escaped could be Takkallapalli Vasudeva Rao alias Ashanna and Kanumukkula Ramesh alias Raju, known to be members of an Action Committee formed by the Maoist Central Committee. All the three cadres are members of the Maoist Military Commission and the Central Action Team. Police say Ashanna was involved in the killing of former State Home Minister A. Madhava Reddy in 2000 in a landmine blast near Ghatkesar village, about 50 kilometres from Hyderabad. He was also suspected to be involved in the attempt on the life of former Chief Minister N. The plan envisaged an expenditure of INR 30 crore on every Police Station located in Maoist-infested Districts of the State. The money would be spent on fortification of the Police Stations, construction of buildings and other infrastructure. The meeting also cleared the decks for purchase of over 1,000 bullet-proof jackets. “The tender for the supply of bullet proof jackets will be advertised soon,” the DGP said, adding that a sum of INR 29 crore was pending with the Government for the purpose. Neelmani said the Government has also decided to recruit 952 wireless operators. Wireless sets and vehicles have been provided to all the Police Stations in adequate number. "Instructions have been issued to all the SPs [Superintendent of Polices] to ensure control rooms were functional round the clock in the Districts," he added.

"Acting on a tip off that 40 to 45 Maoists had gathered at Duli village near Ranja forest in Salboni Police Station area, a team of commandos and Special Forces of Central Reserve Police Force (CRPF) and Police closed in," the DGP said., adding, "When the Maoists opened fire, the forces retaliated." The NDTV, however, put the death toll at 13. Police sources said that five of the eight Maoists killed were been identified as Arjun (a close associate of Maoist leaders Bikash and Tara), Sagen, Mala, Radha and Lakshmi (who is suspected to have played a major role during the massacre of 24 Eastern Frontier Rifles personnel at Silda on February 15), adds The Hindu. The sources said that based on intelligence inputs received from the Jharkhand Police, it was suspected that top Maoist leader Akash was also killed during the encounter. According to Police sources, the Security Forces had raided the area three days ago [June 13] also but the Maoists had managed to escape. Indian Express adds that the Maoist squad was led by Maoist State Committee member for Bengal-Jharkhand-Orissa region and ‘commander’ of the Lalgarh squad Bikash. He was said to have escaped, using his cadres as a shield. “It was to ensure Bikash’s safe passage that the Maoist squad took such heavy casualty,” said an unnamed security official involved in the operation. Maoist casualties confirmed that Bikash’s Lalgarh squad was joined by cadres from Jharkhand. One of the bodies found was that of Arjun Munda, a Jharkhand Maoist. Another was of Sagen Mahato, a Maoist from Lalgarh.

The DGP told The Hindu, "We have received feelers that a number of people are willing to surrender. However, I can give you neither any numbers nor other details at this juncture." In addition to a grant of INR 1.5 lakh, the surrendered Naxal would get a stipend of INR 2,000 for three years during which he might be imparted training in a trade or vocation. There would be a separate package for laying down arms, ranging from INR 25,000 for a sniper rifle to INR 1,000 for every kilogram of explosive, he added. PTI reports that the West Bengal Government on June 18 announced a special package to bring Maoists back to the mainstream under a 'Special Rehabilitation Scheme' formulated by the Centre. Announcing the package, West Bengal Chief Secretary Ardhendu Sen told reporters that the State Government would implement the surrender-cum-rehabilitation package for those who surrender arms and agree to join the mainstream. About 400 to 500 persons in the Maoist zone, comprising Districts of West Midnapore, Bankura and Purulia, had been arrested in the last one year, he said.

Referring to the recent UN report that deals with 'Children and armed conflicts', India's envoy to UN Hardeep Singh Puri told UN Security Council that operations of the Naxal groups did not fall into the realm of an "armed conflict". "At the outset I should make clear that the violence being perpetrated by these groups though completely abhorrent and condemnable, certainly does not make this a zone of armed conflict as defined by international law," he said. "We, therefore, cannot accept reporting on these incidents as falling within the mandate of the Special Representative of the Secretary-General on Children and Armed Conflict," he said, referring to top UN official Radhika Coomaraswamy. The report, which is produced by the office of Secretary General Ban Ki-moon and submitted to the UN Security Council, highlighted the recruitment and use of children by the Naxals in some Districts of the Chhattisgarh. "The Naxals have admitted that children were used only as messengers and informers but have admitted that children were provided with training to use non-lethal and lethal weapons including landmines," the report said. It also described the incident, in which Naxalites forced villagers to provide five boys and girls for their armed group in October 2009, and stated that the Jharkhand Police had vacated 28 of 43 schools in Naxal-affected areas of the State and was in the process of vacating 13 more.

"We anticipate retaliatory attacks and explosions by the rebels over the weekend," he said. The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.
