The Inspector General of Police (IGP), P. Sunderraj of Bastar division of Chhattisgarh said that the division had witnessed a decline of Naxal [Left Wing Extremism, LWE]-related incidents by 40 per cent in 2019, reports Pioneer on January 3. The IGP further said that there was a decline in loss of security personnel lives in different incidents by 55 per cent and loss of civilian lives in the Communist Party of India-Maoist (CPI-Maoist) attacks by 45 per cent in the previous year. The IGP attributed the decline to the success of the ‘Faith-Development-Security’ policy. He said Chhattisgarh Police, Central Reserve Police Force (CRPF), Border Security Force (BSF), Chhattisgarh Armed Force (CAF) have been working in coordination for effective control. He also said that seven security camps have been established at Chindnaar, Chikpal and Potali of Dantewada District, Khodgaon in Narayanpur District, Pusnar and Bodli of Bijapur District and Sureli in Kanker District. The IGP also added that along with the anti-Naxal operation, the Security Forces (SFs) have been providing security to the construction of roads and bridges.

The cadres of Communist Party of India-Maoist (CPI-Maoist) attacked a construction company site, beat up its workers set and ablaze vehicles near Baksauti village under Govindpur Police Station limits in Nawada District of Bihar on January 6, reports Devdiscourse. As per the report, around 30 to 40 armed cadres of CPI-Maoist stormed a construction site, thrashed 17 workers and set a JCB machine and a pickup van on fire. The Station House Officer (SHO), Nagendra Prasad said the Maoists took all the workers towards a river, on which a bridge is being constructed, tied them with ropes and beat them up. Before leaving the spot, the Maoists also took away mobile phones and money from the workers. The Maoists fired two rounds in the air before moving towards a nearby hillock.

The Security Forces (SFs) have recovered pamphlets of Communist Party of India-Maoist (CPI-Maoist) in Samnapur and Baghatola areas in Balaghat District of Madhya Pradesh, reports The Times of India on January 7. As per the report, two kinds of pamphlets were found in the said areas – one was against Citizenship (Amendment) Act, 2019 (CAA) and National Register of Citizens (NRC), the other was protesting against the displacement of tribals. While the Police are checking the authenticity of the leaflets, the Superintendent of Police (SP) Abhishek Tiwari said, “Some papers were found. They are being verified.” He further said, “Joint teams from Maharashtra, Chhattisgarh and Madhya Pradesh are working in tandem in search operations. Inter-State issues will not crop up, and combing operations have been intensified in all affected areas of the District.”

The Home Minister of Chhattisgarh, Tamradhwaj Sahu, has claimed that since the Congress party came to power in the State, there has been a steady decline in the CPI-Maoist activities, reports The Pioneer on January 9. The Minister said, “Since the formation of Congress government in the State, there has been sharp decline in Naxal[Left Wing Extremism, LWE] movement. Naxal activities have dipped around by 40 to 60 per cent. Maximum numbers of Naxals have been killed, there have been no fake encounters and no tribal has been killed (in Police encounters)”.The home minister also said that the Naxals[Left Wing Extremists, LWEs]have killed civilians, branding them as ‘Police informers’, but claimed that there has been a decline of 60 to 62 per cent in such incidents too.“So, Maoist movements have slowed down significantly in Chhattisgarh, and government has been able to control it,” the Home Minister further remarked.

After the death of Communist Party of India-Maoist (CPI-Maoist) leader Ravula Srinivas aka Ramanna, who had a bounty of INR 14 million on his head, Hidma, who had been heading Maoist attacks in Sukma District, has now been made state in-charge of the CPI-Maoist organisation’s militia actions, reports The Print on January 10. Hidma’s elevation is seen as an attempt by the Maoists to fill the void resulting from the death of Ramanna in the second week of December. Senior police officers deployed in anti-Naxal operations said there has also been a churn in the CPI-Maoist ‘Central Committee, CC’ on whether to elevate Hidma, or other cadre leaders such as Ganesh Uike and Sujata, as chief of the Dandakaranya Special Zonal Committee (DKSZC). The DKSZC was headed by Ramanna. It also works as a Maoist think tank for Chhattisgarh, and Gadchiroli in adjoining Maharashtra where Maoists have a presence. “So far there is no confirmation, neither do we have any recovery to substantiate if Hidma has been given any new task as DKSZC head but security forces are prepared for any eventuality irrespective of which Naxal leader has been given what tasks,” Sukma Deputy Superintendent of Police (DSP), Shalabh Sinha said. “Hidma is a known hard militia taskmaster and had been heading their Battalion 1 in Sukma for more than two and a half years now,” Sinha added.

The DGP emphasized on the steps to strengthen Police security system in Naxal-affected areas. The Superintendent of Police (SP), Shalabh Sinha said, “We launched our UAV (Unmanned Aerial Vehicle or drone) to track its movement. However, the light of the suspected drone went off and it disappeared". It was yet to be ascertained if Maoists were operating these drones, the SP added. Similar incident of drone flying over Security Forces’ (SFs) camps in Kistaram and Pallodi area of the District was witnessed in October, 2019.

The Wayanad Press Club, on January 17, received a pamphlet from the Communist Party of India-Maoist (CPI-Maoist) criticising the Government for what it termed a nominal hike in wages of plantation workers, reports The Hindu. “Many commissions had been appointed by the State Government to study issues of plantation workers. But no decision had been taken in favour of the working class. Whereas it had taken many decisions in favour of estate owners,” Ajitha, spokesperson of the Nadukani Dalam (armed squad) of the CPI-Maoist, said in the letter. While the Government had exempted agriculture income tax and land tax for the corporates, it only made a nominal increase of INR 52 in wages for the workers in the sector, she said. Such a decision was only to protect the vested interests of the capitalist class. The life of workers in the sector was in crisis now as prices of essential commodities had increased manifold since 2015, she said. The Government was cheating the working class. As per the sources, the three arrested persons have been identified as Akhilesh Yadav and Ajay Yadav, both brothers and residents of Aurangabad District of Bihar; and Mithilesh Yadav, resident of Lesliganj block in Palamu District. The trio was supposed to deliver the memory card to Maoists either in Saranda in Jharkhand or Chhakarbandha in Bihar. Police said the chip was handed over to Akhilesh by Ajay who got it from Mithilesh. Akhilesh is the younger brother of top Maoist Vinayji, the ‘secretary’ of Bihar Jharkhand ‘special area committee’ of CPI-Maoist. “The memory chip that was supposed to reach the Maoist top brass contains sensitive information about their sinister designs,” the Superintendent of Police (SP), Ashwani Kumar Sinha said, adding that the arrested trio had revealed that Maoists on the border of Bihar and Jharkhand were desperate to rear their heads again.

The Chhattisgarh Governor Anusuiya Uikey, on January 26, said that the Naxal [Left Wing Extremism, LWE] violence has declined in the State due to vigilant Police Force and several initiatives in justice delivery, reports The Hindu. Addressing the Republic Day Police Parade in Raipur District, the Governor made the statement. She hailed the State Government’s three-pronged strategy of “trust, development and security” to improve the law and order situation in the State. The Governor said, “Vigilant Police Force and justice delivery initiatives have resulted in the reduction of Naxal violence and other offences. The Naxal rehabilitation action plan of the State has been made more attractive. With its three-tier strategy of trust, development and security, the State government has improved the law and order situation in the State. Several steps like giving weekly offs and response allowance to Police Forces have boosted their morale”. The Governor further added that “there has been a tremendous expansion of road infrastructure in the State. In one year, construction of 28 major bridges was completed while 119 are in progress”.

The letter, written by the ‘spokesperson’ of the ‘Western Ghats Special Zone Committee’ (WGSZC) of the CPI-Maoist named Jogi, said the attack on the resort was the result of a misunderstanding and ‘expressed regret’ to the resort owners for the loss incurred. The letter further said that the attack was devised as per a report submitted to the ‘area committee’ by a member of the organisation, prepared after a village visit. Kishan Reddy, in a written reply to the Lok Sabha (Lower House of Indian Parliament) on February 11, informed that the number of Naxal [Left Wing Extremism, LWE] violence including incidents of killings of civilians and Security Forces (SFs) has shown a declining trend in the last three-year period beginning 2017, reports The Times of India. As per the provided data, the number of Maoist incidents of violence declined from 908 (2017) to 833 (2018) and were recorded at 670 (2019). Similarly, the number of civilians killed in the various LWE violence-affected States also came down from 188 (2017) to 173 (2018) and followed by 150 (2019). Likewise, a similar trend was observed in the number of SFs killed which came down from 75 (2017) to 67 (2018) and further reduced to 52 (2019). However, the number of Maoists killed and arrested during the same time period did not show a consistent picture. In 2017, while 136 Naxals were killed in various States, it grew to 225 in 2018 but came down to 145 during the last year. Similarly, the figures for Naxals arrested were 1,888 in 2017 which went up to 1,933 in 2018 and then went down to 1,276 in 2019. The MoS also said, "To combat the LWE menace in a holistic manner, the Government of India has formulated a national policy and action plan in 2015, which envisages a multi-pronged approach comprising security, development and ensuring rights and entitlements of local communities etc."

The Maoists claimed to have killed 19 security personnel and injuring 20 more and admitted that they lost three of their cadres, too. The Maoists have identified their three slain cadres as members of People's Liberation Guerrilla Army (PLGA), armed wing of CPI-Maoist – Sanju, Rajesh and Sukhju, all belonging to Bijapur District of Chhattisgarh. However, the SFs said that they killed 25 Maoists and released some pictures, too, of the slain ones. The bodies of all the Maoists are yet to be found. As per the report, Oraon was an ‘area commander’ of CPI-Maoist and carried a cash reward of INR 200,000 on his head. The Security Forces (SFs) in Jharkhand, on April 7, said they will continue with intelligence-based anti-Naxal [Left Wing Extremism, LWE] operations in the State, even though the Communist Party of India-Maoist (CPI-Maoist) in Odisha and Telangana has announced a unilateral ceasefire in view of the novel coronavirus (COVID-19) outbreak, reports The Times of India. The decision comes after a few Maoist-related incidents, including an encounter in West Singhbhum District were reported last week. The Inspector General (IG) of Central Reserve Police Force (CRPF), Raj Kumar, said, “The administrative deployment to implement the lockdown is mainly in urban and semi-urban areas. It is not hindering the movement of the extremists in the forests. The recent incidents demonstrate that they are active. The tri-junction of Ranchi, Khunti and Chaibasa Districts, the Parasnath hills in Giridih and BudhaPahar in Bokaro are some of the rebel hotspots in the State.”

As per the report, ever since the lockdown has come into force a number of interior villages in the AOB region have been using innovative means to restrict the entry of outsiders and prevent local residents from venturing out, except for the purchase or collection of essentials. The Superintendent of Police (SP) Attada Babujee said, recently, some Maoists tried to enter a village but were stopped by the residents at the entry point. Because of this, the supply of rations, vegetables and livestock were affected, hitting the Left-Wing Extremists (LWEs). Moreover, the lockdown has also hit the revenue flow of the Maoists. Their main sources of income are collections from contractors, weekly shandies and smuggling of ganja. All the three have come to a standstill and sources in the intelligence wing indicate that revenue flow to the LWE have been seriously affected. As per the sources, “They are now relying on their stashed cash dumps and buying essentials from the grey market on the Odisha side.”

The charge sheet was filed against Allan Shuaib (20) and Thwaha Fasal (24) arrested in connection with the case and an absconding accused, C.P. Usman (40). The trio has been charged under the Indian Penal Code (IPC) Section 120B (punishment of criminal conspiracy) and provisions of the Unlawful Activities (Prevention) Act (UAPA). The case was originally registered on November 1, 2019, at Pantheerankavu Police Station, Kozhikode after the duo was arrested with documents and propaganda material allegedly supporting CPI-Maoist, while they were conducting a meeting with Usman, who managed to escape. The case was re-registered by the NIA Kochi unit later. The NIA said the investigation has revealed that “the arrested accused and the absconding accused are members of the proscribed terrorist organization, CPI-Maoist and that they had conducted secret meetings as well as committed certain unlawful activities for furthering the terrorist cause of CPI-Maoist in Kerala.”

The Jharkhand Police has disclosed that there is no respite in Naxal [Left Wing Extremism, LWE] attacks in the State amid the ongoing nationwide coronavirus-induced lockdown, reports ANI on May 11. As per the data provided by the Jharkhand Police, the incidents of Naxal-linked arson and murder during March end to April this year have been higher than the last corresponding period. During March-end to April this year, Naxals carried out 33 major acts of violence, killing and injuring several people, nine murders, and eight cases of arson. Further, in 2019, Jharkhand had recorded 134 violence cases, 30 civilian casualties, 30 acts of arson, and 14 police casualties -- all allegedly carried out by the Naxals. As per the report, post-October 2016 Ramaguda encounter, in which over 30 Maoists, including senior leaders, were killed by the anti-Naxal [Left Wing Extremism, LWE] force of the Andhra Pradesh Greyhounds, the State Police have been on the offensive. This was well supported by the Odisha Government, which not only increased the footprints of its Special Operations Group (SOG) and District Voluntary Force (DVF) in the cut-off area of AOB but has also increased the presence of Border Security Force (BSF) by setting up new camps in the Maoist heartland. This new offensive has pushed the Maoists to a small pocket of about 1,500 square kilometers in the cut-off region, which falls in the east of the Balimela river and squeezed between Andhra Pradesh and Odisha. According to Superintendent of Police (SP), Visakhapatnam, Attada Babujee, with the coming up of the armed outposts and BSF camps and increased surveillance and combing, the Maoists have been pushed back to the north of the cut-off region. The Director General of Police (DGP) of Odisha, Abhay on June 19, asserted that the Communist Party of India-Maoist (CPI-Maoist) violence is on the decline in the Swabhiman Anchal, formerly known as Cut-off area, in Malkangiri District of the State, reports The New Indian Express. The DGP while reviewing the security scenario of the District with Superintendent of Police (SP) Rishikesh D. Khilari and Border Security Force (BSF) officials, said that three security vacuums have been filled up in the erstwhile cut-off region in the last six months. They include enhancing Police presence in the region and operationalisation of BSF camps in Jantapai, Hantalguda, and Darlabeda thereby expediting the ongoing development projects in the area. As security scenario in the region improved, construction of road from Badpada to Jantapai was completed and work is underway on six other important road projects in the area. According to the report, a number of Maoist squads have become active in Banspahari and Simulpal villages in West Midnapore District of West Bengal. The Maoists have started a similar drive in East Singhbhum and Seraikela Kharsawan Districts too. Revealing about the development, a Police Official said that after Maoist activities had almost been eliminated in the Saranda forest, the rebel leadership had changed their strategy and were trying to regain their position in the tribal-dominated West Singhbhum and Seraikela Kharsawan Districts. The Superintendent of Police (SP) Abhishek Pallava said, the Maoists barged into the house of District Reserve Guard (DRG) Constable Ajay Telam in the said village and abducted his father Lachhu Telam (64) and mother Vijjo Telam (62). They also injured Telam’s sister and snatched her mobile phone before fleeing the spot. Outraged by the incident, about 150 villagers entered the forest on July 7, to negotiate with the Maoists for their release. The SP said that the villagers walked through rough hilly terrain until they reached the rebels’ lair deep in the forest. “This is a unique case where villagers managed to argue with the Maoist fiercely at a ‘Jan Adalat’ (People's/Kangaroo Court organised by the Maoists) to release someone branded a ‘Police informer’. They argued that the elderly parents do not use mobile phones, nor do they know how to access it. They have no means to contact Police,” the SP added.

The National Investigation Agency (NIA) on July 29, arrested three persons identified as, Laxman Jaiswal alias Laxman Sao (46), Ramesh Kumar Kashyap alias Ramesh Hemla (35) and Kumari Linge Tati (25), from Dantewada District of Chhattisgarh, in connection with the killing of Bharatiya Janata Party (BJP) legislator Bhima Mandavi on April 9, 2019, in an IED (Improvised Explosive Device) explosion carried out by Communist Party of India-Maoist (CPI-Maoist) cadres, reports Hindustan Times. The NIA Spokesperson Sonia Narang said the arrested persons were allegedly providing logistical support to the Maoists for carrying out the attack in which Mandavi and four of his security personnel were killed. The attack was earlier investigated by Chhattisgarh Police. The NIA took over the case in May, 2019 after which it arrested two persons, Bhima Tati and Madka Ram Tati – in April this year. The NIA spokesperson said “Investigation has revealed that arrested accused Laxman Jaiswal alias Laxman Sao, who runs a grocery shop in Nakulnar, provided electric wires, explosive substances, and other items for the IED blast carried out by CPI-Maoist cadres. Accused Ramesh Kumar Kashyap alias Ramesh Hemla (ex-sarpanch of Kakadi village) and Kumari Linge Tati were instrumental in providing logistic support to the Maoists and were part of the conspiracy which led to the killing of Mandavi and four security personnel”.

Amidst the rising Communist Party of India-Maoist (CPI-Maoist) violence in Kolhan region in West Singhbhum District of Jharkhand, the Deputy Inspector General (DIG), Rajiv Ranjan Singh presided over a high-level meeting of senior Police officials from Odisha and West Bengal along with Superintendents of Police (SPs) of different Districts to review the law and order situation, reports The Avenue Mail on August 18. According to a Police official, “the meeting was called to frame a strategy to combat rising Naxal [Left Wing Extremist, LWE] activities in bordering areas of three States. During the meeting the officials of Police and Paramilitary Forces exchanged information regarding the Naxals movement in areas of concern like and Kiriburu in Kolhan areas with Purulia, Burdwan and West Midnapore Districts in Bengal and also with Mayurbhanj, Keonjhar and Sundargarh Districts in Odisha.” During the meeting, it was decided to step up vigil in the bordering areas. The officials said that additional check posts would be set in bordering areas to put a check on the movement of ultras. “We have found that the rebels have been active in the bordering areas of Odisha, West Bengal, and Jharkhand. They act in one State and easily cross and hide in another State. We have to work together and share intelligence and records of ultras so that they could be flushed out,” said another Police Official.

Ten persons, including five women and a minor girl, were injured after they were beaten up by Communist Party of India-Maoist (CPI-Maoist) cadres for supporting development activities in Chikpal village under Katekalyan Police Station limits in Dantewada District of Chhattisgarh on August 19, reports The Pioneer. The Superintendent of Police (SP) Abhishek Pallava said, a group of 25 to 30 armed Maoists assaulted over 20 villagers with sticks and butt of their guns. The residents of the village had also taken part in Independence Day celebrations at Marjum village, located in a Maoist-stronghold, where the national flag was hoisted after 30 years, the SP informed. The SP also said that the District collector had visited the village last month and assured to take up development works there. On the collector's direction, women in villages of Dantewada formed groups and nominal funds were given to them to carry out various activities in their villages. A group of 10 women in Chikpal was managing meals given to children at the local anganwadi centre among other works. On learning about these activities, Maoists attacked more than 20 villagers, of whom 10 were injured and admitted at a local health centre, the official added.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mahadev Madkami, carrying a cash reward of INR 200,000 on his head, surrendered before the Police in Malkangiri District of Odisha on August 23, reports Hindustan Times. As per the report, Madkami, a resident of Kankerapra village of Dantewada District in Chhattisgarh, was involved in many incidents of assault and killing of civilians, exchange of fire with Security Forces (SFs) and destruction of government properties. He had joined the CPI-Maoist in 2015 and was in the protection team of Chaitu, who was in-charge of the Darva division of Dandakaranya Special Zonal Committee (DKSZC). Since December 2019, he was working in the Mahupadar local squad. The Superintendent of Police (SP) Khilari Rishikesh Dnyandeo said, Madkami was active in Malkangiri and nearby areas and had decided to give up the path of violence as he was disillusioned by Maoist leaders. “He saw various developmental activities being undertaken by the government in this area and realized the futility of the violent path before deciding to join the mainstream of society,” the SP added.

Police arrested two Communist Party of India-Maoist (CPI-Maoist) ‘commanders’ and seized 72 can bombs and four rifles, as well as a pistol and other explosives, in four separate raids in Seraikela-Kharsawan, West Singhbhum, Khunti and Ranchi Districts of Jharkhand, reports The Telegraph on August 26. As per the report, the raids followed the arrests of Maoist ‘commanders’ – Jitrai Munda and Jogen Purty in Khunti District on August 23. They had during interrogation revealed the rebels’ plans to attack the Police and Paramilitary Forces in Kuchai in Seraikela-Kharsawan and Tamar in Ranchi District. The Seraikela-Kharsawan District Superintendent of Police (SP) Mohammed Arshi said, the Maoists had laid can bombs in large numbers at Raisindri hill in Kuchai to inflict casualties to the Police and Paramilitary Forces during their anti-insurgency operations. He said that apart from the can bombs, the rebels had also kept rifles and ammunition hidden in Jharjhara hills at Tamar in Ranchi district for use against the Forces. “Munda and Purty, whom the Khunti Police had arrested on August 23, had said during interrogation that Naxal leaders – Anal, Ashim, Amit Munda, Atul and Maharaja Pramanik are active in Seraikela-Kharsawan, West Singhbhum and Tamar in Ranchi district, where IEDs had been laid. The duo had also pointed out the places where the rebel leaders had kept rifles and ammunition hidden. On getting the information, a joint team of Khunti, Ranchi, West Singhbhum and Seraikela-Kharsawan Police conducted extensive searches. By August 25 morning, we had found all the bombs and firearms the two rebels had spoken of,” said the SP. He further added that the Police had found seven can bombs weighing 5 kilograms each on a mud road at Meromjanga close to the Bandi hill in Kuchai and 65 can bombs weighing 4 kilograms each on a road along the Raisindri hill in Seraikela-Kharsawan District. The accused named in the case are identified as – Maddiletti (31), state president of TVV; Menchu Sandeep (26), state general secretary of TVV; Nalamasa Krishna (38), state vice president of TPF and Yapa Narayana (52), secretary, Telangana State Committee. An NIA official said the case was first registered on October 8, 2019, after a search at Maddiletti’s house in Hyderabad led to the seizure of many incriminating letters, documents, and digital devices, establishing his close association with senior CPI-Maoist leaders and top leaders of their frontal organisations. On March 21, in an encounter with Police near the forests of Minpa village in Sukma in which 17 Security Forces (SFs) were killed. Two days after the encounter, the Maoists released a press note and claimed that three of their cadres also got killed in the encounter. The IGP said, “On September 8, a joint operation was launched by Sukma Police from Bheji and Elarmadgu camp towards Pentapad-Entapad jungle area based on an intelligence input about the presence of CPI-Maoist cadres of Konta/Kistaram Area Committee. After the encounter, we recovered a few letters from the spot. The SFs, while translating one of the letters addressed to a senior cadre from South Bastar Division in Gondi dialect, learnt that the Maoists suffered huge casualties of 23 cadres during the Minpa encounter which took place on March 21, 2020. A couple of days after the encounter, the Maoists claimed through a press release that only three Maoists of PLGA (People's Liberation Guerrilla Army, armed wing of CPI-Maoist) Battalion No 01 were killed by SFs which was not correct.” “We had information that around 30 Maoists were killed in the encounter and now the letter corroborated the fact. In order to keep up the morale of their lower cadres, Maoists normally don’t disclose the details about huge casualties they suffer during an encounter with the security forces. As per the report, acting on a tip-off about movement of a group of 20-25 Maoist cadres in Jerka reserve forest within M. Rampur Police Station limits of Kalahandi and Burhani forest in Kandhamal District, a joint operation was launched by Special Operation Group (SOG) and District Voluntary Force (DVF) of both the Districts as well as two units of CRPF (Central Reserve Police Force) and personnel belonging to CoBRA (Commando Battalion for Resolute Action). The Kalahandi District Superintendent of Police (SP) B. Gangadhar said, during combing operations, the SFs came under indiscriminate firing from the Maoists. A total of 102 civilians and Security Force (SF) personnel were killed in incidents related to the Communist Party of India-Maoist (CPI-Maoist) violence across the country till August 15, 2020, down from 137 reported in the same period in 2019. Sharing State-wise breakup of fatalities in LWE-linked violence, Reddy informed that Chhattisgarh accounted for nearly 62 per cent with 63 of the total 102 deaths across the country, followed by Jharkhand, 22 deaths; Maharashtra, reported 7 deaths; Odisha, 5 deaths; Andhra Pradesh and Bihar, 2 deaths each; and Madhya Pradesh, 1 death.

NIA filed the charge sheet in a special NIA court at Jagdalpur in Bastar District of Chhattisgarh. The NIA spokesperson said, of the 33 accused, six have been arrested, 22 are absconding and five have died. The arrested persons are – Madka Ram Tati, Bhima Ram Tati, Linge Tati, Laxman Jaiswal, Ramesh Kumar Kashyap and Haripal Singh Chauhan – all residents of Dantewada District.

A self-styled Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as Madkam Ramesh alias Gonche Ramesh (50) has died due to suspected coronavirus (COVID-19) infection in Dantewada District of Chhattisgarh on October 3, reports Outlook. The Superintendent of Police (SP) Abhishek Pallava said as per preliminary information, Ramesh, a member of the ‘Kerlapal area committee’ of the CPI-Maoist, was showing symptoms of the infection and died eventually. “He was reportedly suffering from fever and breathlessness following which he was shifted by the ultras from Kerlapal to his native Jagargunda where he succumbed. According to villagers, he was showing symptoms of COVID-19 though inputs suggest he was not tested for it. Any sudden death with fever and breathlessness is deemed to be a suspected COVID-19 death till tests are done”, the SP said.

Five Communist Party of India-Maoist (CPI-Maoist) cadres were killed by their colleagues in Bijapur District of Chhattisgarh over the last two weeks, said the Inspector General of Police (IGP, Bastar range) Sundarraj Patilingam on October 6, reports Hindustan Times. The IGP said these killings are the fallout of an ongoing rift within the CPI-Maoist over recent killings of civilians by some Maoists in south Bastar. IGP Sundarraj added that on October 2 a Maoist leader Modiyam Vijja was shot dead by his subordinates, as reported by SATP earlier. Malkangiri,Superintendent of Police (SP), Rishikesh Dnyandeo Khilari, said,“In the past few days, a joint operation was launched by our Odisha SOG and a unit of BSF. We had received some inputs from the operation. Basing on it, the security forces were undertaking searches in Mukudipalli, Gurasetu and Beijing areas under Jodango PS (Police Station). During this operation, we recovered some explosive dump from the areas.” He further informed, “The dump comprises one country-made revolver, a claymore mine, three-meter long Codex wire, various types of explosives, eight electronic detonators, a large oxygen cylinder, camera flash with switch, iron rods, some electric wires and some Maoist literature. From these seized materials, we suspect that these articles were intended to be used against the innocent tribals and our security forces. They intended for preparing IEDs to be used for anti-national subversive activities. Further enquiry is being conducted.”

The officials,on November 16, said that Chhattisgarh Chief Minister (CM), Bhupesh Baghel, in September 2020, wrote a letter to Union Home Minister (UHM) Amit Shah and urged him for deployment of seven battalions of (CRPF) in Bastar region-- sanctioned in 2018-- and also for installation of mobile towers.“Taking cognisance of the demand, the union home minister has decided to send five battalions as soon as possible,” said a senior official privy to the development.The official further stated that CM,Baghel wrote a letter to home minister Amit Shah, on November 12, and thanked him for accepting the demand and also made some suggestions to eradicate Maoism from Bastar region.“Out of the seven additional CRPF battalions allocated to the state in 2018, five battalions were immediately directed to be deployed in the Bastar region. As per the information I’ve received, a special recruitment rally for Indian Army is being considered in Bastar division in March 2021 to provide employment opportunities to the youth of Bastar while giving them a chance to render a national service. The music videos are suspected to have been shot in Sukma District of Chhattisgarh and circulated across Central India.In one of the videos, the Maoists have made a short musical documentary on the life and achievements of Ravula Srinivas alias Kunta alias Ramanna, who was one of the most prominent rebels of Chhattisgarh. Another video highlights the various military achievements of Maoists in Chhattisgarh. “The videos also have shots and images of large gathering of tribals dancing to songs eulogizing PLGA and appealing masses, especially youngsters to join the armed rebellion. This is a deliberate move claiming mass support to counter security agencies which are stating that rebels are fast losing popularity in their own backyard,” said a senior security agency personnel on the condition of anonymity.The videos also show that the Maoists are trying to use social media as their next major platform for publicity,” said a security personal.

The Chhattisgarh Government on December 23 said 216 Naxals[Left Wing Extremists, LWEs] have been killed in encounters with Security Forces (SFs) while 966 rebels have surrendered in the State since 2018, reports Outlook.In a written reply to a question, State Home Minister Tamradhwaj Sahu informed the Assembly, “216 Naxals were killed and 966 surrendered from 2018-19 till November 30 this year.” During this period, the highest number of Naxal deaths were reported in Sukma District (82), followed by Bijapur (46), Dantewada (30), Rajnandgaon (17), Narayanpur (16), Bastar (7), Dhamtari (7), Kanker (6), Kabirdham (3) and one each in Gariabandh and Kondagaon Districts. Of the 966 cadres who surrendered, 333 laid down their arms in Sukma, 300 in Dantewada, 164 in Narayanpur, 77 in Bijapur, 46 in Kondagaon, 36 in Bastar, 7 in Rajnandgaon and 3 in Kanker.

Releasing an audio clip in this regard, the CPI-Maoist Odisha Committee spokesperson – Sonali said the Maoists would give a befitting reply to the deaths of their cadres. The Maoists released a letter bearing the name of its AOBSZC secretary – Ganesh, which alleged that Indian economy is facing severe agricultural sector crisis that has never occurred in the country. Ganesh accused that the green revolution concept and also globalisation policies by the governments in the past seven decades have not given any security to the farmers in the country. The Maoist leader further alleged that the agricultural Acts introduced by the government is pushing the farmers towards contract farming, which could be a major threat for the farming sector in the country as corporate bigwigs only get benefits. “Suicides are not the solution for the farming issues. Loan waivers, Minimum support price (MSP) and implementation of Swaminathan Commission recommendations also would not give permanent solution for the farmers problems,” AOBSZC secretary Ganesh said adding that the farmers should fight against the government for a new revolutionary system which could get them benefits.
