Bihar Inspector General of Police (Operation) Neelmani, while speaking to the media in Patna, on January 6, said the forces had launched a special drive in the districts of Palamu, Rohatas, Garwah, Lohardaga and Kaimur of Bihar and Jharkhand and Chandauli, Mirzapur and Sonebhadra of Uttar Pradesh. He said the force, which received special training at Hyderabad to deal with the Naxalites, achieved its first success in Rohatas district on January 4 when it destroyed a bunker and a training camp of the Naxalites and killed two of the Maoist Communist Centre (MCC). Police also recovered some arms, ammunition and several incriminating documents. Neelmani said a special drive had also been launched to bring the Naxalites to the mainstream. Those who would surrender would be provided with Rs 10,000 immediately, besides a house and Rs two lakh assistance for rehabilitation.

Announcing this at a public meeting in Malkangiri, on January 7, Patnaik said the package included a high-level bridge over river Gurupriya in Janbai area, to be built at an estimated cost of Rs 25 crore. Improvement of roads and culverts from Govindpalli to Balimela, Balimela to Chitrakonda, Kalimela to Podia, Govindpalli-Balimela-Sileru road will also be taken up as part of the package, he added.

Girijan (Tribal) leaders in Andhra Pradesh, on January 10, have declared the Naxalites guilty of killing 194 tribals and their leaders branding them police informers. They have also demanded a judicial inquiry by a sitting judge of the Supreme Court into these killings and 80 other deaths caused by police. Consequent to a recent conclave, Girijan leaders belonging to different political parties, NGOs and other organisations, formed a State-level forum called "Rashtra Adivasi Girijan Aikhya Vedika" (RAGAV) to represent the 60 lakh Girijans in the State belonging to 33 different sects which reportedly became active after the killing of Ragya Naik, a Member of the State Legislative Assembly. Addressing a press conference in Hyderabad on January 10, Chanda Lingaiah, RAGAV convener said that "Naxalism in the State was born in the forests of Srikakulam district where tribals lived, on the pretext of saving tribals from exploitation and atrocities but Naxalites today were annihilating the very Girijans."

"We are not setting any pre-condition for talks. We only request the Government to stop encounters, arrests, raids and combing operations at least for two to three months,'' the outfit said in an undated letter to the Committee of Concerned Citizens (CCC), a copy of which was released to the press on January 19.

The State Home Minister Devender Goud, while speaking in Hyderabad on January 29, said that the State government would not tolerate the PWG if it tried to take advantage of the government’s willingness to welcome any effort to establish and maintain peace in society. He said, "There is no need for prejudice or obstinacy on this issue. We want peace and whoever comes forward to help us would be welcomed. This will be our top priority". A media report on February 3 said that the Bihar Police’s Special Task Force (STF) launched a major operation against left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC) in different districts of the Tirhut division in North Bihar. The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. Official sources said the government would work out the modalities of negotiations in the next 10 days. In an all-party meeting held in Hyderabad, leaders of various political parties unanimously asked the government to initiate talks with the proscribed PWG. Speaking to the media, Home Minister T Devender Goud said that the government had decided to talk to the PWG and the modalities concerning who should talk to whom and the involvement of a third party would be finalised at another round of meeting with leaders of various political parties after ten days. Terming the government’s decision as an important step, Goud said that a common agenda would be prepared before the leaders of the political parties. "It is not an easy decision. The political parties have discussed the pros and cons of the issue and came to this important conclusion", he said. The Minister said that the government was taking the political initiative and hoped that all the obstacles would be crossed in finding a solution to the problem.

A senior police officer, while speaking to the media on March 12, reportedly said, "Our investigation has revealed that the murderous attempt was not by the PWG….the time the landmine exploded and the manner in which the Ministers vehicle was shot at do not have any semblance to PWG’s modus operandi". Among the 22 surrendered Naxals were an ‘area committee secretary’, an ‘area committee member’, two ‘commanders’ of local guerrilla squads (LGS), a military platoon ‘section deputy commander’, three military platoon members, 10 LGS members, two members of the Jana Natya Mandali - the cultural wing of the PWG - and two den keepers. Police sources said these Naxalites were involved in a number of attacks on police stations and government installations, and attacks on activists of various political parties. Speaking to the media, one of the surrendered Naxalites, Maknuri Ashanna, said their leaders were planning attacks on police stations even while discussing the proposed talks with the government. He revealed that the proposal for holding talks with the government was political tactic. He said PWG’s ideology was good but its leadership had failed. "The leaders have gone astray and that is why we are unable to convince people", he added. Another naxalite, Bandakindi Gopi, an ‘area committee secretary’ in Nizamabad district pointed that the movement in district was almost dying out. "There are only seven or eight cadres in the district now, he said.'' A release distributed by the Bihar-Jharkhand State Committee of the PWG and the Bihar-Jharkhand-Bengal special committee of the MCC on March 25 in Ranchi said the groups would intensify the protest by organising bandhs (general shut down) and ‘economic blockades’ for longer duration if POTO was not immediately withdrawn and the proscription of the two outfits lifted. In a major operation, police unearthed huge ammunition dumps and seized sophisticated weapons belonging to Naxalites and other extremist organisations in Warangal, Nizamabad and Karimnagar districts on March 26. Giving this information to the media on March 27, State police chief P Ramulu said Warangal district police seized among other things eight DBBL guns, one .303 rifle, 200 rounds of AK 47 ammunition in the forest area near Dubbagudem hidden by the Communist Party of United States of India (CPUSI). The arms and ammunition were meant to be used against the government, he added. In Nizamabad district, police recovered 586 grenades stored in three huge drums and 194 grenade bases belonging to the People's War Group (PWG) Naxalites. Stating that the Naxals had acquired them from Bihar, Ramulu said Bihar police were being alerted. Another huge dump containing 110 AK 47 rounds, 506 .303 rounds, two DBBL guns and PWG literatures was unearthed by police from Singampally forest area in Karimnagar district, he added. The seizure of some double barrel guns in Karimnagar had the markings of ''Khalsa''. This has strengthened suspicions that the PWG could have opened a gun running channel with Punjab terrorists. ''We will alert the Intelligence Bureau about this for further enquiry,'' said Ramulu. Reports also the arms seized in Karimnagar district could have come from a factory in Jammu and Kashmir. Separately, Ramulu said those supporting and abetting Naxals would come under the purview of the newly passed Prevention of Terrorism Bill. He said more stringent laws were needed to crush the Naxalites. The police chief added that 106 Naxalites had surrendered in 2002 due to various reasons, which included disillusionment with the movement, while 169 extremists were arrested. There might be 650 to 700 underground armed Naxals active in the state, he added.

In a statement released in Hyderabad on April 2, the State Committee Secretary of the PWG, Ramkrishna, said that the PWG would also enforce a cease-fire on its part. The statement said that the government should stop “encounters, combing operations and harassment of people. Only in such instance a peaceful atmosphere would prevail paving way for holding talks”. It further pointed out that there was no clarity on the decision taken in the all-party meeting, held on March 22, to create an atmosphere conducive for holding talks.

The State government has reiterated its appeal to the left-wing extremist, Naxalite group the People’s War Group (PWG) to come to the negotiation without any further delay. Speaking to the media in Hyderabad on April 12, State Home Minister T Devender Goud said the Naxalites set three conditions—a stop to fake encounters, police harrassment of Naxalites supporters and their families, and combing operations in the Naxalite-affected areas—to create a peaceful atmosphere before the talks to begin. The Minister said the government’s response to this was that all these issues were covered under the definition of ‘peaceful talks’. He said just as the Naxalites expected the government to show restraint, the government too wanted the People’s War to reciprocate. The Home Minister said there were certain apprehensions in the mind of both the Naxalites and the government, which cannot be sorted out through indirect talks. Once the talks were initiated, differences could be sorted across the table. Earlier, the Home Minister reviewed the issue with the district police chiefs and directed them to ensure that rehabilitation of surrendered Naxalites was given greater impetus. He also asked them to review the list of surrendered Naxalites and remove them from the crime list in accordance with the guidelines issued by the government.

Besides these, 22 anti-tank grenades, 3,761 rounds of 7.62 mm ammunition for Dragunov rifles and 2,115 nine mm pistol ammunition are also yet to be recovered, said the Minister. Stating that seven persons declared as ‘proclaimed offenders’ were still absconding, Rao said the Interpol has issued red corner notices in respect of three of the accused, who have fled India. He said efforts were on to recover the missing arms with the help of the governments of West Bengal, Uttar Pradesh and Bihar.

"The government is committed to maintain law and order in the state and there is no place for violence in civil society," he said. The Chief Minister announced that the surrendered Naxalites would get a cash reward of Rs 1 lakh (squad members), Rs 2 lakh (squad commanders/district committee members — DCM) and Rs 3 lakh (district committee secretary — DCS) based on their rank. Besides the cash rewards, Naidu also announced that they would be provided with Rs 3 lakh-worth funds or material for rehabilitation, a house site, and a house under Indira Awas Yojana scheme. The Chief Minister said he was awaiting a response from the People’s War Group (PWG) on talks to solve the problem of left-wing extremism. He said the government would abide by the decision taken at an all party meeting in March 2002 to hold talks with the PWG, but there could be no pre-conditions for talks. However, the government would not allow them to continue violence, he said. The Chief Minister added that left-wing extremists had no faith in parliamentary democracy and they believed in Mao's dictum that power flows through the barrel of the gun. He pointed out that 2,445 civilians and 482 policemen had been killed in Naxal violence in the State. The Maoists had also killed political activists, including 102 members of his Telugu Desam Party, 74 of the Congress party, 28 of the Bharatiya Janata Party and 30 Communists. He said 4,925 Naxals had surrendered since 1993, resulting in a significant decline in the number of violent incidents. From 1,500 incidents of violence in 1997, the number has come down to 940.

Addressing a press conference in Hyderabad on April 29, party spokesman M V Prasad alleged that Karimnagar district secretary Ranadheer, who surrendered along with 45 other squad members’, had plotted to kill State-level leaders by inviting them for a meeting last month in the forests of Karimnagar district. However, sensing the intentions of Ranadheer, the leaders avoided going to the forest, Prasad said. However, he admitted receiving an amount of Rs. 50 lakhs from its Karimnagar District Committee after the abduction of Marthanda Rao but denied that the abduction had the State Committee’s approval. He said, though the abduction was wrong, there was no question of refunding the money. The leadership did not know whether the Ranadheer collected Rs. 1 crores or Rs. 2 crores as ransom money in kidnapping incident.

Jharkhand police chief RR Prasad, while speaking to the media in Ranchi, on June 8, said constant deployment of Central Paramilitary Forces (CPMF) could help marginalise the strength of left-wing extremist, Naxalite outfits, active in the State. He said the drive in the past one-and-a-half years had yielded "positive results", breaking the morale of the Naxalites who were involved in a so-called "ideological battle" against the system. He said police had so far killed 44 hard-core Naxals in 112 encounters in different parts of the State. During anti-insurgency operations in the past 18 months, about 92 policemen were killed and Naxalites had looted 91 weapons belonging to them, he said. The police had recovered 22 weapons that were looted, besides seizing 141 regular weapons, 450 country-made firearms, 1,400 live catridges and 263 kg of explosives from Naxalites during this period. The police chief said security forces had been reoriented for counter-insurgency operations and training was imparted to them by experts from the Indo-Tibetan Border Police (ITBP).

According to media reports, the main Opposition in Jharkhand, the Jharkhand Mukti Morcha (JMM) has alleged that some Ministers in the Babulal Marandi-led government have links with left-wing extremists, Naxalites, active in the State. JMM leader Sibu Soren and opposition leader Stephen Marandi, in a joint press conference in Ranchi, on June 16, said this was the reason (the alleged link between Ministers and Naxalite groups) for the Bharatiya Janata Party (BJP)-led ruling coalition’s perpetual indifference to the Naxalite problem in the State. In an interview to a national daily on June 16, New Democracy State Secretary Rayala Subhash Chandra Bose alias Ravi said they were not hopeful of any ‘great’ outcome from the talks. At the same time, there should be no let-up in the efforts, as these talks can be used to expose the opposing parties to each other’s viewpoints, he said. Significantly, it ordered a halt to the killing of ‘police informers’, reports said. In a detailed note circulated to its cadres, the PWG Secretariat warned its cadre and armed squads against callousness and recklessness. The note said, "We should continue our underground activity. Only a few comrades should be entrusted with the job of handling open activities. Since encounters are not happening temporarily, one should not be careless. Continue with the underground activity. Do not move out without a proper shield. Never move freely in vehicles. Keep a tab on informers, the police and prepare counter strategies. In a statement issued in Hyderabad on June 19, the PWG representatives— P. Varavara Rao and Gaddar—said it was the government that put forth an ‘unrealistic' demand of giving up armed struggle even before the modalities were finalised. The statement asserted that, while there had been at least 10 unnatural deaths at the hands of police in the form of encounters, lock-up deaths and torture during the last 40 days, there was no violence from the PWG side. This was reportedly conveyed during the third round of discussions, the PWG emissaries---Vara Vara Rao and Gadar—had with Ministers K Vijayarama Rao and T Sitaram at the State Secretariat on June 20. A note sent by the PWG was also submitted to the government. The PWG insisted that members of the Committee of Concerned Citizens (CCC), which initiated the dialogue process, should be present in the next round of talks. Partly conceding the demands of the PWG, the government said it will withdraw the cash rewards, ensure safe passage to Naxal leaders and relax the ban in respect of those who would come forward for a dialogue. However, these measures would be limited to the talks period. The talks reportedly commenced in an unpleasant manner with the PWG emissaries arriving at the Secretariat carrying placards and raising slogans in protest against ‘fake encounters and combing operations in the villages’. The government, on the other hand, contended that the police have been exercising utmost restraint except when use of force became unwarranted. The government also handed over its agenda assuring that it would strive to end social discrimination in all its forms by implementation of land reforms. However, peaceful condition should prevail in the State and elected representatives, political leaders and officials should be able to visit the villages and meet the people without any hindrance from any quarter, the government representatives maintained. It may be recollected that the CCC has played a prominent role in facilitating the now-concluded preliminary dialogue between the Andhra Pradesh Government and PWG emissaries. In a statement issued in Hyderabad, CCC Convenor and a former Secretary in the State government S R Sankaran said, while the PWG was keeping restraint, the government had not taken any durable action to halt continuing encounter deaths. The statement, while appealing to the PWG to continue to observe restraint till one-to-one talks commenced, said peaceful conditions should prevail till a reasonable agreement between the parties was reached in the crucial next stage of talks. Self-styled commander of the Gudur Local Guerrilla Squad (LGS) of left-wing extremist, Naxalites of the People’s War Group (PWG) was killed in an encounter near Muslmadgu Vagu, Warangal district, on July 4. Addressing a press conference, the Director General of Police (DGP) P Ramulu said the incident occurred following an interception of a group 15 Naxals between Sarvapur and Konapur villages by the police. The Naxals allegedly opened, an unprovoked fire on seeing the police party that was on a patrol duty. The police party was going to Sarvapur for the security of a gram sabha (village assembly). Other Naxalites, however, managed to escape. Later, the Naxalites returned again after two hours and allegedly engaged in firing with the police near Musalmadgu Vagu. The encounter was on when the report last came in. Some arms and ammunition were also seized from the encounter scene. The DGP has denied the allegation that the police was sabotaging the peace process. He said, " In fact, it was the PWG which had been using the breather to strengthen its base and network. The seized documents clearly indicate that the outlawed group was collecting huge sums of funds and trying to recruit more people into the People’s Guerrilla Army". The PWG has allegedly killed 16 persons, tried to kill 17 others, indulged in nine landmine blasts, besides carrying out various violent activities since February 10, 2002, the day they announced cease-fire, Ramulu further said. According to him, as many as 24 Naxalites were killed in encounters during the same period. He also said that the police wanted the talks to be successful. "No government functionary would like the tense situation to continue. We lost a couple of thousands of officers - from constable to DIG level - fighting Naxalites during the three-decade long movement," he added.

Rest eight, who surrendered in Kaimur district, were members of the People's War Group (PWG). Many of them have been identified for their involvement in several massacres, he said adding that the government would now process their cases to give them the benefits of the policy. He said, "The attacks on Anakapalli and Chodavaram police stations, both located in urban areas last month, clearly showed that Naxalism has spread across the State and it is time the Superintendents of Police tone up policing in the so-called peace areas." According to police sources, during the last two years, coastal Andhra witnessed 12 landmine blasts, 27 killings of police personnel and 124 other extremist-related crime, besides snatching of 39 weapons, as against a steep reduction in similar crime in the Telangana region. The statistics were revealing a clear shift in PWG-focus from Telangana to non-affected areas in Andhra Pradesh. Unconfirmed reports have, however, put the death toll at 30.Sources said the Naxalites set-off a land mine under a moving bus at Chintagudem village, near Eturunagaram. The blast-site is close to Ilapuram where the police killed five Naxals in an encounter the previous day, on November 17. Sources indicated that the Naxalites possibly wanted to avenge the killing of their colleagues and blew up the bus mistaking it to be transporting policemen who had participated in that encounter. However, the bus was carrying civilian passengers, 20 of who were killed on the spot. The passengers were returning to their respective villages after making purchases at a nearby weekly shandy in Kannayagudem. State Chief Minister Chandrababu Naidu condemned the blast calling it a 'bastardly act’. He is expected to visit the incident-site, on November 19, today. In a similar major attack on civilians, the Naxalites had killed 46 passengers on board the Kakatiya Express in 1990 when they torched a compartment.

Speaking to media persons in Ranchi, Inspector General of Police (Zonal) Rajeev Kumar said, "It takes just 30 minutes to plant a landmine... The subordinate personnel have been sensitised about the threat perception to their lives arising out of landmine blast. They have also been asked to anticipate such dangers and avoid easy identification". He added that the Naxalites "have switched over to landmine blasts as encounters had proved disastrous". Also taking a leaf out of the policy of Andhra Pradesh government, the Jharkhand government would now be hiring private vehicles for patrolling in Naxalite-affected areas, as police vehicles are too easily identifiable. Meanwhile, media reports said growing incidents of Naxal-related violence have forced the government to review the rehabilitation policy announced in the year 2001. A total of 270 persons, including 121 police personnel, were killed in Naxal violence in the State in the last two years, reports said.
