According to a Press Trust of India report, the Union Government has announced an increase in the recruitment to para-military forces from terrorism-affected and border areas from 10 to 40 per cent. This was announced by Defence Minister, Pranab Mukherjee, after an hour-long meeting of the Cabinet Committee on Security in Delhi on January 4. Mukherjee also told the media that Naxalite-infested areas would be given para-military forces without any charge for three years. The Government earlier used to charge Rupees 13 crore annually for the deployment of para-military forces in these areas, he added.

The Bihar Government has ruled out any kind of truce with the Naxalites and said it would set up a special cell to deal with the problem. "The blast [January 5] targeting the policemen has forced us to rethink how to tackle the Naxalite menace. The present atmosphere is not conducive for holding talks with the Naxalites," Chief Secretary K A H Subramanian told news reporters in Patna. However, following the Munger blast that killed the Superintendent of Police and six others on January 5, the State police has reportedly launched an intensive combing operation and recovered 10 landmines from the blast site. The police also said the Naxalites have taken away two SLRs, one carbine, two pistols, two revolvers and several rounds of ammunition after the blast.

CPI-Maoist 'state secretary' Ramakrishna, in a letter, a copy of which was released to the press in Hyderabad, blamed the state government for trying to scuttle the peace atmosphere. On January 17 night, the two left wing extremist (also known as Naxalites) outfits, Communist Party of India-Maoist (CPI-Maoist) and the Communist Party of India-Marxist Leninist (CPI-ML Janashakthi) announced their withdrawal from peace talks with the Andhra Pradesh government. Naxalite leaders Ramakrishna and Amar, ‘state secretaries’ of the CPI-Maoist and the Janashakthi respectively, declared they were not keen to continue with the peace talks as the Congress government had deployed the elite Greyhound commando force in the forests to wipe out Naxalites. The joint statement released to the media was signed by the CPI-Maoist ‘State Committee secretary’, Ramakrishna, the ‘North Telangana Special Zonal Committee secretary’, Jampanna, the ‘Andhra-Orissa Border Special Zonal Committee secretary’, Sudhakar, the Janashakthi ‘State secretary’, Amar, and senior leader, Riyaz. "We have seen through the conspiracy of the government to keep us bound by the ceasefire agreement while the police and anti-Naxalite forces run amuck in the forests killing our activists," the statement said. The announcement reportedly came within hours of the state government’s decision to set the agenda and schedule for the second round of peace talks.

The four demands are - no combing operations by security forces, an inquiry into the recent encounters as per National Human Rights Commission guidelines, recognising the ceasefire understanding and converting it into an agreement and that the government should take steps to revive the peaceful atmosphere that was prevalent before the first round of talks. The Naxalite outfits also gave a call to boycott the State Government’s programme to distribute one lakh acre of land on January 26, Republic Day. Naxalite representative Varavara Rao stated that that they would be able to bring the outfits to the table if government meets the Naxalite demands. Further, Sen said this year 69 encounters had taken place and 76 naxals were killed, as against 73 encounters and 52 naxals in 2004 and 173 encounters and 175 naxals in 2003. He said 14 police personnel including some home guards were killed this year. Likewise, 240 weapons were recovered this year, as against 107 in 2004 and 287 in 2003. Similarly, the police recovered 9285 rounds of ammunition this year, as against 1463 rounds in 2004 and 5896 rounds in 2003. Further, Sen said "at least one third of the police stations in the State are unarmed and vulnerable to attacks." Out of 1,585 police stations, 500 do not have weapons and they are not armed. Reacting to the attack by the Naxalites on Kukkunur police station at Khammam on June 6 where the police personnel were unarmed, DGP Sen said, "We are here not to protect the police stations. The main duty of the police is to serve". Sen however, added, "We will soon arm all the stations appropriately."

"The state government would implement amnesty scheme for Naxals who are active in the state and registered in either Maharashtra, Chhattisgarh and Andhra Pradesh," Chief Minister Vilasrao Deshmukh said after a cabinet meeting in the capital Mumbai. Those surrendering will be given a ‘cash prize’ immediately and additional money would be given if they surrender with weapons, Deshmukh said, adding, those demanding security cover would be provided with the same. The State Government would also review cases filed against the surrendered Naxalites and the ways to withdraw them. The scheme would be applicable for six months, Deshmukh clarified adding, that his Government would hand over Rupees five lakh for the implementation of the scheme to the State police chief. About 230 civilians were killed and 135 injured during Naxalite attacks in Maharashtra from 1980 to 2004, he disclosed, adding that 74 police personnel had also died while 135 were wounded in the attacks during the same period.

An official statement said that the CPI-Maoist was indulging in "unlawful activities, maintaining links with other banned extremist groups, circulating handbills, pasting hand-written posters containing seditious slogans, calling upon the people to pursue the path of violence and had involved itself in violence and in criminal cases and causing terror among the people". Further, the outfit was encouraging its members to use "criminal force and violence against the Government machinery" through seditious literature wall writings, posters and pamphlets, it said. "Andhra Pradesh had a bitter experience when it initiated a dialogue (with the Maoists) last year. I do not want to go on the Andhra Pradesh pattern of conditional dialogue," Home Minister Ramvichar Netam stated in the State Legislative Assembly. "The rebels should affirm their faith in democracy and agree to an unconditional dialogue for a solution to the (decade-old) insurgency," he added. Netam also informed the Assembly that there had been 237 gun battles between police and the Maoists between January 1, 2004 and June 14, 2005 in which 57 people, including 30 police personnel, 18 Maoists and nine civilians were killed, besides 97 Maoists arrested. On August 3, in a written reply to the Rajya Sabha (Upper House of Parliament), the Minister of State for Home, Sriprakash Jaiswal, informed that the Union Government has revised its Security Related Expenditure (SRE) scheme for left-wing extremist (also known as Naxalite) affected States to make full reimbursement of money spent by the States on activities undertaken to counter Naxalism. The revision has been done as a large portion of the funds allocated under the scheme remained unutilised, as the earlier rate of reimbursement was 50 per cent and also due to its limited scope with regard to a number of eligible items. The scheme, revised in February 2005, envisages 100 per cent reimbursement of expenditure, among others, ex-gratia grant paid to families of victims of Naxalite violence, special training given to state police personnel and insurance for state police personnel involved in anti-Naxalite operations.

Director General of Police, P. S. Pasricha, said on October 26 that the SAG would be formed, for the first time, out of the Maharashtra Police to counter the growing Maoist problem. There has been a 15 per cent rise in incidents of violence triggered by the Maoists after 2003, mostly concentrated on the eastern fringes of the State bordering Andhra Pradesh, according to Daily News and Analysis. Property worth Rupees 566.25 million was also lost in the violence, Jaiswal added. Andhra Pradesh topped the list with 448 incidents, in which 163 civilians and 15 police personnel were killed. Chhattisgarh, Jharkhand, Bihar and Maharashtra with 317, 271, 161 and 76 incidents respectively were the other States that witnessed increased Maoist violence. Further, Jaiswal stated that a Standard Operating Procedure has been finalized in consultation with the Maoist-affected States with an objective to formulate operational plans and undertake intelligence based on inter-State joint anti-Maoist operations in the specified inter-State border areas. Each of the inter-State border areas identified will have a separate inter-State task force/mechanism on a bilateral or trilateral basis to facilitate need-based intelligence driven joint operations. Also, the Naxalite affected States have been requested to take concrete steps to raise India Reserve Battalions on priority within two years.

Dialogue, he said, was one of the methods to solve the issue. "They [the Naxalites] are our brothers and sisters. What is wrong if we call those who are born in India as our brothers and sisters? They could be angry, they could be misled. But one should not conclude that they should be tackled only with bullets,'' he said. At the same time, the Home Minister was confident that the Naxalite problem would not become an insurmountable problem for the Government. "Naxalite activity is on the increase, yet I would not say it has increased to an extent presented in the House. Not all districts mentioned are affected. Chhattisgarh Home Minister Ramvichar Netam informed the Legislative Assembly that Maoists have killed 90 villagers in the Bastar region since June 2005. "As many as 90 villagers associated with salwa judum have been killed by Maoist rebels so far in Bastar," Netam said. He added that 271 people were killed in the State in 968 incidents of Maoist violence between January 2004 and November 20, 2005, including 175 civilians, 54 police personnel, 35 Maoists and seven home guards. In the same period, Police arrested 209 Maoists, including 50 from Kanker district, 41 from Bastar and 29 from Surguja.

On December 21, Home Minister Shivraj Patil told the Rajya Sabha (Upper House of Parliament) during Question Hour that even though India and Nepal were cooperating in terms of intelligence sharing, if the need was felt, a joint strategy would be required to counter Maoists. He said the two Governments were regularly interacting at various strata of administration, including the Home Secretary and Foreign Secretary levels, and discussing the problem. Admitting that the government had reports that Maoists had graduated from traditional ''spear and axe'' to improvised explosive devices, explosives and even radio frequency explosives, Patil said Maoists and Naxalites do indeed have ''ideological'' and ''training'' collaboration. However, there were no reports that they shared weapons, he asserted. Replying to a supplementary, the Home Minister agreed with a questioner that Naxalites were making weapons domestically. However, they were also trying to procure arms from outside.

The Bihar Government has prepared an "approach paper" outlining its two-pronged strategy which lays emphasis on giving a fresh impetus to development while continuing with the armed offensive to combat the growing Naxalite (left-wing extremist/Maoist) problem in the State, according to Press Trust of India. The paper, prepared by the State's home department which will form the basis of a comprehensive action plan, envisages launching of "social justice-oriented" development schemes to "saturate" Naxalite-hit areas with development. To begin with, extensive development programmes will be undertaken in the Patna, Jehanabad and Arwal districts, said Home Secretary, H. C. Sirohi. "The aim of these programmes will be to bring justice to the deprived sections whose feeling of hurt and that of being discriminated against make them vulnerable to the allure of Naxalite organisations. Our priority also includes creating an atmosphere of security with the help of central para-military forces and the state police," Sirohi added.
