A group of civilians, social activists, writers, research scholars and professors have begun a 10-day Shodh Yatra (search mission) in Communist Party of India-Maoist (CPI-Maoist) affected tribal villages of Gadchiroli District on January 2, reports The Hindu. “The main aim of this yatra, which began on Thursday, is to speak to the tribals and try to understand their problems which are being neglected in the [state-naxal] conflict” the organisers said in a statement. However, the Maoists have expressed doubt over the yatra. They have said the organisers “do not seem to be on the side of the people. This yatra covers only those villages where police camps are situated. Is it not a police sponsored event?” a statement signed by State Maoist Secretary Sahyadri wondered.

Kannur Range Inspector General of Police (IG), Suresh Raj Purohit, who recently took over ‘Thunderbolt’, the anti-Communist Party of India-Maoist (CPI-Maoist) operations in the State, by the ‘special commando force’, said it was beyond any doubt that there was a meticulously woven Maoist network in the jungle zones of the State, reports The Deccan Chronicle on January 6. He said the people of the State have always been complacent and living under the belief that such things would not happen. “But it is a fact that it is here and we should make plans to face it”, he added. He added “No one knows when and where they appear and where they vanish to”. The police officer further said “We have no magic wand to catch them instantly and resolve the problem overnight. It is not a cat and mouse game.”

Malkangiri Police have sought additional central forces following the recent spurt in Maoist activities in the District, reports The Times of India. Presently, four battalions of Border Security Force (BSF) are deployed there. Police said owing to absence of any permanent camp of paramilitary forces along Odisha-Chhattisgarh border, Maoists have now started regrouping in Padia and Mathili blocks that share the boundary with the neighbouring State. "We are conducting operations in Padia and Mathili only on specific intelligence inputs regarding movement of Maoists. This is not sufficient to contain them," said Superintendent of Police (Malkangiri) Akhileswar Singh. "We need permanent camps of central forces in border areas. This has been intimated to our higher-ups," said the SP. "At least two more battalions of central forces are required for the district," he added. According to the SP, Tulsi Dongar situated on the border of Mathili and Chhattisgarh and Dornapal forests along Padia and Chhattisgarh is slowly turning into a hub of Maoists. All recent offensives were reported from these areas. In less than a month, Maoists have abducted at least 10 villagers, murdered three persons on charges of being Police informers, burnt two passenger buses, blew up a mobile tower in Padia block.

Jharkhand Chief Minister Hemant Soren on January 6 said he hoped Naxalism [Left-Wing Extremism] in the State would end within five years, reports The Times of India. Speaking at a programme at Jamua in Giridih District, Soren said his party - Jharkhand Mukti Morcha - was concerned over the rising incidents Naxalism-related violence in various parts of the State and its has aggressively launched development in Naxal-hit areas. Soren said JMM would ensure that rebels join the mainstream and no youth picks up arms if the Government survived in the state for five years.

Odisha Government on January 6 at a meeting of the Unified Command, presided over by Chief Secretary J K Mohapatra, has decided to improve road connectivity in southern districts of the State to take on the Maoists, who have been targeting civilians in certain pockets of these areas, reports Zee News. The meeting resolved to focus on the specific places and also take up road connectivity work to Maoist hit areas like Malkangiri, Koraput, Bolangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur Districts. "We will soon counter the ultras in Malkangiri. Wait and see," Director General of Police (DGP) Prakash Mishra said without divulging details of the meeting.

Addressing a passing out ceremony at the Biju Patnaik State Police Academy in Bhubaneswar, he asked the security personnel to win the confidence of the common man by ensuring that the rule of law is upheld, rights of individuals, specially women, children and disadvantaged section respected and empathy shown while dealing with them.

Senior Communist Party of India-Maoist (CPI-Maoist) leader GVK Prasad alias Gudsa Usendi surrendered before Andhra Pradesh Police after taking due permission from CPI-Maoist chief Ganapathy and was allowed to go unharmed in view of his seniority and loyalty to the party, reports The Times of India on January 11. However, several others who attempted to surrender were allegedly killed. A Union Ministry of Home Affairs (UMHA) source said "He has surrendered because of failing health and being unable to continue the struggle. He has done so after taking due permission from the leadership. Though he must have been discouraged, he was allowed to go unharmed because of his seniority and the three-decade long service that he gave the party. Many others in the lower rung have met fatal ends to such decisions".

Minister Shinde said "Gumudavelli Venkatakrishna Prasad, alias Gudsa Usendi, an important leader of Communist Party of India-Maoist (CPI), has surrendered before Andhra Pradesh Police. I welcome his decision to surrender, and also would like to appeal to other senior cadres to follow this example." He further said "The CPI (Maoist) should give up their arms struggle and join the mainstream. All those who have surrendered will be treated well as per the Surrender and Rehabilitation Policy of the government."

"Maoists are on the backfoot due to the efforts of police. Much more needs to be done to contain them in parts of Malkangiri, Koraput, Balangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur districts. Unless the Maoist menace is curbed, development in these areas will continue to suffer," Naveen said. "We will have to train and equip the police force to counter challenges posed by extremists," he added. He said cash rewards have been announced for 514 surrendered CPI-Maoist leaders and cadres.

Bharat Sanchar Nigam Limited (BSNL) plans to install mobile towers in Naxal [Left Wing Extremism (LWE)]-affected areas by the end of this year, for which the company has selected a vendor and identified 450 locations, reports The Hindu. “BSNL has opened the tender and selected the vendor. The market price for the project has been obtained, which is communicated to the Department of Telecom. Further decision is to be taken after the approval of the Telecom Commission,” an official of state-owned BSNL told PTI. The official said the timeline could be achieved if the Telecom Commission gave its approval this month. “As soon as the approval is there, we are prepared to carry out work in one year’s time,” he added. The official said BSNL has already installed 363 towers and identified another 450 sites for setting up towers. The Cabinet cleared the three-year old proposal to set up mobile towers at a cost of about INR 30.46 billion in Naxal-affected States in June, following an attack that killed 27 people, including senior Congress leaders, in Chhattisgarh in May.

It is buoyed by the success of a four-day-long operation in several Maoist-hit states, which concluded recently, in which the security forces were mobilised in particular manner that led to recovery of a "good" quantity of arms and ammunition. "This was a good operation we concluded recently. We obtained a macro-picture of the activities in the Naxal-affected areas. The forces learnt many things and we also familiarised ourselves with some interior terrains that the Maoists regularly use to cross over from one state to the other. "The CPI-Maoist has close links with foreign Maoist organizations in the Philippines, Turkey etc. The outfit is also a member of the Coordination Committee of Maoist Parties and Organizations of South Asia. The Maoist parties of South Asian countries are members of this conglomerate," Minister of State for Home Affairs RPN Singh said in a written reply in Rajya Sabha (Upper House of Indian Parliament). The Minister said recovery of arms and ammunition of foreign origin from LWEs in different encounters was an indication of the fact that the outfit was procuring weapons from external sources. "Inputs indicate that some senior cadres of the Communist Party of Philippines imparted training to the cadres of CPI-Maoist in 2005 and 2011," Singh said. The LWE groups have participated in seminars conducted in Belgium and Germany. The 'people's war' being waged by the CPI-Maoist against the Indian State has also drawn support from several Maoist fringe organizations in Germany, France, Turkey, Italy etc. Singh, however, said no specific intelligence inputs were available to indicate that the LWEs were getting financial assistance from external agencies or other countries.

This is the first time in almost four years that the outlawed party is taking the initiative for talks. In its latest overture, the CPI-Maoist laid down five conditions for talks. First, the Government should accept the Maoist movement as political, the 'spokesperson' said. Second, the party reiterated its demand of lifting the ban on it and frontal, mass organisations. “The attacks on leaders and activists should stop,” he said. Third, the party demanded that the “killers” of Azad, top leader who was negotiating a framework for peace talks in 2010, be booked and punished. Fourth, the Government should stop paramilitary and Police aggression against people in rural areas under partial control of the Maoists. “In order to preserve our leadership from the conspiracies of the ruling classes to decimate our party leadership one more time in the name of talks, all veteran comrades in prisons should be released,” Abhay said.

The illegal extraction and sale by the Maoists is impacting coal output to the tune of three million tonnes (mt) at the state-run firm and hitting operations at its subsidiary Central Coalfields Limited. The revelation comes at a time when CIL reported a production shortfall of around 20 mt in the last financial year that ended on March 31, 2014. “We are suffering a coal production loss of at least three mt every year. This coal could have given us Rs.600 crore as revenue, of which Rs.300 crore would have been profit. We can’t mine because of the Naxal problem,” the CIL executive said.

The constituencies going to the polls on April 17 are Munger, Nalanda, Patna Sahib, Pataliputra, Ara, Buxar and Jehanabad. The CPMFs to be deployed include 35 companies of Border Security Force (BSF), 12 companies of Indo-Tibetan Border Police (ITBP), 34 companies of Central Reserve Police Force (CRPF), 29 companies of Sashatra Seema Bal (SSB), five companies of Central Industrial Security Force (CISF), and 20 companies of Special Auxiliary Force (SAF) mustered from Madhya Pradesh. The CAPFs consist of seven Police forces, with the Central Reserve Police Force (CRPF) being largest force with over 300,000 personnel in 245 battalions. “The Government will deal with shortage of vehicles, arms and accessories, and helmets immediately. Sometimes, the existing procurement routes require longer time, and that needs to be simplified. The Government will prioritize this issue, as existing gaps needs to be filled,” sources added. The Annual Report of the UN Secretary-General on Children and Armed Conflict, released on July 1, said the recruitment and use of children, as young as six-years-old, by Naxals, continued in 2013. While no disaggregated data on the number of children associated with armed groups in India was available with the UN, it said independent estimates indicate at least 2,500 children are associated with armed groups in Naxal-affected areas. It cited data from the Indian Ministry of Home Affairs and said boys and girls aged six to 12 years were recruited into specific children’s units, known as Bal Dasta and Bal Sangham, in Bihar, Jharkhand, Chhattisgarh and Odisha. The report said children also continued to be placed in front of combat units as human shields. "Taking into account the use of children as human shields by the Naxalites, the United Nations is concerned about the killing and maiming of children in hostilities," it said. Noting that Naxal recruitment affects girls and women, the report said the presence of girls within Naxal ranks.

He further said in 2006 when the Maoists decided to withdraw from Nallamalla after it had become weak there, Maoist Baburao along with Bharati and Vimala had decided to stay back due to sentimental attachment to the place. They were working with the Chenchus there for the past eight years and helping rebuild the party base there. "The State Police has been told to target the top leaders of CPI (Maoist) by constituting dedicated teams comprising personnel drawn from State Police, Central Armed Police Forces (CAPFs) and central as well as… state intelligence agencies," said a senior Central Reserve Police Force (CRPF) official. On June 27, 2014 Union Minister for Home Affairs Rajnath Singh, at a high-level review meeting with heads of Police forces of the States, Chief Secretaries and CAPFs, made a pitch for "political commitment" from the State Governments for "eliminating Naxalism" from the country, describing it as the "biggest national security challenge". Chief Minister Naveen Patnaik while replying to a question of Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Dilip Ray in Odisha Legislative Assembly, on July 21, said Communist Party of India-Maoist (CPI-Maoist) cadres have killed 435 persons, including 210 Security Force (SFs) and 235 civilians in the last 14 years while the security personnel have eliminated 139 Maoists during the same time, reports The New Indian Express. The Chief Minister further said 119 civilians and 218 security personnel were also injured in Maoist violence. He said Maoist activities of different magnitude were witnessed in 19 Districts of the State. Stating that 1916 Naxalites-[Left-Wing Extremists (LWEs)] have been arrested, he said 355 LWEs have surrendered. The Maoists have also looted 1907 guns and about 1,72,656 bullets during the period, he added. Replying to a question from Prafulla Samal, MLA, Biju Janata Dal (BJD), he said 25 Maoists were killed and 112 including four ‘area committee members’ were arrested by the Police between April 1, 2013 to March 31, 2014. During this period, 86 Maoists and their supporters including a ‘divisional committee member’ and five ‘area committee members’ have surrendered. About 190 Maoists and 88 supporters have surrendered by June 2014 after the State Government announced its surrender and rehabilitation scheme in 2008 Naveen said replying to a question from Naba Kishore Das of the Congress Party. He said 116 of the surrendered Maoists have been rehabilitated.

This comes after the Minister was told at a recent presentation by the Intelligence Bureau (IB) that though Maoists were on the back-foot and violence levels were down, there were concerns about lack of success in Bihar, Jharkhand and Chhattisgarh, necessitating a uniform approach towards the fight. The presentation put the strength of the CPI-Maoist at 6,000 armed cadres and 36,000 Jan Militia and said they held 4,000 regular and 6,000 country-made weapons. It was also pointed out that Sukma and Bijapur Districts in Chhattisgarh and Gadchiroli District in Maharashtra were the worst-affected. South Chhattisgarh is the "fountain-head" of Maoism with presence of large Maoist armed formations and location of the top leadership.

To expedite the creation of road infrastructure in the Left-Wing Extremism (LWE)-affected Districts to enable the Security Forces (SFs) to effectively combat the Communist Party of India-Maoist (CPI-Maoist), the Union Ministry of Home Affairs (UMHA) has extended general approval under the Forest Conservation (FC) Act of 1980 for diversion of forestlands to construct all categories of public roads, except those falling in the protected areas, irrespective of the area of the forestland involved in 117 LWE Districts, according to a press release issued by the Press Information Bureau (PIB) on September 2, reports The Hindu. These 117 Districts are spread over several States. While Chhattisgarh, Jharkhand, Odisha and Bihar are considered severely affected, West Bengal, Maharashtra and Andhra Pradesh are considered partially affected. Uttar Pradesh and Madhya Pradesh are considered slightly affected. Further, relaxation under the FC Act has been extended for diversion of forestland from the present one hectare to five hectares for execution of “public utility projects of 15 specified categories” in LWE Districts.

According to the data available, only 178 incidents took place till September, 2014 against 287 and 300 incidents in 2013 and 2014 respectively. “Similarly, only 07 casualty of Policemen took place in 2014 as compared to 25 in 2013 and 23 in 2014,” said Kumar. There has also been fewer casualties of civilians during this year counting to only 69, while 91 civilians got killed in 2013 and 87 were killed in 2012, added the DGP. In a statement issued by Gudsa Usendi, spokesperson of the Dandakaranya Special Zonal Committee (DKSZC), to “condemn” the surrender of DKSZC member Arjun and his wife Ranita before the Police in Telangana, the party said the couple could not withstand the “difficult time” faced by the movement. “Arjun and Ranita overestimated the enemy power as undefeatable in the present tough times. But these are only the phases of any revolutionary movement,” claimed Gudsa Usendi adding that their surrender did make a “negative impact” on the party. Abhay, the spokesperson of the CPI-Maoist ‘central committee’ in another statement said “Not a single day is passing without the ‘usual’ encounters and fake encounters of both revolutionaries and common people in the movement areas. In order to facilitate the movement of the force and provide for the people of Ayodhya Hills a better conveyance system, the administration had decided to construct a metal road through the forest. "We have decided to construct a road that will start from the top of the Ayodhya Hills and move west to a place called Paschim Khamar. This 22-km-long road will go through the forest covering nearly 100 villages on both sides. With an approximate cost of INR 700,000 per kilometre, the entire project is likely to entail a cost of INR 160 million. The project will be funded by the state government's Paschimanchal Unnayan Parshad," said Trinamool Congress (TMC) leader and Purulia zilla sabhadhipati Shristidhar Mahato. Though the detailed project report is ready, the District administration cannot go ahead with the project due to Maoist threats. CPI-Maoist's Bihar-Jharkhand Special Area Committee (BJSAC) general secretary Rupeshji said their silence should not be mistaken for disenchantment of the militia with its ideology. "It could be a part of our strategy that we are not willing to waste our energy, forces and weapons, but an appropriate response will be given to the security forces if they continue with their repression," he said. Talking exclusively to Times of India on November 15, Rupeshji said though they have been facing difficulties in terms of repression by security forces and covert action of the state-sponsored armed intelligence groups, such actions have made the outfit even more determined. Citing a recent example of villagers in Madanpur area under Aurangabad district of Bihar, who blocked the National Highway (GT road) to protest against atrocities by CRPF personnel, the BJSAC chief said that such protests are going to be commonplace all over Jharkhand and Bihar. The Minister of State for Health and Family Welfare Atanu Sabyasachi Nayak while answering a question in Odisha State Assembly on November 21 said there are as many as 1,647 posts of doctor, which is 34.02 per cent of the sanctioned strength, vacant in Odisha, reports The New Indian Express. In a written reply to a question from Dilip Kumar Ray (Bharatiya Janata Party), the Minister said steps are being taken to fill up the vacancies through recruitment and contractual appointment. The Minister admitted that Communist Party of India-Maoist (CPI-Maoist) affected Malkangiri District has only 35 doctors against sanctioned strength of 97, while 74 posts are vacant in Rayagada District. He said 90 and 79 posts are vacant in Koraput and Nabarangpur Districts respectively. About 112 doctor posts are vacant in Ganjam District as against the sanctioned strength of 296, the highest in the State. Similarly, 63 and 47 posts of doctor are vacant in Balasore and Cuttack Districts respectively. Out of 3,194 doctors working in different hospitals, 2,450 are regular, 460 have been given ad hoc appointment and 224 have been recruited on contractual basis, Nayak added.

In a question answer session with journalists, when asked about lack of participation from states in fighting Naxals, Trivedi said, "For some states, continuing Naxal violence is beneficial. It helps them get central funds. And then it's not their men who die but those from outside the state (central force personnel)." Sources said the DG was hinting at Chhattisgarh, Jharkhand and Odisha. While speaking on how the force was dealing with Improvised Explosive Device (IED) blasts, Trivedi said, "The easier way of fighting IEDs is to ensure Maoists do not get explosives easily. But the government is not serious about regulation of explosives' sale. State governments have to stop explosives from reaching Maoists." Asked whether he thought even CRPF needed a special law, like Armed Force Special Power Act (AFSPA), given that it was working in fairly hostile and tough conditions, Trivedi said, "We don't need AFSPA. The CrPC provides enough protection to forces fighting militants. India already has too many laws." When quizzed on why he had refused to participate on two committees set up to restructure CRPF, Trivedi narrated a long story, summing up that committees were a waste of public money and government time. He also said the government had spent huge amounts of money conducting Indian Institute of Management (IIM) studies on problems of the force to arrive at conclusions that they force already knew. "They could have just asked us. But the problem is we are not consulted. Consultants are hired who charge lakhs of rupees," said Trivedi.

Intelligence Bureau (IB) Chief Syed Asif Ibrahim on November 29 said that while the Communist Party of India-Maoist (CPI-Maoist) is besieged with serious problems and the security situation has shown marked improvement in Jammu and Kashmir, the security situation in the Northeast region was fragile, with some militant outfits still outside the ambit of the peace process, reports The Hindu. Speaking at the 49th conference of the Director General of Police (DGPs), Inspector General of Police (IGPs) and head of all Central Police organizations, the IB chief said that the safe sanctuaries of the militants in neighbouring countries, particularly Myanmar, was compounding the situation. He said that in Assam, the militant outfit Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) accounted for 85 per cent of the civilian casualties. In Meghalaya’s Garo Hills, the militant outfit Garo National Liberation Army (GNLA), operating in tandem with the Independent faction of United Liberation Front of Asom (ULFA-I) accounted for 75 per cent of civilian killings and 40 per cent of the incidents. In Manipur, Meitei underground outfits accounted for 55 per cent of the casualties while in Nagaland, internecine clashes between various outfits for area domination and extortion were still on. In Arunachal Pradesh, turf war between National Socialist Council of Nagaland (NSCN) factions continued in two Districts of Triap and Changlang.

"As per intelligence inputs, in the current year, incidents of Maoists forcing at least one child from each family to join the outfit have been reported from areas under Police Stations Senha (Lohardaga), Bishunpur (Gumla) in Jharkhand and Police Station Ambabeda (Kanker) in Chhattisgarh," minister of state for home Haribhai Parthibhai Chaudhary informed Lok Sabha (lower house of Parliament) in reply to a question on December 2. "On the basis of information received from various sources which include intelligence and media sources, there have been reports of killings of 12 Maoists on November 21," he said, adding that this information was yet to be confirmed. Singh said it was only during the third phase of the operation, which began on November 27 that the Maoists launched the ambush. He told Lok Sabha that CRPF troops retaliated, leading to an encounter that lasted three hours. However, the CRPF lost 14 men. While 14 others were injured, their weapons were looted by the Maoists. Notwithstanding the reverses, the home minister said the government remained committed to tackling Left-wing extremism with a multi-pronged strategy that combined security operations with development initiatives. Police sources have said the team of the Central Reserve Police Force (CRPF) which lost 14 of its men in an encounter with the CPI-Maoist near Kasalpara village in Sukma District on December 1 had “deviated” from its planned route, reports The Hindu on December 7. “The CRPF men were not supposed to be at the place where the encounter took place. The encounter site was never on our planned route,” revealed a senior Police officer posted in Bastar. According to CRPF sources the “deviation from the planned route” took place because seven CRPF men were suffering from malaria. “The jawans were showing signs of cerebral malaria. We had asked for a chopper to evacuate them on November 30 but the chopper refused to land citing lack of space leaving us with no option but to carry the sick personnel which slowed down our movement,” claimed a senior CRPF officer. When the forces reached Kasalpara village and were ambushed by the Maoist, a team led by CRPF Inspector General (IG) H. Sidhu was moving 1.5 km ahead while a small team led by a Commanding Officer (CO) of 223 CRPF Battalion decided to engage the Maoists it spotted near the village. “The CO’s location was not clear which prevented the team led by Deputy Commandant B.C. Verma from firing towards the village despite receiving firing from that side. Casualties could have been averted had the CO’s location been clear,” said another CRPF officer. Mr. Verma was alive when the Maoists snatched his weapons. The CRPF officers could not explain how the Maoists managed to walk away with their weapons and ammunition despite the presence of hundreds of CRPF men. Further, the Central Government has decided to deploy an additional 11,000 paramilitary forces for undertaking anti-Maoist operations in Bastar Division, reports The Hindu on December 7. With the induction of these 11 new battalions, 10 of CRPF and one of the Border Security Force (BSF), the southern most part of the central Indian State will have the maximum number of security forces' present in a given divisional area. Of these 11 battalions, three have already reached the dense jungles and village areas of Bastar Division.

Though an exact quantification is not possible, a study conducted by the Institute of Defence Studies and Analysis, Delhi has assessed that the CPI (Maoist) party has been collecting not less than Rs 140 crore annually from a variety of sources,” Minister of State for Home Haribhai Parathibhai Chaudhary told the Rajya Sabha in a written reply. He further said “In order to instil a sense of fear in their areas of dominance, the Maoists also kill civilians after branding them as police informers. Out of 5,024 civilians killed by the Maoists since 2004-2014 (upto November 30, 2014), the overwhelming majority are tribals. In reply to a question in Lok Sabha, minister of state for home Kiren Rijiju said CPI-Maoist, responsible for Left-wing extremism spread across 12 states, has "close links with Maoist organizations in the Philippines and Turkey, etc". Apart from being a member of the conglomerate Coordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA), the LWE groups have participated in conferences and seminars in Belgium and Germany. The State Government has informed the Kerala High Court that the presence of Communist Party of India-Maoist (CPI-Maoist) cadres had been reported from all over the State, especially from the northern Districts of Wayanad, Kozhikode, Malappuram and Kannur during the last one-and-a-half years, reports The Hindu on December 19. In a statement, the Government said that these cadres, who carried arms and ammunition and distributed pamphlets, encouraged the youth to join their organisation to fight the Government. They were visiting colonies such as Chappel, Maradi, Mundel, Kombara, Arimala, and Kunki Chira under the jurisdiction of the Vellamunda Police Station. The State government had taken steps to prevent the illegal activities of the Maoist groups, who were concentrating in the forest area within the Vellamunda Police Station. As part of preventive measures, organised force such as Thunder Bolt and Anti-Naxal Squad were deployed to counter the threat. The statement was filed in response to a writ petition filed by Shyam Balakrishnan of Mattiliyam in Wayanad alleging that he was being harassed by the Police on charges of having Maoist links. He sought a directive to the State government to initiate disciplinary action against the Mananthavadi Deputy Superintendent of Police (DySP) and the Sub-Inspector attached to the Vellamunda Police Station.

"We will prepare appropriate strategies to minimise casualties in the force through changes in the deployment pattern, better intelligence gathering and more effective coordination with states' police forces," Mishra told two Odia television channels immediately after taking over as the new CRPF DG. The media should not glorify such incidents. These are just attempts to create a scare. Political parties and successive governments have consistently addressed the problems of the tribal population. The government was moving in the right direction,” he said. It said the attack was the “people’s reply” to the “expansionist policies” of the Narendra Modi Government at the Centre and the Raman Singh Government in the State. In a statement issued by Gudsa Usendi, spokesperson of the Danda Karanya Special Zonal Committee (DKSZC) of the CPI-Maoist, the outfit “congratulated” the South Regional Command of the DKSZC for leading the attack on Security Forces (SFs) near Kasalpara village of Sukma. “Thousands of police, CRPF and STF [Special Task Force] personnel were carrying out attacks on many villages in south Danda Karanya [Sukma district] since November. The forces were indulging in fake encounters of tribals of Bastar, illegal arrests and detentions, forced surrenders of tribal youths by threatening to slap false cases on them and atrocities on tribal women,” claimed Usendi. “To stop these attacks on the people of Danda Karanya, revolutionary public in association with the PLGA [People’s Liberation Guerrilla Army] fighters mounted a daring attack on the CRPF, killing 14 jawans and injuring 15 others,” he added. He said that a group of 10 to 15 Maoists had come to the village to set afire a communication tower. "The extremists opened fire and police retaliated. The exchange of fire lasted for an hour. The extremists fled leaving behind petrol cans and their material including three guns" the DGP added. He further said Maoist activity has come down in Telangana during 2014. Four people were killed in Maoist violence this year (2014) as against five last year (2013). One Maoist was killed in one of these gun battles. There were seven exchanges of fire between Police and Maoists this year (2014). As many as 68 Maoists surrendered during the year (2014). He also said Police were aware that Maoists would definitely try to regroup in the state. "Our force is prepared to contain and prevent them from entering into the state," he asserted. Meanwhile, the Maoists had also called for a shutdown in Warangal and Khammam Districts on December 28 to protest killing of a tribal youth by Police.

Addressing a press meet on December 31, Kerala Home Minister Ramesh Chennithala said that though Communist Party of India-Maoist (CPI-Maoist) presence had been identified in some pockets in the Western Ghats region of the State, they were yet to influence the public, including tribesmen, in the areas, reports The Hindu. But they were trying to influence the youths in cities and the two youths who were arrested in connection with an attack in Palakkad were the victims of it, Mr. Chennithala said.The Government had adopted a two-pronged strategy to counter the Maoist menace — strengthening the Police force and improving infrastructure facilities in tribal settlements, Chennithala said. The Government was planning to make a calendar to solve the issues of the tribesmen in a time-bound manner. Police presence would be strengthened wherever Maoist presence had been identified. Three meetings of senior police officials in Kerala, Karnataka and Tamil Nadu had already been held to address the issue. A meeting of Home Ministers of the three States would be convened soon. “Bullet is not the answer to solve the issue. Improving the economic and social conditions of the tribesmen in a time-bound manner are the better means to counter the menace,” the Minister said.
