At a meeting chaired by the Union Home Minister L.K. Advani and attended by Chief Ministers of States affected by Leftwing extremism–– Andhra Pradesh, Madhya Pradesh, Maharashtra, Orissa and the Chief Minister’s representative from Bihar––it was decided to set up a Joint Operational Centre or Command as prelude to stepping up the fight against Leftwing extremist violence. The precise shape and composition of the proposed Centre would be worked out. It is expected to be an improvement on the Joint Coordination Centre set up in June 1998, and would serve as an intelligence-cum-action agency. Indirectly admitting that the Coordination Centre had not been very effective, Advani said it has now been decided to ‘go beyond’ mere coordination and set up a more cohesive agency in the form of a Joint Operational Centre/Command. He also said that a “uniform strategy” by the affected States was necessary to fight extremism. The States could even consider banning some of the extremist outfits in their areas of operation. Andhra Pradesh had already done it. Advani also favoured a ‘viable surrender policy’ for extremists to encourage the misguided youth to return to the mainstream; a sustained propaganda against Naxalite violence to counter the extremists’ claim that they were fighting for a cause. Naxalites of today were ‘bereft of ideology and idealism, Advani argued and pleaded for a campaign of ‘political education in order to “expose” them.

This offer came even as the group admitted, for the first time, that it was responsible for the killing of an MP minister. The PWG stated that talks could be conducted only if the State Chief Minister orders a withdrawal of armed security forces from the Bastar area and releases what they term as "innocent tribals now in jail.”

The Rajya Sabha, India's Upper House of Parliament, was informed on November 24 that 6699 persons, including civilians and security force personnel were killed by terrorists and extremists in the three main theatres of internal conflict, namely Jammu and Kashmir, the North-East and Bihar between 1998 and October 2000. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. The Union Home Minister LK Advani, also speaking in the House, said that measures had been taken to enhance cooperation with Nepal, particularly with regard to implementing effective border management since the Indo-Nepal border is being used by the ISI for to infiltrate terrorists through this porous border.

Years of hard work by the Police in containing the Communist Party of India-Maoist (CPI-Maoist) cadres has resulted in the Panchayat (local body) elections in Visakha Agency area recording 70 per cent polling which was a kind of watershed in controlling Maoists, Superintendent of Police Vikram Jeet Duggal said while giving details of the District Police’s performance during this year, at a press conference in Visakhapatnam on December 28, reports The Hindu. Though the Maoists had snatched away nomination papers at six places during the election process, the Girijans turned up in large numbers for polling and when this made them jittery, the Maoists committed some offences and killed four persons. Before the elections, they conducted four famine raids and looted property of four families. Maoists killed seven persons, including a former Home Guard, during this year and injured 20. While no policeman was killed one Maoist was killed in the two exchanges of fire that took place. The Police arrested 67 cadres like dalam (squad) members, area committee members and militia members while 58 had surrendered. There were 39 underground cadre of the CPI-Maoist in the District and seven of them were from outside the District. In addition there were 25 militia members who were as active as the underground cadres. There were also 542 militia members or sympathisers of the party and they were in different categories. Movement of companies (each consisting of 30 to 45) of Maoists was witnessed only before the Panchayat elections. As many as 293 combing operations were done so far during this year compared to 133 during last year, Duggal said.
