On January 17, the Union Government announced that the Centre would not demand any charge from Naxalite-affected States for deployment of Central Para-Military Forces (CPMFs). A decision to this effect was taken during a meeting between Prime Minister Atal Bihari Vajpayee, Deputy Prime Minister LK Advani and some Chief Secretaries on the sidelines of an internal security conference in New Delhi. The decision is expected to provide major relief to the nine States that have been making this demand for the past few years.

State Director General of Police, S R Sukumara, said that Superintendents of Police have been directed to stop combing operations with immediate effect and remove all police camps from the forest areas. The elite anti-Naxalite force - Greyhounds- was reportedly being recalled from the Naxalite-infested forest areas. He said that this was part of the new Government (the Congress party won the recent Assembly elections) policy to create a congenial atmosphere in the State. Alleging that it was ‘cheated’ by the previous Telugu Desam Party (TDP) Government in Andhra Pradesh, the outlawed left-wing extremist (also called Naxalite) outfit People's War Group (PWG) has put some pre-conditions in front of the new Congress Government to come to the negotiating table. The outfit "has bitter experience of being cheated by the previous Government when the negotiations were on, as the police continued to kill its members in the name of encounter," PWG ‘State secretary’, Ramakrishna, said in a statement on May 20. "Before launching the dialogue, the Government should stop the encounters, lift the ban on the PW [PWG is also referred to as People’s War], announce ceasefire and order judicial probe into all fake encounters," he said, adding "if the Government meets these demands, the PW will reciprocate by observing the ceasefire." Ramakrishna warned that "if the conditions were not met by the present Government, it would face the renewed extremist violence." The new State Government headed by Chief Minister Y.S. Rajasekhara Reddy had offered to hold unconditional talks with the PWG shortly after assuming office last week. In the PWG's first response to the offer for talks, Ramakrishna said discussions on "people's problems" could take place only after the Government met the four conditions.

The announcement was made in the Legislative Assembly by Home Minister for State K Jana Reddy. "We will adopt a firm but humane approach to solve the problem. Civil liberties groups and some intellectuals have, on several occasions, expressed doubts on the genuineness of certain encounters. The government, therefore, has decided to adopt the policy of stopping rewards on the Naxalites [left-wing extremists]," he said. The Police had, in the past, announced rewards on the heads of at least 1,100 Naxalites ranging from Rupees 25,000 to Rupees 12 lakh. The Minister also announced that police would not pursue the armed Naxalite squads into the jungles to avoid loss of human life. "We expect the armed extremist groups not to visit habitations or indulge in intimidation, extortion or other forms of violence. It is the government’s responsibility to ensure that people in general live in peace and without fear. The government would take all steps to explore avenues for a lasting solution to reduce violence in the State," he added.

According to The Hindu, the operation is expected to continue till the end of next month. Deputy Inspector General of Police (Midnapore Range), Anil Kumar, said that four companies of the Border Security Force, two of the Central Reserve Police Force and 350 personnel of the Eastern Frontier Rifles were assisting the police in the crackdown. More than 20 special camps have been set up by the troops in the West Midnapore, Purulia and Bankura districts.

Rajasekhara Reddy, applying the condition of laying down arms for further talks. In a statement, they charged Reddy with behaving much like "a prince losing his heart beat on seeing a dragon." Speaking to The Times of India in Lucknow, on November 19, Union Minister of State for Home, Prakash Jaiswal said there are intelligence reports of strong Nepalese Maoist and the Communist Party of India-Maoist nexus that poses new threat to the internal security of India as a whole and that of five states— Uttar Pradesh, Bihar, Uttaranchal, West Bengal and Sikkim—in particular. The development means trouble in future and the Union government has taken a serious note of this, the minister added. He also said that Central and state intelligence agencies have recently submitted reports on camps along the border to train suicide bombers and women, digging of trenches, procuring arms from the erstwhile People’s War Group (PWG) outfits in Andhra Pradesh and plundering of forest wealth from India. Speaking in the Parliament on December 14, Patil stated that the grant of 45 crore would be given to each terrorism-affected district over a period of three years, at the rate of 15 crore per year. He also informed the Parliament that each terrorism-infested State has been asked to raise additional two to ten battalions, depending upon their respective needs, with a twin objective of strengthening the force and providing employment to people who had strayed into terrorist activities due to lack of jobs. Speaking in Hyderabad on December 30, the outgoing Director General of Police, S.R. Sukumara, stated that the peace process initiated by the Congress Government after it assumed office in May has resulted in a steep decline in the left-wing extremist (also known as Naxalite) violence in Andhra Pradesh. The violence went down by 80 to 90 per cent, he added. According to statistics released by Sukumara, Naxalites killed 66 persons, including seven police personnel, in encounters and other attacks, up to May 14 and only four afterwards. There were no casualties among both policemen and extremists although there were five encounters during the peace period. There were 57 encounters prior to May 14 in which 45 extremists were killed. Overall, the Naxalite violence receded by 14.4 per cent in the year 2004 with 790 offences reported as against 923 in the previous year. Sukumara, however, maintained that there was no change in the attitude of the Communist Party of India-Maoist (CPI-Maoist) and Communist Party of India-Marxist Leninist (CPI-ML) Janasakthi groups.
