The new Districts are Sukma, Kondagaon, Balod, Bemetara, Baloda Bazar, Gariaband, Mungeli, Surajpur and Balrampur. two additional Central Reserve Police Force (CRPF) battalions, earmarked for the Saranda forest area that was freed from over 10 years of Maoist dominance in a month-long offensive last August, will take guard in February. At present, three battalions of Paramilitary troopers are already stationed in Saranda. Deputy inspector-general (DIG), CRPF, Bhanu Pratap Singh said, “Though the basic idea behind deployment of more CRPF jawans in Saranda is to bolster the security apparatus in the area that had been home to Maoists for about a decade, the troopers will also have to perform a major role. They will have to provide full security cover to official machinery that will be stationed in the forest under the Centre’s integrated action plan (IAP),” Singh said.

After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

The Karnataka Director General Police (DGP) Shankar Bidari on January 5 said that as many as 100 youth, mostly tribals, from Karkala, Sringeri, Tirthahalli and Belthangady regions would be recruited into the Police to combat Communist Party of India-Maoist (CPI-Maoist) cadres in the Western Ghats, reports The Hindu. Nearly 30 youth from Karkala, Tirthahalli and Sringeri region and around 10 from Belthangady region would be recruited by March 2012. Priority would be given to tribals in recruitment as they had knowledge of the forests. Zee News reports that the Karnataka Government on January 5 offered INR 300,000 solatium to the family of Sadashiva Gowda, who was allegedly gunned down by the CPI-Maoist in Hebri forests on December 28.

"We expect some forces of Jharkhand Armed Police (JAP) to be taken out from here for UP polls, but this will not come in the way of anti-Maoist operations here," he said on January 9. However, JAP personnel have been moved out of Jharkhand to Manipur for assembly election in the north-eastern states slated to be held in February. "Palamu division shares its borders with Chandauli and Sonebhadra in UP, where there is a heavy presence of Maoists," said the CRPF DIG adding that extremism in these places was on the wane.

Bokaro SP Kuldeep Dwivedi said, "The bomb weighed 20 kilogram. We have launched a search in the area after the recovery of the bomb. No other bomb was found." The place where the bomb was found falls under the Coal India Cord section in Dhanbad division through which many passenger and goods trains pass everyday. Fortunately, the bomb was old and did not explode. "The bomb was possibly planted by the Naxalites [Left Wing Extremist (LWE)] in 2009 at the spot where a landmine blast was triggered by the Maoists during the Red bandh (shutdown strike). The wires attached to the bomb were damaged. However, we have defused the bomb," a Police officer said.

The Karnataka Government on January 13 decided to hire qualified locals on contract basis to fill vacancies in nine taluks (administrative units), where there is "Naxal activity", as "fearful" Government servants transferred there have refused to join, reports Zee News. Briefing reporters after a Cabinet meeting, chaired by Chief Minister, D V Sadananda Gowda. Law Minister, S Suresh Kumar said there are vacant posts in different Government departments (in these nine taluks) as officials transferred there are hesitating to report. "This has resulted in adverse impact on administration and development," he said. The nine taluks in the three Districts of Tumkur, Chikmagalur and Udupi are: Karkala, Kundapura, Sringeri, Mudigere, Koppa, Hosanagara, Tirthahalli, Beltangadi and Pavagada, where 107 villages and 709 sub-villages have been "identified" for Naxal activity. He said the nine taluks have not been declared as Maoist affected and Government employees willing to go those places on transfer would be given first priority.

State Authorities in Orissa's Gajapati District, in association with private companies, on July 14 decided to undertaken a vocational training programme in Maoist-inflicted Districts to provide employment to tribal youth to bring them into the mainstream, reports News Track India. The authorities set-up training centres to provide vocational training, in order to aid the rural youth to become self-sufficient and earn a livelihood. "Basically, we are concentrating on the affected Districts covering rural youth. We are arranging a sewing centre here, having capacity of 120 students. We are giving importance to Maoist -affected districts like Gajapati, Malkangiri, Koraput and other Districts," said Durga Prasada Padhi, Project Director, adding, "This is a Government-sponsored programme, that is why after attending the programme 100 percent placement will be provided in different organisations". The recruitment solely meant for tribals, as they face a high percentage of unemployment which is said to be one of the main causes of the local youth drifting towards the Maoist cadres.

Garhwa zilla parishad (district level local self government institution) chairperson Sushma Mehta, Akhtar Ansari [State Communist Party of India-Marxist-Leninist (CPI-ML) Liberation member], her bodyguard Suresh Ram and driver Mehboob Ansari were abducted on January 21 after a landmine blast that killed 13 Policemen. “First stop harassing the poor in the name of a security offensive against us and remove security build-up in these areas. We will consider their release only after that,” said Maoist spokesperson Sudhir. “We are in touch with our Chhattisgarh counterparts. Borders have been sealed. We are working on specific intelligence input to trace these four who are being held captive by the Maoists,” said Director General of Police (DGP) GS Rath. Further, India Today reports that local journalist Satish Kumar Sinha was also abducted. However, they released Sinha after two hours of captivity and after holding a press conference in his presence. Earlier, according to Daily Pioneer reports it was reported that ‘Mehta and her bodyguard were kept hostage for some time, while they were passing by the spot. Chief Minister Naveen Patnaik on January 25 reiterated Odisha's demand for inclusion of Nuapada, Bargarh, Bolangir and Kalahandi Districts in the centrally sponsored Security Related Expenditure (SRE) scheme, reports The Times of India. In a letter to Union Home Minister P Chidambaram, Naveen pointed out that there has been a significant rise in Naxal [Left Wing Extremism (LWE)] violence in parts of Chhattisgarh bordering Odisha as well as Nuapada, Bolangir and Bargarh Districts. "Maoists are building up a base in Sunabeda reserve forest of Nuapada and its adjoining areas. They are also trying to spread their network along the Odisha-Chhattisgarh border by creating and consolidating bases in Nuapada, Bargarh, Bolangir and Kalahandi Districts of western Odisha," he said. "It is not just a matter of arms and guns. It is a psychological war, and here both political procedures and development have significance. If we don't take the political procedures forward, till there is political mobilisation of political parties in these districts, and till we don't bring in heavy changes in rural development, we can never hope to win this war against the Maoists," Ramesh told media in Bankura District on January 25. "Most tribal majority areas like Jharkhand, Chhattisgarh, West Bengal, Madhya Pradesh, Andhra Pradesh, Maharashtra and Bihar are facing turbulence today. The Maoist groups are taking advantage of this factor. So we should give primary importance to the welfare of the tribals in our strategy for development," said Ramesh. The Union Government will allot nearly INR 900 million for rural development across the three Naxalite [Left Wing Extremism (LWE)] affected Districts of Purulia, Bankura and West Midnapore in West Bengal, the Union Rural Development Minister, Jairam Ramesh, said in Kolkata on January 25, reports The Hindu Business line. According to the Minister, a sum of nearly INR 300 million will be allotted in each of the Districts for development purposes. The amount, he said, should ideally be spent exclusively in projects in affected blocks of the District. “The time is right for political activities and rural development in these areas of West Bengal,” he told reporters after his three-day visit to the LWE-affected Districts of Bankura and Purulia. According to the Minister, there should be a “three-P” approach in these areas which would include political activities, taking local tribal people into confidence and finally the use of Police and Paramilitary to maintain law and order. "The problem is not as serious in West Bengal as in Jharkhand, Odisha of Chhattisgarh. There is no liberated zone of the Maoists in West Bengal," Ramesh told at the press conference, adds IBN Live. Stating that 18 Districts in Odisha, 17 in Jharkhand and 10 in Chhattisgarh were very badly affected, he added, "West Bengal is not in that category. So the LWE problem here is not so disturbing. But since Purulia is in a trijunction, it is vulnerable. So we cannot relax." Warning against political exclusionism, he said all parties in the Maoist areas must be given space so that such activities take place on a day-to-day basis. "We cannot substitute one form of tyranny with another form of tyranny." Pointing out that the country's development was not tribal friendly, he said, "our forest administration is anti- tribal and our mining policy and our land acquisition policy is anti-tribal. It is no wonder that all tribal areas of India today are in a state of discontent."

Seconding the Andhra Pradesh (AP) model of dealing with Naxalism [Left Wing Extremism (LWE)], Union Home Minister P Chidambaram has asked the paramilitary top brass to identify the leaders’ set-up of Naxal outfits and undertake operations to cripple the movement of LWE, reports The Pioneer. In a meeting with Central Reserve Police Force (CRPF) top brass recently, Chidambaram argued that cadre can be recruited overnight but leaders cannot be made and urged the paramilitary to arrest Naxal leaders like Kishan Da of West Bengal, Sabyasachi Panda of Odisha and Kundan Pahan of Jharkhand. “The effort should be to build the atmosphere of confidence amongst public, disrupt the movement and roll it back to the level possible,” Chidambaram told the officials at the operations conference of the CRPF. The Home Minister said the AP model of dealing with Naxalism was right as the State Police targeted senior leaders of the Naxal outfits. The Security Forces (SFs) have so far eliminated top Naxal leaders like Cherukuri Rajkumar alias Azad and Mallojula Koteshwar Rao alias Kishanji. The level of violence in the Naxal-affected States has come down as a whole. “The trend as of now is a significant let-up in situation in Chhattisgarh and West Bengal, increase in violence levels in Jharkhand and Maharashtra and status quo in the situation of Bihar and Odisha. The job is far from over, not even half done,” Chidambaram said. In Chhattisgarh, the situation has improved but the Bastar region remains sensitive for being the epicentre of Naxal activities. In Odisha, Malkangiri and Koraput continue to be the hotbed of Naxalism whereas in West Bengal, Junglemahal is the centre of problem.

In a letter to Chief Minister Arjun Munda, Chidambaram said Jharkhand became the most affected State in Naxal violence in 2011 and the situation there was a "major cause for concern". He asked Munda to galvanise the State Police leadership to take more pro-active steps. "Anti-Naxal operations in 2011 have been unfortunately ineffective. No serious efforts appear to have been made to launch a counter offensive when security forces personnel were killed by the CPI (Maoist)," Chidambaram said in the recent letter. Further, Jharkhand is the only LWE-affected State which has reported more snatching of arms in 2011 compared to the previous year. "Two top CPI (Maoist) leaders - Prashanto Bose alias Kishan da and Mihir Besra - are very active in the State, according to intelligence reports," the letter said. Chidambaram told Munda that the increase in Maoist activities were manifested by the alarming increase in the number of 'Jan Adalats' (so called people's courts) - 53 in 2011 compared to 25 in 2010. Through these Jan Adalats, the extremists have created a wave of terror amongst the people by publicly punishing those who 'disobey' their 'writ' in the State, he said.

Inaugurating the All India Editors' conference on Social Sector issues at Puducherry, he said, only Police centric response to deal with the biggest internal security challenge is not going to succeed. He said the Maoist menace can be taken head on by addressing the developmental concerns of the tribals, besides increasing the intensity of political activity. He said the centre will be redesigning and restructuring the rural development programmes and will make them more sensitive to the needs of the common man and particularly the tribal community. The Minister said, he is working on the institutionalization of the Concurrent Evaluation Network through the NGOs and research institutes at the Central and State level to get the regular feedback about the implementation of rural development schemes on the ground level. He said, the Ministry has already decided to open all rural schemes to CAG audit to bring about greater accountability and transparency. The Minister said, he is also planning to give more flexibility to the state governments and his target is that by 2017, the States will prioritize about 50 percent of all the rural schemes spending, besides enhancing the importance of neglected sectors like drinking water supply and sanitation.

In his address on February 21 to the Assembly, Governor Murlidhar Chandrakant Bhandare said the Government had taken strong steps to intensify anti-Naxal operations, with addition of 1,066 posts in the Special Operations Group (SOG), reports IBN Live. The number of deaths of Security Force (SF) personnel has come down from 22 in 2010 to 15 in 2011, Bhandare said and added that there had been considerable success with regard to surrender of Maoist leaders in 2011. The number of incidents of Naxal violence too has dropped significantly from 130 in 2010 to 100 in 2011. In order to facilitate smooth movement and deployment of security forces in accessible areas and for evacuation of the injured, air services have been provided through deployment of an MI-172 helicopter, Bhandare said. The Governor said to encourage and motivate Police personnel exhibiting acts of exemplary courage and gallantry in anti-extremist operations, the Government had instituted State-level gallantry awards for Police personnel in 2011.

"The so-called 'People's war' being waged by the CPI (Maoist) [Communist Party of India-Maoist] against the Indian state has also drawn support from several organisations located in Germany, France, Holland, Turkey and Italy. The Naxals raise INR 3 million to INR 4 million every year through this,” said an unnamed senior officer of the Naxal cell. Making a statement in the State Legislative Assembly, Patnaik said that in the case of Hikaka, the Government had decided to facilitate the release of 15 members of the Chasi Mulia Adivasi Sangha (CMAS) and also eight Maoists from Koraput and Malkangiri jails. Four other Maoists are to be released in lieu of Paolo Bosusco. Of the 27 persons, the Government will facilitate the release of 15 members of the Maoist-backed Chasi Mulia Adivasi Sangha (CMAS) and eight Maoists from different jails for the release of Hikaka, and four others for the release of Paolo. Chidambaram cautioned the state heads against letting the figures on Naxal [Left-Wing Extremism] violence give them “a false sense of assurance”, reports Hindustan Times. “The decline in... casualties among civilians and security forces in Naxal-affected districts may give a false sense of assurance, but that is not the true picture,” he said. The Home Minister dubbed Naxals as “the most formidable internal security challenge” as they were getting increasingly systematic by the day in their attacks against Security Forces. Chidambaram stated that Assam was emerging as the new theatre of Communist Party of India-Maoist (CPI-Maoist) activities, and there were reports of the rebels linking up with insurgent groups in Manipur and Arunachal Pradesh. He did not quote specific statistics because they had been circulated ahead of the meeting. Chidambaram acknowledged that the outcome of bold forays into Red territory by security forces had been sub-optimal, and conceded that the government’s “capacity to execute development plans is not commensurate with the nature of the challenge”. The State Government bowed to the demands of the Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist after the abductors said they had no faith in it and the fate of Hikaka would be decided in “a people's court” on April 19 (today). In a fresh message to the media, the Maoists said they had already extended the deadline four times so far and there would be no further extension. The deadline ended on April 18. The State Government had on April 17 given an assurance that steps would be taken for withdrawal of cases pending against 25 persons if the hostage was released by the evening of April 18. As reported earlier, Hikaka was abducted on March 24, 2012.

Later in the night, Maoists named three mediators – Supreme Court lawyer Prashant Bhushan, former National SC/ST Commission chairperson B D Sharma and President of All India Adivasi Mahasabha Manish Kunjam - for negotiations. In a statement, the Maoists also termed Menon’s health as critical and asked the mediators to bring medicines along with them. The maximum number of causalities have been reported in Jharkhand (68), followed by Chhattisgarh (22), Maharashtra (20), Odisha (16), Bihar (10) and Andhra Pradesh (1), till April 15, 2012. "The number of incidents of (naxal-related) violence has declined, whereas the number of consequential deaths has remained almost at par compared to the corresponding period of 2011," Minister of State for Home Jitendra Singh told Lok Sabha in a written reply. During the same period in 2011, Maoist violence had claimed 136 lives. A total of 461 incidents of Naxal violence, as compared to 538 in 2011, were reported during the same period in the nine Naxal-affected States which also include Uttar Pradesh, Madhya Pradesh and West Bengal. Singh, in a separate reply, said that a total of 75 battalions (about 75,000 personnel) of Central Security Forces have been deployed in these States in this regard. "During last six months (from November 2011 to April 15 this year, 74 number of Security Forces have been killed by CPI (Maoist) in the country, out of which 14 have been killed in Maharashtra," Singh said.

In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. In 2011, 329 were kidnapped and 64 killed in all the ten States.

The SADAP encompasses four blocks, 12 panchayats (village level local self-Government institution) and 12,000 families. To combat extremism in the area, rural connectivity should improve and this has been proposed under the plan, the Minister said. Ramesh said the plan would take two years to complete and cost Rs. 4,500 crore [INR 45 billion]. It will involve better rural electrification, promotion of educational facilities, strengthening of anganwadi centres, and the building of roads, houses, rural markets and community centres. An area of 15,000 square kilometres will be covered, compared to 900 square kilometres under the Saranda Action Plan.

He was speaking in the context of the proposed Sarju Area Development Action Plan (SADAP) in Latehar District of Jharkhand, which is similar to the Saranda Action Plan (SAP) that was started six months ago in the West Singhbhum District of Jharkhand to combat the extremist menace in the region. “In two months' time, two roads were constructed under the SAP, and by the end of June, 24 CRPF [Central Reserve Police Force] camps will be established in those areas...Because of the successful response in Saranda, the State government has requested the Centre for approval for a similar project in the Sarju area which is now a hideout for CPI [Maoist],” he said, analysing proposals put forward by the State Government to reach out to poor tribal people in Latehar District.

Speaking before a Parliamentary Panel about the problems being faced in “tackling the menace of Naxalism’’ in April, Singh said that he wants to be “frank’’ while making his observations. “The operations, in which our forces (Central forces) are engaged, are very difficult for our forces for a number of reasons. Again, I will be very frank. Our forces go to the state, they are from outside. It is the state police force which has local knowledge and local intelligence which is supposed to have the ground-level intelligence; they are supposed to know the situation on the ground. They are supposed to have sources in the rural areas to find out as to where these armed groups are. The Central Armed Police Forces are supposed to assist them. Unfortunately, we find that in some states, I will not say all states, this is happening, but in some states this is not happening,” he said.

Every kidnapping incident has a purpose and a reason, he asserted. All kidnappings were done by different State branches of the party, he said. The party would not kidnap every State Government official, Ganesh said. He said that the Project Officer of Integrated Tribal Development Authority (ITDA)-Paderu, K. The three-year roads programme, under the Pradhan Mantri Gram Sadak Yojana (PMGSY), will provide connectivity to 6,000 habitations in 78 Maoist-affected Districts, which have been left out of the core network. "This is a major step as it fulfills a long-standing demand of states. Whenever I travelled in Maoist-hit areas, this demand has kept coming up. The PMGSY is the single-most important rural development intervention that can significantly transform the ground-level situation in these Districts. Naxals realise this and so they first target roads," Rural Development Minister Jairam Ramesh said.

DNA reports that the Karnataka Government is set to roll out welfare initiatives to bring people in Communist Party of India-Maoist (CPI-Maoist)-affected areas to the mainstream, according to State Home Ministry sources. “Around 12 villages have been affected by Naxal activities and the people living in those villages need to be offered facilities—including connectivity, employment and security—that will help them relate to the mainstream. All government departments should earmark 10% of their budgets to the development of villages marked as Naxal-affected areas,” Western range Inspector General of Police Pratap Reddy said. State Home Ministry sources said that it was not possible to tackle a sensitive issue like Naxal influence on youth with law and order machinery and coercive methods. Instead, all Government departments, including sports and youth affairs, must reach out to the people in those areas and launch public contact programmes. Deputy commissioners of Mangalore, Udupi and Chikmagalur districts will be given directions to not wait for the government packages but to use the available funding and manpower to take up welfare initiatives in Naxal-affected villages. Villages like Menasinahadya, Eedu, Navuru, Kuthluru and Naravi are likely to get immediate attention, the sources said.

The State makes the demand arguing that it wants to take preventive steps to check spread of Naxalism by taking up development initiatives well in advance in the backward regions. So far only Balaghat District has been declared as LWE-affected. "We don't consider Madhya Pradesh as a state badly affected by Naxalism unlike the states of Chhattisgarh, Jharkhand, Orissa, Bihar and one district of Maharashtra and three districts of Orissa", Union Home minister P Chidambaram told newsmen during his visit on May 5. Referring to Naxalism, the home minister said Naxal casualty figures were low this year but the situation is really "worrisome" as many States were facing grave challenges. Led by the Superintendent of Police (SP), the District administration asked the minister not to go to Giddha gram panchayat (village level local self-government institution) under Runnisaidpur block, 35km from the District headquarters. "We have received reports that landmines have been laid by Maoists on a 3-km stretch of kutcha road leading to the panchayat," the SP told Ramesh as the minister was about to get into his car around 10am. Jairam told The Times of India, "This is my first experience when administration has refused to permit me to visit such an area. Once in Malkangiri, my chopper could not land due to lack of arrangement for refuelling there while in Saranda, landmines had exploded barely two km away from a place I had visited." He said following the repeated pleas of the SP, he had to cancel his programme. Ramesh expressed concern over the shortage of Police force and the low number of Police Stations in Bihar. In Sitamarhi, he said, for the 3.5 million people across 17 blocks, there are only 18 Police Stations, which are also ill-equipped. "This number should be doubled," he said, adding that "whether it is terrorism or Naxalism, the police have to fight the menace just as it was achieved by Punjab Police". Chidambaram spoke to Chief Minister Prithviraj Chavan recently and asked him to do the needful to protect the elected civic body members in Gadchiroli, many of who have put in papers after the Maoist intimidation. Official sources said during last one month, two Gadchiroli zilla parishad (district level local self-Government institution) members from Etapalli tehsil (revenue unit) quit their posts following Naxal ultimatum. Four panchayat and one zilla parishad member in Bhamragarh in the District had also resigned from their respective posts. The sources said of late Maoists have abducted many panchayat or zilla parishad members in Gadchiroli and released them only after they agreed to abide by the Naxal diktats. Bihar Jharkhand North Chhattisgarh Special Area Committee (BJNCSAC) spokesman Gopal in a statement issued on June 24 said the decision of unilateral ceasefire was taken to invite the other armed groups working in individual capacity for the common people to work from a unified and stronger front. "We can set aside our personal differences in ideology for the betterment of common people and when the government is harassing villagers and trying to suppress their movement for neo-democracy, all the groups must understand the need of the hour and join hands," the release reads. The appeal has been issued in the name of the People Liberation Front of India (PLFI), Jharkhand Liberation Tigers (JLT), Jharkhand Janmukti Parishad (JJMP), Tritiya Prastuti Committee (TPC), Shashtra People's Morcha (SPM) and any other such armed group working for people's cause. The release says, "If these groups are working for the common people, they must come on one platform and accept the offer for ceasefire because the government has intensified the imperialist attack to gain control over jungles, villages and natural resources to hand it over to the corporate houses. If these groups do not understand the urgency of unifying our resources to fight the common enemy, their stance would be exposed," the release reads. The Communist Party of India-Maoist (CPI-Maoist) has slammed Maharashtra Forest Minister Patangrao Kadam for the plan to expand Navegaon national park, reports The Times of India. The Maoists have issued a pamphlet through the North Gadchiroli-Gondia division committee of the CPI-Maoist, which is controlled by the Maharashtra state committee. They have claimed that the ambitious project of extending the periphery of the national park would displace 30 hamlets in Deori tehsil (revenue unit) of Gondia District. Chhattisgarh chief minister Raman Singh on June 25 said that there was no move to release any of the hard-core Communist Party of India-Maoist (CPI-Maoist) cadres, involved in any serious crimes such as murder, through the high-powered committee reviewing the cases of all under-trials languishing in prisons of the State, reports The Times of India. "The three member committee was set up following an agreement reached for the release of collector Alex Paul Menon, who was abducted by the Maoists. The committee is reviewing cases of all under-trials, including a large number of poor who are in jail just because none had come forward to bail them out", he said while talking to newsmen. "Many poor, including a number of tribals, who were booked for petty offences and are in jail, would be release on the recommendations of the committee. It's not that Naxalites facing serious charges would get any reprive", he asserted.

Sometimes, the area is also used as a transit point. However, we are keeping a close eye on the situation,” Commissioner of the newly formed Asansol-Durgapur police Commissionerate Ajay Nanda. Top officers say Maoists look for diversification of their activities in newer areas where they could intrude by acting as sympathisers of people’s grievances, since their movements are restricted in the Jungle Mahal area (Bankura, Purulia and West Midnapore Districts). The heavy presence of joint forces in Jungle Mahal has severely crippled Maoists activities there. In a meeting, Maoists observed their inability to make inroads into industrialised areas, despite their success with the agricultural areas. They vowed to give special attention to the industrialized areas by trying to address the problems of the labour force there. Given the proximity to Jharkhand, the Maoists have even set up a special area committee in 2009 in Durgapur, Asansol and Dhanbad enabling leaders in Jharkhand to visit these places. “If someone receives any injury during encounter with the police he is brought to the area for treatment. Their main target is to get through to the colliery workers,” a Special Task Force officer in Kolkata said.

She said 235 Left wing extremists have been arrested while 20 of them surrendered to the Police since the Trinamool Congress (TMC) Government came to power last year. Presenting the budget for the home department, Banerjee asserted that there was a significant improvement in law and order in the Jungle Mahal - forested stretches of three western Districts West Midnapore, Bankura and Purulia where Maoists have a base. She said Police recovered 86 firearms, 1,491 pieces of ammunition, 386 kg of explosives and 39 improvised explosive devices (IEDs) from the affected areas. The figures are based on the data available in the first ten months of the Trinamool regime which has been in office since May 20, 2011.

Speaking to Economic Times, Road Transport secretary AK Upadhyay said: "There are issues in Bastar region. Despite our best efforts, the State Government is unable to award projects of 800 kilometres in the region. We have decided to go to the ground level, interact with District-level officers and sort out the issue. The main problem is that contractors are not coming forward to bid for these projects. We will see if we can break up the bigger projects and engage local contractors to complete these missing links." The Road Transport secretary and Director-General (roads) would go to Jagdalpur, the District headquarters of Bastar region, this month to address these issues.

Speaking to reporters after a cabinet meeting, Chidambaram said he was “deeply sorry if any girl, or boy or man or woman not involved with the Maoists at all has been killed”. However, he said the role of the CRPF was “transparent” and “upfront”. The Communist Party of India-Maoist (CPI-Maoist) is losing its base in North Chhotanagpur zone of Jharkhand, comprising seven Districts of Dhanbad, Bokaro, Koderma, Giridih, Chatra, Hazaribagh and Ramgarh, said Inspector General of Police of North Chhotanagpur zone, M L Meena on July 5, reports The Times of India. The place is no more a Maoist stronghold as Police have arrested large number of Maoists from this area in the last few months. The outfit is facing dearth of cadres with no newcomers joining it. Besides, frequent raids to curb illegal coal mining and transportation activities have badly hit their revenue earnings. However, Meena said that there is a chance of Maoists triggering violent incidents in coming days as they are trying to register their presence among people in a big way. The Police have been put on alert for combat. "Maoist menace in the area has decreased. The cadres could be hiding in remote areas where penetration of Police forces is less," he said. Meena said that the Maoists at present have confined their presence and movement to Jhumra and Upperghat in Bokaro, Pirtanda, Parasnath and Tundi belt in Giridih and Dhanbad beside Gaya-Palamu border areas in Chatra. However the Police Forces are frequently raiding these areas to keep a tab on the developments.

Union Home Minister P Chidambaram on July 5 admitted that Communist Party of India-Maoist (CPI-Maoist) activity could not be contained in three States, while stating that there has been unprecedented improvement in the security situation in Jammu and Kashmir and in the Northeastern States, reports IBN Live. "Maoists are active in the three States of Chhattisgarh, Odisha and Jharkhand," Chidambaram said. On the other hand, he said, "Never before has there been such an improvement in the security situation in Jammu and Kashmir and the Northeast." Chidambaram, however, complimented the West Bengal Government saying that Maoist activities have declined in the State. "Thanks to the policies we followed during both the previous Left Front Government and the new Government now, Maoist activities have been wiped out in the affected Districts of West Bengal," he said. On the question of withdrawing central forces from 'Junglemahal' area, he said it was not a policy matter, but an operational decision. "That is an operational decision and not a policy or political decision. It will be taken by the DGP of the state and senior officers of central forces," he said.
