According to Police, around 100 cadres of Communist Party of India-Maoist (CPI-Maoist) from Chhattisgarh and Maharashtra have sneaked into Madhya Pradesh over the past few months to expand their base, reports NDTV on January 3. This has prompted the State government to seek deployment of six companies of Paramilitary Forces in the rebel-hit areas of the State. These Security Forces (SFs) are likely to be deployed soon in Balaghat and tribal-dominated Mandla Districts, where the Maoists have entered.

The National Investigation Agency (NIA) on January 11 filed a supplementary chargesheet before a Special Court in Ranchi District of Jharkhand against four accused persons in aCommunist Party of India-Maoist (CPI-Maoist) extortion case (RC-21/2018/NIA/DLI), says NIA. The accused are - Manoj Kumar alias Manoj Kumar Yadav (arrested), Krishna Da alias Krishna Hansda (absconding), Sunil Manjhi alias Sunil Murmu (arrested) and Manoj Kumar Choudhary (arrested), all residents of GiridihDistrict inJharkhand.On January 22, 2018, after collection of levy amount, accused Manoj Kumar, while he was en-route to deliver the extorted funds to the cadres of CPI-Maoist, was arrested by State Police and levy amount of INR 600,000 along with other incriminating documents were recovered from his possession.The NIA took over the investigation of the case on July 21, 2018. In a statement, the NIA said, “Investigation has established that arrested accused Manoj Kumar Yadav, was working as an associate/Over Ground Worker (OGW) of the CPI-Maoist, and was the conduit between the contractors and the banned organization.Investigation also revealed that arrested accused Sunil Manjhi, Regional Committee Member of CPI-Maoist, and absconding accused Krishna Da, Regional Committee Member and Secretary, North Chotanagpur Zone of CPI-Maoist were involved in raising funds by collecting levy through extortion for commission of terrorist activities by way of attacking Security Forces, damaging public and private property, disrupting public peace and killing innocent people.It was further established during investigation that Manoj Kumar Choudhary was also CPI-Maoist cadre who used to collect the levy amounts and hand over the same to the other senior members of the proscribed organisation.”

Chhattisgarh Chief Minister (CM) Bhupesh Baghel on January 28 said that the Naxals (Left Wing Extremists, LWEs) are on backfoot in the State, reports Outlook. The CM was speaking to reporters after chairing a meeting of the ‘unified command’ – which comprises State and Central officials to review the security situation and development works in Naxal-affected areas of the State. He said that the three-pronged strategy of "trust, development and security" in the State has helped in pushing Naxals on defensive.

Sixteen Communist Party of India-Maoist (CPI-Maoist) cadres, two of them carrying cash rewards on their heads, surrendered to the Police and Central Reserve Police Force (CRPF) in Dantewada District of Chhattisgarh on January 30, reports The Pioneer. The lower rung cadres who were active in Bacheli and Kirandul areas and surrendered in Kirandul town citing they were impressed by the rehabilitation of their former colleagues, Dantewada, Superintendent of Police (SP), Abhishek Pallava said. With this, 288 Naxalites [Left Wing Extremists, LWEs] have so far given up violence in the district under the 'Lon Varratu' (Return to your home) campaign, launched in June last year, Pallava said. Of the 16, Madkam Hurra (28), a Maoist ‘militia commander’, and Hunga Barsa (35), head of the local unit of the Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS), carried rewards of INR 100,000 each on their heads, Pallava added. 14 among the surrendered belonged to Madakamiras village. All the 16 were given immediate assistance of Rs 10,000 and will get facilities further as per the government's surrender and rehabilitation policy, the officer said.

The Director General of Police (DGP) of Odisha, Abhay, during his visit to Koraput District in the State on February 7, said there has been a significant decrease in Communist Party of India-Maoist (CPI-Maoist) violence in the South-Western Police Range in the State, reports The Pioneer. The DGP visited the District to review the Left-Wing Extremism (LWE) and the overall law and order situation in the region. The DGP said that the Odisha police have been successful in the ongoing anti-Maoist operations. The Left-Wing Extremist (LWE) activities has also witnessed a reduction in Malkangiri District especially in the Swabhiman Anchal area. “We are hopeful and committed to make the State Maoist-free. We appeal the ultras to lay down their arms and return to the social mainstream. The State Government’s rehabilitation policy is one of the best in the country,” said the DGP.

Kishan Reddy on February 10 said in Rajya Sabha (Upper House of India Parliament) that the Left-Wing Extremism (LWE)-related incidents were down 47 per cent between 2015 and 2020 as compared to incidents in the preceding six years from 2009 to 2014, and that the geographic spread of Naxal [Left Wing Extremist, LWE] violence had been contained to 53 Districts across 9 States in 2020 as compared to 76 Districts across 10 States in 2013, reports The Times of India. In a written reply to a question, Reddy said the steadfast implementation of the multi-pronged strategy to counter LWE had resulted in consistent decline in violence and shrinkage in geographical spread. “The incidents of LWE violence have reduced by 70 per cent from all-time high of 2258 in 2009 to 665 in 2020. Similarly, resultant deaths (civilians + Security Forces) have reduced by 80% from all-time high of 1005 in 2010 to 183 in 2020. The geographical spread has been constricted and only 53 Districts across 9 States reported LWE related violence as compared to 76 Districts across 10 States in 2013. However, 90 Districts in 11 States are covered under Security Related Expenditure (SRE)/LWE Scheme for the purpose of reimbursement of expenditure incurred by the States on counter LWE operations,” he stated.

The Deputy Inspector General of Police (DIGP), Sandeep Patil of Gadchiroli Range in Maharashtra, on February 13,said that the Communist Party of India-Maoist (CPI-Maoist) is trying to reactivate their demoralized cadres in Maharashtra, Madhya Pradesh and Chhattisgarh (MMC) region, reports Outlook. The DIGP was speaking to reporters in Gondia District of Maharashtra where an armed Police outpost was set up to help curb Maoist activity. “The Maoists are trying to reactivate the cadre in Maharashtra, Madhya Pradesh and Chhattisgarh, or MMC region. The Enforcement Directorate (ED) on March 19 attached assets worth INR 4.023 million of a Communist Party of India-Maoist (CPI-Maoist) leader and his family in Bihar under the anti-money laundering law, reports Outlook. The action was taken against Rambabu Ram alias Rajan alias Prahar alias Nikhil, an active member and leader of the CPI-Maoist of Madhuban in East Champaran District. The Maoist leader has been booked on charges of extortion and indulging in alleged unlawful activities. The properties attached, as per a provisional order issued under the Prevention of Money Laundering Act (PMLA), include multiple pieces of land and buildings in the name of Rambabu and his family members. The ED said the “accused has invested the proceeds of crime for acquiring various immovable properties in the name of his family members, so as to project them as untainted.” ED booked Rambabu after taking cognizance of at least 28 FIRs and multiple chargesheets filed against him by the Bihar Police.

The Maoists also claimed to have seized 14 weapons, 2,000 cartridges and other materials from the encounter site. Also, the Maoists on April 6 asked the Government to name interlocutors for the release of the Central Reserve Police Force (CRPF) trooper from its elite CoBRA (Commando Battalion for Resolute Action) unit from their custody, reports The Indian Express. Inspector General of Police (IGP), Bastar range, Sundarraj P said, “In certain media/social media reports it is being published that one arrested Maoist cadre have been handed over as an exchange for the safe release of CoBRA [Commando Battalion for Resolute Action] jawan (Trooper) Rakeshwar Singh Manhas abducted by Maoists on April 3 in Bijapur district.” He also said, “No arrested Maoist has been released to secure the release of the abducted jawan. So far no one has been arrested in relation to the Tekalgudem encounter case.” The IGP said a few villagers had accompanied the troopers after the encounter till the base camp and the villagers returned to their respective villages. Sukka Kunjam of Tekalgudem (being mentioned in the media/social media messages) might be one such villager who accompanied the Police up to the base camp after the encounter on April 3, he added. In a press communiqué issued by Sanket, the spokesperson of the ERB, of the CPI-Maoist has detailed the reasons for calling the bandh in the backdrop of statements issued by Union Home Minister (UHM) Amit Shah after the Chhattisgarh encounter. Blaming the Rashtriya Swayamsevak Sangh (RSS)-supported Bharatiya Janata Party (BJP) Government at the Centre for pushing the commoners to a “war-like situation” and targetting "sons of the soil", Sanket said "Operation Prahar", planned by the Centre, is not going to be successful as the Marxist-Leninist-Maoist cadres are ready. "There's formidable power in human capital and the masses. When they stand together for a cause, they are sure to win. This oneness is strengthened by Amit Shah's statement that Operation Prahar will continue unless all Maoists are destroyed. We challenge that his dreams will never come true," the statement read. "We want to open a new channel of development which will not speak of destruction and focus only on creativity," it added. Extending salute to the four cadres of Chhattisgarh-based People's Liberation Guerrilla Army (PLGA), the armed group of Maoists, -- Odi Sunny, Padam Lakhma, Kovasi Badru and Nupa Suresh — who were killed in the fight with security forces in Bijapur and Sukma Districts of Chhattisgarh on April 3, the ERB blamed the Centre for the bloodbath. "More than 2,000 security men had lodged an attack on our PLGA in Jiragurem village, which was retaliated and 24 security men were killed, 31 were injured and one was captured unhurt. This was one among the series of attacks that we have been facing for years," Sanket said. Criticising Prime Minister (PM) Narendra Modi's Government for imposing an unplanned lockdown during the peak of the Covid-19 pandemic last year while "helping" big corporates to make huge profits, the ERB said, " Political parties in India have been protecting the interests of capitalists since Independence and the Modi government is no different. All its decisions have been in their favour which is evident from the rising fortunes of Adani and Ambani," the statement claimed. The State Police in Bastar reiterated that with the CPI-Maoists restricted to limited pockets in the affected districts, the SFs will continue with their operation as the CPI-Maoist cadres attempt to upgrade their annual Tactical Counter Offensive Campaign (TCOC) that usually begins from March-April onwards and continues till mid-June. During the TCOC, the Naxals [Left Wing Extremism (LWE)] aim to regain their military strength, infuse confidence among their cadres, recruit new cadres and simultaneously mount pressure on security forces. The activists of these front affiliates of CPI-Maoist are moving in urban areas, adopting urban guerrilla tactics and taking different covers as per their strategy and tactics to wage war against the State. The activists of these organisations have been regularly in touch and meeting the CPI-Maoist leadership in the forest area of Chhattisgarh. In a letter, Patnaik requested PM Modi to direct the Union Ministry of Home Affairs (UHMA) to waive an amount of INR 4561.23 crore of the State Government towards deployment charges of CAPFs up to October 1, 2020. In his letter to PM Modi, Patnaik argued that since the Naxal [Left Wing Extremism (LWE)] violence is a national issue posing a grave internal security threat to the integrity of the nation, it has to be addressed by both Government of India and the State Governments jointly. He said the Odisha Government has been proactive in spending from its scanty resources in creating and deploying security forces. “Around 15 battalions of State Police have been raised, specifically to combat Left Wing Extremism (LWE). 30,000 posts in Police cadre have also been created including armed formations along with Specialised Training Centres and other logistics facilities for their deployment. The National Investigation Agency (NIA) filed a supplementary charge sheet against 34 Communist Party of India-Maoist (CPI-Maoist) cadres for their alleged involvement in the killing of four Policemen before a special NIA court in Ranchi District of Jharkhand on April 30, reports Outlook. All the accused, who are the residents of Jharkhand and Bihar, have been charged with the relevant provisions of the Indian Penal Code, the Unlawful Activities Prevention Act (UAPA) and the Arms Act. The case pertains to the deadly attack on the Police patrolling party by the armed CPI-Maoist cadres in November 2019 at Lukuiya More in Latehar District of Jharkhand in which four Police personnel were killed and their arms and ammunition looted. The State Police had filed a charge sheet against six accused. The NIA re-registered the case in June 2020 and took over the investigation. Anal Da, the 'central committee (CC) member' and Secretary of Bihar-Jharkhand Special Area Committee (BJSAC) of CPI-Maoist, in collusion with other senior CPI-Maoist leaders, had conspired and planned the attack on the Police patrolling party at Lukuiya More. The recce for carrying out the attack at the targeted place was conducted for a week and final planning for execution was undertaken at Bearjangha forest. Top leaders of CPI-Maoist had planned the minutest details and constituted three teams to carry out the attack in a meticulous manner, said NIA official. The plan was executed under the leadership of Ravindra Ganjhu, the regional committee member of the CPI-Maoist, who had also enlisted the help of over ground workers and sympathizers of the organisation. The attack was carried out in order to loot the arms and ammunition and further strengthen their organisation and demoralised the Security Forces (SFs) operating in that area. During investigation, the NIA was successful in unearthing immovable properties worth INR 50, 00,000 of Ravindra Ganjhu in Latehar and Ranchi Districts in Jharkhand and the same were attached under sec 25 of UA(P) Act. Investigation leading to arrest of local contractor, Mrityunjay Kumar Singh exposed the unholy nexus between the CPI-Maoist and unscrupulous contractors who are aiding and abetting activities of such banned terrorist organisations in Naxal [Left Wing Extremism (LWE)] affected areas, added the NIA official.

NIA has filed charge sheets on Pangi Naganna, Akkiraju Harigopal ‘central committee (CC) members’ of CPI-Maoist, Boppudi Anjamma of Amarula Bandhu Mitrula Sangham (ABMS), Rela Rajeshwari of Chaitanya Mahila Sangham (CMS), Anduluri Annapurna of Pragatisheela Karmika Samakhya (PKS), Manukonda Srinivasa Rao of VIRASAM and Jangala Koteshwar Rao of Pragatisheela Karmika Samakhya (PKS). State Government claimed that its strategy of establishing camps of SFs in Naxal [Left Wing Extremism (LWE)] affected areas of Bastar has pushed CPI-Maoist cadres to a very limited zone and facilitated development works in the region, reports The New Indian Express on May 25. Most of the camps were set up in inaccessible and remote areas where development remained secluded. However, after setting up these camps, the recent construction of roads is widely visible. Taking on the Naxals in their own style, SFs had decided to establish camps inside dense forests which were earlier unapproachable. These camps have been set up after pursuing a carefully chalked out strategy where each camp can have access to others in time of distress. The establishment of these advanced camps has restricted movement of the CPI-Maoist cadres in these areas. These camps have facilitated construction of roads, bridges, culverts and other infrastructure in the areas dominated by tribals, thereby giving them access to development schemes. Frustrated with the establishment of camps, the Naxals often make futile attempts to target these infrastructure facilities and attempt to create misunderstanding among villagers and trick them to go against the SFs. New avenues of communication and dialogue are getting opened, leading to a constructive partnership between the villagers and the administration, said a statement issued by the Chhattisgarh State Government.

A group of CPI-Maoist cadres raided the nursery, destroyed the saplings by setting them on fire in protest against the Forest department’s initiative to go for massive plantation on the outskirts of the village. Saplings worth INR 3, 00,000 have been destroyed in the fire, said Malkangiri Divisional Forest Officer (DFO) Pradeep Mirase. The BDO in his complaint said that on Wednesday (June 2) morning around 10 AM he had first received the call but since the voice was not clear a second call came to him. From the other side, the man identified himself as Nagina Ji of the TPC and demanded money for running the organisation over which the BDO had said that he will speak with the seniors in this regard and had cut the phone. The Communist Party of India-Maoist (CPI-Maoist) cadre, who was gunned down by Security Forces (SFs) during an encounter at Padampur in Bargarh District of Odisha on June 10, was a ‘DCM (Divisional Committee Member)’ rank rebel who was carrying a cash reward of INR 500,000, reports Odisha TV. Inspector General of Police (IGP), Operations, Amitabh Thakur, said the extremist has been identified as Rabindra. "He was a DCM rank cadre and carried a cash reward of Rs 5 lakh on his head. During the cross fire, around 10 to 12 armed Maoists were present at the spot who had infiltrated to Bargarh forest from neighbouring Chhattisgarh," IGP said. On a tip off, the joint forces Special Operation Group (SOG) and Odisha Police had launched an operation late on June 10 night, the IGP said. The exchange of fire continued for around 30 minutes during which Rabindra was killed. All the rebels belong to Bargarh-Bolangir Mahasamund Division, the IGP informed.

The 16-page letter stated, during the last 12 months, 11 Maoists have died in Bihar-Jharkhand, 101 in Dandakaranya, 14 in Odisha, eight in Maharashtra-Madhya Pradesh-Chhattisgarh, 11 in the Andhra-Odisha Border (AOB), one in the Western Ghats, and 14 LWE militia members have been killed in Telangana. Apart from exchange of fire with Police, lack of access to medical treatment, consumption of expired food, snake bites, and constant exposure to nature’s wrath have hit the Maoists hard. Among the deceased Maoists are Yapa Narayana of Telangana, Pawan of Dandakaranya, Santosh Yadav and Amresh Yadav of Bihar-Jharkhand, Ravindra in Bargarh of Odisha and others. Officials from Telangana and Central Reserve Police Force (CRPF) met to discuss various issues to deal with Maoist’ activity and ‘new tactics’ adopted by the Maoists in Chhattisgarh. Accordingly, the Telangana Police are making changes in their tactics and training modules to deal with the ultras. DGP, Reddy, said, out of 25 ‘central committee members’ (CCM), 11 are from Telangana and three are from Andhra Pradesh. Around 120 members of Telangana State Committee are, presently, staying in Chhattisgarh. To a question on revoking notification issued in March declaring 16 new frontal organisations of CPI-Maoist as unlawful associations, DGP, Reddy, said, it was a technical decision. And, about the recruitment of cadres, DGP Reddy said, Ravula Ranjith (23), who surrendered on July 14, informed the Police that the recruitment by Maoists was on the decline and in battalion, every month, five to six persons join as candidate members and within a month five to ten persons were leaving the party without any intimation. Minister of State for Home Affairs (MoSHA), Nityanand Rai, provided a datasheet along with his written reply in Lok Sabha (Lower house of the Indian Parliament) to state that while there were 833 incidents of Left Wing Extremism (LWE) violence in 2018, they came down to 670 in 2019 and further decreased to 665 last year (2020). The corresponding official deaths in these incidents too came down from 240 (2018) to 202 (2019) and 183 in (2020). In all these years, the highest number of LWE violence incidents and deaths took place in the central Indian State of Chhattisgarh, the data showed. Incidents of damage to property in Naxal [Left Wing Extremism (LWE)] violence, it said, also came down to 47 in 2020, from 64 in 2019. However, 60 such incidents were reported in 2018. There are 10 LWE-affected States — Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, West Bengal and Kerala. “There has been a decrease in naxal activities in the country in last three years," the minister said. Rai added that in order to improve mobile connectivity in these areas, 2,343 mobile towers have been installed and "further sanction" has been accorded for installation of 4,072 additional towers.

There have been 26 incidents of kidnapping (abductions) by Naxalites [Left Wing Extremists, LWEs] and 195 instances of them targeting installations of economic interest since 2018, Minister of State for Home Affairs (MoSHA), Nityanand Rai, informed Parliament on July 28, reports The Times of India. The minister in a written reply to a question said that there were nine incidents of abductions each in 2018 and 2019, and six in 2020. Two instances have been reported till June 21 this year (2021), both from Jharkhand. The State also witnessed the maximum abductions by LWEs, accounting for 17 of the 26 cases since 2018. Separately, there have been 195 instances of installations of economic interests being targeted. These include attacks on railway properties, mobile towers, roads, bridges and schools. Chhattisgarh witnessed the most of such attacks - 40 in 2018, 35 each in 2019 and 2020 and 18 so far this year (2021) - accounting for 128 of the overall 195 cases. The year-wise break up of such incidents are - 60 in 2018, 64 in 2019, 47 in 2020 and 24 so far in 2021. However, there is no data of the total loss incurred due to such damages, or the number of persons arrested.

In a letter released by Maoist’s Andhra Odisha Border Special Zonal Committee (AOBSZC) ‘secretary’ Ganesh on August 2, the Left Wing Extremist (LWE) appealed to the tribals in the region and people from all sections of the society to participate in the bandh and make it a success. The Maoists have also urged the tribals from the affected villages to take a militant stand and drive away the mining companies and have also asked them to destroy the trucks and heavy earthmoving equipment that are being used for mining. The Maoists also urged the tribals not to allow the Police to organise volleyball tournaments and medical camps in the interior villages, as in the garb of doing so they were actually trying to protect the roads constructed to facilitate mining and aid the company. Apart from giving the bandh call, they demanded that the construction of the road be stopped.

The agency filed the charge sheet in a Special Court at Ranchi against Soma Sardar, Atul Mahto, Ram Prasad Mardi, Gulshan Singh Munda, Ravi Singh Sardar and Doctor alias Pradeep Mondal under various sections of the Indian Penal Code (IPC) and Unlawful Activities Prevention Act (UAPA). The case pertains to an attack on the Police party by the Naxal cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand in which five Police personnel were killed and their arms and ammunition were looted. The case was initially registered on June 15, 2019, at Tiruldih Police Station in Seraikela Kharsawan District and Jharkhand Police arrested 11 accused and filed two charge-sheets against them. The NIA had re-registered the case on December 9, 2020. The NIA said that Soma Sardar had played an important role in hatching the conspiracy that led to the attack on Police personnel besides being involved in providing logistical support and raising funds for Communist Party of India-Maoist (CPI-Maoist), adds oneindia.com. The number of Districts affected by Left-Wing Extremism (LWE) has declined sharply to 70 in 10 States for the first time in over three decades, with Bihar, Odisha and Jharkhand showing the biggest improvement, according to a map of the Communist Party of India-Maoist (CPI-Maoist) insurgency redrawn by the Ministry of Home Affairs, reports Hindustan Times on August 17. Of these, only 25 Districts in eight States are now categorised as “most affected”. Uttar Pradesh is now free of Maoism, according to the MHA’s revised list. Until two months back, about 90 Districts in 11 States were affected by LWE which received central assistance under the Security Related Expenditure (SRE), while 30 Districts in seven States were categorised as “most affected”. “Overall, the incidents of LWE violence have reduced by 70% from an all-time high of 2,258 in 2009 to 665 in 2020. Similarly, the deaths of security forces and civilians have come down by 80% from all time high of 1,005 in 2010 to 183 in 2020,” said an officer in MHA.

The NIA stated in the draft charges filed before the court of Special Judge D E Kothalikar last week, “...you accused no 1 to 10 along with the wanted accused no 17 to 22 being the active members of the banned terrorist organisation CPI (Maoists) and its frontal organisations recruited students from various universities, including Jawaharlal Nehru University (JNU) and Tata Institute for Social Sciences (TISS) for commission of terrorist activity.” The alleged recruitment of the students of JNU, TISS and other universities is one of three fresh revelations that have been made by the NIA in its draft charges which will be formalised and formally framed against the 22 accused in the much-discussed sensational case. The decision was taken by the State Government on September 7, officials said, adding, the policy was introduced in 2005 with the aim to curb the Naxal movement in the State. Recently, the Police in Gadchiroli had taken initiatives to create job opportunities for Naxal-affected people so that they do not take the wrong path. This year, 22 Naxals have been killed by the Police in encounters and at least eight Naxals have surrendered. "Naxal surrender Policy has proved to be a successful weapon against the Naxal movements in the state. Considering this, the Director General of Police had requested to give a two-year extension to this policy. Earlier he was with Kabani Dalam (armed squad) but now he is under Banasura Dalam. He may be deputed to carry out propaganda work,” said an ATS source. With a hand lost allegedly in an accident, Moideen has been in the forest across Wayanad, Nilambur and Kannur since 2017, says ATS. “He is the ideological face of the banned outfit, though he may be physically weak. His hand was said to be lost in a gas cylinder explosion which is not confirmed,” said the source. A native of Pandikkad in Malappuram District, Moideen is the elder brother of C P Jaleel and C P Ismayil, who were also members of the Maoist group. The former was killed in a controversial encounter with state police in 2019 in Wayanad, and the latter was arrested by Maharashtra ATS along with then senior-most leader of the outfit - Murali Kannampilly - in Pune in 2015. Ismail is out on bail now. CPM has unleashed a strong counter campaign against Maoists in the area. “No iron ore mining project is proposed in the Kozhikode District. It was abandoned long back. Maoists are running baseless propaganda against CPM leaders,” said K Sunil, Chakkittapara Grama Panchayat president. Sunil is under Police protection owing to Maoist threat. The hideout was revealed based on the interrogation of the last wanted Maoist leader of Uttarakhand, Bhaskar Pandey (36), by Police, officials said. Pandey, who was wanted with a bounty of INR 20,000 in a case registered during the 2017 State assembly elections, was arrested in Almora on September 13 in a joint operation by the special task force (STF) of Uttarakhand Police and the Almora District Police. “Police found the hideout on Sunday [September 19] from a cave located inside deep and dense forests of Buda Jageshwar area after Pandey revealed its location during his interrogation while in police remand. He used to often use the hideout to stay away from police,” said Pankaj Bhatt, Senior Superintendent of Police (SSP), Almora. Bhatt informed, “After tracing the hideout, police found several items from there including some Maoist publicity material, survival kit, tents, sleeping bag and other items of daily need.” Bhatt said that Pandey was taken in Police remand for two days on Friday [September 17] for interrogation. “On Sunday, he revealed his hideout in Hariya top forests in Buda Jageshwar area.” Earlier, when Pandey was arrested, Police claimed that he was in touch with the members of the Politburo of the banned Communist Party of India-Maoist (CPI-Maoist) to revive the Maoist movement in the Himalayan State. Pandey, who was in hiding since 2017 after being booked in three cases for trying to provoke the public against the Government by putting anti-Government posters and set ablaze one Government vehicle in an attempt to disrupt the 2017 State assembly polls, was arrested near Haridutt Pethshali Inter-college in Almora District on September 13. After his arrest, the Police recovered two pen drives, two voter IDs, a mobile phone, an Aadhaar card, two books and INR 32,265. State Director General of Police (DGP), Ashok Kumar, also claimed that Pandey had taken arms training in the jungles of north Bihar in 2012. “He was the right hand of senior Maoist leader Khin Singh Bora who was the Uttarakhand area commander for CPI(M) [CPI-Maoist] who is presently in jail after being arrested in Uttar Pradesh police STF. The State Government submitted a report on Maoist affected Districts to Union Home Minister (UHM) Amit Shah during a meeting in New Delhi on September 26. Maoist activities have come down considerably and are limited to erecting banners and releasing pamphlets in Adilabad, Mulugu, Jayashankar-Bhupalpally, Asifabad and Mahabubabad Districts. However, in Bhadradri-Kothagudem District which is close to Chhattisgarh, violence has increased. Amit Shah advised the State to strengthen its intelligence system and also maintain good relationships with neighbouring States. An unnamed Police official said, "The department would focus more on the strengthening of intelligence system, courier system, exchange of information and joint operations." According to Police estimation, not more than 100 Maoists including both lower and higher cadre members are working in Telangana. Already more than 150 Maoists have surrendered to Police recently. Union Home Minister (UHM) Amit Shah chaired the meeting to review the security and other developmental aspects in the Left Wing Extremism (LWE) affected States at Vigyan Bhawan in New Delhi on September 26. Home Minister Amit Shah said Prime Minister Narendra Modi had taken a decision to bring down the fixed expenditure of States on deployment of Central Armed Police Forces (CAPFs) and the expenditure by States has reduced by about INR 29 billion in 2019-20 as compared to the 2018-19. Shah also said in the past two years, a successful effort has been made to increase the security camps in areas where security was not stringent, especially in Chhattisgarh, Maharashtra and Odisha. Shah said those who want to give up arms and join mainstream are heartily welcome, but those who take up arms and hurt innocent people and the Police, will be given the same response. “The root cause of dissatisfaction is that development has not reached there in last six decades since Independence and now to deal with it, it is very essential to ensure accessibility to fast-paced development so that common and innocent people do not join them,” he said. According to the Ministry, there has been a gradual decline in the number of LWE incidents in the last decade. The incidents have reduced from 2,258 in 2009 to 349 incidents till August 31 this year. The number of deaths reduced from 908 to 110 during the same period. The UHMA first created the LWE desk, a separate department to address the Maoist issue in 2006. “Few new areas have been identified as potential locations for emergence of this phenomenon. To arrest the expansion plan of the CPI (Maoist) and also to restrict them to bounce back in the areas recently taken away from LWE influence, 8 districts have been categorized as ‘District of Concern’. The revised categorisation is a more realistic representation of current LWE scenario,” the Ministry stated.

Union Minister for Heavy Industries Mahendra Nath Pandey, on September 30, has expressed concern over a "spurt" in Communist Party of India-Maoist (CPI-Maoist) activities and "loot" of mineral reserves in Jharkhand, reports NDTV. "Extremism and Naxalism [Left Wing Extremism, LWE] have started spreading its tentacles in the state, and freedom is also being granted to loot mineral reserves," Minister Pandey said. Responding to a demand by Singhbhum Chamber of Commerce and Industry (SCCI) President Ashok Bhalotia to set up heavy industries in the State, Pandey said his Ministry is keen to develop Jamshedpur as an auto hub. The Central Government has been implementing various programmes to encourage industries under the Production Linked Incentive Scheme, the minister said, adding, it has a provision of about INR 570 billion for setting up auto and auto component units in the country. They (the Maoists) claimed that attacks will be carried out to counter the intensive military operations launched by the Government Forces in their areas. In addition, the CPI-Maoist issued a press release on October 2, 2021, and mentioned that operation Prahaar was a total failure and the forces of the People's Liberation Guerrilla Army (PLGA) killed at least 90 Policemen and injured 269 in a period of 8 months (November 2020- June 2021). The heavily forested and Community Party of India-Maoist (CPI-Maoist)-infested Chatra District in the coal-bearing North Chhotanagpur division has been a den of opium cultivation in the State, with several small and marginal farmers being involved in it allegedly having support of CPI-Maoist and their splinter groups. Chatra superintendent of police, Rakesh Ranjan, said, “We can’t deny the fact that we have a problem at hand and we need to solve it. The Police has been cracking down against those involved in the crime and have done several seizures of opium and drugs and have made several arrests. While the crackdown continues, we also want to educate people about the different dynamics of the illegal trade.” As per data provided by the District Police, from January 1, 2021 to October 6, 2021, the Police have registered 123 cases related to the trade and arrested 129 persons. In this period, the Police seized 605.77 kilograms opium, 61.65 quintal of Doda (dried opium stem), 2.621 kilograms brown sugar, 120 kilograms of Posta (poppy seeds), besides vehicles ranging from two-wheelers to trucks, arms and ammunition and cash. The thickly-forested area of Abujhmaad, which means 'unknown hill', falls in the state's Bastar division and is located around 350 kms from the capital Raipur in the south. Spread over about 4,000 square kilometres, Abujhmaad is said to be a stronghold of the outlawed Community Party of India-Maoist (CPI-Maoist) as its dense forest serves as a hideout for its leaders. Bhadradri Kothagudem District Police are reaching out to women and youth in tribal areas and engaging them in various activities to wean them away from Community Party of India-Maoist (CPI-Maoist), reports The Times of India on October 14. Apart from training women in tailoring, the Police are distributing sports kits to youth. Water filters and television sets are also being distributed in the last few months. “We are doing this to instil confidence among the tribals and drive away mistrust towards police. We started this outreach programmes to improve connectivity and engage the tribals in activities so that they can look for help from us,” Bhadradri Kothagudem District Superintendent of Police (SP), Sunil Dutt said. Police were focusing especially on the youth by providing them cricket kits, volleyball kits and other sports kits. “This endeavour is bringing change in the mindset of tribals and directly contact us,” a Police official said. To stop Maoists from taking advantage of any unresolved issues, Police are also involving other departments to help solve local problems like laying internal roads and attending to health needs. A tribal family recently called Police for help when a woman developed labour pains. Police shifted the woman to the local Primary Health Care (PHC) in time. “Several militia members are disgruntled with Maoist ideology and their activities. They are coming out and surrendering before police. The outreach programmes have also helped us gain their confidence,” a senior Police official said.

The Police official, attached to the Thane Police Commissionerate, said the Urban Development Minister received the threat letter 10 to 15 days back. Shinde, a Shiv Sena leader, is also the guardian minister of Thane and Gadchiroli Districts. The Police official said the letter warns that the minister, a resident of Thane city, and his family members will have to pay a "heavy price" for the State Government's actions against Naxals [Left Wing Extremism, LWE]. In a statement released to the media on November 11, he said the Police Department had started construction of a base camp at Chennapuram village in the Mandal and works were on war-footing. Preparations were under way to build another camp in Pusuguppa in the Mandal soon. The Police camps in Chennapuram and Pusuguppa were meant to make a profit from the mineral wealth in the forests by evicting tribals from their forest lands, he said, adding that people should unite and strongly oppose these actions to protect the existence of adivasis. For the last forty years, the Police were working to safeguard the interests of the feudal lords, capitalists and imperialists by completely eradicating the Maoists, who were leading the struggle for political power and autonomy of tribal people, along with all the oppressed communities, he said. Jaanki Surendra Narute (31), a tribal woman living in Gadchiroli District of Maharashtra, was a Naxalite until 2012, when she surrendered before the Police and vowed to live a life in the mainstream. Another such tribal woman, Saguna Sainath (33), surrendered before the Security Forces (SFs) in 2014. She, too, believes that the Police have helped her find a purpose in life. Jaanki and Saguna are among the 12 women who have recently turned entrepreneurs after receiving training with the help of the Maharashtra Government. As part of the State-recognised rehabilitation plan for the surrendered Naxals, 12 such women were given training in making pickle, papad and floor cleaners, and this training was provided at the Mahatma Gandhi Institute of Rural Industrialisation in Wardha District. "These twelve surrendered Naxal women were trained in Wardha. We will assist them for some time. We will help them in branding and marketing as well. The Jharkhand Police Anti-Terrorist Squad (ATS) said on November 25 that a serving Border Security Force (BSF) head constable and a retired BSF personnel were among five persons arrested for allegedly supplying arms and ammunitions to Communist Party of India-Maoist (CPI-Maoist) cadres and ‘organised terror gangs’ across the country, reports The Indian Express. The arrest of five persons comes less than a fortnight after the ATS arrested a Central Reserve Police Force (CRPF) personnel and three others for allegedly supplying arms and ammunition to banned ultra-outfits and others. Identifying the BSF head constable as Kartik Behra, a resident of Jharkhand, Police claimed to have recovered “pilfered” ammunition, magazines and detonators from the BSF’s 116 Battalion compound in Ferozepur in Punjab, where he was posted. The retired BSF personnel, Arun Kumar Singh, a resident of Bihar, was also posted with 116 Battalion earlier, Police said. The three others who have been arrested are identified as Kumar Gurlal, Shivlal Dhawal Singh Chauhan and Hirla Guman Singh, and are from Madhya Pradesh. Jharkhand Inspector General of Police (IGP), Operations, Amol Venukant Homkar said, “We have been conducting raids to ascertain the nexus of supply chains, inter-state gangs’ channels, transactions in Punjab, Rajasthan, West Bengal, Maharashtra and Bihar among others areas. A big network has come to the fore, which supplies arms and ammunition such as INSAS [(Indian Small Arms System) assault rifles], AK-47 and 9 mm rifles to terrorist organisations.” ATS Superintendent of Police (SP) Prashant Anand said the seizures included 14 semi-automatic pistols. “The arms are mostly country made, but most of the ammunition is pilfered from security forces… We are investigating the role of other BSF personnel,” he added.

In a press release dated November 27, 2021, party national ‘spokesperson’ Abhay said that the ‘Central Committee, CC’ was expelling Kobad Ghandy from CPI-Maoist for his anti-party activities, mainly for writing a book named ‘Fractured Freedom- A Prison Memoir’ and releasing it in 2021 after his release from jail in 2019. Abhay also stated that the party had understood that Ghandy was completely separated from Marxism-Leninism-Maoism (MLM). “He (Kobad) also stated that these three aspects of life that have to be woven into any project for change that did not reflect in his 40-year revolutionary life, so put this as goal post before going to change the world. He is also saying that the essence should be grasped from bourgeoisie moral stories. In this way, by selecting the idealist path, he is dishonestly saying that there is no happiness and freedom in the Marxist way of practice that is why Marxism is failed in reaching its target,” Abhay said accusing him of wrongly explaining and commenting on Marxism-Leninism-Maoism. Around 10 to 15 villagers from Bhadradri Kothagudem District of Telangana were allegedly confined by Communist Party of India-Maoist (CPI-Maoist) cadres in their camps in bordering Chhattisgarh, Police said on December 8, reports The New Indian Express. The Maoists on December 7 forcibly took away some villagers from Cherla Mandal (administrative sub-division) to attend their meetings, Police said. The leaders of banned CPI-Maoist told tribals that those confined would be released only after they bring more people from other villages to attend the meetings, a release from Police said. According to Police, the Maoists were harassing the villagers to take up demonstration opposing the development activities and Police camps since the Police personnel were gradually taking over the Maoists-affected areas. The National Investigation Agency (NIA) on December 7 claimed that C. P. Usman, third accused in the Pantheerankavu Maoist case, is an ‘area committee member, (ACM)’ of the Communist Party of India-Maoist (CPI-Maoist), reports The New Indian Express. The submission was made at the NIA court in Kochi in Ernakulam District of Kerala, while the bail petitions of Usman and Vijith Vijayan were being considered. Usman, who was named accused along with Alan Shuhaib, Thwaha Fazal and Vijith Vijayan in the Pantheerankavu case in 2019, was arrested by Kerala’s Anti-Terrorism Squad (ATS) in September this year. According to NIA, the ATS had subsequently recovered two letters that elaborated on his close association with top Maoist leadership and his operations from the urban wing of the party. Similarly, after the encounter at Nilambur in 2016, a letter had been recovered from the location where Usman was mentioned as an ‘area committee member’ of the banned outfit. “Usman is also a close associate of C P Jaleel who was killed in the encounter at Vythiri in 2019. He is a full-time party member and one of the leaders of Maoist activities in Kerala,” NIA submitted at the court.

Approximately 40 Maoists are alleged to have threatened labourers and set ablaze construction machines including a hot mix plant, a JCB, a roller and a motorcycle engaged in the construction of the Bithali-Pathri road in the district. The locals present at the scene said that Maoists even took their phones before they fled the scene. Similar arson incidents were carried out earlier in Koraka on December 3 and Bodalijhola on December 6 in Balaghat District. In all the incidents, the Maoists left banners and posters mentioning the death of Ultras in an encounter in Gadchiroli, Maharashtra, and calling for a ‘bandh’ (general shut down strike). Maoists appear to have designated ‘Madhya Pradesh- Maharashtra-Chhattisgarh zone (MMC)’ as their latest area of expansion. Milind alias Deepak Teltumbde was tasked with the expansion and strengthening of the cadre in this zone. Post Deepak's death on 13 November this year, the MMC is currently headless. A number of Maoist women were also purportedly involved in the recent incidents of arson carried out by banned outfit CPI-Maoist in the Balaghat District. Delving further into details, Sajid Shapoo, Inspector General of Police (IGP), Naxal [Left Wing Extremism, LWE] operations, Madhya Pradesh said, "There have been some incidents by the Maoists of burning the construction vehicles in the region and we have increased our presence in the area. They are trying to re-assert their dominance and trying to prove that the death of Deepak has not weakened them to that extent. But it's not true. The govt is very serious about this and we are doing everything to eradicate the Maoist issue from the state." An unnamed Police officer said, “A banner and as many as seven pamphlets were recovered from the spot which mentioned the name of the Chhattisgarh Zonal Committee and Malajkhand Area Committee of Maoists. The pamphlets mentioned the killing of 26 Naxals (Maoists) who were killed in an encounter in Gadchiroli on November 13.” The Police said Maoists have burnt a road-roller that was being used in the road construction work, and left behind the pamphlets, on the intervening night of December 3 and December 4. Superintendent of Police (SP), Abhishek Pallava, said, “First time a team of Dantewada district reserve guards (DRG) traced three 'smarak', each separated by a distance of 3-4 kilometre. They were dismantled. These memorials were on the name of a hardcore Maoist leader Vinod Hemla who carried a reward of Rs 10 lakh on his head and Gundadhur (carrying a bounty of Rs 5 lakh).” The SFs were out on operation on a tip-off about the movement of Maoists along the Dantewada-Sukma border in south Bastar. The encouraging statistics have come to fore during the ongoing special summary revisions of the electoral rolls. As many as 23,273 persons have filed various forms during the ongoing summary revision of the voters’ list seeking transfer, deletion, modification and alterations. Even the Police department is seeing the enrolment as a significant dent in support base for Maoists who in the past had issued serious threats to villagers against voting. The Maoists had also threatened villagers of cutting off their fingers if found to be inked. It was during a review in the mid-December that divisional commissioner Prajakta Lavangare-Verma urged Gadchiroli collector Sanjay Meena and his team to step up measures to finalize the voter’s list before the deadline of January 5. In a message divisional commissioner Prajakta, said, such robust numbers of new voters (17,136) in a District like Gadchiroli is reflecting a change towards positivity. A former Sarpanch (head of the Panchayat, village-level local self-Government institution) identified as Korasa Ramesh of Suraveedu Panchayat in Venkatapuram Mandal (administrative sub-division) in Khammam District of Telangana, was killed by cadres of the Communist Party of India-Maoist (CPI-Maoist) for allegedly being a ‘Police informer’ and his body dumped in Kottapalli village in Usur Taluka (revenue sub-division), in Bijapur District of Chhattisgarh along Telangana border on December 22, reports The Times of India. The Sarpanch was called for a meeting on December 20 by the Maoists, but was subsequently abducted and killed. Police denied that he was an informer, accusing Maoists of targeting locals to create terror. According to Police, Korasa Ramesh had gone to Bheemaram in Chhattisgarh along with one Kurusam Ramesh of Eturunagaram in Mulugu District of Telangana after receiving a phone call from Sudhakar, a Maoist from Jayashankar Bhupalpally, Mahabubabad, Warangal. “At Bheemaram, Maoist militia members detained them, covered their eyes and took them to an unknown location after a six-hour trek. At 8.30 am on Tuesday [December 21], Korasa Ramesh was shifted to another location and around 10.30 am Kurusam Ramesh was left at Pusuguppa village in Cherla mandal by the Maoists,” Mulugu Superintendent of Police (SP), Sangram Singh Patil said. On December 21, the abducted man’s wife Rajitha, a contract Auxiliary Nurse Midwife (ANM) in Eturunagaram, had appealed to the Maoists to free her husband. But on December 22, Police received alert about body of Korasa Ramesh being found on a forest road at Kottapalli village (Bijapur), Chhattisgarh. In a handwritten letter released by CPI-Maoist Wajedu-Venkatapuram ‘area committee secretary’ Shanta, the Maoists said that Ramesh had been working for Police since 2019 and Sub-Inspector (SI) B Tirupathi had convinced him to inform on what Maoists asked him to procure. “Ramesh was paid Rs 35,000 by police to work for them. Police had even given him poison-mixed milk powder to deliver to party members. After consuming it, several of our comrades fell ill and one of them, M Bikshapathi alias Vijayender, died. Ramesh was also responsible for one encounter for which he received Rs 2 lakh from police. Ramesh has been killed for betraying the people and the Maoist party,” the letter stated.

The Communist Party of India-Maoist (CPI-Maoist) who lost people’s support in Telangana State were forcing Chhattisgarh Adivasis to work in their battalions, alleged the Police, reports Telangana Today on December 29. The CPI-Maoist party leaders from Telangana were hiding in Chhattisgarh using the tribals there to protect them as they could not stand on their own in their own State, a statement from the Police said. Bhadradri Kothagudem-East Godavari (BKTG) Division Committee leaders were taking shelter in Kishtaram Area Committee zones, Police said, while, posing how Adivasis in Chhattisgarh were responsible for the safety of Telangana Maoists. Police urged people of Botethong, Errapalli, Rasapalli, Pinachanda, Pesalapadu, Errampadu, Mettaguda, Kavurugatta, Kondapalli, Bhattigudem, Peddabattum, Jabbagatta, Minagatta and Gunderajagudem villages not to be exploited by the Maoist party. The Maoist party has become an obstacle in setting up facilities like hospitals, roads and education in Adivasi areas. Similarly, it was keeping the tribals of the area forever poor and away from all facilities and development, Police complained. The National Investigation Agency (NIA) on December 29 conducted searches at 12 locations in Dhanbad, Seraikela Kharsawan and Ranchi Districts of Jharkhand, Patna, Chapra, Gaya Districts of Bihar, Chandauli District of Uttar Pradesh and Bardhman District of West Bengal, relating to stealing arms and ammunition from armouries of Central Armed Police Forces (CAPFs) and their supply to senior leaders of the Communist Party of India-Maoist (CPI-Maoist) and other terrorist groups in Jharkhand reports daijiworld.com. Initially the case was lodged in a Jharkhand Police Station on November 11 this year. Later, on December 19 the case was taken over by the NIA. After taking over the case the anti-terror agency on December 29 conducted searches at 12 locations to gather evidence against the accused persons. "We have recovered unaccounted cash to the tune of Rs 1,46,000, digital devices including laptop, cell phones, computer and digital storage devices, incriminating documents, pilfered ammunition boxes and other incriminating material," said a NIA official.
