Jharkhand Chief Minister Raghubar Das on January 2 said it was really unfortunate that even after over six decades of Independence the poor villagers were deprived of basic amenities including water, road, electricity etc, reports The Hindu. He attributed “administrative failure” as a major cause behind Naxalism-[Left-Wing Extremism (LWE)] and assured to provide development-oriented schemes and good governance in the State. There is no doctor, no teacher, villagers are deprived of basic amenities like road, electricity and water, he said, adding that these are the reasons for increase in LWE activities. “I believe it is totally administrative failure that led to Naxalism in the state,” he added. “Who are the Naxals? They are part of our society, they too need employment and basic amenities like others. They were misguided youths who were lured to pick up arms for survival,” he said. Within a month’s time, he announced, the teachers’ recruitment process will begin and 17,000 policemen will be appointed in a couple of months.

Bihar Chief Minister Jitan Ram Manjhi while addressing a public meeting at Tarapurin Munger District on January 4, organized under the banner of Zila Kisan Mazdoor Sammelan (District Farmer Labourer Congress), said his cabinet colleagues do not cooperate with him in development measures aimed at curbing Naxalism-[Left-Wing Extremism (LWE)] in the State, reports The Times of India. Manjhi further said he wants to give reservation to Scheduled Caste/Scheduled Tribe and other extremely backward castes in government contracts up to INR 5 million so that the menace of LWE could be contained in the State but his cabinet colleagues are opposed to his proposal. "If my proposal to award contracts to the downtrodden, Mahadalits and poor Adivasis in government schemes is accepted, no member from the depressed class will join hands with the Maoists in future," the CM said. However, he added that he would manage to get his cabinet colleagues agree to his proposal in the cabinet meeting. Manjhi said once this decision is implemented, Naxals will no longer be active in the State.

Talking to mediapersons after his weekly janata darbar, the CM said he was against the policy of bullet for bullet to finish Maoism. Since Nitish Kumar took over as the CM in 2005, extremism has been controlled through development, he said. "I am carrying forward the policy adopted by Nitish Kumar," he said.Manjhi said through development, education and understanding, Maoists can be won over. "Bullet is not the answer. I am trying to persuade the Naxalites to return to mainstream by getting them involved in development activities," the chief minister said.He said Naxalites too meet him. "I am not an urbanite. Many people come to meet me; there may be Naxalites among them. They complain of nexus between contractors and officials. Contractors damage and destroy government property and put the blame on Naxalites. They tell me JCB machines are burned at construction sites and the blame goes to Naxalites. It is the contractors' game," Manjhi said.

In a bid to fight the Communist Party of India-Maoist (CPI-Maoist) menace, tribal people will be recruited directly to the Police force, Kerala home minister Ramesh Chennithala said on January 9, reports The Times of India. Talking to reporters after a meeting with senior police officers in north Kerala, the minister said the decision to recruit adivasis (tribals) directly - for the first time - was taken after considering the suggestions of tribal organizations. "As many as 200 tribals will be recruited as constables in the first phase," Chennithala said. The minister said the Police would be entrusted with overseeing the implementation of development projects in tribal areas. District Police chiefs will hold consultations with District collectors to address issues affecting such areas. "Those helping Maoists directly or indirectly will be closely monitored. Strong action will be initiated against them if there is credible evidence," Chennithala said. Urging the media not to glorify Maoists, he said a meeting of news editors would be held soon. He added that the state would provide protection to cops involved in anti-Maoist operations. Meanwhile, in view of increasing extremist threats in the State, the city Police have decided to create a visual database of possible suspects by recording public events and demonstrations held in Kochi using video and still cameras, reports The Times of India. The intelligence wing of the Police department is reportedly updating the database of suspected activists using video footages and photos following an increase in extremist activism.

Maharashtra Government is giving a big push to infrastructure development in Naxal-[Left-Wing Extremism (LWE)]-affected districts and will also provide additional benefits to civil contractors and employees working there, reports Zee News on January 14. The State Government has lined up INR 3,942 billion worth of projects in the LWE affected areas to improve connectivity. "We cannot think of welfare of adivasis without developing Naxal-affected districts like Gadchiroli. Unless we develop these regions, people living there will not get respite from the Naxal menace," Public Works Department (PWD) Minister Chandrakant Patil said. "To ensure development, 139 schemes will be undertaken by the Government in Phase 2 of RRP (Road Requirement Plan (RRP). These include 2,352 km of roads, 128 new small and 50 big bridges. The entire project will be executed at a cost of Rs 3,942 crore," he said. Under Phase 1 of RRP, 43 schemes had been sanctioned - at a total cost of INR 940 billion - which included 450 km of road development, two big bridges over rivers Godavari and Indravati. Of these, 34 have been completed, he said.

Addressing the 21st meeting of Eastern Zonal Council (EZC) in Patna, Union Home Minister Rajnath Singh on January 16 said, “The Maoist [Communist Party of India-Maoist (CPI-Maoist)] problem is the biggest internal security problem the country is facing today and to challenge this menace there should be better coordination between the Centre and the State governments,” reports The Hindu. “I want to request the State governments grappling with the Maoists problem to post officers such as DMs and SPs in the Maoist-infested areas,” he said at the meeting attended by Chief Ministers of Bihar and Jharkhand and representatives of West Bengal and Odisha. Singh assured the four State governments, who are members of the EZC, that the Centre would prove all help.

CRPF Director General (DG) Prakash Mishra has taken the decision to monitor first hand important SFs offensives in the LWE grid after he recently toured some of the worst Maoist violence affected states of Chhattisgarh, Jharkhand and Odisha. "The large operations will be okayed by the headquarters here. I, including my operations team, will be involved with the ground operations during the planning and execution stages," said DG Mishra. Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on February 2 said the red zone [Communist Party of India-Maoist (CPI-Maoist)-infested region] is steadily shrinking in Bihar and Jharkhand, reports The Times of India. It has been possible because the CRPF personnel are not only carrying out operations against Maoists but also helping the common man in many other ways, like distributing essentials such as woolen clothes, utensils etc and enabling them to get their Aadhaar cards. These efforts have helped CRPF win the confidence of poor people, who were earlier providing shelter to the Left-Wing Extremists (LWEs). He said a few states, including Bihar, Jharkhand and Chhattisgarh, need attention by the central force to completely free the area from LWE influence. "The states concerned would also have to give attention to development work so that people are not driven towards Maoism," Mishra said, adding that during his tenure as Odisha DGP, he went for simultaneous anti-Maoist operations and development work. Replying to a query, Mishra said the CRPF would come up with its own intelligence wing on the pattern of Greyhound of Andhra Pradesh, which has successfully tackled Maoists' activities there. Mishra was in Patna to launch a website of the Bihar sector of CRPF and to inaugurate Improvised Explosive Device (IED) model room at the sector headquarters of the CRPF.

Government-run telecom major Bharat Sanchar Nigam Limited (BSNL) would be installing 246 mobile towers in two phases in the Communist Party of India-Maoist (CPI-Maoist)-affected areas of Chhattisgarh to improve phone connectivity there, reports Zee News. The decision was announced at a meeting of unified command for anti-Maoist operations, chaired by Chief Minister Raman Singhon February 18. "It was informed in the meeting that BSNL has a target of installing 146 mobile towers in the first phase. Around 80 towers will be erected by March this year and 40 of them will start operating soon thereafter," an official said. The remaining towers will be installed by August-end. In the next phase, 100 towers would be installed.

He added that he would take steps to ensure that tourists are able to visit Sunabeda Wildlife Sanctuary in Nuapada District without the fear of Maoists. Mishra, who went to Sunabeda village in a chopper, admitted that tourism was hit in the area due to increase in extremist activities in the past five years. The Maoists reportedly started spreading their base in Sunabeda in 2009. Since Chhattisgarh is close to Sunabeda, it became an added advantage for the Maoists. At present, the CRPF and Commando Battalion for Resolute Action (CoBRA) personnel have been deployed at Barkot, Jamgaon, Sunabeda and Soseng villages. Sources in the forest department also said the number of visitors has gone down owing to Maoist menace. The department recorded 22,000 footfalls between 2001 and 2005. The figure dipped to 2009 between 2006 and 2009. In 2010 and 2011, only 815 tourists visited the place. No tourist has visited the area since 2012.

The Communist Party of India-Maoist (CPI-Maoist) outfit is planning to form a new corridor to connect Jharkhand, Odisha and Chhattisgarh through the districts of Sambalpur and Deogarh, said Director General (DG) of Central Reserve Police Force (CRPF), Prakash Mishra on March 18, reports The New Indian Express. He further said “The CRPF is ready to foil any such attempt by the banned outfit.” Sambalpur and Deogarh districts are pivotal because of their strategic location and all efforts will be made to ensure that the Maoists cannot realise their plan of a corridor, added Mishra, who arrived in Sambalpur later in the day after reviewing anti-Maoist operations at Sunabeda wildlife sanctuary in Nuapada, which has become a hotbed of Maoists. “It will be easy to rein in the Maoists if they are denied setting up the corridor,” Mishra said, adding that there has been a reduction in the Maoist movement in Sundargarh, Deogarh and Sambalpur whereas it has increased in Boudh, Kandhamal and Angul districts. He said the CRPF personnel have succeeded in containing Maoist activity in Sunabeda sanctuary and are now concentrating on the border areas of Nuapada and Chhattisgarh, where the ultras are currently active. On CRPF deployment in the State, the CRPF DG said it would be rationalised and the personnel stationed in areas which have marked subdued Maoist activities would be moved to places where ultras are active. He said the CRPF was working in tandem with the State Police. During his visit to the Sunabeda sanctuary, Mishra attended a function organised by CRPF in Sunabeda village as a part of their Civic Action Programme.

Furnishing a written reply to a query in the State Assembly, Chief Minister Naveen Patnaik said “During the last five years, more than 300 persons have joined the mainstream in Odisha by shunning violence. Out of them, more than 170 persons have benefitted in accordance with the ‘Surrender and Rehabilitation’ scheme.” Under ‘Surrender and Rehabilitation’ scheme, surrendered LWEs are entitled to financial assistance up to INR 2,50,000, payment up to INR 25,000 for surrender with weapons and cash at the rate of 0.4 decimal of homestead land. The Odisha Government also provides house building grant at the rate of Indira Awas Yojna to LWEs who give up arms. A screening committee after careful scrutiny of each case recommends rehabilitation of LWEs, the Chief Minister said. He, however, declined to reveal the names of LWEs rehabilitated under the scheme citing security reasons. The Odisha Government has claimed that the LWEs situation has been gradually improving in the State. Not a single security personnel involved in counter-Maoism operations was killed in 2014. In the last three years, there was relatively low level of violence in Odisha. During this period, 66 civilians and 26 security persons lost their lives in 254 Maoist incidents. In comparison to this, 2009, 2010 and 2011 witnessed 377 LWE-related violent incidents in which 109 general public and 71 security personnel were killed by the extremists. Commenting on civilian killings, he said “The Odisha Government has created specialised forces and upgraded intelligence and security infrastructure in naxal-affected areas to effectively deal with naxal activities and secure the safety and security of people.” “Preventive area domination operations and anti-naxal operations are regularly done in the naxal-affected areas in co-ordination with Central Armed Police Forces deployed in Odisha as well as security agencies of the bordering LWE affected States,” the Chief Minister pointed out.

Taking part in the discussion on expenditure of Home Department, the CM said, "There has been substantial improvement in the overall containment of Maoist situation in State. The intensity of Maoist activity is on the decline." He added there was improvement in the situation in districts such as Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh, Sundargarh and Nayagarh in 2014. He said 99 rebels surrendered in the State in 2014 while Police arrested 71. Chasi Mulia Adivasi Sangh (CMAS) leader Nachika Linga surrendered last year (2014) while most-wanted Sabyasachi Panda was arrested. A record 143 weapons, including 34 advanced weapons, were recovered from the rebels. He further said situation still remains sensitive in Malkangiri, Koraput, Nuapada, Kalahandi and Balangir. Stating that connectivity plays an important role in restricting Left-Wing Extremism (LWE), he said the government is planning to install 253 mobile towers in the LWE-affected Districts. The white paper said six Maoists were killed in 76 Maoist-related incidents last year (2014). However, Opposition political parties contested the government claim. Meanwhile, the CM Patnaik further informed the State Assembly that three years (2009, 2010 and 2011) witnessed a total 377 Maoist violence cases in which 109 general public and 71 security personnel were killed by the extremists, reports The Hindu on March 31. Similarly, during 2012, 2013 and 2014, the State suffered loss of lives of 66 civilians and 26 security persons. Further, five years after announcing to provide homestead land to next-of-kin of the State Police personnel killed in anti-Maoist operations, the Odisha Government finally spelt out modalities of transferring such land, reports The Hindu on March 31. In 2010, the State Government had declared that next-of-kin of the State Police personnel who die while discharging their duties in anti-Maoist operations would be allotted up to 0.04 acre of government land in an urban area or 0.10 acre of government land in a rural area free of premium for homestead purpose under the provisions of the Government Grants Act, 1895.

Director General of Police (DGP) DK Pandey said on March 29, that Police and paramilitary forces involved in anti-Maoist operations have been instructed to take care of injured Maoists. A dedicated team should be there who will make medical arrangements. "They are our own people but someone has misguided them. I hope the humanitarian gesture will have an impact on them (the Maoists) and help them reform," Inspector General of Police (IG), Human Rights, MS Bhatia said. Lalmuni Kumari, the woman Maoist cadre who was injured in March 28 encounter, was shifted to Ranchi Institute of Medical Sciences (RIMS). Instead of going by road, the Police decided to use a chopper to save time, the DGP said.

He worked for the police for more than 10 years since 2005. He was being harassed by his senior officers and was pained over the continuous atrocities by security forces on the tribal people in Bastar,” said a statement issued by Rajmand Mandavi, secretary of the Mad divisional committee of the outlawed CPI-Maoist. Vadda went missing on March 13 on a visit to his village Kutul. Kalluri was on leave and had gone out of Chhattisgarh because of a death in his family. Speaking to The Hindu on the way back to Bastar after his leave was cancelled, Kalluri maintained that it was “a standalone STF operation” without any participation of the District police or the Central Reserve Police Force (CRPF). “Platoon Commander Shankara Rao had called Sub Divisional Police Officer Dornapal that night, who asked him to speak to the SP. The SP did not have any discussion with Shankara Rao before he left for the operation,” claimed Kalluri. Additional Director General of Police, R.K.Vij who is in charge of the STF, however said that there was “some discussion” between Sukma SP D. Srawan and Shankara Rao before the operation. “But there will be an inquiry into this and we will look into it,” Mr.Vij added. Further, speaking to a local TV channel at a Jagdalpur hospital, Ranjeet Kumar, a trooper who was wounded in the encounter, said, “We were attacked thrice even after running for over two kilometres. Janmilitia Commander of CPI-Maoist Sori Rama alias Kanna Karigundam said in a statement to Police that the dead Maoists included battalion ‘deputy commander’ Situ and Konta ‘area committee secretary’ Arjun. The duo was among the three seniors who planned the attack. Sori's job was to patrol between Pidmal and Dabbakonta camps along with seven other members. "There were around 250 Maoists including 20-25 women comrades," he added. Sori said that Maoist ‘commander’ Nagesh, who was among leaders of the operation, was heard saying that 35 comrades were killed and it was a big loss. Sori added that Nagesh had also mentioned that this information shouldn't be leaked before Police, public or government. A day earlier, Maoists, through a press statement, condemned Police's claim of killing more than 20 rebels. South Bastar divisional committee of the rebels had taken responsibility of the attack. "Police officers had to run for their lives for more than 10km till Kankerlanka," the release stated. Additional Director General (ADG) (anti-Maoist operation) RK Vij said, "Sori voluntarily surrendered before police soon after the attack. He told police that he was terrified after seeing so many deaths and the risk he carried to his life, which drove him to escape the Maoist movement. He surrendered without any weapons."

In an effort to enhance Central reserve Police Force (CRPF)'s capabilities in fighting Communist Party of India-Maoist (CPI-Maoist) in the Red zone and terrorists in Jammu and Kashmir (J&K), Union Home Ministry (UHM) has ordered replacement of indigenously built but faulty INSAS (Indian Small Arms System) rifles that the force uses with AK-47s, reports The Times of India. All INSAS guns used by the force in the red zone would be replaced by AK-47 while 50% of the INSAS gun armoury in J&K would now have AK-47. The UHM sanctioned the procurement of guns two days ago (April 24) following a demand from the CRPF which has been pending with the Ministry for almost a year. The sanction, however, is partial fulfillment of CRPF demands. The force had sent a proposal to the UHM last year for 100% replacement of all its INSAS guns with AK-47 rifles in Maoist areas, 50% in Jammu and Kashmir and similar grading percentage for various other theatres. "The sanction is location specific i.e. limited to Naxal [Left Wing Extremism (LWE)]-affected Districts and Jammu and Kashmir. In rest of the country, the force will continue using INSAS. The decision has been taken according to the operational requirement of the force," a senior UHM official said.

In a press statement issued by Madhavi, secretary of the West Bastar Divisional Committee of the Maoists, the CPI-Maoist took responsibility for the killing of Constable Bira Basant, who was abducted on April 7 and found dead two weeks later in Bijapur District. Blaming the State government and the Bijapur Police for the death of Bira, the Maoist leader claimed that the District Police did not initiate a dialogue for his release. “Instead, the police pressured locals and schoolchildren to organise protest rallies against us. Our party’s policy does not allow us to kill unarmed policemen. We have freed many jawans, who did not carry weapons. However, we cannot spare those who knowingly take part in inflicting atrocities on the people. Bira was one such policeman,” said Madhavi. “Bira’s killing should serve as a warning to all local and lower rung policemen working in Bastar. Stop fighting for corporates who are here to snatch tribal land. Take up any other job other than policing if you want to stay in Bastar. On May 12, a Midnapore court had sentenced Mahato, the convener of People’s Committee against Police Atrocities (PCPA), and five others to life imprisonment after holding them guilty under UAPA for their alleged links with Maoists. The letter, signed by several Maoists, has been written by IIT dropout Arnab Dam and senior leader Patit Paban Haldar. Both leaders are currently lodged at Presidency Jail. The letter stated: “The chief minister held several meetings with Mahato and asked him to spearhead the tribal movement. She promised that Mahato would be released when she would come into power. However, she disowned him after assuming office. She would be punished for this treachery… She alone did not bring change in Bengal. "We have requested Home Minister Rajnath Singh to let us continue using CRPF in Maoist-hit areas and not deploy Indo-Tibetan Border Police (ITBP) in their place. He has granted our request for now and said that we will use CRPF until September, after which the Central Government will take a final call," said the Additional Chief Secretary (Home). He said that deployment of ITBP instead of CRPF would mean that Maharashtra has a lesser number of 'companies' patrolling Maoist areas. "I think the Centre wants us to deploy ITBP in place of CRPF because numbers prove that Maoism is fairly contained in Maharashtra. This exerts pressure on other states like Jharkhand and Chhattisgarh but our work is to put forward our viewpoint that if CRPF companies are shifted from here, the Maoist menace may get concentrated in Maharashtra," he added. He further said "One CRPF battalion has six companies. Currently, Maharashtra has five CRPF battalions which means 30 companies. In ITBP's case, one battalion has five companies. So, the number of companies will decrease by five." He said that Maharashtra government will be satisfied if the Centre provided five extra ITBP companies to the State.

After holding an hour-long meeting with top officers of Maharashtra State Government and the region on anti-Communist Party of India-Maoist (CPI-Maoist) operations in the border districts of Gondia and Gadchiroli in Vidarbha region on May 14, the Union Minister of Home Affairs (UMH) Rajnath Singh expressed confidence that the Naxalite-[Left Wing Extremism (LWE)] problem in the country would be resolved soon, reports The Times of India. "As soon as the new government came to power at the Centre, we offered an olive branch to the Naxalites. We are still hopeful that talks would resolve the matter. Meanwhile, we are adopting the two-pronged approach of development and strict security in the affected areas," said Singh. He claimed that in the last one decade, casualty rate of civilians and Security Forces from LWE attacks had dropped by 20 to 25 percent. "I am satisfied with the way the Maharashtra Police has taken up the challenge of meeting the Naxal threat. However, I have offered any additional assistance required from the centre," added Singh. He further said all pending projects and requirements of the affected areas were discussed at the meeting. The Narendra Modi government would soon take a decision on the continuation of the Integrated Action Plan (IAP), a highly successful development initiative for 88 Districts affected by Left-wing extremism (LWE), Union Home Minister (UHM) Rajnath Singh said on May 14, reports The Telegraph. The IAP, which lapsed in March 2015, is awaiting its second extension and reports are that most of the nine states where it was implemented want its continuation. But there are doubts whether the Modi government would extend the programme since the Planning Commission, which monitored the execution of the scheme, has folded up. "I have already apprised the Prime Minister; a decision (on it) would be taken soon; the other initiatives and schemes are going on," Singh told a news conference in Nagpur after reviewing security operations in Communist Party of India-Maoist (CPI-Maoist)-affected Gadchiroli and Gondia Districts. Under the IAP, each District was allocated INR 300 million a year for development initiatives, based on District-specific plans approved and monitored by the Planning Commission. The scheme, which was being implemented by the Union Rural Development Ministry, began in 2010 covering 60 Districts but was later expanded to 88 Districts. Sources who attended today's review meeting said security officials brought up the issue of the IAP, which had been supporting self-employment and forest-based projects in Gadchiroli with the focus on livelihood generation. Across Maoist-affected Districts in India, the IAP is said to have been the most successful intervention with over 90 per cent of the over INR 75 billion released by the Centre spent on development projects.

As Naxals-Left-Wing Extremists (LWEs) continue to strike with impunity in Chhattisgarh, a major worry has gripped the Union Ministry of Home Affairs (UMHA) regarding the training deficit in State Police Forces to fight the LWEs, reports The Asian Age on May 16. The critical aspect of training may suffer a bigger hit after the Union Finance Ministry has put the Special Infrastructure Scheme (SIS) under the domain of the States—divesting the UMHA of its earlier powers of monitoring the scheme and allocating funds to States. “The funds will now go directly into the kitty of the states. It will be part of the state corpus. Now whether they use these funds for training and equipping their personnel to fight the Naxal menace or use it for other purposes, it will be difficult to differentiate. This may ultimately have a direct bearing on the states’ preparedness to fight the Naxal menace,” a top official said.

Odisha Director General of Police (DGP) Sanjiv Marik visited Malkangiri and Koraput Districts to review the Communist Party of India-Maoist (CPI-Maoist) situation, reports The Hindu on May 23. The DGP felt there was need of deployment of two more battalions of Border Security Force (BSF) in this region to increase area dominance of Security Forces (SFs). He said that in recent times the Maoists had lost much ground in Malkangiri and Koraput Districts, which were earlier their major bases. But he felt it was not the time of complacency for the SFs and more area dominance through anti-Maoist operations was need of the day. According to him additional BSF battalions will help in filling up the gaps in the anti-Maoist operations as in several key locations in Koraput District there were no permanent camps of central forces. He also added that construction of a Special Operation Group (SOG) training centre was on in Koraput and its completion would increase strength of SOG personnel in the State. Before reaching Koraput, the DGP Marik visited Malkangiri District. According to the DGP, construction of Gurupriya bridge, which had been till date stalled by Maoists, would be a major catalyst of improved communication and development of 151 villages in this cut off area. The construction work of the INR 173 crore project is now on since September, 2014 by Kolkata based Royal Infra Construction with active Police protection, reports odishasuntimes.com. The project is expected to be completed in two years.

In a statement released by CPI-Maoist spokesperson Malajulla Venugopal alias Abhay, the Maoist leadership has urged Policemen to quit their jobs and join the “revolution” to defeat the “sinister” and “fascist” designs of their seniors and political leaders. To drive home the point, the CPI-Maoist has also cited incidents of “over-stressed” Policemen killing their seniors and claimed that more than 1,000 Security Force (SF) personnel have been killed in anti-Naxal operations. “Think about your background. You belong to the lower strata of the society. You cannot deny that you have come from families of poor tribals, labourers and farmers. Think about who you are serving just to feed your families. We know you are not honestly agreeing to the demands of the job and your family members not happy that you have to do this. Your senior officers, fraudulent politicians are trying to instill false patriotism in your minds by branding Maoists as a security threat. But, the fact is that the rate of quitting a police job is about one in three. You must understand the selfish motive of politicians to loot resources of the people,” Abhay said in the statement. The instructions were given at a high-level meeting held in Raipur during his two day-visit to Chhattisgarh on May 30 – 31. Singh reviewed the anti-Naxal operations and the development agenda with Chief Minister (CM) Raman Singh and senior officials of the central and State government besides the paramilitary forces. He directed that the installation of mobile towers by the Bharat Sanchar Nigam Limited (BSNL) be expedited, particularly in Sukma District. He said new post offices will be opened in the three worst affected Districts of south Bastar namely Sukma, Bijapur and Dantewada. Singh stressed on the need for expeditious formulation of the Road Requirement Plan (RRP), RRP-II, in consultation with the Union Ministry of Road Transport & Highways. He also called for opening of schools and hostels, new bank branches and expansion of radio and TV coverage in these areas. The State government proposed that the Centre should undertake the 'Bastar Plan' for its integrated development on both economic and security fronts. CM Singh raised the issue of reimbursement under the Security Related Expenditure (SRE) scheme and demanded the deployment of five Central Reserve Police Force (CRPF) battalions. Home Minister Singh also held an interaction with the personnel of CRPF and State Police Force at Chintagufa camp in Sukma. The jawans demanded adequate provision for family accommodation in group centres and removal of differences in pay and allowances between the State Police force and paramilitary jawans staying in the same campus. Assuring the jawans, UHM Singh said the constant effort of his Ministry is to improve the working conditions and take welfare measures for jawans. Further, talking to reporters at Jagdalpur, divisional headquarters of Bastar, he said Centre would extend all help to State government to tackle the problem, adds The Times of India. "Our effort is to expedite the pace of development and restore peace," UHM Singh said. Replying to a question, he said both State Police and Paramilitary Forces deployed in anti-Naxalite operations, were working for better coordination in region.

But we have taken a vow that we will establish peace in the region.” He added: “I am glad that I am the first home minister to visit Sukma. I will also visit in the future.” On Sunday (May 31), the last day of his two-day Chhattisgarh visit, Rajnath visited Sukma and inaugurated the first fortified Police Station of the State in Dornapal. It is among 75 such stations being constructed in the State from the central funds. He also flew to the Chintagufa Police camp, located near Tadmetla, where Maoists had killed 76 personnel in 2010. Rajnath was accompanied by Chief Minister Raman Singh and other senior officers. On May 30, the Home Minister had inaugurated the new Police Headquarters in Naya Raipur and a Police sports complex in Raipur. During his address to officers, he applauded the State Police for carrying out the battle against Maoists. The UHM has now asked the Chhattisgarh CM to convene an urgent meeting with the Director General of Police (DGP) Telangana. Officials said CM Raman Singh described Odisha's cooperation also as ‘moderate’ while he praised the "active participation" of Maharashtra. The CM also had a host of complaints against Information and Broadcasting Ministry, Road Transport and Highways Ministry, Telecom Department and Environment Ministry. He said there had been "no progress" in increasing the capacity and reach of radio network in Bastar — even Prime Minister’s (PM) ‘Mann ki Baat’ programme was hardly reaching remote areas of Bastar. The CM also complained of "slow progress" in installation of mobile towers, especially in Sukma District near Central Reserve Police Force (CRPF) camps and asked for supply of more helicopters and UAVs by the Centre. Officials said the UHM has decided that his Ministry will initiate the Cabinet note regarding the formulation of Road Requirement Plan¬2 as Raman Singh stressed on the need for speed in the formulation of the scheme. However, UHM Rajnath Singh also asked the CM to take steps for laying of underground cables for providing electricity and power to remote CRPF camps such as the one in Chintagufa.

The Department's Special Branch, the Central Intelligence Wing, does not have enough manpower to monitor movement of the Maoists. The Special Branch has over 1,250 vacant posts (2500 total strength) across board, including the crucial posts of Sub-Inspectors who gather intelligence on the ground. The posts of Inspector General (IG), Deputy Inspector General (DIG) and Superintendent of Police (SP) (establishment), in the Special Branch are vacant for a long time. "The vacancy at the crucial posts definitely takes a toll on the efficiency of the branch. DG Mishra, who visited Sunabeda in Koraput District in the morning (June 10) to review the progress of training institute of the 202 Commando Battalion for Resolute Action (CoBRA) of the CRPF, said the Odisha Police should remain alert over the movements and plans of the Maoists who are planning to rebuild their old bases in the State. On the use of unmanned vehicles (Drones) to strike against Maoists in the jungles, Mishra said the CRPF has not made any substantial result from the existing planes. So the CRPF was planning to bring new drones for the operations, he added. On requirement of forces, Mishra said there is a need of more security forces in Nuapada and Kalahandi districts.

The CM, who is on a five-day visit of New Delhi, raised the issue during his meeting with Union Minister of Home Affairs (UMH) Rajnath Singh. Odisha Government has submitted a proposal with a list of 47 road projects totaling 864.22 km in nine Maoist-dominated districts estimated to cost INR 1620.10 crore. UMH Singh assured the CM that action will be taken on the proposal after seeking approval of the Union Cabinet. He also demanded deployment of more cental forces in Nuapada and Malkangiri Districts to sustain anti-Maoist operations. Besides seeking an additional battalion of Central Para Military Forces (CPMF), he demanded two more helicopters for anti-Maoist operations. He also demanded early release of INR 172 crore arrear under Security Related Expenditure (SRE). He also demanded the entire approved cost of INR 187.25 crore for the Gurupriya river bridge project. So far, only INR 45 crore has been released, he added. Similarly, the Centre should take up the matter with Andhra Pradesh regarding early construction of Motu bridge across river Sileru on Ranchi-Vijayawada highway connecting Malkangiri District with Andhra Pradesh as this is of vital importance for anti-Maoist operations, he said. The CM further said more mobile towers, particularly by the public sector provider Bharat Sanchar Nigam Limited (BSNL), should be set up in Maoist affected areas to improve connectivity.

As the situation has changed, we have decided to take proactive measures,” Director General of Police (DGP) Sanjeev Marik told media persons on June 20. Marik claimed that strength of the State police has increased manifold, and State forces’ dependence on Central forces to tackle Communist Party of India-Maoist (CPI-Maoist) menace has declined. “State forces like District Voluntary Force (DVF) and Special Operation Group (SOG) are fighting against Maoists along with Central forces. The strength of SOG has now increased to 3,000 from 1,500,” DGP said. He further said Odisha Police are gaining self-sufficiency in containing the Maoist menace due to increase in manpower to 65,000 from 40,000 in the last 12 years. He also said that Maoists activities have declined in K Balang, Koira, Bonai and Lathikata areas which were earlier considered their stranglehold. The DGP added though Maoist activities have come down drastically, forces would be redeployed along the borders of Sambalpur, Sundargarh and Deogarh Districts to tackle the small Maoist groups. “Jharkhand-based splinter Maoist outfit People’s Liberation Front of India (PLFI) and another Jharkhand-based criminal outfit Pahadi Cheetah have been neutralised on Sundargarh side of the border in Odisha,” he said.

The reason behind the huge drop in central share could be attributed to the change in pattern of some central welfare schemes and discontinuation of a few other schemes, Chief Minister was informed in a review meeting held on June 26. Patnaik expressed concerns over the sudden cut in fund provisions for Backward Region Grant Fund, police modernisation, Rajiv Gandhi Panchayat Sashaktikaran Abhiyan, model schools in blocks, tourism infrastructure development, national mission for food processing and some tribal development projects. The meeting resolved to continue some welfare schemes by utilising State’s own resources. The Chief Minister said the Centre would be requested to reconsider a cut in funding for tribal development and police modernisation in naxal (Left Wing Extremist)-affected Districts. Meanwhile, the slow pace of Pradhan Mantri Gram Sadak Yojna (PMGSY) in integrated action plan (IAP) districts has marred the objective of providing all weather connectivity to all rural and remote areas in the State, reports orissapost.com. According to data of rural development department, 7422 road projects had been sanctioned under the PMGSY till May 2015, out of which 2178 projects are going at a snail’s pace. In the month of May this year, Police had busted a Communist Party of India-Maoist (CPI-Maoist) camp in the jungles of Nagur and seized arms and ammunition in huge quantity. Similarly, seizure was made during an operation carried out in forested patch between Dariyakona-Devracha under Bakarkatta, he mentioned. Kerala Government on July 4 said it was committed to ending Communist Party of India-Maoist (CPI-Maoist) threat but made it clear that the activities of the Left-Wing Extremists (LWEs) could not be suppressed through force, reports The Hindu. Kerala Home Minister Ramesh Chennithala in a Facebook post said that “the Government has no illusion that it can suppress Maoist threat by using force” but made it clear that the Government was committed to ending the challenges posed by the banned outfit. The government also did not want to crush any peaceful protest and violate the Human Rights of any person, he added. Referring to media reports that Maoist leader Roopesh, who is now in jail, had planned to stage a sit-in, the Minister said it was a welcome step as “the Maoist leader has chosen a peaceful path instead of violence”. They were also conspiring to surrender with weapons before the enemy [the police],” said Surinder, secretary of the Darbha Division of the CPI-Maoist, in a press statement on July 12. However, the statement did not mention anything about two other leaders — Hinge and Kosi — who have been killed by the rebels in the last week of June. “Our party never executed any of its cadres who wanted to go home. In a press statement Uike said, “The media is being misled [by the police and the government] to spread rumours about a rift between Telugu-speaking leaders of the party and the tribals of Bastar. Are the people of Andhra Pradesh and Telangana, who are working for the party, not the citizens of India?” He further claimed, “Many leaders and cadres of our party, who hailed from Andhra and Telangana areas, have sacrificed their lives while fighting for the rights of Bastar tribals. Our party does not work under the limitations of caste, creed, religion, sect and region.” Uike accepted the “execution” of some Maoist leaders by their own party men and agreed that some senior party cadres had joined the police in the past few months in Bastar. “Some senior cadres like Mallesh and Kiran have surrendered to the Police. DG Mishra also admitted the growing activities of the Maoists in the region. “But we are ready to face any challenge,” he said. “Very strong operation against them will be initiated to stop their new venture here,” the DG said further. Prior to visiting Sambalpur, Mishra visited the Gandhamardan hill area spread across Bargarh and Balangir Districts. “My intention was to see the forces deployed in this area in hospitable situation and morally boost them up,” DG Mishra said. He said this while on a visit to Berhampur in Ganjam District on September 9 to review the Maoist problem. According to him, majority of Maoists active in Odisha as well as their leaders in the State were from outside Odisha. According to him, out of total active Maoist cadres in Odisha, only 10 per cent are from the State. “In south Odisha, the Naxalite organisation has some Odia cadres in Malkangiri, Koraput and Nabarangpur districts. Around 80 per cent of Maoist cadres in south Odisha districts is from adjoining Andhra Pradesh,” he said. To deal with this situation, senior police and IAF officers have decided to evolve a new strategy,” said a statement from the Chhattisgarh Police Headquarters. According to an unnamed officer in Bastar, the choppers have been authorised to fire in retaliation for a long time. “But they are reluctant. It’s difficult to understand what stops them. The armed commandos on the chopper must retaliate when the Maoists attack them. But there have been times when Maoists in civilian clothes attacked the choppers but the gunners failed to retaliate,” said the officer.

As of September, 2015 there have been 51 Maoist related incidents with 18 deaths of civilian and security personnel in the State, whereas there have been 346 incidents with 75 deaths in Chhattisgarh. He said Maoist activity and violence has substantially declined in Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh, Sundargarh and Nayagarh Districts. In a written reply, the CM said there were allegations of 272 persons getting killed by the Maoists during this period. However, nine deaths turned out not by the Left Wing Extremists (LWEs), he added. The Government had provided compensation to 235 families as per the ex-gratia scheme of the government. Total 28 families did not get assistance due to want of required documents from the beneficiaries, he added. The CM further said 895 persons from Malkangiri, Koraput, Nuapada and Keonjhar Districts had left their villages due to Maoist activities. Of them, 287 returned to their villages in Koraput. The Government has taken series of steps both on security and developmental fronts in the Maoist affected districts. He also said total five innocent persons were killed in the crossfire between Security Forces and Maoists in the state in 2015.

Even as Chief Minister Naveen Patnaik’s Government takes pride in pushing the Communist Party of India-Maoist (CPI-Maoist) on the backfoot in the State, the CPI-Maoist says it is former Director General of Police (DGP) Prakash Mishra who was instrumental in ‘finishing off’ the outfit in Odisha, reports The New Indian Express on December 24. The ‘central committee’ of the CPI-Maoist, which takes stock of progress of its movement across States, has recorded it in its proceedings during the October meeting. The ‘central committee’ report states that CPI-Maoist was weakened substantially after Sabyasachi Panda parted ways and created his own outfit in the State. The apex body described Panda as a ‘fugitive’ but acknowledged that his departure made a difference to party’s organisation in the State. “However, it was DGP Prakash Mishra who finished the Maoist party in Odisha,” it added. Mishra is currently Director General of Central Reserve Police Force (CRPF). The Maoists said there has been an increasing presence of SFs in the area which is under the jurisdiction of Andhra Odisha Border (AOB) Special Zonal Committee. More area domination exercises are being carried out and the cut-off areas are being zeroed in on. The SFs are also striking the places where area commanders are leading the movement. In the last seven months, there has been 29 such raids by the SFs in the AOB zone of which 12 were in the cut-off areas which are hurting them, it added. In Narayanpatna, arrest of Chasi Mulia Adivasi Sangha (CMAS) leader Nachika Linga also impacted the Maoist party’s strength in the region and taking advantage of the situation, political leaders of the district, who preferred to stay in urban areas, are beginning to return. In some places, the lands which were taken away by the Maoists are again being grabbed by landlords. But the fight against them will start again, the party said in its meeting.

A statement released by party Spokesman Syam contained the poser "Will you do it (awarding punishment) or shall we do it", indicating that they were waiting for the government to prosecute the financiers in question and their henchmen too. The Maoists charged the ruling party with shielding those financiers who sexually exploited several women by taking advantage of their poor financial background. Syam alleged that the government and the police were protecting member of Legislative Assembly (MLAs) and Member of Legislative Councils (MLCs) of the TDP despite victims filing complaints of regular extortion by the same leaders. "Even Chief Minister Chandrababu Naidu and a senior Police officer in the rank of Additional Director-General (not named by the banned outfit) were photographed with a key accused Dayanand," the Spokesman said, implying that there is a nexus between moneylenders and the authorities. Syam claimed that the Police top brass intentionally diluted the sex racket case and saved the 'kingpins' only at the behest of the CM. "This was an outstanding year with arrests of more than 400 Naxalites, recovery of huge amount of explosives and weapons and (the police) lost no weapon," Additional Director General of Police (Operation) S.N. Pradhan said. These were the biggest achievements during the last 10 years, he added. Twenty-eight LWEs were killed as against four Policemen during anti-LWE operations in 2015, he said. Asserting that LWE violence would be nearly wiped out in the next two-three years through sustained operations, Pradhan said the year saw the Police targeting the top and middle level leaders in the Maoist ranks through arrests or their neutralisation. The mounting pressure hit hard on the Maoists as they lost on cadres while new cadres did not join them, he added.
