Several Naxal [Left Wing Extremist (LWE)] groups in Jharkhand were reported to have incurred losses to the tune of INR 800 million said a top Police officer on January 2 at Ranchi District, reports Times of India. The Naxal groups are desperate ever since the Narendra Modi-led Government had decided to demonetize INR 500 and 1000 currency notes from the midnight of November 8, 2016, which had an adverse impact on the activities of Naxal groups in the State, said the Additional Director General (ADG), Jharkhand, R K Mallick. Quoting an intelligence report, he added, at least INR 800 millioncash of the Naxal groups has thus been destroyed due to demonetisation. The Naxal outfits have weakened as their major economic system was destroyed post-demonetisation, which prompted the Naxals to indulge in looting cash in desperation, going against the Maoist ideology, Mallick claimed. However, the State Police was prepared to foil all their nefarious design, he said.Responding to a query, ADG said as per an intelligence report, the Naxals used to collect INR 1.40 billion in the form of levy three years ago but it had come down to INR 1 Billion owing to intensified anti-naxal operation launched by the Security Forces (SFs) during last couple of years. The Naxal groups including the Communist party of India-Maoist (CPI-Maoist), however, were reported to have succeeded in exchanging old currency notes into new currencies worth INR 200 million with the help of their over-ground workers and sympathisers as well as by threatening poor villagers and farmers, he said. He said around 100 incidents would have taken place across Jharkhand, where the LWEs had tried to convert the old currency notes forcibly through banks, but could not succeed due to vigilant State Police. He said 37 Naxals had been killed while 35 surrendered during 1546 special campaign launched against them by the SFs last year, claiming that the situation had worsened to such an extent at one time that LWE outfits were recruiting poor farmers and villagers forcibly to enhance their strength. A huge resentment was prevailing among the common man due to their bullying approach, he said, adding the development work being carried out by the Government also restricted Naxals, who were left with no option but to leave the State.

The Union Ministry of Home Affairs (UMHA) flagged the operational efficiency of Security Forces (SFs) in the Naxal [Left Wing Extremism (LWE)]-affected areas as one of its biggest achievements during a presentation before Prime Minister (PM) Narendra Modi, reports The Hindu on January 7. The Ministry informed Modi that since the National Democratic Alliance (NDA) Government came to power in May 2014, there had been a 45 per cent increase in the efficiency of Central Forces (CFs) in operations against the Naxals. Modi has been conducting review meetings of 10 groups of secretaries as the NDA Government completed two-and-a-half years in office. In a presentation made by Home Secretary, Rajiv Mehrishi, Modi and other officials were informed that the number of Naxal cadres killed in 2016 had been the highest ever in six years. Eighty-Four cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in 2015 and in 2016, the number swelled to 218, which was an increase of 160 per cent. There was also an increase in the number of Police encounter from 237 in 2015 to 316 in 2016. Union Home Minister (UHM) Rajnath Singh told in a press conference earlier this week that demonetization had increased the problems of CPI-Maoist and that they had weakened. The Expenditure Finance Committee (EFC) has already given the go-ahead for an ambitious road project in the 44 worst Naxal-affected Districts. Under this project, the Government proposes to construct 5,412 km of roads and 126 bridges and it would cost INR 117.25 million. The Government is redrawing the ‘Red Corridor’ — the area affected by LWE — and may soon take off 20 Districts from the list of Naxal-affected areas. The 106 Districts which span 10 States — Bihar, Jharkhand, Andhra Pradesh, Maharashtra, Odisha, Telangana, West Bengal, Madhya Pradesh, Uttar Pradesh and Chhattisgarh — constitute the Red Corridor. Of these, 44 Districts are said to be the worst affected. India has a total of 683 Districts.

The Jharkhand Police are now concentrating their offensive on the Communist party of India-Maoist (CPI-Maoist) ‘area commander’ Kanhu Munda in East Singhbhum District, reports The Telegraph on January 9. To revive people's confidence in the administration, Police have decided to hold a crime meeting at Gian village in Ghatshila subdivision. East Singhbhum Rural Superintendent of Police (SP), Shailendra Burnwal said they had chosen Naxal [Left Wing Extremism (LWE)]-hit Gian for the meeting because Kanhu Munda hailed from the village. He added, "We are already carrying out anti-insurgency operations in Ghurabandha and Gian. The crime meeting at Kanhu Munda's village will surely make a difference among people who may have been associated with the Naxalites because they are petrified of Munda. Police sources said there were four to five armed naxals in Munda's squad. "We are working on a plan in which villagers will no longer co-operate with the CPI-Maoist like they have been doing so far," SP Burnwal said. Munda's squad is active in the Ghurabandha region, which shares border with Mayurbhanj District of Odisha. Police will also hold a janata durbar (public hearing) for villagers of Gian. "At the durbar, local problems - including the ones that have cropped up owing to Naxalite activities - will be heard and resolved, if possible," the SP said.

Union Home Minister (UHM) Rajnath Singh held a review meeting on Naxalism situation in Jharkhand with senior Police officials of Central Reserve Police Force (CRPF) and the State Police at Eastern Sector Headquarters of CRPF in Ranchi District on January 8, reports Daily Pioneer. A senior Police official told, “A demand was raised before the Union Minister of Home Affairs to increase the strength of Security Forces (SFs) in the state to carry out anti-Naxal operations in the state, replying to which, he said that the demand will be taken up only after UP Election.” The State Police also requested the UHM to recommence the fund allocation for setting up of Special Task Force (STF) against terrorism which has been discontinued for quite some time. With security advisor K Vijay Kumar and Chief Minister (CM) Raghubar Das in tow, Singh claimed that the Centre's demonetization move has broken the backs of banned LWE organizations like People's Liberation Front of India (PLFI) and CPI-Maoist. Maintaining that dialogue was the only means to resolve differences, the minister urged armed groups to come to the discussion table and place their demands instead of 'stopping the development of the poor', adds The Times of India. Singh, who inaugurated the Eastern Sector Headquarters of Central Industrial Security Force (CISF) in the state capital, said increasing the 'technological and core competence' of the forces is the need of the hour. The new Eastern Sector Headquarters in Ranchi's Tiril spreads over 158 acres. This new headquarters has been relocated from Bihar for better synergy, CISF Director General OP Singh said. The meeting was also attended by Chief Secretary Rajbala Verma, DGP DK Pandey, and Home Secretary SKG Rahate along with Inspector General (IG), CRPF, Sanjay Anand Latkar and senior officials of state Police.

Even as Andhra Pradesh Director General of Police (DGP), N Sambasiva Rao, recently claimed that the Communist Party of India-Maoist (CPI-Maoist) numbers have dwindled specially after the major encounter at Ramaguda in Bejjangi area in Odisha in October 2016, the CPI-Maoist is reportedly planning to set up a 'Janatana Sarkar' (People’s Government) in the Andhra-Odisha Border (AOB), reports The Times of India on January 10. Despite losing ground in places like Palnadu and the South Andhra Districts like Krishna and West Godavari in the last two decades, Maoists have till date managed to retain their hold in the AOB Districts like East Godavari and Visakhapatnam. According to sources, members of the division committee and red guerrillas have been continuously conducting meetings in the AOB villages. They are now telling people to send their wards to schools to be set up by them shortly and also bring the patients to hospitals set up by them, they added. With the Maoists regrouping, Security Forces (SFs) are on a high alert. "There are reports that new cadre has landed in the AOB. The report said that adequate security personnel could not be deployed for safety and security of poll personnel in the cut off areas. "The law and order situation in the block is not satisfactory according to a report filed by the district administration. So, we have decided to postpone the elections in Chitrakonda block," said SEC secretary R N Sahu. As the Government of India steps up operations in the naxal belt, Maharashtra is getting 40 anti-mine vehicles worth INR 12.5 million each, and 146 imported night-vision cameras and 76 thermal imagers, among others by February, 2017. “With only 15 outdated night vision cameras, which are seldom of any use, we were reduced to conducting night operations merely banking on ground experience, making the force vulnerable,” said Additional Director General of Police (ADGP) (Special Operation), Bipin Bihari, who acknowledged that the number of exchanges have gone up in recent times. He said while earlier there would be four to five nighttime gunbattles a month, the frequency has gone up. While there were no casualties for the Security Forces, one Maoist was killed last week.

The landmine blast at the Sunki ghat road was well planned and executed by the Maoists, sources said. Police of both Odisha and Andhra Pradesh suspect that Nandapur area committee led by Andruu, Narayanpatna area committee led by Chaitanya alias Aruna and also the Maoists military People's Liberation Guerrilla Army (PLGA) team third central regional committee (CRC) company were involved in the action. The main role was played by the Nandapur area committee, the sources said. According to the sources, generally, Maoists never attack unarmed cops, but they did it at Sunki ghat road in a desperate attempt to boost the morale of the cadres who were losing confidence after the Ramaguda encounter on October 24, 2016.A senior Police officer said, "The victims were all newly recruited cops who got jobs through a court direction and were going for training. Naxals had knowledge about the movement of the cops from the starting point at Koraput. They planted the landmine under a culvert on the highway that was busy with vehicular movement. Hitting the target in such a manner shows that it was a pre-planned execution. Maoists knew that the minivan was coming. They ignited wires to detonate the landmine by using a flash. They knew exactly that the bus carrying the newly recruited drivers did not have weapons. Usually, when Naxals attack cops they loot the arms. They also fire at those who survive the attack. But, here nothing like that happened. There were no arms and no firing on the injured persons. This shows the Maoists had knowledge of every detail." The officer said, intelligence earlier tipped-off on Maoists’ move to upgrade guerrilla warfare tactics to make it mobile and deadly. UHM Singh told that improved efficacy of the SF is evident from the fact that the number of Leftwing extremist killed increased by 150 per cent in 2016. Similarly, surrenders and arrests registered a combined increase of 47 per cent over 2015. In 2016, SFs arrested 779 Naxals while 1,198 surrendered and 135 were eliminated. In 2016 there were 67 per cent encounters and exchange of fire that resulted in neutralization of LWE cadres as against only 36 per cent in 2015.Mr Singh said sustained operations by the security forces ensured that South Bastar districts saw a considerable fall in violence in 2016 — 252 incidents, as against 326 in 2015.

The report states, of the total, 9,300 were innocent civilians which were either killed by the Naxals, labelling them as 'police informers', or were victims in crossfire. The UMHA added that there has been a decline of 25 per cent in LWE-related violence and casualties to SFs has dropped by as much as 42 per cent during May 2014-April 2017 as compared to May 2011-April 2014.The elimination of Naxal cadres rose by a sharp 65 per cent and the surrenders by the extremists recorded 185 per cent increase, the official said. The Ministry Home Affairs (MHA) officials said currently 90 per cent of the Communist Party of India-Maoist (CPI-Maoist) activities were limited to 35 Districts, though they have a hold over pockets in 68 Districts in 10 States.

Coming down heavily on Naxals [Left-Wing Extremism (LWEs)] across the country, the Union Ministry of Home Affairs (UMHA) has issued directives to all the Paramilitary Forces and Security establishments to be more "vigilant" and go "combative" while dealing with Naxals, reports DNA India on July 24. The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. This year, in Chhattisgarh, 298 Naxals surrendered, followed by Jharkhand with 38 surrenders and Andhra Pradesh 35. In West Bengal, 11 surrendered, in Telangana and Bihar 2 each, in Odisha 27 and Maharashtra 7.According to the ministry report, Chhattisgarh and Jharkhand together accounted for 68.5 per cent of the violent incidents and 69 per cent of deaths. Bihar followed by Odisha and Maharashtra accounted for 12.3 per cent, 8.2 per cent 6.9 per cent incidents.

The Central Reserve Police Force (CRPF), on July 26, claimed that area controlled by Communist Party of India-Maoist (CPI-Maoist) has "shrunk in three states in last two and a half years", reports DNA. Rajiv Rai Bhatnagar, the CRPF Director General (DG), however, admitted that South Bastar remains to be an area of problem. He said, "There is substantial decline in areas controlled by Naxals in Bihar, Jharkhand, and West Bengal. Disturbance in these areas are very less. Our major concern is in South Bastar of Chhattisgarh." He said that after the attack, in which 25 men of the CRPF died in April in Sukma area, the force has changed their strategy to deal with Maoists. "In all ten left wing affected extremism states CRPF is deployed and working in close collaboration with state police forces and other central agencies," he said. Further he stressed that in last two and half years, there has been an overall reduction in violence and increase in surrenders, apprehensions and neutralization of Maoists. It is a reflection of efficacy of our operations and capacity building measures adopted by the force. He also said that to deal with Naxals in Bastar, CRPF is raising one Bastariya battalion comprising of local tribals of south Bastar having good knowledge of local language, terrain and modus operandi of Maoists outfits. "It'll provide tactical advantage to the force in fighting Maoists and also bring the tribals to mainstream," he said. He said that in last year from July 20, 2016 to July 20, 2017, the force neutralized 51 Maoists, apprehended 1,111, facilitated 834 surrenders. The force managed to recover 562 arms and 1180 improvised explosive device. Due to the pressure mounted on the Maoists through sustained operations, 834 Maoists surrendered including the important Maoist leaders Kundan Pahan, Member of Jharkhand Regional Committee (JRC), Nakul Yadav, Member of Bihar Regional Committee (BRC), Kanhu Ram Munda, Secretary, Bihar Jharkhand Odisha Border Regional Committee (BJOBRC) and Dimba Pahan, Member of Jharkhand Regional Committee (JRC).

Sharma added, "Maoists are adopting new strategy and create fresh corridors at various places. Depending on the movement of the Naxals the security forces also should move accordingly and establish themselves in new areas." Sharma took charges as the new DGP recently and was attending a review meeting with Inspector Generals (IGs) of Central Reserve Police Force (CRPF) and Border Security Forces (BSF).In the meeting, Sharma said that anti-Naxal operations will be intensified especially in the inter-state border regions. The Cabinet Committee on Security (CCS) approved INR 250.6 billion for implementation of umbrella scheme of Modernisation of Police Forces (MPF) for years 201718 to 201920, on September 26, reports Business Standard.
The Union Minister for Home Affairs (UMHA) Rajnath Singh told reporters after a meeting of the Union Cabinet that the Central Government would contribute around 80 per cent of money earmarked for Police modernisation. Under the scheme the share of Central Government will be INR 186.36 billion and that of states INR 64.24 billion. Special provision has been made under the scheme for internal security, law and order, women security, availability of modern weapons, mobility of Police forces, logistics support, hiring of helicopters, upgradation of Police wireless, National Satellite Network (NSN), Crime and Criminal Tracking Networks and Systems (CCTNS) project and Eprison project. The scheme of Special Central Assistance (SCA) for 35 worst Naxal Left Wing Extremists (LWEs) affected Districts has been introduced with an outlay of INR 30 billion to tackle the issue of underdevelopment in these Districts. The umbrella scheme also provides for setting up of a stateof art forensic science laboratory in Amravati (Andhra Pradesh) and upgradation of Sardar Patel Global Centre for Security, Counter Terrorism and Anti Insurgency (SPGCSTAI) in Jaipur and Gujarat Forensic Science University (GFSU) in Gandhinagar.

The official said the new unit, ‘Vistara Platoon,’ was trying to gain a foothold at the tri-junction, which has lesser deployment of Security Forces (SFs) than the seven Districts in the Bastar division of Chhattisgarh, said to be one of the last Maoist bastions.An official of the Central Reserve Police Force (CRPF) said the forces had opened new camps in the once-inaccessible Bastar region to “squeeze out” the CPI-Maoist cadres. Through the posters and letters, the Maoists demanded that at least 10 from each village must join the Maoist camps. In violation of the order, the villagers would be awarded death sentence, they warned. The letter also mentioned that at least 10 people from each village must meet the Maoists and join their organisation at the Helkanur hill on October 25. Union Home Minister (UHM) Rajnath Singh gave the assurance to Chhattisgarh Chief Minister Raman Singh at a meeting in New Delhi, which was attended by senior officers of the Central and State Governments, a statement said. The two leaders noted that the declining trend of left- wing extremism continues across the country. Naxalism-related incidents have dropped by 21 per cent as compared to the corresponding period last year. Naxalites are under pressure with ever shrinking influence, both in terms of geographical spread and public support, they noted. Security and development-related measures required to achieve the same were discussed, the statement said. Important development schemes include the Road Requirement Plan (RRP) Phase I under which Chhattisgarh was sanctioned 1,988 kilometres of road out of which 1,351 kilometres have been completed. Under the newly launched RRP-II, Chhattisgarh has been sanctioned 891 kilometres of road. To improve mobile connectivity, 519 mobile towers have been installed in Phase-I. Another 1028 towers are being planned in Phase-II of the project. In addition, 11 India Reserve Battalions (IRB) and two Special IRBs have been sanctioned to the State. The Central Government provides security-related assistance to the State which includes provision for Central Armed Police Forces (CAPF) personnel, helicopters, UAVs among others.

She also said that the number of incidents of stone pelting in Kashmir has come down since summer and suggested that it was the result of fund crunch being faced by terror outfits due to the note ban. “The data shows flow of funds to the terrorists has clearly been choked after demonetisation,” Sitharaman said. The Communist Party of India-Maoist (CPI-Maoist) documents recovered from the site of an encounter in Abujhmaad on November 7, show that they successfully exchanged demonetised INR 500 and INR 1000 notes adding up to INR 200,000, reports The Indian Express on November 23. D M Awasthi, Special Director General, (SDG, Anti-Naxal Operations), Chhattisgarh, confirmed that at least 20 pages of handwritten accounts, spanning several years, were recovered after the encounter in the jungles of Abujhmaad in Narayanpur District on November 7 in which six Maoists were reported to have been killed. A postscript in the ‘balance sheet’, maintained by the Nelnar area Janatana Sarkar (“local government”), for 2017 States: “Note bandi ke dauran 2 lakh jama kiya manta (Deposited 2 lakh during note ban).” While the year’s total expenditure has been put at INR 46,720, there is a line which says that a sewing machine worth INR 16,000 was damaged during an attack by Security Forces (SFs). The handwritten ‘balance sheets’, for 2013 to 2017, include sub-heads like expenditure incurred by the “vikas shakha”, “raksha shakha”, “school sanskriti shakha”, “jan sampark shakha” and so on. There are separate pages on expenditure incurred on “community infrastructure”, such as building of wells and small check dams as well. SDG, Anti-Naxal Operations, Awasthi, however, maintained that demonetisation had adversely affected Maoist operations in Chhattisgarh. “It is true that Maoist groups would have exchanged some amount of the demonetised cash. They could have used villagers, forcing them to deposit cash in their bank accounts, as also contractors who they ‘levy’ taxes from. After demonetisation, we had to deal with the situation sensitively, and did not make any arrests. But we did have information on certain bank accounts, details of which were given to the authorities concerned, and some money was seized as well,” he said. According to Police data, post-demonetisation, the Chhattisgarh Police seized banned notes adding up to INR 10.5 million from 27 people, including INR 4.4 million from one person, across seven of the worst Maoist-hit Districts in the State. “Although they would have exchanged some notes, and have an ecosystem that supports them in the region, I do feel that demonetisation affected their operations. We will compile data at the end of this year, and only then will we be able to say with certainty, but there is a sense that in operations in areas that were hitherto untouched, the Maoists are either avoiding an exchange of fire or preserving their ammunition. This is one indication of low finances,” said Awasthi. Another Police officer stated, “This balance sheet is only of one janatana sarkar. Every Maoist organisation, from the special zonal committee to the janatana sarkar, has separate accounts and would have exchanged their notes. We cannot even begin to quantify the amount,” he said. Narayanpur District, one of the worst-hit Districts in the country, has as many as 91 operational janatana sarkars, according to Police records.

People do not support violent activities and the LWE cadres have no local base. Our problem is mostly caused by infiltration from Chhattisgarh, Jharkhand as well as from Andhra Pradesh,” Patnaik told the State Assembly. The CM further said: “The asymmetric deployment of Central forces on the Chhattisgarh border is a major issue towards which we have drawn the Centre’s attention. However, as usual our repeated requests for additional deployment of Central forces have not been considered so far. The State government’s commitment to eliminate the LWE menace is reflected in our determined efforts to complete the Gurupriya Bridge in spite of the Centre not giving adequate funds. I am hopeful in a few months from now the cut-off areas will have connectivity.” While furnishing a written reply on Monday (December 4), the CM had informed the House that there was drop in Maoist violence in 2017 compared to 2016. In 2016, as many as 68 incidents of LWE violence were recorded in the State, whereas till November this year there were only 47 violent incidents perpetrated by Maoists. In 2017, Maoist violence claimed the lives of 14 civilians and 9 security personnel.Patnaik said improvement in Police infrastructure, recruitment of armed personnel, specialised training and a progressive policy of surrender and rehabilitation had led to substantial improvement in the situation.

In a written reply to Congress member Naba Kishore Das in the Assembly on December 8, Patnaik named the eight Districts as Malkangiri, Koraput, Kalahandi, Kandhamal, Rayagada, Bolangir, Bargarh and Angul. The CM told the Assembly that as many as 13 Districts were hit by the Left Wing Extremism (LWE) violence since 2007, which included Malkangiri, Rayagada, Koraput, Nabarangpur, Gajapati, Kandhamal, Mayurbhanj, Sambalpur, Deogarh, Keonjhar, Sundargarh, Jajpur and Dhenkanal. However, Patnaik said the LWE situation in Gajapati, Keonjhar, Mayurbhanj, Sambalpur, Nuapada, Bodh, Nayagarh, Deogarh and Sundargarh was under control. He further said there have been no incidents of Maoist violence reported from Jajpur, Dhenkanal, Nabarangpur and Ganjam Districts so far. The Special Intelligence Branch (SIB) and the Police of BhadradriKothagudem District have identified Rajanna as the leader of the newly-floated Naxal [Left Wing Extremism (LWE)] outfit, CPI-ML-Janashakti-Chandra Pulla Reddy Bata. According to the Police, Rajanna organised a plenary in ChevellaMandal (administrative sub-division)in Ranga Reddy District in June this year with 60 Naxal sympathisers, mostly former CPI-ML-Janashakti cadres. After the meet, he started working on the new group.Police further said, around 20 Naxals of the group are on the prowl and eight of them died in exchange of fire in Bodu forest of Bhadradri Kothagudem on December 14. Bhadradri Kothagudem, Superintendent of Police (SP), Ambar Kishore Jha, said, "Kura Rajanna is the man behind this new group. Rajanna was involved in 11 cases in Karimnagar and was acquitted in nine. There are more cases against him. The group acquired weapons like SLR (Self-Loading Rifle) and rifles from Madhya Pradesh. We will prepare a dossier and write to MHA (Ministry of Home Affairs) seeking ban of this outlawed organization CPI (ML) too." Rajanna is believed to be the ‘state secretary’ of the group and is on the run.

Police forces from Banka, Jamui and Munger Districts with Central Reserve Police Force (CRPF) have conducted search operations in Bhimbandh, Chhaki Pachisi, Birma, Baghshwa and Malhatar forests, after receiving information on visibility of three groups each comprising of 20-25 CPI-Maoist cadres in the border areas of Banka District. According to the report, two groups of CPI-Maoist cadres are frequently visible in forests adjacent to Birma, Baghshwa and Jhopa villages.

The Communist Party of India-Maoist (CPI-Maoist) in a press release, has termed former Maoist ‘central committee (CC) member’ Jinugu Narasimha Reddy aka Jampanna, as a as "scoundrel" and a "diehard betrayer" to the ideology, reports New Indian Express on December 29. In a four-page statement issued to the media on December 28, the party accused Jampanna of choosing the path of the most selfish, heinous and cowardly path of desertion and shamelessly kneeling down before the enemy. “He tried to cover up his weaknesses by taking shelter under the garb of ideological differences with the party line. Our central committee strongly condemns his betrayal and resolves to carry forward the red banner of class struggle,” Maoist party spokesman Abhay said in the statement. It said Jampanna, who surrendered last week (December 22) before Telangana Police along with wife Rajitha, was suspended for two years long before the surrender. The letter also contained that Jampanna was dismissed about two years ago for his ideological differences, but he didn’t change the attitude. “Though he participated in the revolutionary movement for a relatively long period of three decades and developed as one among the highest ranked leaders, he had several weaknesses, limitations and non-proletarian trends like individualism, bureaucracy and false prestige that continued throughout his political life as a comrade. He refused to attend several meetings held by the central committee and was panicky,” the release by central committee read.
