In the wake of the ambush of the Warangal collector's vehicle by left-wing extremists, Naxalites of the People's War Group (PWG), on February 12, intelligence agencies have reportedly received information that the group is planning major strikes in the near future. According to police sources, the likely targets include unarmed police personnel, people's representatives and senior police officials working in Naxalite-affected districts. A senior official engaged in anti-Naxalite operations said, on February 15, after the announcement of the formation of People's Guerilla Army (PGA), the Naxalites were in a desperate mood to prove their existence and were planning a major strike on selected targets. Police have tightened the security to the possible targets.

The Garhwa district police chief said the evidences recovered during the busting of a training centre of the MCC at Bihi hillock in the dense forests, on the night of March 6, had established that close links exist between the MCC and the Maoist guerillas of Nepal. He said there was enough proof to show that the MCC in close collaboration with the Nepalese Maoists was trying to create a compact revolutionary zone in five states-Jharkhand, Bihar, Chattisgarh, Orissa and Andhra Pradesh. The training centre was strategically located close to Jharkhand's borders with Chattisgarh. The camp apart from imparting training in the use of firearms was also being used to ideologically motivate the recruits to make supreme sacrifice for the naxalite cause.

It was reported that the son of a State Inspector- General of Police in-charge of Rayalaseema region was travelling with the former Naxalite and the police had sent him for training in aerial warfare. However, a press statement released in Hyderabad on April 16 on behalf of the police chief of Andhra Pradesh said, "There was no truth in the allegation that the son of the Inspector- General of Police was (with the deceased) or that he had any business dealings with him. There is also no truth that the police have sent him for training in aerial warfare.'' The statement said the police, in any manner except overseeing their rehabilitation, was not using surrendered Naxalites.

The Nepal government is reported to have made an official request to the Union government to help in curbing the current extremist violence in their country by checking the extremists' activities on Indian soil. According to informed sources, the Nepal government believes that Maoist insurgents are being trained to handle arms and explosives by People's War Group (PWG) cadres in Kaimur and Aurangabad in Bihar.

In a joint statement released in Patna on August 30, two left-wing extremist groups, Naxalite outfits, the Maoist Communist Centre (MCC) and the People’s War Group (PWG) expressed their resolve to end their conflict. According to media reports, the decision was taken by the two organisations during a two-day meeting held at a secret place on August 23 and 24. The joint statement said, " The central leadership of the two outfits have taken a pledge to unite and transform the conflict into friendship". Earlier, both the outfits made separate decisions in January and March 2000 to end the conflict. The two outfits held the grassroots level activists responsible for the continuing conflict that resulted in the killings of more than a dozen Naxalites of both the outfits since the year 2000. In order to end the conflict, both the organisations have decided that a joint team, comprising at least one member each of central committee and state committee of both the groups would be formed to investigate into the killings about which the central leadership claimed they were ignorant.

Of these, 15 belonged to the People’s War Group (PWG) and six to the Communist Party of India, Marxist-Leninist CPI-ML (Janasakthi) and Praja Prathigatana groups. They include a ‘District Committee’ member of the PWG wanted in nine murders and carrying a reward of Rs. three lakhs on his head. Speaking to the media after the surrenders, Naidu reiterated his appeal to the Naxalites to join the mainstream. He said his government has instituted a rehabilitation package for surrendered Naxalites and most of the persons who joined the Naxal movement did so out of sheer ignorance and not driven by hardcore ideology. He added, "We tackle Naxalism from all angles, law and order and also from socio-economic view point. But killing of elected persons is ridiculous". He added there was greater coordination among police in all the neighbouring States, particularly after the attack on police stations in Orissa and reports of involvement of Andhra Pradesh-based Naxalites in those attacks. The Commission was constituted by the Bihar government following the Laxmanpur Bathe massacre on December 1, 1997 in Arwal district in which the Ranvir Sena killed 61 persons. The Commission is probing the political links of the proscribed Sena. Two witnesses, Patna Rural's former Superintendent of Police and former Officer-in-Charge of the Paliganj police station had alleged that the Minister had links with the Sena. The Commission had recently served him a notice under section 8 (B) of the Commission of Inquiry Act. The Amir Das Commission will begin hearing on Joshi's reply on December 1, 2001.

Earlier, the MCC reportedly issued appeals through the public address system and put up posters in 20 adjoining villages, asking the people to assemble at the Bhagwanpur market place for the ‘trial’. They also reportedly directed government officials to be present and ordered schools to be closed. After the ‘trial’, the MCC ‘commander’ said that more such ‘open courts’ would be held and warned that those working against the Naxalites would meet the similar fate. The issue was also raised in the State Legislative Assembly where leader of the opposition alleged that the Naxalites were having a free run and the government law and order machinery had collapsed. The State Home Minister Nand Kumar Patel said the three victims were also Naxalites and were involved in several crimes, including two robbery cases on December 7.

The Union Home Ministry has convened a meeting in Delhi on December 22 of all the nine States affected by left-wing extremist, Naxalite violence. The decision to convene the meeting was taken in the wake of the recent ban on two Naxalite outfit the Peoples’ War Group (PWG) and the Maoist Communist Centre (MCC) under the Prevention of Terrorism Ordinance (POTO). This will be the seventh meeting of the Coordination Centre, headed by Union Home Secretary Kamal Pande and comprising the chiefs of police of Andhra Pradesh, Madhya Pradesh, Maharashtra, Chhatisgarh, Jharkhand, Bihar, Orissa, Uttar Pradesh and West Bengal. Official sources said, besides taking stock of the situation in the wake of recent upsurge of Naxall violence in Andhra Pradesh and Orissa, the meeting would go into the action taken by the affected States against the PWG and MCC. An overall review of security along the Indo-Nepal border will also be done during the meeting.

Andhra Pradesh Director General of Police HJ Dora, while speaking to the media in Hyderabad on December 31, said, despite an increase in the number of murders committed by left-wing extremists, Naxalite outfit the Peoples’ War Group (PWG), in the year 2001, Naxal violence registered a decline by about 30 per cent and the ‘continuing military successes’ of the police have forced the PWG to effect a major strategy change of retreating into the forest areas. The total number of offences committed by the Naxalites stood at 788 (including 188 murders) in 2001 as against a total of 867 offences (including 124 murders) in the preceding year. "Year 2001 has been very difficult for us. But we have many major successes during the year,'' he said. The police chief also pointed that with the police maintained relentless pursuit the PWG had been forced to retreat into the forest areas leaving the plains and the semi-forest areas. Dora said the PWG was now concentrating more on the military training of its cadre, rather than on their political education. "This made us to revise our strategy and we have succeeded in engaging the People's Guerrilla Army platoons 15 times, thrice each in Adilabad, Nizamabad and Karimnagar and six times in Warangal,'' Dora said.
