He stated that he had dispatched a letter to the Myanmar-based NSCN-K leadership on January 8 appealing to them to re-consider their stand, revisit the ceasefire agreement with GoI. Union government’s Interlocutor for Naga talks, R.N. Ravi on January 9 categorically stated that postponement of Assembly elections in Nagaland was unlikely, reports Nagaland Post. Holding of elections is the mandate of the Election Commission of India (ECI) and postponement of elections was “unlikely” unless there was “sufficient substantive change in the facts on the ground,” he said. “I believe an Agreement resolving the Naga political issue could constitute such a change,” Ravi said in an exclusive telephonic interview with the newspaper. In this regard, Ravi has called upon the Naga civil societies and intellectuals to urge the negotiating Naga groups to be “more realistic in their approach”. Notably, various civil society organisations active in the State and elected representatives were asking for “Solution before Election”.

Election Commission (EC) has asked AR to increase its presence in the 1643-km-long Indo-Myanmar border to prevent Indian militants based in Myanmar from sneaking across the border and creating disturbance in poll-bound Nagaland, reports Times of India on January 13. Nagaland chief electoral officer (CEO) also stated that the inter-state and inter-District borders have been tightened to ensure a peaceful election which is due next month. The CEO added that Government of India (GoI) is sending 276 companies of additional Central Paramilitary Forces (CPMF) for poll duty of which about 40 to 50 companies are scheduled to arrive in about three to four weeks.

Zeliangrong public consultative meeting held on April 3 at Zeliangrong Baudi Hall, Jalukie Peren district adopted five-point resolution, signed by Zeliangrong Baudi (AMN) president, Athuan Abonmai; All Zeliangrong Students’ Union president, Nchahing Kompoing and Zeliangrong Youth Front president, Titus Kamei. They stated that NSCN-IM decision to trifurcate the three tribes without prior consent of the people was completely contradictory to “Zeliangrong Tribe” as recognised by the ‘naga nation in all platforms.’ The meeting also demanded a rollback of NSCN-IM decision by April 30, 2018.

Union Minister of State for Home Kiren Rijiju said Armed Forces (Special Powers) Act, 1958, will continue in Nagaland as it is a “special case” and the “peace agreement” hasn’t been finalized, reports Nagaland Post on May 1. Apart from eight police stations in Arunachal Pradesh, where ASFPA continues to be imposed, Nagaland, Manipur and Assam are the only three States in the North East that continue to be under AFSPA. Last year, the Home Ministry gave up its power and asked the Assam government to take a decision on continuing AFSPA in the State. The Union Minister stated that ‘revocation of AFSPA in Meghalaya is definitely related to improvement of the security scenario in the NE. AFSPA is imposed both by the State and the Centre. It was withdrawn by Tripura (in 2015). It is a joint effort by the State government and the Centre. Security is a subject where both the Centre and the State should come together without any politics. In Assam also the situation has improved, that is why the Home Ministry withdrew it but it is imposed by the State government. Nagaland is a special case…the peace agreement has not come about yet. Assam undertook the exercise in September 2015 and published the first draft with names of 19 million people, on December 31 last year. The second draft for the remaining 13.9 million people is scheduled to be published on July 30 (today). Nagaland Chief Secretary Temjen Toy t stated on July 26 that ‘We are contemplating an exercise to undertake NRC. We will initiate after seeing its success in Assam. Illegal migrants are becoming a major issue for the State’. Naga Students’ Federation (NSF) has announced ‘spot verification’ of documents of non-indigenous people from July 31 and asked its border units to be vigilant against influx of undocumented people from Assam.

Eastern Nagaland People’s Organisation (ENPO), an apex body of six Naga tribes, asking for a separate State under the Constitution. A tripartite dialogue was held between the ENPO, Nagaland government and UMHA under the chairmanship of special secretary (internal security) last month, officials said. Former ENPO president Khoiwang Konyak said, “Our demands and political issues are different from other Naga groups, including NSCN-IM, and are primarily concerned with six tribes namely Chang, Konyak, Khiamniungan, Phom, Sangtam and Yimchunger.”
