Wangtin termed the Nagaland People’s Front-led Joint Legislators Forum (JLF) a sham that is simply supporting the NSCN-IM’s negotiation with the Central Government. Addressing the Republic Day (January 26) celebration in the State capital Kohima, Nikhil Kumar said it was a big regret that Naga solution could not be brought about before the State Assembly elections. He appealed to all sections of the Nagas to continue working for the peaceful settlement of the Naga political issue.

Nagaland Post reports on January 28 that the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) has reiterated its stand on the involvement of its rank and file with the coming assembly elections in the State and has instructed them not to “move around in support or against any political parties.” Talking to Nagaland Post, a top NSCN-K, Ministry of Information and Publicity (MIP) official reminded that the ‘chairman’ of NSCN-K, S.S. Khaplang has issued an order stating that NSCN has “nothing to do with Indian election” and had advised them not to involve themselves in “support or against” any political party. The MIP official said that if any rank and file of NSCN-K was found involving in the “Indian election”, they would be penalized as per the Yezabo (regulations) of the organization. Any rank and file of NSCN-K venturing out of the camp in support or against any political party has been asked to return to their respective camps, added NSCN-K, MIP.

Nagaland Post reports on January 31 that the Naga National Council (NNC) has criticized the State Government for holding ‘sham’ elections and asserted that the polls did not “constitute” the settlement of “Indo-Naga” conflict. This was part of a resolution adopted during a meeting of the NNC central executive council held on January 24 in Kohima. NNC also resolved that it would continue to practice and adhere to the policy of non-violence in upholding the “democratically mandated plebiscite of 1951” by the Nagas “to continue to stay as an Independent nation.” The State Assembly elections are scheduled to be held on February 23.

Nagaland Chief Minister Neiphiu Rio, on January 31, charged the Centre with “ignoring” the Naga political issue and alleged that Prime Minister Manmohan Singh “never found time” to visit the State. “The Prime Minister has not visited our state in the past 10 years. He comes to Congress-ruled states of Assam and Manipur every alternate month but misses Nagaland,” Rio said. The Times of India reports that the election manifesto of the ruling Naga People's Front (NPF) was released by the party president, Shurhozelie Liezietsu, at its central office here on January 31. The manifesto, which runs into 58 pages, makes the Naga political settlement the key issue for the February 23 assembly elections. The Naga People’s Front (NPF) meanwhile also ruled out an early solution to the Naga political problem stating that it had become a distant dream owing to the lack of unity between the community’s rebel groups, adds The Telegraph. It, instead, called for “emotional integration” of Nagas living in different areas.

All India Congress Committee (AICC) chief Sonia Gandhi, on February 8, said the Congress wanted to settle the Naga insurgency issue soon and is committed in bringing an honourable and acceptable solution to all concerned parties, reports The Times of India. Addressing an election rally ahead of the February 23 assembly polls at Congress's bastion, Dimapur, she said that it was the United Progressive Alliance (UPA) Government that took the decision to invite NSCN leaders for the political dialogue. Sonia continued, "We now have the historic opportunity to resolve the Naga problem and this should not be lost. Congress is committed to take the peace talks forward and will ensure that a peace agreement is finalized sooner or later."

Kanglaonline reports that State’s new Home Minister G Kaito Aye, on March 10, said he would explore all the possible means that the Naga people come together so as to find logical solution to the longstanding Naga political problem. The senior Minister said the political negotiations between the Government of India and the Naga underground people had already reached a very decisive phase. “My priority is to see that an atmosphere conducive for the peace process is created, so that the process continues without being disturbed,” he asserted appealing to all sections of the people to extend their sincere cooperation towards this. Kaito made an appeal to all the militant people coming from outside the State to vacate the State particularly the Dimapur areas for the larger interest of the Naga people in particular and the people in the region in general. “In this manner, I hope the peace process that has been going on over a decade does not falter,” the Home Minister said. Appreciating the State Police for maintaining excellent law and order in the State, the Home Minister said he would be calling a meeting for the State Police from Commandant and above soon to review the overall situation in the State.

A source in the Naga Hoho alleged that former finance minister and veteran Naga politician K. Therie and former Nagaland Assembly Speaker Z. Lohe were trying to create a division by trying to form a new organisation — Nagaland Tribal Council. However, K. Therie said the Nagas of the State had been suppressed by Nagas from outside the state and flayed chief minister Neiphiu Rio for working against the wishes of the people of the state. “We should have our own organisation. Why should we be prevented from forming a separate organisation?” the Congress leader said. He said he could not see any valid reason why the Naga Hoho should go against people who are trying to form an organisation exclusively for the Nagas of Nagaland. “We are virtually suppressed people now,” he said, adding that the Nagas of Manipur were pursuing their own goals. In a memorandum submitted to Singh on May 13, the NPMHR said the 'Indo-Naga' ceasefire and peace talks have been in process since 1997. The Naga people have been waiting patiently for a solution that will end the cycle of violence and bloodshed that took place before the start of the peace talks, the memo said. "However, almost 16 years since the ceasefire, no end or honorable solution is in sight," the memo added. The memo said the "Indian state forces" and their various agencies were functioning with total impunity, which is against the spirit of the ceasefire in which Indian representatives and Naga leaders are collectively working towards an honorable solution for all concerned. The NPMHR added that the National Investigation Agency (NIA) had on September 27, 2010, "illegally" arrested Ningkhan Anthony Shimray, head of "foreign affairs" of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) from the Kathmandu international airport on the allegation that he was to procure arms to wage war against India. Shimray was on his way to New Delhi on the invitation of the NSCN-IM leadership to participate in the 'Indo-Naga' peace talks, which was scheduled to be held on September 29, 2010 in New Delhi, the memo said. "We urge you and your office to expedite the peace process. Phizo, who returned to Nagaland after living more than 30 years in the United Kingdom, spoke to the people who had gathered at Kohima village panchayat hall on the occasion. The event is held to observe the day in 1951 when the NNC ‘conducted a plebiscite’ where 99.9 per cent of people ‘opted’ for ‘sovereignty’ of Nagaland but the Centre rejected the proposal. The NNC president said the council was not just a political party but the foundation of the “Naga nation”. “The celebration of the plebiscite day here and elsewhere is a representation of the continual commitment of our resolve made on this day in 1951,” she said. According to MIP, Isaac Sumi has been “found guilty of creating confusion and mistrust among the national workers” which the MIP said was against the party discipline under “article 3 of section C”. The Sangai Express reports on May 24 that during a meeting with the ‘titular king’ of Manipur Leishemba Sanajaoba at Hebron in Dimapur District of Nagaland, Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘general secretary’, Thuingaleng Muivah stated, “Nagas and Meiteis should decide for their own future and our future will be the outcome of this decision”. According to the source, Muivah said, “It would be a blunder to believe lndia will solve our Meitei/Naga problem. Meiteis and Nagas should understand each other, not blame anyone. He said that mistake lies with the Meiteis as well as the Nagas and the problem will remain unless there is mutual understanding between the two”. Muivah further said that “We (Nagas and Meiteis) must decide for our own destiny and our future will be the outcome of this decision”. Muivah further said that since Naga-lndia and Meitei-lndia problems are different, their solutions would also be different. Nagas will extend any possible help in solving the Meiteis’ problem if a solution to the Nagas’ problem is brought about. Leishemba Sanajaoba is also reported to have said that there are numerous misunderstanding among the Nagas and Meiteis. And it is high time the Nagas and Meiteis clear up these misunderstandings. Leishemba Sanajaoba and Thuingaleng Muivah met in the early part of May 2013 at Hebron, the NSCN-lM Peace Camp in Dimapur, informed a source. Although there was no concrete agreement or commitment during the meeting, it was regarded as the first positive step to clear misunderstanding and promote rapport between the Meiteis and Nagas.

He added that the relationship between these two rebel outfits was broken over the past one year now after the PLA shifted their training camps to Taga in Northern part of Myanmar. Earlier on October 22, 2008 PLA and Maoists signed their Memorandum of Understanding (MoU). Stating that the Maoist has not been able to establish itself in the others states of the region, Singh said, “They (Maoists leaders) have visited Manipur and Nagaland, but they have not been able to establish themselves. In the Northeast, only Assam has few remnants of Maoist activities. In the case of Meghalaya, there is no Maoist presence.” Singh also informed that Indian rebels groups -- PLA, Sumarjit faction National Democratic Front of Bodoland (NDFB) and the anti-talk faction of the United Liberation Front of Asom (ULFA-ATF)– operating from Myanmar has been facing a difficult time to infiltrate into India since most of the routes have been blocked by Security Forces. Even the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) had even cautioned the ULFA and NDFB not to move out of Myanmar in view of the strong security presence,” Singh added. Nagaland Post reports that Chief Minister Neiphiu Rio, on June 7, reiterated that his Government was totally against all illegal ‘taxes’ being imposed by various underground groups on various items which have caused harassment on the people, but blamed it on the Government of India’s (GoI) failure to formulate a policy to provide sustenance for the outfits. Rio said after signing cease fire agreement, the undergrounds were not provided with any sustenance for their survival and so were compelled to impose various ‘taxes’ on the people. He said a central sustenance policy for the undergrounds, who were under cease fire with the GoI, would mitigate the suffering of the people of Nagaland from the unabated illegal taxes imposed upon business. He appealed to the GoI, to come out with a policy to support the underground groups for their survival, as they were under cease-fire agreement with the Centre. According to a communiqué issued by Public Relations Officer, Nagaland House, New Delhi, Kuolie Mere, the PM had stated this in response to an appeal made by Chang to solve the Naga political issue. The Prime Minister had reportedly enquired about the collective leadership of the NSCN-Isak-Muivah (NSCN-IM) form Chang. Chang had urged the Prime Minister to resolve the Naga political issue during his (Dr Singh’s) tenure and leadership. He told the Prime Minister that Nagas were “expecting solution before the next general elections (2014)”. Chang further told the PM that the Naga people longed for a permanent settlement that was “honourable and acceptable to the Nagas”. During his meeting, Chang also requested the Prime Minister for more funds for Nagaland. In response, the PM informed Chang that more funds would be granted to Nagaland in September 2012 and that additional funds would be provided to all North East States during the current financial year [2013]. The PM also mentioned that he had assured State Chief Minister Neiphiu Rio in their last meeting about the additional fund for the State and an early solution to the Naga political issue.

Pointing out that CFGR was a bi-lateral agreement signed between Government of India and the NSCN, CFMC said whenever there were differences it had to be resolved by a higher cease-fire review committee meeting in Delhi. The Sangai Express reports that on completion of three years under detention on September 27 in Tihar Central Jail New Delhi, the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leader Anthony Shimray wrote an open letter stating that he is undergoing a hunger strike from September 27 till 29 in commemoration. Maintaining that his release will be a statement of Government of India (GoI) commitment for Peace talks, Shimray reiterated his appeal for release, which he said will reinstate trust and strengthen the peace process between the GoI and NSCN-IM which he says is in fragile situation. Shimray was arrested from Kathmandu Airport (Nepal) on September 27 in 2010 while flying from Bangkok (Thailand) to India. In a press statement issued today the Naga People’s Movement for Human Rights (NPMHR) stated that Shimray’s wife was informed about the arrest only after a week. Observing a black day, the NPMHR light candles and stood in solidarity evening at Jantar Mantar in New Delhi calling for release of Anthony Shimray.

While the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has decided not to allow the scheduled rally of the Action Committee Against Unabated Taxation (ACAUT) in Dimapur on October 31, the Dimapur Chamber of Commerce and Industries (DCCI) has asked all the business organisations in Dimapur to not only close their establishments on that day till the rally is over but also participate physically in it, reports The Sentinel. The NSCN-IM, in a statement on October 29 said that the organization has, following its joint council meeting at Hebron on October 28, decided to disallow the proposed rally on October 31 being organised by the so-called ‘banned’ ACAUT just to malign the national cause in the name of unspecified, unabated taxation. In this connection, it was decided to initiate further necessary steps or measures to obstruct such anti-national designs to murder the long struggle for the national cause, the statement added. The NSCN-IM meeting also reaffirmed the decisions of the joint council meeting held on October 8 to ban the newly floated Nagaland Tribes Council (NTC) for its deliberate negation of the principle of the Naga Hoho and the aspirations of the Nagas.

Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

Nagaland Post reports that Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-KK) celebrated its 6th unification anniversary and the 60 years service of its ‘president’ Khole Konyak, on November 22, at the Khehoi designated camp in Dimapur District, attended by hundreds from civil societies, public, well wishers and ‘Naga Army’. Khole Konyak said he joined the movement at a young age and continued to serve even till today. Khole reiterated that though were many “big Naga leaders” today, yet none initiated the feeling of “oneness” among Nagaland and reiterated that unless Nagas unite nothing could be achieved. He lamented that Nagas today were shedding blood of “our own brothers” and hoped the spirit of nationalism would not leave Nagas. NSCN-KK’s ‘Ato Kilonser’ (prime minister), Kitovi Zhomimi said that time has come for the Nagas to be practical and to decide what they want. On formation of Nagaland Tribes Council (NTC), the ato kilonser said he do not see why Nagas of Nagaland should not have their platform if Nagas of Manipur could have United Naga Council (UNC) in Manipur. He said people from Manipur, Assam and Arunachal must not “decide the future of the Nagas of Nagaland”, and no objection should be raised when Nagas of Nagaland formed a platform to address their problems. On formation of Action Committee Against Unabated Taxation (ACAUT), Kitovi said that it was “shameful” on the part of the ‘Naga national workers’ when ACAUT came out with their resolution to pay ‘tax’ to one Government. Addressing the Golden Jubilee celebration of the Naga Peoples Front (NPF) Party at the Kohima Local ground, Rio said that if the underground people are working for the Naga people, they should hear the voices of the people and come to reconciliation among themselves so that an acceptable and honorable solution could be hammer out to bring a permanent peace in the State. Expressing happiness that there is a relatively peaceful atmosphere in the state following the cease-fire Agreement and political dialogue is going on between Naga nationalists and the Center, he appealed the negotiating parties to expedite the process of resolving the decades old Naga political problem in bringing about an honorable settlement at the earliest.
