The Cease-fire Supervisory Board (CFSB) meeting between a delegation of the Union Government and the National Socialist Council of Nagaland-Khaplang (NSCN-K) was held in Nagaland on April 21, to work out a proposal for implementation of cease-fire ground rules at grassroots level, reports Nagaland Page. The CFSB Chairman, Lieutenant General Mandhata Singh, disclosed that so far the NSCN-K has three out of eight designated camps and the fourth one is proposed to be set up within months in Mon District. He also said there is a need to check activities like illegal collections, extortions and giving shelter to criminals, who in the guise of insurgents are creating problems. He added that the cadres should also abide by the rules and identify such criminals. "The designated camps should not be misused for illegal/incorrect activity," he noted. He stated that a meeting between the Union Government and NSCN-K is scheduled to be held on April 23 at New Delhi, where the decision on cease-fire extension would be taken.

Inaugurating the 23rd general conference of the Naga Students’ Federation at Mopungchukit village in Mokokchung District, the Nagaland Chief Minister Neiphiu Rio on April 28 asserted that negotiation is the only option to address the protracted Naga political issue, reports Nagaland Page. He maintained that trying to achieve the aspirations of the Nagas by means of either waging a war or approaching a third country is not applicable for finding an amicable solution to the Naga problem.

The Home Minister said arrested Naga militants should be treated as political prisoners rather then criminals as the Naga issue is quite different from the problems of other groups. According to the Minister, there is a political agreement between the Naga groups and the Union Government and therefore Naga groups should not be equated with other outfits in the region. However, he admitted that extortion and other anti-social activities are also carried out by the Naga militant groups. The Nagaland Government, he added, is raising a special commando unit to tackle the special situation in the State.

The Nagaland Home Minister, Imkong L. Imchen, said on June 16 that apart from the five Naga groups, ten non-Naga militant outfits based outside the Sate are active in Nagaland and indulge in extortion, abduction and other anti-social activities, according to Nagaland Page. The Minister said these groups are operating in Nagaland in connivance with the Naga outfits. The non-Naga groups are Nunisa faction of the Dima Halim Daogah (DHD), Black Widow (BW), Kuki Revolutionary Army (KRA), People’s Liberation Army (PLA), United People’s Democratic Solidarity (UPDS), Gurkha Liberation Army (GLA), People’s United Liberation Front (PULF), All Adivasi National Liberation Army (AANLA), National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA). Nagaland has five local outfits: the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), National Socialist Council of Nagaland-Khaplang (NSCN-K), and the three Naga National Council (NNC) groups. The Home Minister said apart from these outfits there are several outfits that are also operating in Nagaland. So far 10 ULFA cadres, two Kangleipak Communist Party (KCP) cadres, 13 KRA cadres, one People's Revolutionary Party of Kangleipak (PREPAK) cadre, 31 UPDS cadres, eight PLA cadres, eight PULF cadres, one GLA cadre and 67 cadres of other non-local Northeast outfits have been arrested in the State in 2009. All the arrested militants were booked under National Security Act, with special exemption of Naga cadres of the Naga groups, due to cease-fire between the Centre and these groups. Most of these militant outfits are active in and around Dimapur, the nerve centre of crime and anti-social activities. Imchen said the Naga groups are harbouring the non-local militants and collecting illegal taxes from business establishments and shops. He said despite the Government's best effort to curb the menace of extortion it is still very high.

National Socialist Council of Nagaland-Khaplang (NSCN-K) kept in confinement three employees and a contractor of the Food Corporation of India's (FCI) regional office at Dimapur and later released them on July 18, according to Shillong Times. The NSCN-K said that it ‘interrogated’ them to elicit information on why for the last 20 years all contract work for Manipur under the FCI had gone to the Asui Muivah Firm, owned by a brother of NSCN-IM general secretary, Th. Muivah, when there were many other qualified contractors. The NSCN-K said in the last 20 years no other firm or agency was allowed to submit tender to the FCI except Asui Muivah Firm. The outfit alleged that the State Police and the NSCN-IM cadres were present when a tender was floated at the FCI office in Dimapur on September 30, 2008, and demanded cancellation of the contract and starting of the tender process anew. Meanwhile, Telegraph reports that after the intervention of the Union Home Minister P. Chidambaram, the Nagaland Police and the Army secured the release of the abducted FCI officials and a contractor’s representative, who belonged to the State of Manipur.

On July 22, leaders of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), National Socialist Council of Nagaland-Khaplang (NSCN-K) and Naga National Council met in Dimapur, according to Nagaland Post. A press statement issued by the Forum for Naga Reconciliation (FNR), a group leading the Naga reconciliation efforts, said leaders of the three outfits affirmed to continue restraining offensive activities in the spirit of the “Covenant of Reconciliation”. The covenant was reportedly signed by leaders of these groups during the reconciliation meet organised by the FNR at Chiangmai in Thailand on June 1-8.

"How long can we allow our officers to run the state under threat," Nagaland Home Minister Imkong L. Imchen said in a meeting on law and order held at Kohima on July 29, which was also attended by Chief Minister Neiphiu Rio, Nagaland Speaker Kiyanilie Pesieyie, Urban Development Minister Shurhozelie Liezietsu, Legislator Nicky Kire, Chief Secretary Lalthara, Director General of Police K. Kire and others. He said officers are running the Government under the threat of AK rifles and that even colony leaders and goanburahs (village heads) are forced to work for the armed militants. "We will not allow them to threaten people anymore," the Home Minister stated.

Nagaland Post quoting Zee News reports that the Nagaland Chief Minister Neiphiu Rio addressing the chief ministers’ conference on internal security in New Delhi on August 17 said there was a strong possibility of Islamist extremists establishing sleeper cells in the State with the help of active cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). “NSCN (I-M) operatives from the Muslim community have been maintaining direct or indirect links with extremist groups such as Harkat-ul-Jihad-al-Islami (HuJI) and other criminal elements suspected to be having links with terrorist organisations,” Rio said. He mentioned that the NSCN-IM has some active cadres belonging to the Muslim community in their ranks playing a major role in the group’s extortion drive in Dimapur. Such operatives are in contact with ‘Lieutenant’ Halal Uddin from the armed wing of the NSCN-IM and Azad alias Robin from the outfit’s civil wing, Rio said, adding that they are reported to have very close links with a commander of the group in its transit camp in Bangladesh. “In such backdrop, there is strong possibility of Islamic extremists establishing ‘sleeper cells’ in Nagaland by taking advantage of their contacts inside the state,” he said. Another possible scenario is that these extremist elements may develop differences with the NSCN-IM and form a new group, he said.

"We never extort but collect taxes, we receive donations from the well wishers…not only the well wishers…we also collect taxes from ministers of Nagaland and entire Government employees of Nagaland. There is no question of deducting but they give us themselves," disclosed senior NSCN-K leader Kughalu Mulatonu, to a group of local and national media persons at Khehoi Camp. Mulatonu, however, denied that his outfit has any role in extortion and abduction activities in the State. "We do not accept allegation unless the culprits are brought with evidences. Such charges are fake and do not turn to real allegation," he said. The NSCN-K leader accepted that the outfit has links with more than 20 militant groups, including the United Liberation Front of Asom (ULFA).
