According to media reports, a large Naga delegation from the North-east is arriving in Bangkok on January 4 for a meeting with the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) leadership to evolve means for a peaceful end to the 54-year-old insurgency in Nagaland. Leaders drawn from the Naga Hoho, the apex tribal council of the Nagas, the Church, the Naga Students’ Federation, Naga People’s Movement for Human Rights besides the Naga Mothers’ Association, a powerful Naga women’s group, are to attend the two-day Bangkok meet scheduled to commence on January 4. "The meeting has been initiated by the National Socialist Council of Nagaland faction headed by Isak Chishi Swu and Thuingaleng Muivah. There is no fixed agenda, but we on our part shall impress upon the need for reconciliation among the feuding Naga rebel factions which is a must for restoration of peace," M Vero, President of the Naga Hoho, said in Dimapur, Nagaland.

The National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) has denied recent reports of dropping demands for "independence", and said there was no question of demanding independence as it is the "natural right" of the Nagas. Reacting to a recent statement by the Union Minister of State for Home Affairs, I D Swami, in Imphal, that the Amsterdam-based Naga International Support Centre said so in a press release, the NSCN-IM said, "It is a figment of Mr Swami’s imagination. The talks in recent meetings of the negotiation teams of India and Nagalim (Nagaland) in Osaka, Japan, and then in Bangkok, were focused totally on the road map of negotiation, to step up the process of the dialogue."

Jamir, on January 6, promised to relinquish office to pave the way for the restoration of peace in the Naga areas as and when the Naga problem reached the final stage for a settlement between the Union government and the terrorists. For a meaningful and permanent solution to be achieved, the Union government must endeavour to talks with all the Naga terrorist groups, the Chief Minister noted. He also so urged unity among the different Naga terrorist groups and called for an end to factional killings between rival groups. A January 13-news report said the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) is likely to make a positive response to the unilateral cease-fire announced recently the Kuki National Front (KNF), a terrorist outfit of Manipur which has been fighting the NSCN-IM. The news report cites senior NSCN-IM member W Shimray as saying that the KNF’s cease-fire offer is a positive sign and that his outfit would give a positive reply. However, W Shimray added that his outfit would not allow the KNF to continue with its demand for a separate Kuki homeland. He said the Kukis "… have settled in the land belong to the Nagas, so we will persuade them to settle their problems with our government, the GPRN". He added, "The KNF can even merge with the NSCN." The NSCN (IM) leader further said even the Paiteis of Manipur should come forward for truce forgetting their demand for a separate homeland.

In an interview published on February 7, Neingulo Krome added that it was for their vested interests that these politicians do not want to see the Nagas uniting as one group. He also accused agencies of the Union Government of instigating the Naga terrorist factions. The demands include an immediate repeal of the Armed Forces Special Powers Act, lifting of the proscription against various Naga terrorist outfits, the withdrawal of arrest warrants issued against the leaders of the ‘Naga National Movement’, the release of all Naga "political" prisoners and to honour the cease-fire by restricting the armed forces to their barracks in all Naga-inhabited areas.

According to media reports, Church leaders in the North-east have asked the government to come out with evidence of the so-called "nexus" between terrorists and missionaries. They have also condemned the tendency of terrorist outfits in Nagaland to use the name of Christ to describe their political goals. Slogans like 'Nagaland for Christ' fuel notions that the Church and terrorism are inseparable in the North-east, they said. Imphal-based Joseph Mittathany, president of the Regional Bishop's Council, said educational establishments run by the Church were being targeted by terrorists. Three priests were killed last year after they refused to pay up, forcing closure of eight missionary schools in Imphal Valley. Bishop John Thomas, former secretary of the Northeast Regional Assembly, said the Church could possibly play a mediating role to bring the terrorists to sit across the table with the government for the sake of peace in the region, provided there is mass support.

Nagaland Chief Minister (CM) SC Jamir said the Union Government would soon start talks with the National Socialist Council of Nagaland - Khaplang (NSCN-K) and urged for a shift in the venue of the dialogue with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) to India from Thailand. According to media reports of May 7, the CM pointed that the decision to withdraw arrest warrants against NSCN-IM leaders was intended to facilitate their visit to India. Stating that the talks in Bangkok between the Union Government and the NSCN-IM were yet to touch upon substantive issues, the CM said it would be appropriate to engage in crucial and substantive negotiations at a place where people had access to. The CM was critical of the NSCN-IM for collecting huge amounts from the business community through extortion in Dimapur to fund its Bangkok trip. The Chief Minister, stating that the negotiating parties had not been maintaining transparency in their talks, questioned if they were working out a solution in secret. The Chief Minister further expressed surprise that Nagas were talking of sovereignty, and independence while at the same time also of taking part in the elections, which are held under the Constitution of India. The CM further expressed surprise at the absence of a cease-fire between the Naga terrorist groups, while the cease-fire between the terrorists and the Indian army and Central Reserve Police Force (CRPF) was being successfully implemented. According to media reports of June 3, the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) criticised Nagaland Chief Minister (CM) S C Jamir for insisting on the implementation of what it termed as the ‘most treacherous’ 16-point agreement. Reports quoted an NSCN-IM statement accusing the CM of trying his level best to derail the peace process during the 1960s under the leadership of AZ Phizo. The statement further accused Phizo’s daughter, Adino, and her tiny coterie, for having allowed themselves to be bought and used by Jamir to oppose the present peace process. Nagaland State was formed following the 16-point agreement signed with the Union Government in 1960. Jamir has always maintained that the 16-point agreement was signed at a critical juncture in the Naga history through a collective decision of all the tribes of Nagaland. According to media reports of June 4, it further accused the CM of taking a rigid stand that was ‘intended to derail the current political negotiations, besides going against the integration of the Nagas and destroying their identity’. Describing the analogy of the ‘16 Naga tribes in the State of Nagaland as presumptuous and a legacy of the 16-Point Agreement’, the Hoho added it had prepared a "white paper" on the integration issue at its last assembly held at Senapati in Manipur. The Hoho termed the description of "16 tribes" of the State as vague as it also accommodated non-Naga tribes. The National Socialist Council of Nagaland - Isak Muivah (NSCN-IM), too, had recently criticised the CM for insisting on the 16-point agenda. It said they were supporting the ongoing talks without knowing what was being targeted at. The statement alleged that the Naga Hoho and NGOs who were involved in the Bangkok meetings had clearly displayed their 'weakest and timid' approach to reality. The statement said, while the 'resolutions' at home on Naga soil were aimed at bringing 'Reconciliation and Unity', the Bangkok meeting 'negated' it. Besides the Hoho and NGOs resolved to support the 'so-called ongoing talks'. The NSCN (K) also urged upon the Naga Hoho to stand up for the cause of the Naga society and lead them towards peaceful and meaningful lives, but cautioned they should not be carried away by such unrealistic policies of the NSCN (IM). The representatives of Naga Hoho and various other Naga NGOs had recently gone to Bangkok for the Naga Consultative Meet hosted by the NSCN (IM). The NSCN (IM) had sought views and opinions of various Naga tribes during the Meet as to how they (the NSCN-IM) could enter into a final settlement with the Union government on the longstanding Naga political problem.

Self-styled National Socialist Council of Nagaland-Khaplang (NSCN-K) ‘deputy minister for information and publicity’ Kughalu Mulatonu, on July 2, said his organisation was ready to hold talks with the Union government within India, preferably in Nagaland. Talking to the media, Mulatonu, however, added the peace talks could be held only after all arrangements for establishment of the Cease-fire Supervisory Board Office, designated camps and implementation of ground rules were completed. Mulatoni also criticised the rival National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) for creating obstacles in the search for a place for the Cease-fire Supervisory Board Office at Dimapur. He further urged the Union Government to direct the State administration to find a location for the office, failing which it would resort to force leading to bloodshed. Mulatoni also said that talks with the Cease-fire Monitoring Group were on to locate the designated camps throughout the State to facilitate safe shelters for its members. Though the NSCN-K was in no hurry to hold talks with the Union government, he said the outfit would resume talks with the public to find out the modalities and basis of dialogue with the Union government, which should begin immediately after completion of preliminary talks.

Speaking at Kohima on July 5 on the occasion of the tree plantation ceremony in memory of late L V Reddy, former Deputy Commissioner of Kohima, who was killed by terrorists on March 28, 1995, the Chief Minister said the Naga problem could not be solved through killings and fighting, which only revealed the anger, hatred and weakness of the assassins. Stating that terrorists’ killing their own people in the name of sovereignty had led to the destruction of the society, the Chief Minister said the cowardly act meant the terrorists had failed to convince others through force of argument or reason. The CM also said that unless all Naga people were united contributing their views and opinions to the peace process, no honourable and final settlement to the Naga problems could be arrived at. According to media reports of August 24, Nagaland Chief Minister (CM) S C Jamir, has denied the National Socialist Council of Nagaland - Isak Muivah's (NSCN-IM’s) allegations accusing him of meddling with its proposals to the Union government. NSCN-IM ‘general secretary’ Muivah, on August 21, had criticised the CM and the Union Home Ministry of distorting the outfit’s proposals. The CM, however, said he had seen a copy of an NSCN-IM proposal, which was distributed in Zuheboto district by NSCN-IM cadres in the first week of August. According to media reports, the NSCN-IM proposal, contains 22 points as is entitled 'Proposed Basis for Discussion to Achieve a Comprehensive Solution to the Naga Issue'. In it, the outfit has urged the Union government that, given the history of the Naga conflict and the desire of the Nagas to run their own affairs with the maximum degree of autonomy, it was important for the Union government to allot 'competencies'. However, the desired competencies as listed in the proposal are based on three categories. First, those exercised exclusively by the Government of India; second, those exclusively exercised by the Government of Nagaland; and finally, those exercised jointly by the Governments of India and Nagaland. According to the proposal, the allocation of competencies should be based on the principle that all competencies were to be exercised by the Government of Nagaland, unless it was mutually agreed that it was in the interest of both parties that they be exercised by the Union government, in association with the Government of Nagaland. "Nagaland will be sovereign with respect to all matters relating to its own affairs," the copy of the proposals said. The ‘Government of Nagaland’ would have its own armed forces, which would be exclusively responsible for the internal security of Nagaland. However, the armed forces of India and those of Nagaland would be responsible for the external defence of Nagaland in case of external threat, the copy said. The Legislature of Nagaland would be known as 'Tatar Hoho', while the government would comprise a cabinet of 'kilonsers' (ministers) and 'ato kilonser' (prime minister) elected by the ‘Tartar Hoho’. The Governor of the State would be known as 'Yaruiwo', it said. According to the proposal, while the Union government would be responsible for external defence, foreign affairs, currency and communication, all other administrative issues and subjects should be transferred to the proposed administrative territory. The proposal also urges the Union government to take effective measures to fulfil the aspirations of the Nagas to live under one administrative unit as they were now living in neighbouring districts of Manipur, Assam and Arunachal Pradesh. However, it could not be ascertained whether the recently distributed proposals were the same as the one presented by the NSCN-IM to the Union government in 2001.

The report added that the Chief Minister fears that withdrawal of the ban might escalate ongoing internecine killings in Nagaland. On October 18, Union government chief interlocutor in the Naga peace talks K Padmanabhaiah briefed Deputy Prime Minister L K Advani on the progress of latest parleys with the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) leadership. According to media reports, the briefing lasted for 45 minutes and was attended by senior Union Home Ministry officials. To recollect, in September 2002 parleys were held in Bangkok between Padmanabhaiah and NSCN-IM leaders, where they had agreed to visit India to take the political dialogue further. Also, in a joint statement issued after the discussions in Bangkok, the two sides had agreed to intensify the peace process and both sides reaffirmed "the political importance of the broad framework agreement contained in the Amsterdam Joint Communiqué.

On November 11, Cease-fire Monitoring Group (CFMG) chairman Lt Gen RV Kulkarni distributed 36 identity cards (out of the proposed 60) to top-level members of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) terrorist outfit. According to media reports, the cards were given away at a meeting of the NSCN-IM Cease-fire Monitoring Cell (CFMC) at Dimapur. At the meeting, issues such as the implementation of the cease-fire ground rules and designated camps have been discussed and Kulkarni reportedly appealed to the NSCN-IM not to move about in ‘populated areas with arms’. Talking to press persons, CFMG convenor Phungthing Shimrang added that the meeting discussed ways to create a ‘conducive atmosphere’ to tackle the present situation. The meeting was attended by top officials, including Nagaland Director General Police Hesso Mao, Additional Chief Secretary Talitemjen, Assam Rifles officiating Inspector General Brig NN Madappa. Addressing the press people he also added that the deadline has been conveyed to both the NSCN- Isak - Muivah (NSCN-IM) and NSCN- Khaplang (NSCN-K) factions as per suggestions of the Union government. Lt Gen Kulkarni has reportedly asked the NSCN-K to select a site at Dimapur for their office and inform him to look into the feasibility of the camp and office through the security forces. However, the NSCN-K has so far not responded to the proposal. Armed NSCN-IM cadres were camping in four unauthorized locations—Tsiemekhuma, Mukali, Kudesh and Chimonger, when reports last came in.
