National Investigation Agency’s (NIA) probe into institutionalized extortion rackets run by Naga militant groups in Nagaland has revealed that these militant formations were getting money allegedly from 14 State Government Departments, reports Indian Express on January 21. The news report names the Naga militant groups involved as the Khaplang faction of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), Isak-Muivah faction of NSCN (NSCN-IM) and Naga National Council (NNC).Sources said these Government Departments include the Directorate of Information Technology, Directorate of Soil and Water Conservation, Directorate of Irrigation, Directorate of Rural Development, Directorate of Urban Development, PWD, Roads and Buildings and Directorate of Information and Public Relations. “We have found documents that show that at least 14 Government Departments made regular payments to Naga groups, including NSCN-IM,” an NIA officer said. “We have seized receipts that show payments of INR 2 crore. Further investigation is on.”

Zeliang steps down with his cabinet, reports The Telegraph .The stand-off between the State Government and civil society groups continues after the Government’s decision to hold the Urban Local Bodies on February 1 by reserving 33 per cent seats for women. Zeliang had partially met three demands of the NTAC. NTAC had wanted the polls declared null and void, suspension of the Dimapur Police Commissioner and Zeliang's resignation. Further, leaders of the Joint Coordination Committee (JCC), which is also against reservation, also said in Dimapur that the protest would continue.

The evolving formula, it believes, would meet the group’s demand for integration, while at once addressing Manipur’s territorial anxieties. “I’m afraid I can’t share more details at this stage,” the official said, “but I do believe we have a formulation all sides can live with.” Further, in a press release issued by the NSCNIM on February 24, it appeared a hint towards an early solution, saying “the Government of India has recognised the legal rights of the Nagas and candidly proclaimed integration the legitimate right of the Nagas… Whether we like it or not there is going to be a transformation in the history of the Nagas very soon”. The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

Entire Nagaland has been declared as “disturbed area” for six more months under the Armed Forces (Special Powers) Act (AFSPA), which empowers security forces to conduct operations anywhere without any prior notice, reports Hindustan Times. In a gazette notification, the Union Home Ministry said it is of the opinion that the area comprising the whole of Nagaland is in such a “disturbed and dangerous condition” that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, the central government hereby declares that whole of the said state to be a ‘disturbed area’ for a period of six months with effect from 30th June, 2017 for the purpose of that Act,” joint secretary in the Union Home Ministry Satyendra Garg said.

Pointing out that China was regulating the entire decision making of the United National Liberation Front of West South-East Asia (UNLFWSEA) – a joint platform of four rebel groups of North Eastern India having its bases inside Myanmar’s territory, security sources said that representatives of Chinese security agencies are meeting them too frequently and even sometime twice a month.Informing that China also played key role in appointment of Khango Konak, who had taken over as ‘chairman’ of the NSCN-K after SS Khaplang died in June this year, as the ‘chairman’ of the UNLFWSEA, security sources said that it was aimed at to dissuade the NSCN-K from joining the peace-talks with Government of India. He went on to point out that the Indo-Naga conflict “did not begin with any aggressive action” by Nagaland against India. Citing B.N. Mulik’s statement, he said the conflict started when “troops moved into Tuensang by October 1955, and the war with Nagas started from then.”Metha reminded that the Nagas had declared Naga independence on August 14, 1947 a day ahead of India’s own independence declaration. Accordingly, he said the republic of Nagaland known as the Federal Government of Nagaland was setup on March 22, 1956. “Unlike other states in the Indian union, the NNC, FGN and the Naga army have been defending Nagaland’s sovereignty from 1947 to the present,” he added. With expectations of the new accord by the year-end running high, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on October 30 declared Hebron [Nagaland], the peace camp set up by government as the future ‘centre of Naga politics, government, culture, civilization and the seat of their high command’, reports The Times of India. The camp was set up about 100 kms off state Nagaland's capital Kohima, after it had signed a ceasefire agreement in 1997. The declaration was made by Rh Raising, convener of the group's steering committee at the joint council meeting on "Indian and Burmese Colonialism" on October 27. Referring to the August 3, 2015, 'Framework Agreement' signed between NSCN-IM and the Government of India as a political wall that will protect Nagas' land, identity, rights, culture, history and future, Raising said, "And that Nagas will decide their future by themselves, not by others anymore. Hebron will be the Centre of Naga politics, government, culture, civilization and the seat of their high command. Now with the end of the eras of confrontation and negotiation, this Framework Agreement has opened up a new era for the Nagas. Ravi made the statement in a meeting held at Nagaland House in New Delhi in the afternoon. Earlier in the day, Nagaland Chief Minister T.R. Zeliang, his cabinet ministers and MP (Member of Parliament) Neiphiu Rio met Union Home Minister (UHM) Rajnath Singh in his office. Zeliang requested Ravi to ensure that all Naga political issues are settled before elections and appreciated his efforts in bringing about an inclusive, "honourable and acceptable" solution. Ravi urged them to impress upon all parties the need for an early solution, preferably before elections, in the best interests of the state. He said they were very near the final solution and it was essential that all parties were involved in the final negotiations to ensure a peaceful and long-lasting solution. Earlier, Zeliang impressed upon Rajnath the need for a final solution to the Naga political issue before the Assembly elections next year. Rio said with the commitment and leadership of Prime Minister Narendra Modi and Rajnath, the final settlement did not seem far and it would be in the interest of all if it was arrived at before Christmas. As many as 531 underground cadres of NSCN-K and 542 over Ground Workers (OGW) were arrested in Manipur and Nagaland following intensive operations which began after the June 4, 2015, attack on the Army personnel. During the last two years, the security forces also killed 34 NSCN-K militants and recovered 571 sophisticated arms from arrested underground and Over Ground workers (OGW) of the group. Security forces also arrested 37 militants belonging to Isak-Muivah faction of NSCN (NSCN-IM), 26 militants belonging to Khitovi-Neopao Konyak of NSCN (NSCN-KN) and four others from Reformation faction of NSCN (NSCN-R).
