Reacting strongly against the alleged diktat imposed on the public by Naga People’s Front (NPF) candidate Soso Lorho and his canvassing squad in Manipur Outer parliamentary constituency, the Zeliangrong United Front (ZUF), on April 4, warned those elements from intimidating the people especially in ‘Zeliangrong areas’. “We heard that NPF candidate Soso Lorho and his canvassing squad are intimidating the people that those who do not vote for the candidate will be tagged anti-Nagas,” said the ZUF. The ZUF then appealed to Zeliangrong frontal organizations not to indulge in the election saying it will invite stern public reaction and lack of trust.

The Shillong Times reports that the Centre, on May 5, said no restriction has been imposed on the top leadership of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on participating in any meeting of Forum for Naga Reconciliation (FNR). On FNR’s allegation that the Centre did not permit the NSCN-IM leadership to participate in the meeting in Kolkata (West Bengal), a Home Ministry official (MHA) said, “It is clarified that no request for travel either from NSCN (IM) or the state government was ever received by the Home Ministry. Hence the question of denial of permission does not arise”. The Home Ministry clarified that it has never imposed any restriction in travel of NSCN (IM) chairman Isak Chishi Swu and general secretary Th Muivah. In its efforts to bring permanent peace in Nagaland, the FNR has facilitated a series of formal and informal meetings among the leaders of various Naga groups. A five-day meeting was organised in Kolkata from April 29 to May 3, with the intent to engage and explore creative atmosphere in Nagaland.

This was disclosed by 40 Assembly Constituency Bhandari Member of Legislative Assembly (MLA) Mmhonlumo Kikon, on August 14, after he met the Union Minister of State (MOS) for Home Affairs Kiren Rijiju and apprised him of the situation at Uriamghat-Ralan sector in Nagaland-Assam border area. According to a statement issued by Mmhonlumo Kikon, he requested the Centre to place Central Reserve Police Force (CRPF) under the joint command of Nagaland Police and Assam Police so as to strengthen the hands of the neutral force in enforcing their duties with efficiency and neutrality. The MLA opined that the action would be instrumental in deterring illegal migrants from settling in the border areas. Meanwhile, tension continues to simmer in Ralan area along the Assam–Nagaland border even as a joint meeting between the administration and Police of the Golaghat and Wokha Districts along with the neutral force (CRPF) manning the disturbed area belt (DAB) was held at the CRPF camp, Rengmapani on August 13, reports The Sentinel. The joint meeting agreed to promulgate 144 CrPC on both sides of the border to check further eruption of violence and arson. The night curfew (6 pm to 6 am), which came into effect in the evening of August 13, will remain in force till return of normalcy in the area.

Most importantly, when the NSCN-IM collective leadership met former Prime Minister, AB Vajpayee, in Osaka, Japan, on December 8, 2002, Vajpayee had assured the NSCN leaders that ‘where there is fighting there will be ceasefire’. In this backdrop, the Hoho appeal to all the stakeholders or negotiators not to mislead the people with regard to ceasefire coverage and the same spirit should be maintained even with other Naga political groups so long the ceasefire remains.
