The Union Home Minister, L K Advani, addressing media personnel at Kohima in Nagaland on February 24, has said that a cmprehensive review of the latest situation in the State would be undertaken after the recent revision of the cease-fire ground rules by the Centre and the National Socilaist Council of Nagaland –Issak- Muivah (NSCN- IM). While, emphasising the Centre's special responsibility towards Nagaland where insurgency has been continuing for over five decades, Advani said that the Centre is to pursue a three-pronged strategy to counter militancy in the North-East. According to the first step, a developmental agenda providing employment oppurtunities to all is to be pursued vigorously. Secondly, the a suitable climate should be created wherein the populace ought to feel that violence was wrong and thirdly, the political debate should focus not on ideology but on how best effective governance can be provided to the people. Earlier, Advani and the Nagaland Chief Minister S C Jamir addressed a public rally at the Kohima local ground, a rarity in the State where the three-year-old ceasefire has held its ground. Expressing happiness over the Centre's peace initiatives that resulted in a cease-fire agreement with the NSCN (I-M), Jamir said that any solution emerging out of talks with one faction of the NSCN alone may not bring lasting peace to the State. According to him, the present peace initiative should encompass all sections of the people, whether overground or underground, so that an enduring solution could be found.

The Union government is ``actively considering'' the proposal of the Nagaland Government to extend the ongoing three- year-old ceasefire agreement with the National Socialist Council of Nagaland (NSCN- Isaac-Muivah) to two other major insurgent groups in the State––the Khaplang faction of the NSCN and the Naga Federal Group (NFG). It could come about during the ongoing budget session of Parliament. Though the NSCN (I-M) has expressed itself against the move, the Union government is most likely to rope in the NSCN (K) and the NFG into the ceasefire. Union Home Minister Advani, meanwhile, said since September 2000 there had been only one or two stray killings every month as against 17 killings a month prior to the ceasefire. During the three-year period preceding the ceasefire, the number of civilians and security personnel killed was 378 as against 112 since July 1997.

On February 27, virtually announcing its writ as a parallel government, the underground National Socialist Council of Nagaland – Isak-Muivah NSCN (I-M) announced exemption from what it termed as 'loyalty taxes' to certain categories of commercial enterprises for two years to boost economic activities in Nagalim, the Naga-inhabited areas of the Northeast. The 'tax exemption' would cover newly established enterprises, privately-owned or otherwise, which have not completed two years of functioning, NSCN (I-M) information and publication secretary V Horam said in a release in Kohima. The terrorist group, which is engaged in talks with the Union Government after a ceasefire agreement in July 1997, also offered 'tax exemption' to industries which are being revived, specially the public sector Tuli Pulp and Paper Mills, Dimapur Sugar Mills and Wazebo cement factory. However, 'loyalty taxes' from other enterprises not specified in the list and percentage deduction of salaries from employees of all categories would be realised as before. The NSCN (I-M) appealed to all concerned to avail 'this privilege through the ministry of chaplee (finance affairs) of the underground government'.

On May 9, the Union government attempted to break the deadlock over the extension of the area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in the face of the threat issued by the outfit to call off the agreement. Government chief interlocutor K Padmanabhaiah, speaking to newspersons, said he was planning to call on the NSCN-IM leadership shortly to discuss the issue. He added, "We normally hold negotiations once in six months and as the term of the present cease-fire also expires on July 31, so we plan to meet soon." Meanwhile, the Prime Minister’s Office (PMO) is convening a meeting of Chief Ministers of Assam, Manipur and Arunachal Pradesh States shortly to work out a solution to the problem.

The Naga Youth Front (NYF) has temporarily suspended its indefinite economic blockade imposed on National Highway-39 (NH-39) with effect from August 29. In a press release on August 27, the NYF stated that it was temporarily suspending its economic blockade in response to an appeal by the Naga Hoho, church organizations and other bodies of Nagaland. The on- going economic blockade has been called by the NYF in protest against the decision of the Union government on July 27 to restrict its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Nagaland only. This was a reversal of an earlier decision taken by the Union government on June 14 to extend the cease-fire territorially to all Naga-inhabited areas in the North East. The economic blockade has resulted in shortage of essential commodities in Manipur.

He also reiterated the stand of the NSCN-IM that the June 14-agreement between the terrorist outfit and the Union government would have to be accepted. On June 14, Union government chief negotiator K. Padmanabhaiah agreed to the long-standing demand of the NSCN-IM, that the cease-fire between the two sides would be territorially extended to include all Naga-inhabited areas in the Northeast. The Union government has been negotiating with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), and has committed itself to reaching a negotiated political solution within one or two years, during the talks between the two sides at Amsterdam on September 20-21. However, the NSCN-K warned that the Union government should broad-base the negotiations to include the NSCN-K and the Naga National Council (NNC). The NSCN-K general secretary Kitovi Zhimomi indicated that an agreement signed with the NSCN-IM alone would not have the legitimacy of the entire Naga people and "would be regarded as a purely individual outcome and cannot be called a Naga political settlement." The Union government has entered into a cease-fire with the NSCN-K from April 28, 2001, while it has been carrying on a cease-fire with the NSCN-IM since August 1997.

Speaking to the media on November 7 after the second meeting of the Ceasefire Supervisory Board (CFSB), Board chairman Lt Gen RV Kulkarni said the Army and the National Socialist Council of Nagaland––Khaplang (NSCN-K) resolved to abide by the ground rules in letter and spirit. The meeting discussed identification of designated camps proposed by the NSCN(K) and providing identity cards to senior leaders, besides finding a mechanism to redress grievances of either side in connection with the implementation of the ceasefire. Nagaland Chief Minister S C Jamir has urged the Union government to initiate measures for an early settlement to the Naga crisis, indicating that it would even help in resolving insurgency problems in other states of the North-east, too. He stated this at the recent Chief Ministers Conference on Internal Security in New Delhi. He said, When a well-organised armed movement takes places, which are abetted and assisted by foreign agencies like ISI and similar organisations, naturally it is a serious internal security problem both for States and the Centre." While suggesting appropriate legal cover to security forces dealing with insurgencies, he insisted on an effective cohesion and understanding among State police, paramilitary forces and the Army to produce the desired results. Commenting on the on-going Naga peace process, the Chief Minister urged the Union government to involve all terrorist outfits, the State government and political parties, and NGOs and Churches in the dialogue process, instead of talking to only one or two terrorist outfits.

Expressing concern over the recent resurgence of factional killings, Convenor of Naga Hoho Co-ordination Committee, Niketu Iralu and Naga Hoho President, M Vero, said the present opportunity could be a last chance for "our people to adequately heal our wounds and to secure the future of our people." Since the attack on National Socialist Council of Nagaland NSCN (Isak Muivah) –NSCN-IM cease-fire monitoring cell office at Dimapur on October 24, incidents of violence in the State have led to at least 20 deaths. The Hoho maintained that the Naga people were passing through a ‘critical juncture’ at this stage when a break-through in the protracted Naga issue could either happen or their search for a final settlement could suffer a serious setback.

A prominent Naga human rights group on December 3 urged the Union Government to immediately drop its move to enact the new anti-terrorist law, Prevention of Terrorism Ordinance (POTO), and said that a "political response" to terrorism is the best way to tackle the problem. In a statement from Kohima, the Naga People’s Movement for Human Rights (NPMHR) said that Centre’s move to pass the POTO is an attempt at "suffocating the voice of dissent in the country…The proposed POTO overwhelmingly restricts almost all avenues of what essentially represents the essence of a democratic state." The NPMHR, which is actively involved in brokering peace in Nagaland, added "The only durable and meaningful solution to deal with the problem of terrorism, which is essentially political, is to respond politically and not by arming the State with such powers which will make it a terrorist state."

The Border Security Force (BSF), Nagaland and Manipur Sector Headquarters, is scheduled to conduct special recruitment drives in Manipur for absorbing unemployed youths into the newly planned seven companies within the seven battalions being deployed in the State. The Deputy Inspector General of Police, BSF Nagaland and Manipur, P K Mishra, said in Imphal, on December 27, that approximately 247 youths from the State were recruited into the force during the year 2001. The recruitment drive is being conducted to increase the number of companies in each battalion to seven. Mishra said that BSF personnel are being deployed in Bishnupur and Churachandpur district along and at some posts at Sajik Tampak in Chandel district. He said 13 BSF personnel were killed in encounters during the year 2001.
