The Union Home Ministry offered a 29-point counter proposal to the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) which had earlier submitted a 32-point charter of demands, said the outfit’s ‘Minister for Religious affairs’ P. Mor on January 24, reports Nagaland Post. The counter proposal included financial sops, facilities and accommodating the “Kilonsers” (Ministers) of the NSCN-IM as members of parliament and the “Tatars” (members) as ministers in the state. Mor, however, said that the proposal was never taken up for discussion by the NSCN (IM) apex decision making body - the Tatar Hoho (Parliament) as it would be tantamount to climbing down on the ceasefire agreement between the NSCN-IM and Government since the proposal was issued through the home ministry and not from the Prime Minister of India

Chidambaram and Union Home Secretary G. K. Pillai as far as the Naga political issue was concerned. V Horam, the officiating ‘Kilo Kilonser’ (‘Home Minister’) of the NSCN-IM, told the media that Nagas have neither ‘small Nagalim’ nor ‘greater Nagalim’. They have just land in Nagaland, Assam, Manipur and Arunachal Pradesh, besides Naga areas in Myanmar. Exclusion of any part of land is not acceptable to Naga people and NSCN-IM, he added.

Nagaland Post reports that the National Socialist Council of Nagaland -- Isak-Muivah (NSCN-IM) on March 2 held the first round of talks with the Government’s newly appointed interlocutor R S Pandey during which the group submitted a list of 30 demands that includes sovereignty for Nagaland. The meeting, held at undisclosed location, lasted for about 90 minutes during which a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Another round of talks will be held on March 3 (today). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. While the Centre said this time there would be no discussion on sovereignty, Muivah has said the NSCN-IM would not compromise on sovereignty.

Muivah has asserted that the NSCN-IM was at liberty to send its men on duty and that the top leadership are in Nagaland to talk about reconciliation. The meeting dubbed as ‘September Summit’ was held at the residence of Hukato Naga in Dimapur District and attended by top leaders of the three Naga political groups. When Kitovi was asked by NSCN-IM, the reason behind Khaplang’s stand, he confessed that they have internal problems within themselves. “But, after having much of conversation he says that we cannot go back from reconciliation. So, in the NSCN-K, there exist two camps or schools of thought, one for the reconciliation and the other against to it,” he added. The Union Government on March 22 appointed Lieutenant General Jacob the new Chairman of the ceasefire monitoring group, after the tenure of Lieutenant General Mandhata Singh got over in November 2010, reports Telegraph. Nagaland Director-General of Police (DGP) K. Kire said Lieutenant General Jacob had replaced Mandhata. "The new chairman of the ceasefire monitoring group will take charge by April 3," DGP K. Kire added. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), however, said it was not aware of any such development. The NSCN expressed strong resentment over the appointment of Gen. Jacob as the new chairman without informing them. The ceasefire monitoring group consists of representatives from the Union Government, the State Government, Army, the paramilitary forces, Police and the NSCN-IM. Ministry of Information and Publicity (MIP) of the GPRN/NSCN said all mineral reserves in Naga homeland belonged to the Naga people and therefore any extraction of natural resources by any company in Naga soil would have to be done only if it benefited the people and future Naga generations. Stating that no politician or group of the day has any right to grant permission to companies to extract wealth of the Nagas, the GPRS/NSCN said it did not recognize any Memorandum of Understanding (MoU) between parties for exploration at Champang oil field under Lotha Region of the District. “A wealth for hundred years will not be allowed to run dry in ten years,” it said. GPRN/NSCN said it shall consider extraction of crude oil only if the interested company agrees to first install and run oil refinery in Nagaland, whereby at least a thousand jobs to Naga could be assured.

According to Intelligence sources, around 80 cadres of the outfit are currently camping in the District.Chief minister Neiphiu Rio, who is campaigning in Mokokchung for the past four days, has urged the cadres to stay away from the polls or face the wrath of the security forces. “They should never get involved in the elections. This is not their game,” Rio said. The associate press secretary of Naga People’s Front (NPF), the main constituent of the ruling Democratic Alliance of Nagaland (DAN), Shilumar Ao, said the government would provide full proof security to ensure free and fair poll. “People should not be afraid of threats and intimidation,” he said. Even though there were reports of movement of cadres of National Socialist Council of Nagaland- Khaplang (NSCN-K) near the constituency, the outfit has said it would not get involved with the polls. The decision was taken on July 22 at a high level official meeting where it was decided that henceforth, the Nagaland Police will not provide security escorts to Naga militant leaders unless the State Government is specifically directed by Government of India with specific purpose, location and occasion. So far, the state Police have been providing security escorts to them on the requisition from the ‘chairman’, Ceasefire Monitoring Group (CFMG) but henceforth we’ll stop it, said State Home Minister Imkong L. Imchen who convened the high level meeting at his office chamber.

He said major players should maintain similar perspective towards a logical and realistic conclusion for “durability and sustainability.” Stating that reconciliation was endorsed and supported by different political parties and a cross section of Naga society, he said there was no problem beyond compromise or resolution as the issue was primarily a family crisis among Nagas. Niki said the issue needed to be resolved at the earliest as delay would be perilous. He said Covenant of Reconciliation (CoR) spearheaded by Forum for Naga Reconciliation (FNR) received approval of majority of Nagas as well as foreign sympathizers but should be based on acceptable and honorable merger on the basis of “brotherhood, equality and ideologically, on the basis of historical and political rights of the Nagas.”

Talking to reporters after 47th closed-door meeting of CFSB between the representatives from NSCN-K and GoI, at Police Conference Hall, Chumukedima in Dimapur District, Jacob said both sides have raised the issue and resolved in cordial and comfortable approach. The meeting lasted for about one and a half hours. On being asked about the outcome of the meeting, he said the meeting was “confidential” and a regular meeting. “There are issues before the meeting, but after the meeting there are no issues,” he added. Jacob further said implementation of ceasefire ground rules was the main agenda the two sides were discussing.
