Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) described Against Corruption and Unabated Taxation (ACAUT)stand on ‘any’ and ‘every nominal taxation’ as ‘unyielding’ and challenge to ‘Naga struggle’ and ‘Naga Identity’, reports The Sangai Express on January 4. Upholding Indian Constitution and citing Indian Constitutional guarantees to battle the NPG(s) in itself is self-explanatory of their anti-Naga intent and purpose. Only time will tell as to what extent the damage the ACAUT may inflict on the Naga struggle, the benefits they intent to yield and the price they are willing to pay.

Chairman of the Cease Fire Monitoring Group (CFMG) Lieutenant General (retired) N.K.Singh expressed dismay over the press statement issued by National Socialist Council of Nagaland -Isak -Muivah faction (NSCN-IM) and termed it “unfortunate”, reports Nagaland Post. In a statement N.K.Singh said, as chairman CFMG, it was his duty to take note of and point out any violation of the Cease Fire Ground Rules (CFGR) that was agreed to by both sides. He added that that with NSCN-IM blatantly violating several CFGR he, as chairman, has to highlight them and “take necessary action to raise these issues”. NSCN-IM , on January 24 issued a press release via its ‘Ministry of Information and Publicity’ described the speech of N.K.Singh, given during the seminar organised by the Assam Rifles in Kohima, as one-sided opinion. The press release further stated that it “is not new to Nagas anymore” as he (NK Singh) seemed more interested “in taxation than monitoring cease fire”

He stated that “It is seen that any incident of individual crime is often communalised by negative elements for their vested interest. We must combat them. Tribalism, communalism and factionalism are the weapons of enemies of the people. The psychology of the Nagas today needs to be rebuilt,”. He also added that “We believe solution can be worked out only through discussion and interaction between the contending parties. Some groups say India must quit Nagalim, some say they will go for a separate solution for a part of the people and some others say they prefer prolonging the movement to solving the problem for commercial motive. Overlooking the present they glorify the past and dogmatize the future. They are indeed road blocks, not solution. But NSCN is for a negotiated settlement that guarantees the future of the Nagas,”

In a statement he implied that clamour for “ peace without even an inclination to discuss sovereignty issue or resolution of sovereignty, is only farce”. He said any settlement or solution, short of sovereignty “would only be a betrayal of Nagas historical and political legacy”.

Nagaland Post on April 1 reports that in a significant statement the ministry of information and publicity (MIP) of Isak-Muivah faction of NSCN (NSCN-IM) stated that “ the unresolved case between the Union Government of India (GoI) and the Naga, will soon come to a negotiated and honourable conclusion”. It also reiterated that GoI “truly admits futility of seeking military solution”. Times of India on April 5 reports that ‘general secretary’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Th Muivah stated that the Naga sovereignty and integration are still on the talks agenda. He stated that "The NSCN had neither intentionally nor consciously given up on these issues as they remained the inherent rights of the Nagas. We have not endangered the Naga people's aspirations on sovereignty and integration and neither will we in the days to come." Muivah informed the Nagas and all others that 'the Government of India (GoI) and the Nagas, represented by the NSCN, are in the process of working out an honourable political solution acceptable to both.' However, he noted that in a political negotiation, no party can expect cent per cent victory. "Political negotiation is a process of give and take between two entities or parties and we are moving forward positively."

Reformation faction of National Socialist Council of Nagaland (NSCN-R) under the leadership of Y Wangtin Naga and P. Tikhat has rebutted the “unfounded allegations” levelled against its leader Y. Wangtin Naga by Khaplang faction of NSCN (NSCN-K) saying Y. Wangtin Naga has not asked not even a single penny from anyone till date, reports Nagaland Post on April 7. Earlier NSCN-K had accused Wangtin Naga of issuing notices to business community and others to pay “taxes and donations”. Also, Y. Wangtin Naga, ‘co-convener’ of NSCN-R stated that top posts of the outfit were yet to be filled up and that some senior people were expected to join, reports The Telegraph on April 7. He also stated that NSCN-R would have to now sign a ceasefire agreement with Government of India (GoI). "I will write to the chairman of the Ceasefire Supervisory Board (CFSB), Lieutenant General. (retd) N.K. Singh, tomorrow to explain the status of the new organisation and also about the ceasefire. He will then have to take up the matter with the government". Asked if a division between the Nagas of Myanmar and India was now a foregone conclusion after the exit of senior leaders from the Indian side from India were still with Khaplang.

He also focussed on the porous Indo-Myanmar border where various insurgent outfits cross in and out. Wangtin Naga stated that on March 26, while on the way to attend cease fire review meeting, “I received a phone call from an Army officer on my mobile who informed me that our boys have carried out a shootout in Kohima and a bomb blast in Wokha”. The next day, March 27, he said he was driving down to Dimapur for the meeting when he came to know that the NSCN-K had fired at one captain of the Assam Rifles (AR) on the orders of Niki Sema, a “lieutenant general”. CM Zeliang warned that the NSCN-K intends to inflict further violence in the State. "As per intelligence inputs, more violence is intended to be inflicted by the NSCN-K. The State Government is taking all necessary precautions to avoid this," Zeliang said at the meeting of Chief Ministers of North-eastern region with Union Home Minister Rajnath Singh in Guwahati. “I also request the Central Government to persuade the outfit to rebuild the ceasefire from their end," he said. Besides, the CM reiterated his Government was not informed by the union home ministry about the group's move to abrogate the ceasefire. “Had we been informed in advance, we could have tried through our NGOs to convince Khaplang to continue the ceasefire in the interest of peace and as per the desire of the vast majority of Nagas," Zeliang said. A senior legislator said that most of the legislators spoke about solution that should be honourable and acceptable and inclusive of all sections of the people. He said though Nagaland enjoyed absolute safeguard as per the Article, the Centre would have ‘eminent domain’ and overriding power. Ravi said the first point in sharing sovereign power was that Nagas will be the ‘master’ and secondly, in case of minerals and resources “whatever is below and above land” will belong to Nagas. Ravi said sharing sovereign power will not be mere semantics or playing with words but that there will be a “genuine devolution” where Nagas will become “almost sovereign-like.” He said this was what Government of India translated in terms of uniqueness of Naga history. When asked if the issue of Article 371(A) only covered Nagas of Nagaland, Ravi replied that both the entities were “talking about Nagas comprehensively” and not only about Nagas of Nagaland. Nagaland & Assam Governor PB Acharya stated that 4000 NSCN-IM militants would be absorbed into Security Forces (SFs) under the recent ‘frame work agreement’ signed between GoI and NSCN-IM, reports Nagaland Post on September 9. He stated that since the members of the group (NSCN I-M) have long been cut off from the civil society and living with arms, the government has decided to absorb some 4,000 of them into the security forces in a big way.” He also said that after signing of the agreement, NSCN (I-M) has now merged with the civil society. He stated that , “All that the NSCN (I-M) leadership wants is that the Nagas, wherever they reside, should enjoy equal status with other communities of the state where they are living.” The Governor also stated that when most of the breakaway groups of NSCN have accepted to join the civil society and shun the path of violence, it is not long before NSCN-K will also join the peace process. Achraya said while the NSCN has given up the demand for a sovereign Nagaland, their concern for the welfare of Nagas in other states will be looked into and the proposals made by the Union Government have been accepted by the Naga leaders. NSCN-IM stated that India and Naga will co-exist as two entities and that the question of merger of one with the other does not arise. It also added that “Nagas are not looking for status in par with other communities within the parameter of Indian Constitution. Ours is not a domestic/law and order problem of India”. NSCN-IM further added that ‘Division of Naga territory is one of the causes of the resistance movement. Peaceful and honourable solution will never be there so long as Nagas are kept divided. Territorial integration of the Nagas is a natural necessity, not a choice or demand”. NSCN-IM statement also said that “The framework agreement says that according to the universal principle sovereignty lies with the people, not government. Therefore, the sovereignty of India lies with the Indian people and the sovereignty of the Nagas lies with the Naga people. However, there will be sharing of sovereign power for enduring peaceful co-existence of the two entities.” Governor of Assam and Nagaland PB Acharya, in a statement had earlier said that the Framework Agreement is the foundation upon which the edifice of solution will be built and had added that no areas of other States will be lumped with Nagaland. The chairman said we aren’t ready to sign the NCA yet. And, there are some political issues in our group. We cannot find a solution for this by just signing the NCA. Inspector General of Assam Rifles - North (IGAR-N) Public Relations Officer (PRO) said that based on specific inputs regarding “extortion, detention, peddling arms ammunition and drugs at Half Nagarjan (Dimapur District), 32 AR led by its Coy commander conducted a house search was found that it was an illegal detention center of NSCN-IM”. PRO said one Rovisalvo Angami was detained by NSCN-IM under Operation Acceleration Dimapur Town. Upon questioning, PRO said Rovisalvo was “taken into custody by NSCN-IM, was beaten and was placed in a closed chamber with no ventilation by NSCN-IM cadres.” The arrested NSCN-IM cadres were identified as ‘Sergeant Major’ Trihah, ‘Sergeant Major’ Yetovi, ‘Sergeant Major’ Aketo, ‘Corporal’ Lamek Rongmei, ‘Corporal’ Among and Vikhuho. AR also recovered large number of incriminating documents, PRO said. AR added that the incident has “brought to light the nefarious activities of NSCN-IM in a ceasefire environment.” NSCN-IM has strongly condemned the raid at the office of the Dimapur Town Command and the arrest of its six cadres by the 32 AR.

Central Executive Council Meeting of the Naga National Council (NNC) at Chedema Peace Camp in Kohima District resolved that accepting any status under the constitution of India is a “betrayal to the Nagas and the Naga Nation,” and asserted that the NNC shall continue to work on the basis till the Indo-Naga conflict is resolved. It also agreed that the NNC shall always maintain the non-violence policy and diplomatic relations with the neighboring countries and other nations in the world. It further asserted that the NNC has nothing to do with the Framework Agreement which was signed between the GoI and the NSCN-IM on August 3, 2015. The NNC has taken strong exception to the remark made by the Governor of Nagaland & Assam, PB Acharya that “the NSCN-IM is the leader of the insurgent groups and it claims that it has the monopoly over all representing the Nagas. That is why the government is engaging with it”. “Just because NSCN (IM) has the resources to trouble the Indian state or to muffle its own people with their muscle power if desired, it does not make them the leader of the Naga people. A leader, on the contrary, is someone who commands the loyalty and respect of the people and one who represents the hope and aspiration of the people,” the NNC stated. Further, NNC on October 9 lauded Aung San Suu Kyi, the leader of Myanmar’s National League for Democracy, for speaking out boldly about Nagas of Eastern Nagaland for peaceful settlement. NNC quoted Suu Kyi as saying, “India has to work to come to a peaceful settlement with the Nagas.” She also vowed to ensure transparency to deal with the Nagas if voted to power. NNC in a release welcomed international leaders who were and are concerned for the Nagas and appealed to the leaders of other countries to speak for the Nagas for peaceful settlement in the interest of peace and development in the South East Region. The NNC prayed that the National League for Democracy come to power for freedom of democracy in the Myanmar election next month.

In what could be a setback for the Naga peace accord, some cadres of Reformation faction of National Socialist Council of Nagaland (NSCN-R) - a faction which is part of the ceasefire accord - have decided to rejoin the Khaplang faction of NSCN (NSCN-K) alleging that the Indian Government and other Naga signatories to the pact were “playing dirty politics” by targeting them, reports Morung Express on October 20. A senior member of NSCN-R alleged that their cadres were being continuously arrested by the Assam Rifles (AR) on “false charges of drugs trafficking and extortion”. Inspector General of Police- Crime (IGP), Toshitsungba Aier during the Nagaland Police Service Association annual conference at Police Complex in Chumukedima on November 26 disclosed that the Nagaland Police has an excess of around 1,500 uniformed personnel making the State Government bear an extra burden of INR 50 crore annually for payment of their salaries, reports The Assam Tribune. Aier said the Police department has become an “employment department” with 23 per cent of the State Budget (Non-Plan) being spent on 26,000 Police force in the State. Lamenting that the excessive appointment is a “huge burden” on the State Government, the IGP said the ratio of Police and public has gone up to 1:50 against the national average of 1:500. Despite huge deployment of uniformed personnel, performance on investigation and detection of crime was not up to the mark, he rued. Aier attributed this to the Government spending more on resource and energy for non-policing and giving less importance to crime and investigation.

Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) welcomed twenty four members from various Naga Political Groups (NPGs) for joining the group on December 16, reports Nagaland Post. In a release, NSCN-KK ‘Ministry of Information & Publicity (MIP)’ said those members were welcomed at a brief programme held at council headquarters, Khehoi designated camp near Dimapur. NSCN-KK condemned the frequent raids carried out by Assam Rifles (AR) at the residence of its members, reports Nagaland Post on December 20. In a release, NSCN-KK ‘MIP’ said, many at times it raised the issue of “random” raids and “tortures” meted out to its members but AR still continues. Recently AR “tortured” the family members of Imyapanga Ao, ‘deputy kilonser’ of Law & Justice, NSCN-KK. With no evidence, but speculations that ‘Kilonser’ of possessing two.32 hand guns, the AR raided the residence for more than one and half hour but nothing was found, MIP said.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on December 24 said that it and the Centre have agreed to share "sovereign power for an enduring and peaceful co-existence of the two entities" in the framework agreement signed on August 3, reports The Telegraph. A statement issued by the joint council of the outfit said the agreement also says "land and its resources of both below and above the earth totally belong to the Nagas". "The Nagas will have the right to exercise their sovereign power over their territories. Nagas are the master of their land. Our identity needs to be recognized. The government of India has now recognized the unique identity of the Nagas, which is a bold step forward," it said.
