The Sangai Express reports that United Naga People's Council (UNPC) in a statement said that it stands for better relationship between the people of the hills and the valley (Ching+Tam) and added that Naga People's Front (NPF) is formed under the banner of the Nationalist Socialist Council of Nagaland–Issak-Muivah (NSCN-IM) as a last resort to break the Nagas of Manipur. NPF is a political organization of Nagaland and hence should not interfere in the affairs of Manipur. UNPC further stated that UNPC and its armed wing the Ching-Tam Liberation Army (CTLA) stand for the unity and peace of the people of Manipur.

Konyak, who had been long-time backing the Naga integration move, told the Assembly that Nagas of other States were not willing to merge with Nagaland even though the 16-point agreement had clearly kept the doors open for them. Nagaland was born out of a 16-point agreement in 1960, clause 13 of which had mentioned integration. He said the doors should be kept open for all Nagas as mentioned in the agreement, but urged Naga leaders not to waste time and money on the integration issue. “We should be realistic about the issue,” he said, adding, “We know what is possible and what is not possible.”

Member of ceasefire monitoring group (CFMG) and kilonser (minister) H. Vusshe said that both sides (GoI and NSCN-K) came to this agreement after hectic parleys over certain “pressing” and “pertinent” issues related to the implementation of ceasefire ground rules were agreed upon. Vusshe, however, denied the delay of extension to the ceasefire on April 28 with issues relating to his organisation’s bilateral ceasefire agreement with the Government of Myanmar. Wangtin Naga, minister for information and publicity of the NSCN-K, said the split in the outfit on June 7, 2011, was because of differences in political ideologies regarding talks with the Centre among the top brass. He said Kitovi Zhimomi, ‘general secretary’ of NSCN-Khole-Kitovi, wanted to enter into dialogue with the Government of India without ‘chairman’ S.S. Khaplang as New Delhi did not want to talk to the latter, who is from Myanmar. He said Kitovi also wanted to settle the issue of Nagas in Nagaland only, which was opposed by some leaders of the outfit. The NSCN-K had claimed that the Khole-Kitovi faction wanted to settle for an economic package, compromising the sovereignty of Nagaland, which has been pending for over 60 years. The rival faction also reportedly wanted the Centre to increase the number of Assembly and parliamentary seats in Nagaland. Sangtam while commenting on the recent desertion by two Nagaland Armed Police (India Reserve) personnel with arms to join a rebel outfit. Sangtam confirmed that the two deserters had joined a Naga outfit but did not disclose the identity of the outfit. But sources said on June 6, havildar Hotrong Chang deserted with one 9mm pistol, 10 live rounds and one radio set and on June 18, havildar Neiphukhrie deserted with one AK rifle, 47 rounds of live AK ammunition and some rounds of 9mm ammunition and a radio set. The sources said the duo had joined a certain outfit based near Dimapur. In the past, several Naga police personnel had deserted with arms and ammunition to join militant outfits. In April, Assam Rifles arrested police constable Enyimi Chakhesang for allegedly supplying ammunition from the police central store, Chumukedima, to members of the NSCN-Isak-Muivah (NSCN-IM). According to the church, some politicians use the militants as puppets and the election process has nothing to do with the aspirations and pursuits of the militants. “Their involvement has been annoying because by using arms and threats they have been stealing the rights of the general public,” the NBCC said. Over the last 15 years, militants have had a major impact on elections. Working for candidates or parties of their choice, they have been involved in booth capturing, issuing threats, assaults and even murders. Militants in Nagaland have been fighting for sovereignty for over 60 years. The NBCC, expecting things will take a turn for the worse in the next elections, has launched the “clean election” campaign.

ENPO has earlier, rejected State Government offer of autonomous council, regional council and economic package in lieu of “Frontier Nagaland”. Earlier, on June 26 Nagaland got an allocation of INR 2,300 crore for the annual plan 2012-13 from the Central Government. Chief Minister Neiphiu Rio on June 26, following the allocation, said, “We have received a sanction of Rs 2, 000 crore for the state in the current annual plan and INR 300 crore exclusively for the backward Eastern Nagaland region. The Planning Commission also asked us to present a detailed five-year plan for the development of Eastern Nagaland.” An ENPO representation sent to the chief secretary signed by Thamlong and ‘vice president’ Sashi Naga also said that an inquiry by the organization has established that there were “no talks of economic package” as such during the recent meeting between Union Home Ministry and the State delegation led by Chief Minister Neiphiu Rio in Delhi. The organization has claimed that what the State Government called special package for Eastern Nagaland was just “additional central resource (special planning assistance)” allocated by Planning Commission of India especially for under-developed areas. The representation said that despite the rejection of various other offers including the economic package against the demand for “Frontier Nagaland”, the state government was issuing statements referring to the allocation as economic package for Eastern Nagaland.

Between 1998 and 2012, the State has lost 152 guns of different calibers and 44,550 rounds of ammunition. The lost weapons included automatic rifles like AK-47, SLR, carbine and machine guns. Most of these are now with militant outfits operating in the State. Chief Minister Neiphiu Rio said, the Ministry of Home Affairs had taken serious note of the loss of several weapons by Police personnel and was making efforts to recover the arms from militant groups through the ceasefire monitoring group. Rio said the State Government was making all efforts to curb insurgent activities in coordination with the Centre and termed the loss of weapons and ammunition as “shameful”. “It is a shame that our police personnel are robbing arms and ammunition”, he said. Dozens of police personnel had deserted the force and joined rebel outfits with arms and ammunition, a fact that Rio also confirmed. He said action had already been initiated against some Police officers and jawans for the lost arms and ammunition.

The Naga National Council-Non Accordist (NNC-NA) has expressed apprehension about the impending accord between the Centre and the National Socialist Council of Nagaland –Isak-Muivah (NSCN-IM), reports The Telegraph on November 9. A senior member of the NNC-NA General (retired), T.M. Keyho said that accepting the Constitution would never be an honourable and acceptable solution to the Naga people. The 1975 Shillong Accord was signed by the NNC, unconditionally accepting the Constitution in return for the release of hundreds of its members lodged in different jails in the country. Swu, Muivah and S.S. Khaplang then formed the NSCN, rejecting the Shillong Accord. He spoke of the Pacific island of Niue and New Zealand. Nieu has its own flag, passport, national anthem, constitution and two currencies, whereas New Zealand exercises only the responsibility of external affairs and defence at the request of the Government of Niue. He has suggested a similar arrangement between the Centre and NSCN-IM currently engaged in the talks.
