Former Prime Minister of Pakistan Benazir Bhutto said in an interview to the BBC that Pakistan should seek support from Organization of Islamic Conference (OIC) in order to make efforts for politically resolving the current crisis. She also added that Pakistan should review its foreign policy and maintain distance from the Taliban regime if they do not respect international law. Replying to a question she said that she appreciated the decision taken by President Pervez Musharraf and added that it was a right decision to the extent that he is opposed to terrorism.

Lashkar-e-Toiba (LeT) Chief Hafiz Mohammed Saeed said, in Abbottabad, on October 1, that Pakistan was passing through a critical stage and the ‘need of the hour’ was to chalk out a consensual, joint strategy to meet the current crisis. Speaking at a press conference, he said the nation must be taken into confidence while taking any decision on Afghanistan. He also opposed taking any decision against the Taliban regime or any individual. Hafiz Saeed also indicated that any effort to stop Jehad would not only damage terrorist operations in Jammu and Kashmir but also cause "irreparable loss to the entire Muslim Ummah." Commenting on the September 11-terrorist attacks on USA, he claimed it was a conspiracy by the Jews to create differences among the two main religions of the world. He also claimed that the LeT was not a terrorist outfit.

Religious parties in Pakistan reacted sharply, on October 1, to remarks made by President Pervez Musharraf that he would order a crack down on any madrassas (Islamic seminaries), preaching terror or militancy. Jamia-ul-Uloom-ul-Islamia spokesperson Mufti Muhammad Jamil, while describing, in Karachi, Musharraf's comments as ‘unfortunate’, added, "We once again reject that any of the religious seminaries preach hatred or give any armed training." Jamaat-e-Islami (JeI) deputy chief Ghafoor Ahmed said, "Whatever Musharraf says these days is said under US pressure. The United States wants the elimination of the Madrassa culture in Pakistan, but it is here to stay." Separately, Jamaat Ulema-e-Pakistan deputy chief Shah Faridul Haq indicated that none of the madrassas were being used to foment terrorism.

According to him, "If the government offers Pakistan soil for attacks on Afghanistan, they will capture them." He also opined that the Taliban regime was spreading the ‘message of love and peace’, and not terrorism. While claiming that Osama bin Laden was not involved in the September 11-terrorist attacks in the USA, he also alleged that the Israeli intelligence agency Mossad was responsible for the same.

Jamaat-e-Ulema-e-Islam [Fazlur Rahman] (JuI-F) faction Chief Maulana Fazlur Rahman said, in Quetta, on October 2, that any attack on Afghanistan would be construed as an attack on Islam. He stated this while launching a countrywide campaign against possible US attacks on the Taliban regime in Afghanistan. He alleged that the US was sponsoring terrorism in Palestine, Bosnia and other Muslim countries. While opposing the military regime, he said Pakistan should not have supported what he perceived were anti-Muslim forces. He also added that the US administration should not take any hasty decision to attack Afghanistan and should review the situation before launching any operation in the region.

While indicating that no timeframe has been provided for sharing this information in the future, he added, "But we are yet to receive the details of the evidence regarding the persons responsible for the horrendous act of terrorism and linkage of this with Osama bin Laden and the Al-Qaeda organisation." The Jaish-e- Mohammed (JeM), on October 2, denied any involvement in the October 1-suicide (fidayeen) terrorist attack on the Jammu & Kashmir State Legislature Complex in Srinagar, in which 38 persons were killed and 70 more injured. Jaish spokesperson Rana Farooq Tahir said, in Muzaffarabad, it was a ‘conspiracy’ to defame terrorist outfits. According to him, "We have nothing to do with that action. It has been carried out under a grave conspiracy against the Mujahideen… We firmly believe that this has been done by the Indian army to malign the Kashmiris' noble struggle for freedom from New Delhi's tyrannical rule." He also added that none of the outfit's cadres had claimed responsibility for the attack. However, in Srinagar, on the same day, a spokesman of the outfit released a statement claiming that three mercenaries of the outfit had participated in the attack. He also clarified that while one died, the other two escaped from the complex after the attack. Quoting Jaish ‘commander’ Abu Hijrat, the spokesman alleged that civilians were killed in the retaliatory action by the security forces.

ART's Islamabad office in–charge Mohammad Arshad told Dawn, a Pakistani daily, that it might approach the ICJ for defreezing its accounts. Chief of his own faction of Jamaat-e-Ulema-e-Islam (JuI) Maulana Fazlur Rehman, while speaking at a rally in Rawalpindi, on October 5, ordered his party to start recruiting terrorist cadres. He said, "All JUI chapters should start enlisting trained people to fight with the Taliban on Afghan soil, if they are attacked." While rejecting US claims that they had proof against Osama bin Laden, he added, "A few documents cannot be considered as proof. They should produce evidence before a court, if they had any." The government has, however, banned recruitment of people for jihad in Afghanistan. In the list released by Secretary of State Colin Powell, the Harkat-ul-Mujahideen (HuM), a Pakistan-based terrorist outfit, remained. A fresh issuance of the list of terrorist outfits, which includes Osama bin Laden's Al Qaeda, became essential as the initial designation of these groups made in 1977 and later in 1999 is due to expire on October 8. Powell said, by redesignating them as foreign terrorist organizations, the US was continuing measures against these groups in accordance with the provisions of the Anti-terrorism and Effective Death Penalty Act. The Act makes it illegal for persons in the US or subject to US jurisdiction to provide material support to terrorist groups, and requires US financial institutions to block assets held by them. It also enables the US to deny visas to representatives of these groups.

The North West Frontier Province (NWFP) government on October 7 put the Jamaat-Ulema-e-Islam (JuI-F) Chief Maulana Fazlur Rahman under house arrest for more than 12 hours to prevent him from proceeding to Multan to lead an anti-US rally. Pakistani news reports indicated that he was put under house arrest and directed not to leave his residence in his native village Abdul Khel in Dera Ismail Khan. Restrictions on his movement were later withdrawn. Commenting on his arrest, Fazlur Rehman said, "This reflects the government's nervousness. Our public meetings upset General Musharraf as these are spreading to the biggest province Punjab." The house arrest sparked unrest among his followers resulting in protest demonstrations in Peshawar. Hundreds of JuI-F activists assembled at the Madni Mosque at Namakmandhi and were addressed by party leaders. Some of the speakers indicated that the anticipated US attack would be met with retaliation and they would destroy all churches and temples in the region. They also stated, if the government banned their demonstrations on roads they would go underground and launch a massive attack against US interests. The police have arrested approximately 30 activists in Quetta. Sources indicated that activists of the Jamaat-Ulema-e-Islam were leading the protest processions in different localities in Quetta. In some areas, protestors reportedly took up positions on rooftops in various buildings and fired at the police and paramilitary troops. Pervez Musharraf called up Indian Prime Minister Atal Behari Vajpayee late on October 8 and condemned the October 1-terrorist attack on the Jammu and Kashmir State Legislative Assembly complex. According to media reports, Musharraf is believed to have assured Vajpayee that he would hold an inquiry into Pakistani involvement, if any, in the October 1 attack. Vajpayee demanded the arrest of those involved in the attack in which more than 30 persons, mostly civilians, were killed. General Musharraf reportedly told the Indian Prime Minister that the stalled dialogue process between the two countries should be restarted. The Prime Minister is understood to have agreed in principle. But he pointed that if the unifocal of Pakistan insistence remained on Kashmir, and only Kashmir, then the dialogue would remain stalled. Pakistan President Pervez Musharraf said, in Islamabad, on October 8, that the US-led military strikes against the Taliban regime would be short and targeted to eliminate the terrorist camps of the Al-Qaeda outfit. According to him, "I am reasonably sure that military action is carefully targeted which is expected to be short and will lead to a political dispensation in Afghanistan." Musharraf, while supporting the air strikes against the Taliban, said the strikes were inevitable and were a consequence of the "unwise policies of the Kabul regime". He also indicated that no airbases of Pakistan were used by the US-led coalition to launch strikes. The President said, "We did provide them airspace, logistics and shared information with them as was earlier promised by Pakistan." Commenting on Osama bin Laden, he observed, "While we are supporting the removal of terrorist camps and removal of Osama bin Laden from Afghanistan, we will continue to make efforts to bring peace to that country and our efforts at this stage will help the international community." On the Kashmir issue, Musharraf said no parallel could be drawn from what was happening in Afghanistan and the "freedom struggle going on in occupied Kashmir." The directives were given at an inter-provincial meeting of officials presided over by President Pervez Musharraf to review the law and order situation. The law enforcement agencies have been directed to maintain close coordination to ensure that mosques and other religious premises were not utilised for creating hatred as also fuelling violence. Pakistani news sources have indicated that the meeting was informed that certain extremist religious parties were manipulating the Afghan refugees to create a law and order problem in the country. More than 70 persons have been arrested. Pakistani media reports have indicated that at least two restaurants owned by an American fast food outlet were ransacked and damaged, while two cars belonging to local bodies representatives were set on fire, and over two dozens other cars were damaged during the day-long clashes in Karachi. Most of the demonstrations and protests were held after the Friday prayers, when people came out of mosques chanting slogans against the US-led attacks on Afghanistan as well as against the government for extending support to the US. The Pakistan Afghanistan Defence Council (PADC), composed of 35 religious parties, had given the call for the strike. The police who raided houses of at least a dozen politico-religious leaders overnight arrested at least six religious leaders including Maulana Asad Thanvi and Maulana Mohammad Hussain Mahanti. Foreign Office spokesperson Riaz Mohammad Khan said in Islamabad, "Pakistan has agreed to give logistic support. The facilities are basically for contingency situation. In case of emergency the flying US planes may need some airstrips." Khan opined that it was not a war against Afghanistan or the Afghan populace as was emphasised by Pakistan and the world leadership. He also indicated that Pakistan would not play the role of an interlocutor between theTaliban regime and US. The American Federal Bureau of Investigation (FBI) has included the Jaish-e-Mohammad (JeM) and three other Pakistan outfits into its latest list of 39 organisations and individuals whose assets are being frozen or monitored for terrorist linkages. While not on the list of the US State Department's officially designated terrorist organisations, the JeM is on the department's watch list. In a ‘blocking order’ which, in effect, proscribes the outfit. US Treasury Secretary Paul O'Neill added the new names to the 22 outfits already on the list. The list includes Haji Abdul Mannan, described as an operator of a Hawala (illegal money transfers) outfit Al Qadir Traders in Quetta. The others in the list include Mufti Rashid Ahmed Ladehyanoy, reported to be in Karachi and linked to the Al Rashid Trust and the Rabita Trust of Lahore. Paul O'Neill said that all US financial institutions have been notified to freeze the assets of 39 additional suspected terrorists, organizations or supporters. Six of the new names are outfits, while 33 of them are individuals. The US administration is also providing the list to other governments and asking them to join the international crackdown on terrorist financing. O'Neill said on October 11 that 62 nations had already frozen certain assets and that 102 more nations had indicated intent to join this aspect of the international coalition against terrorism. The Treasury Department indicated that all members of the Group of Seven (G-7) - Britain, Canada, France, Germany, Italy, Japan and the United States were acting simultaneously in this regard. As reported earlier, US President George W. Bush had issued to US institutions on September 24, an initial list of 27 individuals and organisations whose funds must be blocked, also warning overseas banks to follow suit. O’Neill also added, "this list will continue to grow as we share information between nations and develop an increasingly clear understanding of the complex network of terrorist financing." Britain has taken a similar decision on the assets of the 39 outfits and individuals. Announcing the freeze, British Chancellor of the Exchequer Gordon Brown said, "Today’s list is a result of intelligence sharing and coordination between UK and US. We will continue to work with our allies, and take a leading role internationally, to cut off the ready supply of finance which is the lifeblood of modern terrorism." India welcomed the British and American decisions. Minister of State for External Affairs Omar Abdullah said," This is a welcome step and I hope this would address India's concerns about other terrorist outfits as well." Abdullah expressed the hope that the international community would soon take a similar decision on some more terrorist outfits that India listed. India has been demanding a ban on the JeM since the October 1-attack at the Jammu and Kashmir Legislative Assembly complex for which the outfit had claimed responsibility.

Media reports quoting US authorities have indicated that the Pakistani President Pervez Musharraf was one of the patrons of Rabita Trust, a charity organisation whose assets have been frozen by the US administration because of its links with Osama bin Laden and his Al Qaeda organisation. News sources said that the US officials had reportedly warned President Musharraf of the impending order against the Rabita Trust and encouraged him to disassociate himself from what they described as its founder's links to Al Qaeda. Reports indicated that the Rabita Trust has ‘helped’ resettle refugees from Bangladesh to Pakistan for the past three decades. It had President Musharraf, among many other prominent Pakistani philanthropists, on its board. The main charge against the Trust is that its Secretary-General, Wael Hamza Jalaidan, was allegedly an original founder of Al Qaeda along with Osama bin Laden. He is also described as the ‘logistics chief’ of Al Qaeda. Jalaidan lived in Arizona in the early 1980s and headed an Islamic centre there before joining bin Laden in the fight against the Soviets in Afghanistan. Rabita Trust is also reportedly affiliated with a Pan Islamic organisation Rabita Alam-e-Islami, which is known in different countries with different names.

The Jamaat's Central Working Committee, which met in Lahore on October 13 under the chairmanship of Qazi Husain Ahmed, also decided in principle to proceed on a march to Islamabad, a date for which will be decided subsequently. The JeI alleged that the Musharraf regime was working according to the ‘dictates of the United States’ and, therefore, had to resign. The meeting also observed that it did not recognize the US administration’s right to declare any person or outfit as terrorist, especially since the United Nations was yet to define terrorism. A JeI resolution said that the methodology the US had adopted to extirpate terrorism would lead to escalation of the menace instead of curbing it. The resolution called upon President Musharraf to withdraw cooperation being extended to the US.

Rabita Trust is a charity organisation whose assets have been frozen by the US because of its links with Osama bin Laden and his Al Qaeda organisation. Ziaul Haq was its founding chairman and the Trust had as its aim the organising, repatriation and rehabilitation of stranded Pakistanis from Bangladesh. The clarification was reportedly provided in the wake of a report published in a section of the press on October 14 stating that President Pervez Musharraf was a patron of the Rabita Trust. The spokesperson clarified that the post of Chairman of the trust being an ex-officio position had been with the Prime Minister and after assuming the post of chief executive, Musharraf had became the Chairman of the Trust, but never presided over any of its meetings. He also said that President has ordered an audit of the Trust’s accounts by a private firm to ascertain if its funds were being used for purpose other than the repatriation of stranded Pakistanis from Bangladesh. The Auditor General of Pakistan is also reportedly carrying out an audit of the Trust’s accounts. The spokesperson observed that the Rabita Trust is a bilateral organisation and its governing body comprises equal number of members from the government and Rabita Alam Al-Islami. Rabita Alam Al-Islami had contributed Rs 50 million while the share of the government was Rs 250 million at the time of establishment of the Trust, he added.

The parties include the Jamaat-e-Islami (JeI), both the factions of the Jamaat-Ulema-e-Islam (JuI) headed by Maulana Fazlur Rehman and Maulana Samiul Haq respectively, the Jamaat Ahle Hadith of Sajid Mir, Sipah-e-Sahaba Pakistan (SSP), Tanzim-e-Islami Pakistan headed by Israr Ahmad and the Jamaat-e-Ulema-e-Pakistan (JuP) of Maulana Shah Ahmad Noorani. These parties have opined that Colin Powell had planned his visit to Pakistan "to insult Pakistanis and they would not tolerate his arrival on the Pakistan land." Meanwhile, religious parties, which had taken part in the siege of Jacobabad airport to protest against the handing over of the airstrip to US forces, have claimed that police arrested over 500 persons. The siege call was given by the Jamaat-Ulema-e-Islam (JuI- Fazlur). During a gathering at Adal Shakh in Shikarpur district, police and protesters clashed, resulting in injuries to 25 JuI workers and six police personnel. One person was killed in police firing near the district council office. News reports said approximately 4,000 JuI (Fazlur) workers and supporters had converged in Jacobabad from Larkana under the leadership of provincial General Secretary Maulana Khalid Mehmood Soomro, who opined that the administration had turned their peaceful protest violent. He added that their countrywide protest would continue till the US stopped bombing Afghanistan. Soomro claimed that the police had killed a JuI (Fazlur) worker and injured 14 others in Shikarpur and eight more in Jacobabad, besides arresting hundreds in Larkana, Shikarpur and Jacobabad.

While criticising the pro-US policy of the Pakistani government, he alleged that it was alienating the country. By allowing the US to use military facilities in Pakistan for strikes against the Taliban regime, Pakistan was ‘annoying’ both its ‘friends’ - China and Iran, the JeI chief indicated. While opposing what he perceived were attempts to overthrow the Taliban regime and induct a broad-based government in Afghanistan, he added that if such efforts succeeded, an anti-Pakistan regime would be installed in Kabul, which would try to have the ‘freedom movement in ‘occupied Kashmir’ tagged as terrorism. He said that the Musharraf regime could not survive the policies it was following and was consequently bound to collapse. The leaders also threatened mass agitation and warned the government to change its pro-US policy by October 21, failing which "they would be compelled to chalk out their future line of action." They also called for the release of the arrested religious leaders, including Maulana Fazlur Rahman, Maulana Samiul Haq, Maulana Azam Tariq and others, by October 19 and threatened to march to Islamabad if their demands were not accepted. These statements were made at a rally in Karachi on October 17 organised by the Markaz-al-Dawat-ul-Irshad Pakistan, the parent outfit of the Pakistan-based terrorist outfit, Lashkar-e-Toiba (LeT), under the banner of the PADC. According to him, "India has always been striving for labelling Kashmir Freedom Movement as a terrorist movement in order to wage a military action against Mujahideen…Mujahideen has also finalised the preparations to tackle any air strike by Indian forces." Commenting on the US proscription of two Pakistan-based terrorist outfits, the Harkat-ul-Mujahideen (HuM) and the Jaish-e-Mohammed (JeM), he described that it would not affect the ongoing terrorist activity in Jammu and Kashmir. The government reportedly set aside PNR 2.03 million as head money for the arrest of these 29 proclaimed offenders operating from the Afghan border. While the Taliban regime has consistently denied the existence of these sectarian terrorists in Kabul despite repeated appeals and visits of Pakistani officials to Kabul, law-enforcing agencies have registered 248 cases against the killings of 479 persons in Punjab. News sources quoting official sources said, "The bodies attracted quite a bit of attention." The eight HuM terrorists were among thirty-five other Pakistanis reportedly killed in a US bombing raid on Darul Aman in Kabul. Sources also said that the bodies were accompanied by a HuM terrorist. News reports quoting officials at the border and eyewitnesses said, "The Taliban border guards approached us with a request to allow the bodies to enter Pakistan," the official said. He said that they had permission to allow wounded people into Pakistan from Afghanistan but there was no directive to allow bodies. Apparently upset at being denied entry, the Harakatul Mujahideen activists took the bodies back at around 8.25 am, saying they would bury them in Jalalabad, the official said. The Interior Ministry in Islamabad has identified 10 terrorist outfits, which have taken part in the anti-US demonstrations in different parts of Pakistan along with some sectarian outfits. As reported earlier, some of these demonstrations were violent, especially in Quetta, Peshawar, Malakand Agency and parts of Sindh. Pakistani media reports have indicated that people had gathered outside a mosque at Numaish Chowrangi to offer funeral prayers for terrorists killed in Afghanistan. Reports added that clashes erupted following the non-arrival of bodies in Karachi. Speaking at the gathering, Hafiz Mohammed Idrees, ‘Supreme Commander’ of the HuM, Sindh-Baluchistan unit, accused the government of creating hurdles in the way of transportation of bodies from Afghanistan to Karachi. Sources said that the Interior Minister Moinuddin Haider has directed the Baluchistan and the North-West Frontier Province (NWFP) governments to immediately commence physical checking of all the Afghan refugees entering Pakistan as they could be in possession of weapons and objectionable material and could create law and order problems for the provincial governments. Reports said many people in Balochistan and Sindh continue to possess sophisticated military hardware, while influential persons in the North West Frontier Province (NWFP) have shifted their illegal weapons to the tribal areas. Reports said the names and addresses of 3,772 persons possessing illegal weapons, and those of arms smugglers have been dispatched to the concerned authorities about five months ago. However, action has been taken against only 389 individuals. A declaration read out at the group’s ‘Jihad-i-Afghanistan Conference’ held at Lal Masjid in Islamabad, on October 26, said, "All roads and highways will be blocked to stop vehicular traffic, American goods will be boycotted and the government servants will be asked to tender resignation". The congregation also adopted a resolution saying, "The government has lost the support and confidence of the masses by allying itself with the United States in its war against a Muslim country." It also demanded that President Musharraf resign. The PADC called for imparting training for Jihad against the enemies of Islam. And under the Islamic laws if any Muslim cooperates with infidels against Muslims, he must be excommunicated from the religion." Mufti Shamzai said Pakistan had adopted a policy of double standards.
