Muttahida Jehad Council (MJC) Chairman Syed Salahuddin said, in an interview to Dawn, a Pakistani daily, that Pakistan should evolve a consensus with the terrorist outfits on the issue of removing banners and donation boxes. He added that such a consensus should meet the demands of terrorist activity in India’s Jammu and Kashmir on the one hand, as also address the law and order problems of Pakistan on the other. Salahuddin also asked the terrorist outfits to "beware of the conspiracies aimed at creating misunderstanding and differences in their ranks." His remarks came in the wake of reports in a section of the Pakistan press that the MJC at a meeting chaired by him had agreed to remove banners and donation boxes from public places in Pakistan. According to Salahuddin, who is also the ‘supreme commander’ of the Hizb-ul-Mujahidden (HM), "I never chaired any such meeting where the said decision was taken."

Even while appreciating President Pervez Musharraf’s offer of co-operation in tracking down the perpetrators of the attacks, US President George Bush, in a news conference in Washington on September 12, said that "US would give Pakistan a chance to cooperate for hunting down those behind these acts". Asked about the nature of co-operation offered by President Musharraf, President Bush said that "We don't know what that means". These remarks came amidst increased US official comments that Osama bin Laden, a Saudi exile presently based in Afghanistan, was the most likely suspect behind the hijack of four passenger airline planes and the subsequent attacks on the World Trade Centre in New York and the Pentagon in Washington by the hijackers on September 11. Both, Osama bin Laden and the Taliban regime in Afghanistan have denied any links with those responsible for these attacks.

He said, "The issue of Kashmir and America are two different matters and one should not be associated with the other." Describing as ‘wrong and baseless’ an earlier claim in the name of the LeT for the attacks in the US, he said, "These are aimed to defame [the] Lashkar, which was involved in the Jihad (holy war) in Jammu and Kashmir." On the September 11-attacks in the US, he said, "America has harassed and harmed a lot of people. It has conflicts with nations like Iraq. So the matter should be investigated thoroughly, instead of indulging in baseless allegations."

According to Pakistani news reports, the government is unlikely to permit US ground forces to land on its soil for any possible attack on Afghanistan. But, Pakistan would be willing to conditionally discuss other options with the US if the latter finally decides to launch military action against Osama bin Laden, prime suspect in the September 11-terrorist attacks in New York and Washington. Such proposals were reportedly discussed at a special-Corps Commanders conference held on September 14 at the General Headquarters, in Rawalpindi. Chaired by President Pervez Musharraf, the conference was attended by all the Corps Commanders and principal staff officers of the Pakistan Army. According to an Inter Services Public Relations (ISPR) announcement following the conference, "The participants reviewed the overall security situation in the region with special emphasis on the recent scenario emerging after the terrorist attacks on US cities resulting in colossal loss of innocent human lives and property." The News, a Pakistani daily, indicated that US President George W. Bush is expected to speak to President Musharraf on telephone today, September 15.

Muttahida Qami Movement – Altaf (MQM-A) Chief Altaf Hussain, in a statement from his London headquarters, said people of Pakistan in general, and Sindh in particular, must not "get distracted on the propaganda by the so-called religious and Jihadi organisations." Commenting on the current national and regional situation, he observed that the government and the Inter Services Intelligence (ISI), the external intelligence agency of Pakistan, extended their fullest cooperation to the US. He also added that had the Army and the ISI not interfered in Afghanistan and provided training and support to the Taliban, they would not have faced the current situation. Criticising the role of terrorist outfits, he said these so-called religious outfits send the common people for Jehad but their leaders enjoy a lavish lifestyle. He opined that the populace should understand that preaching for Jehad was meant to serve the interests of the Jehadi leaders.

Pakistani news reports held that President Pervez Musharraf said, on September 18, that the decision to extend ‘unstinting support’ to the United States had been taken under what he termed as tremendous pressure. Gen. Musharraf reportedly said this at a briefing to former foreign ministers, retired generals and members of think tanks. Dawn, a Pakistani daily, reported that Gen. Mirza Aslam Baig, quoting the President, revealed that the US authorities had asked the latter to reply in definitive terms whether Pakistan was a ‘friend or foe’ of the United States. Musharraf reportedly apprised the gathering that US authorities had conveyed in categorical terms that Pakistan’s decision would determine its future relationship with Washington. The President also indicated that the US Administration had fixed a deadline for meeting its demands on Pakistan––extending support, including the use of airspace, logistics and intelligence information. Dawn also cited the President as having indicated that a refusal could "have serious consequences for the country, and there were fears of direct military action by a coalition of United States, India and Israel against Afghanistan and Pakistan."

The report also added that a suspected site is the Abu Khahab Camp, north of the eastern city of Jalalabad, where bin Laden is reportedly conducting chemical and biological weapons experiments. It said US intelligence and security officials were analysing many satellite photographs to update a list of approximately 100 terrorist training camps in Afghanistan. In a statement released from Muzaffarabad, on September 30, Harkat-ul-Mujahideen (HuM) spokesperson Amiruddin Mughal rejected media reports on its leaders absconding and the forced closure of the HuM offices in Pakistan controlled Kashmir (PcK). Mughal said all offices of the outfit in PcK were intact and were conducting their operations accordingly. He also indicated that no body could shut down HuM offices as it was "fighting for legal and principled right of the Kasmiri people for self-determination." He also added, "If we close our offices it means we are renouncing upon our objective of Kashmir's freedom. It can be possible only if Indian Army shuts down its camps in the occupied Kashmir." While observing that the HuM was not involved in any terrorist activity, he also said the freezing of Harkat's accounts by the Government of Pakistan under "United State's pressure" would have no effect on the terrorist activity in Jammu and Kashmir. Meanwhile, PcK Prime Minister Sardar Sikandar Hayat Khan said, in Muzaffarabad, "Organisations participating in Freedom Movement going on inside Occupied Jammu and Kashmir are not terrorist outfits".
