Darakshan police, on August 1, submitted the final charge sheet against an activist of the Muttahida Qaumi Movement – Altaf (MQM-A) in a bomb blast case before an anti-terrorism Court (ATC) in Karachi. According to the charge sheet, the accused was involved in the bomb explosions that occurred on April 18, 2001 on the occasion of a strike jointly called by the MQM-A and the Jeay Sindh Quami Mahaz. He was arrested on June 29 by the Gulistan-i-Jauhar police, which also seized two kilograms of explosive material from him.

Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed, addressing a press conference in Karachi, on August 2, said Pakistan should not allow United Nations (UN) monitors to "use its soil to tighten the noose around the Taliban regime in Afghanistan." He was reacting to the latest resolution of the UN Security Council on Afghanistan that requires the use of monitors, mainly to be based in Pakistan, to monitor and help enforce an arms embargo against the Taliban regime. According to him, "To allow the monitors (to) operate on Pakistani soil would be an un-Islamic act. The government should not allow the American agenda to be fulfilled against our Afghan brethren."

One person, suspected to be an activist of the Jamaat-e-Islami (JeI) was killed and two civilians injured by unidentified armed men in Moosa Colony, Karachi on August 3. The assailants managed to escape from the site of the incident. Two persons were arrested from the site of the incident for their alleged involvement in the killing. While the deceased's brother said that he was associated with JeI, the party denied the claim. A Jamaat spokesperson Sarfaraz Naimatullah Khan said, "he was an activist of Young Federation of the area and he had nothing to do with JI."

The Chief of the Hizb-ul-Mujahideen (HM) Syed Salahuddin said in Panjpeer Swabi on August 3 that the terrorist outfits would continue their operations in Jammu and Kashmir despite the India-Pakistan peace process. In reply to a question about the US interests to solve the Kashmir issue, he said that the US and the West wanted to see a strong India because of the China factor. According to him, "the West and United States were afraid of Pakistan's nuclear power." While indicating that the United States was opposed to Kashmir's alliance with Pakistan, he also added that there was no possibility of an independent Kashmir.

He observed that her visit was designed to pressurise Pakistan to hold talks with India on the Kashmir issue in line with the American agenda. An inter-provincial conference on law and order in Islamabad on August 4, presided by President, Gen. Pervez Musharraf, approved a plan for a crackdown on terrorists and hardened criminals. The Conference sanctioned more powers to the law enforcement agencies for an all-out offensive against terrorists. The conference also approved draft amendments to the Anti-Terrorism Act of 1997, which shall now be promulgated as an ordinance. The amendments seek to prevent acts of terrorism, particularly ethnic and sectarian. Gen. Musharraf said that "…there should be no inhibition against use of every available force and all available resources to combat terrorism in all its forms." The Federal government also decided to utilise the Rangers and paramilitary forces along with the police against terrorists and terrorist groups. The decision to proscribe various sectarian outfits has been deferred for the time being.

While addressing a press conference, the Law Minister said the amended law provided that the proscribed outfits could file review application against the government decision and if they are not satisfied with the findings of the Proscribed Organization Review Committee, the High courts and Supreme Court could be also approached. She also added that in order to monitor their activities, the government was likely to issue orders to put the Tehreek-e-Jaferia Pakistan (TJP) and Sipah-e-Sahaba Pakistan (SSP) under strict observation. According to her, "A review would be carried out on the completion of six-month observation and the parties would have to satisfy the government that they were not involved in any sabotage or illegal activity." Police in Punjab is reported to have arrested hundreds of SSP and TJP activists. The SSP in a statement has claimed that approximately 300 party activists were arrested from various districts of Punjab. The TJP head office in Lahore was sealed whereas sub-offices were raided by police contingents accompanied by members of the Elite Force and commandos. An anonymous senior police officer was quoted as saying that "By conducting raids and taking their men into custody a 'message' has been conveyed to them and there is no need to interfere in their affairs anymore." Approximately 26 offices of the Jaish-e-Mohammad (JeM), LeT, Harkat-ul-Mujahideen (HuM), Al-Badr and Hizb-ul-Mujahideen (HM) and other groups had been sealed and literature seized. News sources reported that activists belonging to the proscribed outfits––Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammad Pakistan (SMP), and certain other sectarian groups were also among those arrested during the police operation. Sources added that the main offices of the LeT, situated in NaganChowrangi, in Karachi and its other offices in the FB Area, Malir and Quaidabad were raided and approximately 50 activists arrested. Police sources claimed that posters, advertisement material, as also a large quantity of literature, objectionable pamphlets and collection boxes were recovered from these offices. Gen Rashid Qureshi said in an interview to Radio Teheran that no Jehadi activity is going on in Pakistan. According to him, "neither the Jihadi organisations are functioning in that way as the people say nor have any arrests been made." While indicating that there was sectarian problem in the country he said approximately 25 persons involved in sectarian terrorism had been arrested. Commenting on the terrorist outfits’ offices he said, "there are offices of the Kashmiris, and I do not call them Jihadi, because it gives the impression that people from Pakistan go to Kashmir for Jihad. It is wrong. There are offices in Pakistan. But these offices are not present in Pakistan alone but the Kashmiris have set up their offices throughout the world just as the Palestinians and Irish Republican Army have." The MJC Chairman Syed Salahuddin observed that the outfits had never agreed before any authority or at any meeting to abandon terrorist activity. While rejecting the Federal government ban on fund collection, also demanding Interior Minister Moinuddin Haider's dismissal, terrorist outfits on August 24 have announced a vigorous fund-raising campaign in Punjab. The announcement was made in Lahore after a meeting of the Punjab Chiefs of seven terrorist outfits, held at the Tehreek-ul-Mujahideen (TuM) office and chaired by Punjab TuM chief Shakilur Rehman Nasir. A joint committee was constituted under TuM Shakilur Nasir to start a dialogue with the Ulemas (religious leaders) and leaders of political parties to apprise them of their ‘responsibilities’ in the present situation. In a joint statement, the outfits said that the government should distinguish between jehad funds collection and extortion. While indicating that terrorist outfits neither possessed illegal arms nor were any of their members involved in sectarian activities they also added "Kashmir Jihad did not depend on the Pakistan government. It would continue till the liberation of Kashmir that amounts to the completion of the Partition formula." Replying to a question about the indication of a ban on all terrorist outfits, they observed that President Gen. Pervez Musharraf had been supporting their ‘cause’ but it was the Interior Minister who was "talking different things and his removal will settle the entire controversy." The outfits also asked the government to reject foreign pressure and prioritise national interests. They said that the government was fulfilling the "wishes of enemies who wanted Mujahideen to get entangled with internal matters and abandon Jihad." The outfits that attended the meeting were the TuM, Harkat-ul-Ansar (HuA), Jamait-ul-Mujahideen (JuM), Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Al-Badr Mujahideen. The statement also added that the Jaish-e-Mohammad (JeM) was with them and the decisions had the backing of Jaish’s central leadership.

The outfits have demanded that foreign and domestic funding of Non-governmental Organisations (NGOs) and welfare organisations should also be audited. They said people of Pakistan were voluntarily funding them and no amount of government pressure could stop them from supporting jehad. A spokesman for the committee announced that the coordination committee of Jehadi groups in Punjab had been named as "Jehad Defence Forum" (JDF) and it had also decided to hold a Defence of Pakistan seminar in Lahore next month, September, which would be addressed by chiefs of the terrorist outfits. TuM Punjab unit chief Shakilur Rahman Nasir was made convener of the forum and Abdur Rashid Awan of the Hizb-ul-Mujahideen (HM) as its secretary general.
