Eight persons were killed in sectarian violence at Hangu in the North West Frontier Province (NWFP) on March 1. According to official sources, the violence was triggered consequent to an incident in which an unidentified person opened indiscriminate fire killing three persons and injuring another. Sources also reported that the immediate cause of the flare-up was the execution of Sipah-e-Sahaba Pakistan (SSP) activist Haq Nawaz Jhangvi, in the Mianwali jail on February 28, for assassinating an Iranian diplomat, Sadiq Ganji.

Interior Minister Moinuddin Haider, speaking at a seminar in Islamabad, on March 1, called upon the tribals in the NWFP and Baluchistan to surrender arms and ammunition to the government. While commenting on sectarian violence, he said, "We will continue dialogue with sectarian people and try to resolve this issue on the policy of live and let live to have an understanding of each other's point of view". Later, talking to the media, he added that terrorist outfits would be taken into confidence before a final approval of the proposed ‘code of ethics’ for them. Haider said, "The proposed code of ethics would be based on the recommendations of highly responsible people".

According to reports appearing in Pakistan Link, the British government is contemplating the possibility of banning entry of some terrorist leaders who support the Taliban regime and Osama-bin-Laden. The British High Commissioner in Islamabad has reportedly been asked to prepare a list identifying activities of those in Pakistan who support the Taliban and Osama-bin-Laden in particular. Maulana Fazal-ur-Rehman of the Jamaat-Ul-Islam (JUI) is believed to be one of the leaders whose entry is likely to be banned.

He termed the ban and the declaration that Lashkar was a terrorist organization as a conspiracy against Pakistan and Islam. According to him, "The unjust, illegal and anti-Islam decision had been taken by Britain under the influence of Indian and Israeli propaganda without considering our stand point or giving us a chance to explain our position". Chief of the Muttahida Jihad Council (MJC), an umbrella outfit of 14 Pakistan based terrorist outfits operating in India’s Jammu and Kashmir, Syed Salahuddin said in a interview to Pakistani daily The News on March 3 that there is no hope for a negotiated solution to the Kashmir issue. He said, "If Kashmir is not a dispute, as Indian Home Minister L K Advani says, who can silence the guns of Mujahideen. We will continue to fight for the Kashmir cause till freedom because we don't believe in peace for the sake of peace. We believe in peace for the sake of freedom." While denying charges of Pakistani involvement in the Kashmir issue he said that even if Pakistan does not extend political or moral support to us, terrorist operations would continue in Jammu and Kashmir.

Commenting on the Indian cease-fire, Syed Salahuddin, also the Chief of Hizb-ul-Mujahideen (HuM) said, "What, for example, is the justification of increased casualties suffered by Indian forces if really there is a cease-fire, especially if the Hizb has shown restraint. In fact, we are doing the most damage but India has chosen to blame these activities only on Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). It wants to fool the international community by claiming that not all but only a small faction of the militants is against peace and that the rest of the Kashmiris are pro-peace." He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." Asked which group of the Hurriyat he agreed with, Syed Salahuddin said that he personally supported the one led by Syed Ali Shah Geelani who thought that India was using cease-fire only as a pretext.

Pakistani daily The News quoting certain academics has reported that renewed efforts are on in the United States to pressurise the State Department to designate the Lashkar as a terrorist organisation. The report indicated that these efforts have been stepped up following Britain's designating Harkat-ul-Mujahideen, Jaish-e-Muhammad and the Lashkar as terrorist organisations. Sources also said that the attack was carried out despite tight security measures adopted in view of the presence of Chief Executive General Pervez Musharraf in the city. The meeting chaired by Chief Executive General Pervez Musharraf approved the recommendations of the Task Force on Sectarian Harmony envisaging elimination of sectarian terrorism. According to official sources, the provincial governments are to be directed to strictly implement the ban on display of arms, making of inflammatory speeches and statements, and actions in any way encouraging sectarian violence. The significant recommendations made by the Task Force on Sectarian Harmony to eliminate sectarian terrorism are: (i) A Commission on Religious Harmony, comprising the Minister for Religious Affairs as chairman, leading Ulema (religious scholars) and heads of Wafaq of Deeni Madaris (religious seminaries) as members and the Interior Minister as official member, will be constituted for continuous consultations; (ii) Boards consisting of different sects to be constituted at all levels of administration; (iii) Establishment of special task forces at provincial level to deal with sectarian terrorism; (iv) Action to be taken against those religious leaders/workers who make provocative speeches and raise derogatory slogans against opposite sects.

The Frontier Police (FP) in Peshawar, on March 19, reported that they had arrested four activists of the Lashkar-e-Jhangvi (LeJ) on March 12 for alleged involvement in the killing of Anwar Ali Akhunzada, the Central General Secretary of Tehreek-e-Jaferia Pakistan (TJP) on November 23, 2000. Police sources reported that Akhunzada was assassinated on the instructions of LeJ leader Riaz Basra. Sources also said that the TJP leader's assassination was meant to revenge the murder of a Basra's close associate Noor Gul, who was killed in an encounter in Lahore. The arrested activists also confessed to the involvement of LeJ in the killing of a senior police officer Farooq Haider in Peshawar in October 1999. Some arms and ammunition were also recovered from the site of the arrest.

According to a press release issued by the police in Multan, on March 21, a terrorist of the Lashkar-e-Jhangvi (LeJ), who was arrested recently, had confessed to his involvement in several incidents of sectarian killings and arms trafficking in Punjab, Pakistan. He is reported to be involved in the killing of Shia leader Zakir Riaz Husain Monch in September 1998 in Jhang and of five persons at a mosque in Kot Addu, Muzaffargarh district, in September 1998. The arrested is said to be a member of the Lashkar high command. He is reported to have indicated that due to the rift in the Lashkar between the Riaz Basra and Qari Hayee factions, the new activists were disappointed and that the Qari Hayee group had been carrying on terrorist activities only to remain in the circuit of Sunni extremist outfits. The press release quoting him said "Riaz Basra believes in bloodshed even if Sunnis are killed in the attack as it happened in Sheikhupura a day before Eidul Azha".

He claimed that terrorist outfits were relying on technology and weapons produced by them indigenously. The Hizb chief said, "India was under tremendous economic pressure as it was spending Rs520 million daily to fight the Mujahideen". Replying to a question regarding autonomous Kashmir, Salahuddin said, "Mujahideen wanted liberation from India at all costs. All other issues would be settled subsequently". He was critical of the United Nations Secretary-General Kofi Annan for his argument that, since the Kashmir issue did not meet the requirements of Chapter 17 of the UN Charter, he was unable to intervene.

He said the postponement of the Lashkar’s annual congregation at Muridke, near Lahore, was just a strategic measure and not a result of pressure from any quarter. While claiming that the Lashkar recruits most of its cadres from Pakistan and Afghanistan, he also added, "Pakistan has now established a blood relation with Kashmir". The Lashkar chief said that the outfit would increase Fidayeen (suicide) attacks against security forces in Jammu and Kashmir and other parts of India.
